had

couple
things
that
just
wanted
to
talk
to
you
all
about

far
as
a
2019
consolidated
election.
Just
recap:
a
few
things
I
wanted
to.
First
of
all,
thank
my
staff
who
day-in
day-out
does
a
phenomenal
job.
If
you
think
that
six
weeks
ago
we
were
just
having
the
consolidated
primary
election
and
in
that
time,
we're
able
to
get
everything
ready
to
go
for
all
of
the
precincts
in
countywide
and
kankakee.

In
addition
to
that,
you
know
getting
taxes
ready
to
go
for
catch
extensions,
sending
out
eleven
hundred
and
fifteen
economic
interest
statements
and
getting
all
of
that
prepared
and
even
though
the
the
turnout
percentage
wasn't
great
for
this
election,
it's
still
the
same
amount
of
work.
We
have
to
do
whether
there's
a
hundred
people
that
load
or
50,000
people
that
vote
so
I
want
to
tip
my
hat
to
them.

want
to
thank
all
the
election
judges
that
work
and
all
the
additional
workers
that
you
know
work
in
our
garage,
the
election
night,
our
coordinators,
one
of
which
is
sitting
to
my
right
I,
want
to
thank
the
maintenance
staff
for
making
sure
that
we
were
taken
care
of
on
our
additional
hours,
making
sure
that
the
heat
was
on
the
garage
was
cleaned
out.
The
sheriff
for
providing
security
for
is
on
election
night,
the
Health
Department
for
being
a
gracious
host
with
one
other
poet
at
the
polling
place.

The
auditor
Marcia
from
the
auditor's
office,
the
finance
department,
Stephen
his
people
and
Diana
from
the
treasurer's
office
did
a
phenomenal
job
in
getting
payroll
turned
around
checks
went
to
the
judges,
went
out
to
the
judges
last
Thursday,
and
that
is
that's.
That's
phenomenal
that
we
were
able
to
get
that
out
to
the
judge
in
less
than
two
weeks,
the
election
itself
12.8%
turnout,
which
is
marginally
higher
than
the
same
election
four
years
ago.

We
had
difficulties
recruiting
judges.
You
know
everybody
wants
to
work
the
presidential
election,
but
the
other
elections
in
the
in
the
four-year
cycle.
We're
struggling
to
do
that
and
even
though
some
of
our
polling
places,
we
worked
three
judges
on
election
day
and
the
day
before
we
we
were.
We
were
struggling
to
find
people
I'm
gonna.
Let
Lori
talk
a
little
bit
more
about
that.

Just
for
statistical
purposes
and
stuff,
we
had
226
judges
altogether.
We
had
16
precincts
that
had
five
judges,
which
is
normally
what
they're
supposed
to
have.
We
had
23
that
only
had
four
judges
and
we
had
18
that
had
three
judges.
Now
some
of
those
that
had
three
judges,
such
as
Momence
one
we've
consolidated
so
moments',
one
had
actually
four
precincts
there
and
originally
I
started
out
with
six
judges
there.

By
election
day,
they
were
down
to
two,
so
I
had
to
pull
from
another
precinct
the
day
before,
to
give
them
at
least
three,
and
if
it
wouldn't
have
been
for
all
of
that
students,
they
they
really
saved
the
day,
because
I
had
two
of
them
working
there
and
a
high
school
student.
So
that's
who
it
was
it
really
about
I,
ended
up
with
using
eleven
high
school
students
and
thirteen
Olivette
students.
This
time,
even
though
we
had
less
judges,
we
still
we
saved
money
because
back
in
2015,
we
spent
fifty
one
thousand
three.

Seventy
three
and
this
last
election
was
46,000
746,
even
though
we
gave
him
a
race.
So
we
used
three
County
employees
for
election
judges.
We
had
one
from
the
circuit
clerk's
office,
one
from
our
office,
our
part-time
help,
Linda
Copeland,
who
does
our
early
voting?
Usually
she
worked
as
a
judge
and
then
one
from
911,
a
County
Board
Member
was
a
coordinator.
We
had
a
school
employee
was
a
coordinator
for
us.

We
had
someone
from
Planning
and
Zoning
worked
election
night
in
the
garage
for
us
and
we
had
two
retired
people
come
back
and
work
election
night
with
us
so
and
then
we
used
for
unloading
and
stuff
in
the
garage.
We
use
students
our
kids
a
lot,
so
we
had
three
employees
use
their
children,
their
children,
old.

To
work
as
it
gets
closer,
so
then
you
end
up
pulling
from
other
parts.
That's
why
you
end
up
with
three
judges:

one
itself
had
two
judges
election
morning,
I
ended
up
pulling
a
judge
from
ent
know
when
they
went
to
Idol
one
for
me,
so
they
would
have
three,
which
was
thank
goodness,
even
though
it
wasn't
heavy,
but
they
still
needed
to
work
and
help.
That
was
so
so
if
we
could
get
help
any
time
with
judges
would
be
grateful.

to

people
here
they
all
look
the
same.
They
had
all
their
equipment
in
the
right
place.

judges
were
friendly,
they
were
informed,
it
had
rules
to
follow

they
followed

say
half
of
those
twelve
had
lesson.

don't
know
if
any

a
couple
of
them
had
five
judges,
maybe

of
the

Many
of
them
had
for

had

and
one

them
was
out
of
one

they
did
just
fine.
So
compliments
to
the
training
part

people
who

dedicated
at
being
judges,
so
it

polling
place
after

election

we
find

something
that
we'll
be
doing

next

find

bringing
that
back
to
committee.
Once
we've
got
a
place
decided
we
are
going
to
need
to
do
the
machines
that
we
use
for
tabulating
the
the
ballots,
we're
going
to
need
to
put
chips
in
those
machines
so
that
they're
certified
for
the
2020
presidential
election.

