Description
Community Services Committee Meeting 9/17/2019 9:00 AM
A
Turn
me
on
I'm
welcome
to
the
Community
Services
meeting
committee
meeting
today:
September
17th
9
a.m.
I'm
glad
you're.
Here
we
have
things
to
do
and
talk
things
to
talk
about,
so
we'll
have
a
call
to
order
and
public
comment.
She
said
she
didn't
have
any
today
approval
proof
of
the
minutes,
then
before
welcome
okay.
Let's
do
roll
call
miss.
B
A
Warm
thank
you
all
for
being
here.
You
received
the
minutes
from
the
August
20th
meeting.
They
are
eight
pages,
seven
pages
long,
because
we
do
a
lot
of
good
business
here
if
you've
had
a
chance
to
review
them,
and
you
were
present
with
someone
make
a
motion
to
approve
with
them
as
Miss
Parker,
mr.
Fogle
seconded
all
in
favor,
say
aye
all
opposed
aye.
The
motion
is
carried.
Go
to
our
reports,
then
for
the
County
Clerk
mr.
Hendrickson,
someone
move
that
we
accept
his
report.
Mr.
A
C
I,
don't
really
have
anything
to
add
I
just
wanted
to
let
it
ring
out
today's
Constitution
Day
mm-hmm.
Hence
the
shirt.
We're
gonna
be
KCC.
Really
I
want
to
give
a
shout
out
to
KCC,
because
every
year
they
do
something
for
Constitution
Day
and
every
year
we
kind
of
join
them
in
the
celebration
and
we'll
be
out
there
registering
voters
today
from
10:00
to
1:00.
C
So
you
know
if
you're
not
registered
y'all
better
be,
but
if
you
know
somebody,
that's
not
registered,
you
have
them
stopped
by
a
week
from
today
is
National
Voter
Registration
day
and
we'll
be.
You
know,
doing
a
little
bit
to
promote
voter
registration
and
participation
in
the
process.
Well,
we'll
decorate
the
office
up
a
little
bit,
but
but
that's
about
all
that
we've
got
going
on.
If
anybody
has
any
questions,
I'd
be
happy
to
answer
them
to
the
best
of
my
ability.
C
C
A
C
Anybody
that's
interested
in
serving
as
an
election
judge.
You
know,
fill
out
that
application
get
it
in
to
us
the
training
process
for
the
judges.
We,
in
addition
to
doing
classes
in
person,
we
do
have
online
training
for
our
judges
as
well.
That's
its
takes
about
three
hours
to
complete
the
training,
but
then
you're
completely
certified
and
can
serve
that
a
13
hour
day
on
Election
Day
I'm.
D
C
C
If
you
do
have
a
also,
if
you
do
have
a
valid
driver's
license
or
state
ID,
and
you
didn't
get
get
that
done,
you
can
do
it
online.
We
have
mail
and
applications,
so
people
can
download
those
we've
got
those
on
our
website
get
those
in.
You
can
update
your
registration
that
way
or,
like
you
said
you
can
come
to
our
office
and
do
that.
Thank
you
and
we'll
be
at
you
know
any
place
that
invites
us
will
come
out
for
voter
registration,
so.
D
E
A
F
F
C
A
C
A
A
G
Morning,
I
just
have
a
few
items
to
go
over
with
you
this
morning,
since
we
last
spoke
so
a
couple
of
things
that
we
did
complete
since
we
last
met,
we
did
publish
the
assessments
in
the
newspapers
on
the
11th
and
12th
of
September,
which
kicked
off
our
30-day
window
to
accept
Appeals
and
also,
along
with
that.
Now
that
those
preambles
have
been
published
in
the
newspaper
I'll
be
able
to
send
those
to
the
Department
of
Revenue.
G
They
make
me
wait
to
send
all
the
tentative
documentation
until
I
get
those
those
preambles
published
in
the
newspaper,
so
I
will
be
sending
those
off
today
once
I.
Do
that
then
we'll
start
a
reconciliation
process
where
the
Department
of
Revenue
will
ask
me
routine
questions
and
I'll
I'll
reconcile
those
answers
for
them
and
they'll
move
forward
that,
so
those
were
a
couple
things
that
we
we
did
accomplish
this
month
pending
and
things
that
that
are
still
to
be
done
when
we
meet
next
month,
it'll
be
on
the
fifteenth
of
October.
