Description
Community Services Committee Meeting 2/21/2023 9:00am
A
A
Okay,
we
need
a
motion
to
approve
the
minutes
from
January.
17Th
I
need
a
motion
and
a
second.
A
This
is
going
pretty
good
all
right
now.
We
need
to
approve
the
minutes
from
the
county
clerk's
report.
You
have
that
in
front
of
you,
gonna
need
a
motion
and
a
second.
C
Do
I
don't
have
anything
for
the
committee
I,
just
let
you
know
early
voting
for
the
April
4th
Consolidated
election
starts.
This
Thursday
I
promise
you
that
there
won't
be
any
lines
in
our
office.
If
you
have
any
questions
be
happy
to
answer
them.
The
best
of
my
ability.
C
C
A
Yes,
okay.
Next,
the
Assessor's
Office.
We
need
a
motion
and
a
second
to
approve
the
minutes
from
last
month.
C
E
You
good
morning,
good
morning,
I
just
have
important
things
for
you
this
morning
just
wanted
to.
Let
you
know
that
the
Department
of
Revenue
has
asked
the
questions
that
they
needed
answered
pertaining
to
the
final
abstract.
I
was
able
to
get
that
back
to
them
very
quickly
and
they
certified
the
final
abstract
actually
on
February
1st,
which
just
really
pretty
quick.
E
E
So
it's
it's
just
a
nice
thing
for
my
office
to
kind
of
pass
the
football
off
to
the
to
the
clerk's
office
in
in
a
timely
manner,
and
then
the
other
thing
that
I
probably
should
have
mentioned.
Last
month,
we
reported
all
of
the
2022
sales
to
the
Department
of
Revenue.
E
You
know
all
the
way
through
the
end
of
December
by
the
middle
of
January,
so
we
were
in
good
shape
there
and
that
allows
us
to
now
wait
for
what's
coming
next,
which
is
the
detailed
sales
report
from
the
Department
of
Revenue,
and
that's
really
the
the
biggest
thing
that
we're
waiting
on
now
that,
along
with
we're
working
on
a
lot
of
renewals
for
the
homestead
exemptions
and
things
starting
in
January
and
February,
that
really
gets
gets
ramped
up.
So
those
are
the
things
that
are
going
on
in
the
department.
E
A
Okay,
next
Miss
catboy
recorder,
we
need
a
motion
and
a
second
to
approve
the
minutes
from
the
last
meeting.
Miss
Parker
Miss
Monday,
all
in
favor,
opposed.
G
G
G
For
the
fiscal
year
now,
that's
the
county
life
which
ended
December
1st
of
2021
or
which
started
December
1st
2021
through
November
30th
2022.
We
recorded
14
701
documents.
So
from
a
financial
snapshot
you
can
you're
going
to
see
a
total
revenue
received
into
the
office
of
one
million
835
988.57.
G
G
And
the
recorder
computer
fund
received
230
513.24
cents,
so
state
revenue
stamps,
which
goes
to
the
state
of
Illinois,
was
579
863
dollars.
So
to
give
you
a
dollar
value
of
real
estate
transactions
that
took
place
in
2022
that
comes
to
579
million
863
thousand
dollars,
I'm,
not
very
good,
with
reading
bigger
numbers.
G
G
People
don't
see
it
as
we
do
day
to
day.
2022
was
a
phenomenal
year,
considering
everything
that
has
gone
on,
so
we
continue
to
work
on
cleaning
up
our
past
records
that
were
incorrectly
indexed,
making
it
easier
for
information
to
be
found.
We
have
created
an
index
book
for
the
older
records
of
out
of
country,
births
or
marriage
certificates
that
were
recorded
in
our
office
prior
to
our
computer
system.
We
have
found
we
have
people
coming
in
looking
for
these
records
and
the
way
they
were
indexed
by
book.
They
were
really
kind.
G
B
G
Of
country,
if
it's
in
the
county
goes
to
Dan
out
of
country
goes
to
me,
you
didn't
know
that,
did
you
nope?