going
to
end
up
costing
us
10
to
15
thousand
dollars.
We
can
handle
that
in
our
budget.
But
you
know
it's
one
of
those
things
that
you
know
we're
putting
chips
and
machines
that
are
12
years
old,
I've
spoken
to
chairman
wheeler
previously
about
this,
and
the
time
is
coming
soon
that
we
need
to
purchase
new
voting
equipment
I'm
relatively
comfortable
with
the
fact
that
we'll
be
able
to
do
the
2020
elections
with
our
existing
equipment
and
the
2021
elections.

that
being
said,
you

we'll

able
to
make
do
with
the
equipment
that
we've
got
for
a
couple
more
like
few
more
election
cycles,
but
given
the
fact
that
we're

hurting
for
judges-
and
we
want
to
make

preserve

existing
equipment
to
the
best
possible
use,
we're
gonna
look
into
possibly
doing
some
consolidation
of
polling
places.

acceptable

this

chips

several
years

State
requires
us
to
have
a
chip
in
there
for
under
votes
on
statewide
offices
that
chip,

it

put

power,
failure
to
that
equipment,

somebody

in
that
was
over
voted
under
voted
for
whatever
reason
kicked
back
froze
the
machine
up.

the
state
is
saying
that
for
the
2020
elections
you
have
to
have
that
chip
in
there
that
addresses
that
power
failure
issue.

it
would
be
cheaper
for
us
to
put
UPS's
out
there
and
run
a
UPS
out

machine

power,
but
that's
not
acceptable
to
the
state.
So
we're
gonna
have
to
get
the
chips
put
in.

months
ago,
I
reported
we
were
auditing,
all
the
recorded
plaques
in
the
recorders
office,
1760
of
them
to
be
exact,
and
then
any
documents
attached
to
them
by
Latin
block
those
have
all
finally
been
done.
Took
us
eight
years.

that's
when
we're
not
busy,
we
worked
on
that.
So
I'm
really
excited
to
say
that
all
of
that
indexing
has
been
cleaned
up
to
move
forward
with
how
technology
works
today.
So
no
offense
to
the
previous
recorder
and
staff
they
index
what
they
thought
at
the
time,
but
it
just
didn't
work
with
what
we're
doing
today
and
how
we
do
business
today.
So
I'm
very,
very
proud
of
my
staff.
They've
worked
so
hard.

it

middle
of
all
of
that
over
the
last
eight
years
within
the
last
year
and
a
half
they've
also
been
working
on
our
back
imaging
project,
so
all
of
1987
is
also
completed
and
in
the
system
now
that's
fifteen
thousand

four

we
audited
that
last
Friday
by
document
number
to
make
sure
everything
was
in
pages,
were
in
images
were
good
quality.

now
we're
going
to
our
next

1986,
so
we
will
continue
working
backwards

day
work
that
we
do
with
new
documents
coming

daily,

proud
of
the
staff

completed

project

proposal

an
ordinance
to
prohibit
live
animals
at
the
swap
meet,
and
it
was
voted
unanimous
that
that
could
go

state's
attorney's
office
for
the
language
and
approval
to
bring
back
to
the
general
board
and
I
want
to
thank
mr.
Quinn
for
going
over
that
language
and
unfortunately,
we
have
no
authority
or
control
over
that.

animals
are
part
of
Department
of
Ag,
and
any
action
that
is
to
be
taken
would
have
to
go
through
our
state
legislature
to
get
a
law
set
to
prohibit
the
abuse
of
those
animals.
I
have
seen
the
evidence
of
the
animals
being
abused
and
I
mistreated
out
there
and
as
a
subcommittee
that,
it's
sorry
to
say,
we
can't
do
anything
about
that
right
now.
So,
unfortunately,
we
can
just
be
happy
that
we
can
not
have
any
more
dogs
or
cats
sales
out
of
the
county.

barn
here
in
Kankakee
closed
down

there's
no
place

go
anymore,

sell
your
animals
in
your
livestock
and
if
you
continue
to
try
to
run
everything
off

soon,

anybody

Our
club
is
a
big
sponsor
of
the
4-h
and
we
take
care
of
the
fairgrounds
or
whatever
we're
a
friend
of
a
friend
of
the
fair

whatever

at
the
fairgrounds.

donate
trophies
every
year
to
the
Kankakee
County
Fair
to
the
Iroquois
County,
fair
to
the
Will
County
Fair,
to
the
Grundy
County
Fair
to
the
Ford
County
Fair,

in

regards
to
help
out
for
agers,
we
have
members
in
our
club
that
donate
livestock
to
new
coming
4h
s,
to
show
at
the
fairs
and
everything
if
they
don't
know
where
to
go.
But
a
lot
of
people
that
come
out
there
are
people
that
want
to
buy
livestock
for
4h
projects
and
grant.

is

amount
that
are
food

animals,
but
that's

animals

raised

can

was
one

those
reporters
back
even
when,
and
Bernard
was

former
county
boy
amendment

part

the
animal
rights
campaign.

but
one
of
the
things
I
do
like
I
would
like
to
say
is
that
in
looking
at
the
and
reviewing
and
doing
a
little
research,
I
found
out
that
Illinois
is
number
one
as
far
as
what
I
consider
be
the
animals
Rights
Act
or
whatever.
I
If
in
the
United
States,
when
I
looked
at
their
the
2018
u.s.
animal
protection
laws,
state
ranking
Illinois
is
number
one,
Oregon
is
number
two
Maine
is
number
three
and
it
goes
all
the
way
for
all

way
down
to
50
states.
So
Illinois's
number
one.
So
you
know
thank

for
taking
the
leadership
and

a
part
of
that
particular