G
That
will
be
the
last
day
for
us
to
accept
Appeals.
So
it
is
four
weeks
from
today
is
the
last
day
to
accept
Appeals,
so
those
that
want
a
file
should
know
that
the
completed
form
needs
to
be
in
our
office
by
4:30
p.m.
on
that
day.
If
they
can't
get
to
us,
then
they
could
also
drop
it
in
the
mail,
but
it
needs
to
be
postmarked
in
15th
of
October
or
before
in
order
for
it
to
be
considered
a
timely
filed
appeal
and
then
along
with
that
something
else
we'll
be
waiting
for.
G
Of
course,
they
can't
certify
our
tentative
abstract
until
I
answer
the
questions
that
they
have
so
we'll
be
waiting
on,
that
the
certification
of
an
equalization
factor
for
us
and
then
we'll
be
working
our
way
through
board
of
review
hearings.
Of
course,
once
we
complete
the
third
day
window
and
the
Assessors
weigh
in
on
the
appeals
and
and
we'll
go
through,
that
whole
hearing
process
like
we
do
annually.
So
with
that
said,
I'll
open
the
floor
to
any
questions.
Please.
F
G
Great
question:
so
we
have
them
in
our
office,
so
they
can
pick
it
up
here
at
188,
189
East,
Court
Street.
They
can
get
them
from
their
Township
assessor's
office
if
it's
easier
for
them
to
get
to
their
townships.
Sometimes
those
offices
are
closer
to
them
than
we
are
also
they
can
get
them
on
our
website
or
on
the
county's
website.
We
have
a
link
to
the
supervisor
of
assessments,
Department
and
the
board
of
review
Department
and
they're
posted
on
each
one
of
those
links.
G
So
it's
it's
conveniently
available
in
all
of
those
places
on
the
website.
Well
and-
and
too
I
should
mention
that
we
also
I,
believe
Kelly
put
something
on
Facebook
on
September
4th,
which
let
the
public
know
that
we
intended
to
publish,
or
we
were
publishing
on
the
11th
and
12th,
and
it
gave
a
link
to
the
Board
of
Review
new
page
on
the
county's
website,
which
has
the
the
links
to
the
forms,
the
rules,
the
Board
of
Review
rules,
publication
filing
deadlines.
G
A
G
G
A
G
That
fourth
pages,
actually
it's
it's
to
help
that
the
taxpayer
and
the
appellant
understand
the
minimums
that
need
to
be
there
in
order
to
not
be
declared
deficient.
There
there's
some
some
language
in
the
statute
that
says,
if
there
are
certain
things
that
are
deficient,
we
are
to
give
them
two
I'm.
Sorry
I,
believe
it's
ten
extra
days
to
bring
it
in
the
complaint
so
that
that
checklist
is
to
help
mitigate.
D
G
G
G
G
A
You
you
too,
next
on
our
agenda.
Is
the
recorder
Laurie
going
monthly
report
isn't
available
in
your
packet,
while
she's
coming
forward,
which
of
you
would
like
to
mr.
Snipes
mr.
feather
lingual?
Second,
all
in
favor
of
accepting
her
report
say
aye
aye,
any
opposed,
say,
aye
motion
carried
well
she's
coming
forward.
A
I
also
compliment
her
on
her
website
and
not
only
that,
but
she
has
an
identifiable
photo
on
her
website
you're
looking
for,
but
what
I
was
most
most
impressed
as
I
started,
is
that
the
recorders
office
was
laid
down
in
1215
ad
by
the
signing
of
the
Magna
Carta
powerful
stuff.
That
says
that
people
can
only.
H
Sorry,
just
a
couple
updates
in
my
office,
the
banking
institution
they
reached
out
to
me
that
is
going
to
be
engaging
us
with
challenging
opportunity.
There's
a
postponing
that
time
so
I'm
waiting
to
get
yet
the
next
date,
when
we're
gonna
be
expecting
this
volume
of
assignments
so
to
come.