Yes,
we
also
have
adoption
papers
too,
from
out
of
country
adoptions,
so
these
people
are
now
looking
for
these
records
because
they
need
them
for
various
things
and
we
like
to
be
efficient
and
quick.
G
So
my
staff
did
a
phenomenal
job
creating
an
index
book,
so
we
have
a
physical
index
as
well
as
a
computerized
index,
putting
all
of
those
records
into
the
system
so
that
now
we
are
quicker
and
able
to
assist
people
when
they
need
them.
Yes,
because
you
know
they'll
say
well,
my
mom
was
in
here
in
1979.
G
some
time.
So
that's
like
a
range
and
it
then
it.
How
was
it
recorded
under
what
names
so
yeah?
So
we're
pretty
proud
of
that
project
because
we
feel
like
that
was
a
need
and
a
necessity.
G
So
this
again
allows
the
individuals
to
come
in
looking
for
their
recorded
out
of
country,
birth
or
marriage
certificates
with
an
efficient
access
to
the
records.
We
also
continue
to
work
on
our
back
indexing
project
so
for
some
of
the
previous
County
board
members,
you
remember
we
did
a
12-year
scan
project
to
fill
a
gap
because
of
covid.
So
we're
working
on
that
as
we
do
current
work
and
that's
done,
they
jump
into
the
old
work.
G
So
this
year
they
did
27
423
records
on
top
of
daily
work.
The
total
project
was
155
000
documents-
that's
not
Pages,
that's
documents,
so
you
can
imagine
what
they've
gone
through
and
being
able
to
index
these
The
Grand
Tour
grantee
book
restoration
project,
which
first
I'd
like
to
say.
Thank
you
to
anyone
who
had
the
time
to
stop
by
last
Tuesday
a
week
ago
today
to
take
a
look
at
what
we've
done
and
accomplished
together
the
County
Board
and
my
office.
G
It's
phenomenal
Searchers
love
the
new
books
and
so
we're
pretty
proud.
It
looks
really
good
too
so.
The
grantor
grantee
book,
restoration
project
and
reimaging
has
been
completed
along
with
the
new
shelving
and
Carol
I
promise.
You
will
get
a
personal
tour
to
house
the
new
books,
the
project
began
in
2018
and
we
were
able
to
escalate
this
project
because
of
the
assistance
of
the
arpa
funds,
to
finish
it
sooner
so
that
project
total
cost
was
just
over
ninety
six
thousand
dollars.
G
Our
the
arpa
funds
that
you
guys
approved
for
me
were
as
close
to
half
of
that
cost.
So
I
appreciate
it
very
much.
Thank
you.
The
computer
fund
is
the
established
fund
for
the
recorder
to
use
for
improving
in
imaging,
but
it's
also
paying
for
personnel.
So,
as
you
can
see,
my
computer
from
budget
is
going
up
every
year,
so
I
don't
want
to
deplete
that
to
zero,
because
we
all
know
what
happens
when
that
happens.
We've
been
there.
We
don't
want
to
live
through
that
again.
G
G
This
accessibility
is
just
the
next
step
of
what
the
world
is
expecting
from
everyone
in
business,
so
keep
in
mind
anytime,
there's
printed
images
from
anything.
That's
done
online.
That
goes
into
the
county,
general
fund
and
I.
Don't
know
if
everyone
had
the
opportunity
to
review
my
arpa
request,
but
the
compute
the
copy
fee
line
on
any
of
my
reports.
You
would
see
800
sometimes
a
month,
sometimes
six,
sometimes
three.
G
G
G
Getting
the
word
out
actually
going
to
be
doing
it
again
here
in
about
an
hour.
Our
newest
flyer,
with
the
assistance
of
the
gis
department,
now
has
a
QR
code.
So
I
am
like
really
current
more
current
than
I
ever
thought.
I
would
be
so
we
have
produced
new
flyers.
I
have
new
business
cards
this
day
and
age
of
people.
Just
wanting
to
do
this,
they
can
sign
up
for
a
property
fraud,
alert
again
I'll,
reiterate
it's
free.
G
We
don't
sell
any
information.
