Description
Community Services Committee Meeting 10/16/2018 9:00 AM
A
B
A
Thank
you,
I
have
not
received
any
public
comment.
Are
there
any
public
comment,
seeing
none
we'll
move
on
to
the
September
18th
2018
minutes
or
not
ready,
yet
due
to
Diane's
backlog
of
things
she
needs
to
get
done
before
she
is
done
so
I
would
entertain
a
motion
to
amend
the
agenda.
Mrs.
Parker,
mrs.
Parker
and
mr.
Peyton
we'd
like
to
move
the
recorder
up
to
the
front
of
the
meeting
or
a
prior
commitment.
A
B
C
Commitment
don't
think
ahead
when
you're
scheduling
things
so
any
questions
on
the
report
this
month,
things
are
continuously
moving
forward
in
the
recorders
office
and
going
well.
The
only
thing
I
have
to
report
on
is.
Last
month
we
talked
about
the
book
restoration.
Two
books
went
to
Springfield
and
are
being
digitally
scanned
as
we
speak
and
are
expected
to
be
returned
to
next
week
into
my
office.
C
C
C
A
D
Morning,
Dan
good
morning,
how's
everybody
doing
to
do
it.
I
don't
have
much
to
report
just
busy
with
election
stuff
didn't
know
if
he
knew
we're
having
one
in
three
weeks
from
today,
but
we've
had
a
great
response
to
our
call
for
election
judges.
We
have
maybe
about
two
spots
that
are
a
concern.
Chebanse
and
janilla
precinct
number
one:
that's
at
the
generic
township
building.
We
were
still
short
on
judges
there,
but
everyplace
else
right
now.
We
look
like
we're
in
really
good
shape.
D
Early
voting
statistics
just
want
to
share
that
with
you.
As
of
the
end
of
the
day,
yesterday,
we've
had
fifteen
hundred
and
twenty
people
who've
either
come
into
the
office
to
vote
early
or
have
sent
in
their
mail
ballot
compared
to
four
years
ago
same
election,
we're
over
double
that
we
639
four
years
ago.
So
I
think
people
are
starting
to
take
advantage
of
the
early
voting
compared
to
two
years
ago,
the
presidential
election.
D
A
E
D
A
A
A
F
Just
have
a
few
things
to
go
over
with
you
about
what
we've
done
in
the
last
month
and
what
we
look
to
do
coming
forward
to
the
end
of
the
year
here.
So
I
wanted
to
let
the
committee
know
that
on
October
1st,
the
Department
of
Revenue
did
certify
the
tentative
abstract
and
our
median
level
is
33
31.
So
it's
very
very
close
to
that
33
33
that
we
look
to
strive
for
every
year.
F
Yesterday
we
did
complete
our
30-day
window
to
accept
Assessment
Appeals,
just
to
let
everybody
know.
Last
month
it
was,
it
was
mentioned,
I.
Believe
chairman
wheeler,
too,
brought
up
the
idea
that
maybe
a
little
community
outreach
there's
a
good
idea
to
use
the
libraries-
and
you
know,
put
some
Appeal
forms
and
rules
at
the
libraries.
We
did
that
with
all
I
think
there's
eight
libraries
that
we
reached
out
to
countywide
I
had
them
there,
the
day
after
this
meeting
on
that
Wednesday.
So
we
did.
F
You
know
our
due
diligence
and
got
those
to
the
libraries
I'm,
not
sure
you
know
how
many
were
used
from
those
libraries,
but
they
it
was
another
resource
for
the
public
to
pick
up
a
form
and
then
potentially
file
an
appeal.
So
you
know
with
the
closure
of
the
30-day
window
of
accepting
Appeals.
Now
we
move
into
the
phase
where
today
we're
collecting
all
of
the
appeals
that
were
taken
at
the
township
level.
F
We
need
to
get
those
from
the
township
so
that
we
can
log
those
in
and
docket
them
appropriately,
so
that
we
know
what
kind
of
volume
we
have
at
present
time,
because
it's
it's
so
fresh
yesterday
being
the
last
day
to
accept
them.
I
don't
have
a
good
count
for
how
many
we're
gonna
have,
but
but
I
do
know
that
sitting
downstairs
once
we
get
all
those
logged
in
we're,
gonna
be
up
over
200
and
then
we're
gonna
get
some
from
the
townships.