We
just
don't
know
when
now
so
so.
H
Whenever
yeah,
so
it
could
be
coming
in
smaller
batches
over
time
versus
pretty
much
of
a
dump,
all
recording
so
constantly
in
communication
with
him
the
computer
upgrade
we
did
with
the
assistance
of
Kevin
and
Jason.
Bringing
us
all
to
the
new
Microsoft
must
be
level
has
been
going
well,
a
few
little
hiccups
in
the
office.
We've
worked
through
them,
but
we
found
out
yesterday
that
the
plant
scanner
and
printer
that
we
have
in
our
office,
so
that's
when
they
create
a
new
subdivision
they
bring
in
the
mile
ours.
H
We
have
to
scan
them
into
the
system
so
that
they're,
accessible
and
available
is
an
XP.
It's
somewhere
between
16
and
20
years
old.
So
I
am
going
to
be
working
with
that
vendor
to
see
one.
Can
we
make
this
work
because
it
really
is
kind
of
a
pretty
good
piece
of
machinery.
It's
tolerated.
All
these
years
or
I
will
be
shopping.
A
A
H
We
we
do
need
that
because,
as
you
know,
our
the
market
is
changing,
homes
are
being
built.
That
means
more
ground
is
being
looked
at
for
blended
areas,
which
means
we
need
to
be
able
to
put
that
in
so
so
I'll
be
quickly
working
on
something
today
and
then
reporting
back.
If
there's
gonna
be
any
changes
so
yeah
exciting
times.
H
H
We
can
copy
and
print
so
if
we
have
to
go
pull
the
old
Martin
iris
out
of
the
drawer,
we
can
actually
accommodate
a
customer
that
way
it's
just.
The
service
is
not
as
speedy
as
it
has
been.
Okay,
we
do
have
some
other
alternatives
where
we
can
email
the
image
and
then
we
can
print
them
11
by
17.
So
we
have
some
options
right
right.
It's
actually
when
they
come
in
to
be
recorded
to
scan
them
in
to
get
them
into
our
system
is
the
biggest
hang-up
right
now.
H
A
I
H
I
K
H
H
G
A
H
Oh
yes,
we're
very
good
at
chipping
away
when
it
comes
down
to
things
like
this,
so
yeah
our
recording
fee
is,
is
good,
I'm,
never
gonna,
say
it's
enough
or
not
enough.
It's
good!
For
today
it
fits
in
the
mold
that
we
worked
so
hard
on
with
the
predictable
fees
for
the
whole
state
and
throwing
a
bomb
like
this
is
just
not
right.
It's
it's
just
not
right.
So,
especially.
H
A
G
J
B
H
A
H
In
through
gie,
yes,
there's
other
options,
we
can
do
for
taxing
districts,
I
think
County,
Board
districts,
so.
H
H
The
property
fraud
alert
system
I
have
a
kiosk
in
my
office.
You
don't
want
to
do
that.
Do
it
at
home,
just
log
on
to
the
web.
My
website
go
to
the
link,
it's
very
simple,
your
name,
how
your
name
would
appear
in
most
documents,
because
sometimes
we
have
a
longer
name
or
a
proper
name.
Why
do
your
spouse?
Your
parents
whatever,
and
then
the
meth?
You
want
to
be
contacted,
email
or
phone
call?
You
can
do
both.
H
I
I
No,
it
was
just
me
on
the
document.
Did.
E
This
cowboy's
I
would
have
frequent
the
offices
throughout
the
year.
A
lot
of
the
county
offices
and
I
will
say
that
when
I
come
to
your
office,
the
level
of
professionalism
is
high
accidents.
They
have
this
ability
to
understand
what
you
may
not
be
able
to
explain
and
be
able
to
kind
of
identify
that
and
go
that
extra
mile,
but
every
time
that
I
frequent
the
office,
the
level
of
professionalism,
the
courtesy
that
their
the
customer
service-
that's
there
is
exemplary,
and
so
that
speaks
volume
to
the
leadership
there.
H
And
really
it
is
my
staff
I
mean
we
talk
every
week.
We
talk
about
the
importance
of
respecting
every
individual
that
comes
in
there's
various
situations.