You
receive
a
notification
anytime,
something's
recorded
in
your
name.
Last
week,
I
received
a
phone
call
from
a
gentleman
who
happens
to
have
the
same
name
as
somebody
else
in
our
County,
and
he
had
signed
up
for
property
fraud
alert.
He
called
me.
He
said
I've
done
nothing.
I
said
all
right.
Let's
take
a
look.
I
looked
up,
the
documents
identified
immediately.
He
had
a
different
middle
initial,
so
I
assured
him
the
program's
working.
G
G
So
with
that
being
said,
currently
we
have
2723
individuals
signed
up
for
the
alert
system,
so
I
constantly
promote
that
getting
the
word
out.
So
in
the
calendar
year
of
2022
I
also
assisted
and
completed
one
Centennial,
Farm,
search
and
certification.
G
G
Finally,
after
the
2022
election,
there
was
about
one-third
of
our
state
that
turned
over
with
new
clerk
recorders
throughout
the
state
of
Illinois.
So
I
was
invited
to
help
assist
with
the
newly
elected
to
help
them
better,
understand
the
record
of
statutes,
discussing
processes
and
procedures
and
share
some
of
my
best
practices
for
my
office
to
help
guide
them
through
their
new
beginning
as
an
elected
official
in
their
respective
counties.
D
Yeah
Lori
I
can't
say
I'll,
probably
as
much
I
can
say
how
proud
I
am
of
you
and
your
department.
You've
done
a
wonderful
job,
I
think
getting
everything
together
and
organizing
and
making
it
accessible
to
a
community
not
only
within
your
office
but
also
by
internet
you've
got
a
yeoman's
job.
I
know
since
I've
been
on
the
board.
You've
been
working
like
crazy
to
get
this
all
accomplished,
and
you
are
amazing,
just
amazing.
Thank
you.
Thank
you.
I
appreciate
that,
and
also
apologize
I
couldn't
come
to
your
open
house
on
Tuesday
because
of
school.
G
F
Just
Jessica
and
I
are
sitting
here
going
we're
not
real
clear
on
these
abbreviations.
Okay,
so
the
rhsp
is
what
the
rental
housing
Support
Program.
Okay
GIS,
you
said,
there's
a
whole
GIS
Department.
We
do
have
a
whole
GIS
Department.
What.
G
Is
that
that's
the
Global
Information
Services
Department
and
it
actually
was
created
because
of
the
legislature,
creating
a
line
item
through
my
recording
fees
to
get
them
funded
and
started,
and
we
worked
very
closely
so
to
understand
the
process.
Your
documents
recorded
in
my
office,
a
transfer
declaration,
a
transfer
document.
Indeed,
okay,
that
information
starts
in
my
office,
then
filters
down
to
the
assessor
because
they
got
to
do
their
stuff,
which
then
will
transfer
over
in
May
with
the
treasure
for
sending
out
tax
bills
and
who
gets
the
tax
bills.
G
But
we
have
it's
set
up
now,
where
I
think
it's
weekly,
it's
called
a
pen
file
upgrade
that
goes
to
Department
of
Revenue,
as
well
as
an
update
to
the
gis
system.
So
if
you
log
into
GIS,
which
is
free
and
type
in
your
PIN
number
or
your
name
or
if
you
are
just
interested
in
zooming
in
and
looking
because
you
know
streets
or
whatever,
you
can
start
clicking
on
houses-
and
you
can
see
who
owns
it,
how
big
their
lot
is.
G
Is
that
on
my
report,
yeah,
so
ucc's
are
another
type
of
financial
documents
that
people
go
through.
G
How
can
I
explain
this
for,
like
Farmers
with
grain
bins
or
tractors,
or
sometimes
offices
with
their
computer
equivalent?
That
was
real
big
when
computers
were
just
getting
started.
Taking
out
loans
against
your
fixtures
is
what
it's,
okay
so
and
that
money
stays
in
County
General,
it's
very
small
yeah,
it's
not
right
now.
The
big
thing
is
solar
panels.