Why
they're
there
they're
not
always
happy
ones,
and
we
are
mindful
of
that
and
we
just
try
to
show
compassion
but
also
get
the
job
done,
and
so
I
do
I'm
extremely
proud
of
my
staff.
That's
in
there
today,
they're
small,
but
I
they're
mighty.
They
you
know
they're
focused,
they
get
the
job
done
and
I.
H
A
A
K
A
K
K
K
Some
of
the
the
one
hospital
in
particular
that
we're
launching
this
with
you
know
it's
it's
been
a
process
in
getting
all
the
bugs
worked
out,
so
that's
working
that
registration
is
coming
in
as
fast
as
you
know.
Both
sides
can
handle
getting
that
done.
So
you
will
see
that
increase
month
to
month
where
the
registration
looks
down
for
the
year
I'm,
pretty
confident
as
this
fiscal
year
ends,
it
will
still
be
in
the
numbers
projected.
K
It's
pretty
good
number
same
as
last
year
down
compared
overall
from
year
to
year.
Our
adoptions
transfers,
mostly
transfers,
as
you
can
see
on
that
far
left
side
are
still
up
and
the
animals
are
moving
out.
Mm-Hmm
on
and
I
think
you
guys
have
it
as
a
separate
page,
but
I
always
put
it
on
the
back
of
the
this
report.
That's
sent
around
might
break
down
and,
as
usual,
there
aren't
any
animals
that
are
euthanized
for
space
or.
K
A
J
K
K
D
K
J
A
A
K
K
You
know
we,
it
still
is
the
confusion.
Somebody
calls
from
a
village
and
you
know
we
ask
them
to
call
the
proper
go
through
the
proper
chain
and
oftentimes.
You
know
they're
they're
still
left
being
frustrated.
Sometimes
that
village
comes
back
and
and
tries
to
say
no,
you
know
we
don't
have
animal
control,
so
we
can't
say
anything.
We
again
refer
them
back
to
their
village
and
and
let
them
know
we're
happy
to
come.
We
just
need
that
permission
from
the
villager
municipality.
K
On
on
the
area
in
the
city,
it's
the
code
Department,
although
after
hours
police
do
have
authority
to
improve
calls
for
us
to
respond
to
generally
in
the
village
Bradley,
we
refer
them
to
the
village
hall,
whether
it's
an
administrator
or
a
dispatcher
or
police
that
are
approving
that
in
the
village
of
Bourbonnais,
we
generally
can
go
for
dog
calls.
They've
said
no
to
responding
to
cat
calls
and
I
know
some
years
ago.
I
assume
this
is
the
same
protocol
or
it's
at
least
the
protocol.
A
A
A
A
F
Good
morning,
everyone
we
do
have
some
news.
The
extreme
temperature
ordinance
that
we
presented
to
you
at
the
last
month's
meeting
and
with
the
changes
that
was
recommended
by
the
committee
has
been
sent
to
the
state's
attorney's
office.
So
we're
waiting
to
hear
from
them
to
see
what
the
language
is
going
to
state
and
then
bring
it
back
for
your
approval
and
onto
the
general
board.
So
that's,
okay,
the
reckless
donor
ordinance.
F
We
were
going
to
review
it
at
our
last
meeting,
but
a
wag
spent
a
lot
of
time
with
chairman
wheeler
and
the
sheriff
and
our
committee
discussing
the
transition
of
management
of
animal
control
and
that
took
up
quite
a
bit
of
time.
But
each
member
now
has
a
copy
of
the
language
for
the
reckless
owner.
We're
going
to
dissect
that
at
our
meeting
in
October
and
hope
to
bring
that
back
to
you
at
the
October.
F
Well,
I,
don't
know
if
we're
gonna
get
it
all
the
way
done,
because
it's
quite
lengthy
and
a
lot
of
language
that
we
need
to
really
go
through
line
by
line,
hopefully
by
October.
If
not
November.
We'll
present
that
to
you.
For
your
approval
to
send
on
to
the
state's
attorney's
office,
so
we
have
a
couple
of
big
things
going
on.
F
The
other
is
our
one
committee,
member
Don
touch
and
I
hope
to
be
going
out
to
the
park
districts
and
talk
to
them
about
maybe
putting
signage
up
about
what
to
feed
and
what
not
to
feed
the
wild
animals
because
it's
harmful
to
them.
So
that's
another
project
that
we
have.
We
have
a
couple
of
new
members,
a
new
member
that
is
coming
on
Jaime
Jam
neck,
who
was
with
us
as
a
charter
member
of
our
group
and
she's
coming
back
and
well.
F
A
Piece
when
we
asked
him
about
the
temperature
materials,
he
said
he
was
pleased
with
the
way
it
was
adjusted
amended.
So
you
should
be
proud
of
yourselves
for
what
you
were
doing
because
he
said
it.
It
helps
him
to
be
subjective
in
knowing
which
dog
is
suffering
because
of
the
temperature
and
which
dog
loves
it.
So
he
was
a
good
component
of
not.
He
was
good.
What's
the
opposite
of
opponent,
resource.
F
A
E
F
A
E
J
E
B
E
K
E
E
E
F
E
F
They
will
be
with
us,
and
we
also
have
to
you
know,
go
back
to
what
the
journal
wrote
the
latest
article
about
this,
that
they
clarified
that
animal
control
will
remain
open
and
it's
going
to
take
a
very
long
time
to
complete
the
transitions,
and
there
are
experts
we
have
veterinarians.
We
have
frontline
shelters,
we're
going
to
have
people
from
the
community
working
on
this
and
doing
the
strategic
planning
and
the
implementation
of
this.
So
please
be
assured
that
no
one,
no
one,
you
know
we
need
the
staff,
we
do
need
the
staff.
E
E
You
know
I'll
be
coming
out,
I
mean
those
are
the
questions
that
come.
This
thing
is
gonna
countywide.
Are
they
gonna
come
into
the
city?
I
have
no
idea
because
one
I
was
blindsided,
so
I
didn't
have
enough
time
to
get
what
I
consider
to
be
enough
information
until
I
was
just
brought
privy
to
it.
When
I
got
on.
You
know,
I
came
to
the
board,
so
I.
F
Understand
your
issues,
but
there
were,
you,
know
secret
meetings.
There
were
no
secret
meetings,
we're
getting
it
out
there
in
the
open.
Now
we
have
a
whack.
We
have
this
committee,
we
have
the
board,
please
be
reassured
until
people
who
are
wanting
to
know
know
the
animal
control
building
is
not
closing.
We
need
the
animal
control
building.
We
need
that
staff
right.
E
And
mr.
Prudy
is
here
today
it
does
that
mean
that
the
mr.
Michael
Prugh
said
and
he's
the
city
ottoman
and
he
asked
me
the
question:
are
they
closing
down
the
facility
there
and
moving
it
to
the
sheriff
or
how
are
they
so
I'm,
not
I
mean
I
met
her
like
I,
don't
know,
I'm,
not
kind
of
abreast
of
that.
So
I
said
this
morning.
I
would
ask
because
he
asked
me
this
morning,
so
I'm
basically
I
mean
he's
the
individual,
that's
asking
and
unfortunately
I
don't
have
all
those
particular
answers.
E
F
E
E
A
B
A
D
E
E
A
I
think
what
go
ahead
and
why
don't
you
tell
us
what
she
said.
What
she
said
was
that
she
emailed
this
particular
application.
She
didn't
update
the
date,
so
she
used
her
information
from
the
last
time
she
applied
last
year
because
she's
just
recently
been
assigned
to
the
board
within
months.
Dr.
green,
like
it
was
last
year
at
this
time,
so
she
was
what
she
was
completing
a
term
I
believe
and
that's
what
she's
doing
so,
if
I
think
you're
wise
I
think
that
that
this
is
for
now,
her
information
is
probably
still
accurate.
A
Okay,
very
good,
very
good.
If
there
are
no
other
questions,
all
in
favor
of
this
reappointment
say
aye
any
opposed,
say
no.
Okay
motion
carried,
you
have
any
other
old
or
new
business.
Oh
kid
okie
been
miss
Peters
is
there
second
miss
dutchbok,
all
in
favor
of
a
journey
say
aye
and
you
both
know
your
adjourn.