F
G
For
the
computer
fee
that
that
is
a
fund
line
item
that
was
identified
through
the
general
assembly
through
our
statute,
that
the
recorder
is
to
receive
x,
amount
of
dollars
per
recording
to
help
maintain
and
improve
her
computer
system.
Okay
or
his
sorry
theirs.
G
All
right,
thank
you.
So
I'm
glad
you
brought
up
rhsp
real
quick
I
mentioned
this
in
committees
before
Governor
did
sign
into
law.
Doubling
the
fee
effective,
July
1st,
so
there
will
be
I
will
be
working
with
our
state's
attorney
to
come
up
with
the
resolution
for
the
fee
change
to
go
into
effect,
April
1st.
So
it
will
go
from
eight
nine
dollars
to
eighteen
dollars
right
and
then
the
administrative
fee
will
go
from
one
dollar
to
two
dollars.
So
it's
like
a
twenty
dollar
increase
on
recording
fees.
F
G
H
G
I
G
Always
pointing
to
my
website
as
well
too,
it
is
on
the
website.
I
put
it
on
Facebook
the
recorder
Facebook
page
a
couple
times,
but
yes,
and
it
does
work,
we
made
sure.
G
And
again,
if
you
haven't
been
in
there,
we'd
love
to
have
you
come
through.
Steph
loves
it
when
they
have
an
opportunity
to
meet
the
County
board
members
and
know
who
all
is
here
and
you
get
a
chance
to
see
what
they
do
and
what
we
do
for
the
people
of
Kankakee
County.
So
all
right
anything
else.
A
Next
Animal
Control
need
a
motion
and
a
second
to
approve
the
minutes
from
last
month:
Mr
kirkstra,
Dr
Polk.
Second,
all
in
favor
aye
opposed.
H
So
not
much
to
report
the
yearly
total
to
date
for
registration
is
pretty
high.
Some
of
that
is
including
last
year's
fees,
though
that's
why
it
looks
at
high.
They
just
got
folded
over
to
this
year
because
they
came
in
so
late,
which
is
a
common
occurrence
with
veterinarians
getting
there
checks
to
us
late.
However,
it
still
falls
on
the
same
calendar
year
usually,
and
it
just
makes
up
everything
every
year
after
that,
as
far
as
report
I,
don't
have
anything
else
on
here.
Unless
you
guys
have
questions.
H
As
far
as
the
new
building
the
design
development
is
now
done
and
moved
into
construction
development,
so
then
that
lasts
until
March
23rd.
So
after
that
I
think
that
they
should
be
able
to
put
everything
out
for
bed
and
hopefully
start
breaking
ground
April
or
so.
Hopefully,
if
everything
goes
according
to
plan.
H
And
they
said,
usually
it's
like
around
eight
month
build
time
we
are
about
a
month
behind,
but
that's
okay,
we
estimated
we'll
be
in
the
new
building
in
2024,
so
it
gives
us
quite
a
few
months
to
plan
everything
and
give
everything
nailed
down
and
how
we
want
it
to
be,
and
it
looks
I'm
excited
for
it.
It's
nice
to
see
the
the
design
come
together
and
see
desks
in
the
building
and
exam
tables,
and
you
know
a
workout
where
the
cages
are
going
to
be
indoor
outdoor
runs.
H
It's
just
nice
to
see
it
all
coming
together.
H
H
So
it's
like
a
guinea
pig
or
a
bunny,
or
something
like
that,
like
a
little
small
type
of
animal,
so
we
actually
do
have
a
guinea
pig.
We
had
him
for
a
year
now
in
our
office
bone
taped
in
a
box
in
somebody's
yard,
and
they
brought
it
to
us
and
we
have
come
to
him
he's
now
our
office
pet
s.
H
D
Miss
Weber
actually
lets
me
sit
right
here
because
I'm
so
short
on
information
we
didn't
meet
this
month.
We
are
meeting
in
March
again
and
discussing
plans
more
plans.
So
and
all
of
us
on
the
committee
wish
Carol
a
very
quick
recovery.
You
are
missed.
Everyone
was
chatting
and
sending
their
love