F
We'll
also
get
some
things
in
the
mail,
so
I
would
estimate
we're
gonna
be
at
least
300
again
last
year
was
363
as
a
point
of
reference,
so
once
we
get
all
of
those
things
docketed
and
taken
care
of,
then
the
townships
will
give
us
responses
for
the
board
of
review
and
they've
they've
done
a
really
good
job
this
year.
Getting
those
responses
to
us
very
quickly
on
the
ones
that
they
already
had.
F
So
we've
we've
already
scheduled
some
final
hearings
and
those
will
start
on
November
1st,
but
we'll
look
to
you
know
close
up
those
final
hearings,
hopefully
and
third
or
fourth
week
of
December,
and
get
that
that
final
abstract
to
the
clerk
by
the
end
of
the
year,
like
we
have
the
last
I
think
this
would
be
the
fourth
year
in
a
row
if
that
were
to
happen.
So
that
would
be.
That
would
be
great.
F
F
A
A
G
G
Things
that
are
being
sent
to
the
lab
and
that
are
are
mostly
bats.
Bat
season
has
simmered
quite
a
bit
for
us,
we're
happy
about
that,
and
we
can.
You
know
tin
you
to
try
to
move
as
many
animals
out
through
partnerships
with
other
shelters
adoptions,
and
certainly
our
overall
population
is
is
down
this
year,
which
then
certainly
reflects
less
on
euthanasia.
G
The
return
to
owners
are
about
the
same,
we're
really
seeing
while
we
still
only
see
a
return
to
owner
cat
here
there
in
years
past
ten
years
ago
we
didn't
see
one
return
to
owner,
so
we
are
really
thrilled
when
we
see
one
or
two
cats
get
reclaimed.
That's
that's
a
you
know,
a
real
good
thing
for
us
and
really
that's
all
I
have
mr.
G
Most
of
our
I
mean
all
of
them
come
into
play
a
little
bit
here.
There
there's
no
way
to
know
exactly
until
we
get
called
out
to
a
village,
but
by
far
and
large,
the
city
of
Kankakee
Bradley
Bourbonnais
are
the
villages
and
municipalities
that
routinely
have
monthly
billing.
You
know
we'll
get
moments
here,
they're
sane,
an
or
you
know,
even
in
Essex
or
you
know
something
like
that,
but
on
an
ongoing
monthly
basis.
It's
the
three
bigger
areas.
G
You
know
you
know,
we
have
a
lot
of
folks
that
come
in
or
call
from
the
city
Kankakee,
and
we
always
redirect
them
to
see
code
for
approval.
They
generally
approve
dogs.
They
don't
generally
approve
cats
once
in
a
while.
If
there's
you
know,
it's
been
maybe
hit
by
car
or
something
really
you
know,
some
really
sick
or
injured
cat
has
crawled
up
on
someone's
porch
they
will
allow
us
to
go.
For
that.
H
Know
Thank
You,
mr.
chairman,
with
the
recent
hurricanes
I
mean
I,
know
we're
not
anywhere
near
like
the
Carolinas,
where
the
hurricane
was
a
couple
months
ago
or
the
one
that
was
just
recently
but
do
any
of
those
animals
ever
trickle
our
direction
or
do
you
even
have
room
to
host
or
take
I
know?
Chicago
is
getting
some
of
them,
but
I
just
didn't
know
if
it
ends
up
trickling
down
even
this
far
or
it.
G
Certainly
trickles
up:
we,
there
was
a
definition
put
out
by
ASPCA
couple.
Two.
Three
years
ago,
Illinois
was
kind
of
a
pilot
state
for
this
program.
Kankakee
County
was
one
of
the
first
that
were
invited
along
with
many
others
down
to
to
do
this,
and
it
was
there's
a
program
to
try
to
help
move
animals
around.
You
know
for
getting
animals
from
one
shelter
that
was
overburdened
to
another
shelter
that
had
space
and
they
labeled
them
as
source,
shelters
and
destination
shelters.
You
could
be
both
animal
control's
generally.
G
Our
source
shelters
is
generally
not
our
goal
to
take
in
we're
trying
to
move
them
out
all
the
time,
and
many
of
your
private
organizations
tend
to
be
your
destination
shelters.
Some
of
them
can
also
be
source
shelters
if
they're
doing
dual
roles.
So
while
we
don't
see
any
of
the
animals
that
trickle
up
from
natural
disasters
in
the
southern
states,
I
think
some
of
our
private
shelters
in
Kankakee
have
before
and
yes,
these
shelters
up
north.
A
I
A
Okay,
moving
on
to
the
AWAC
advisory
committee,
I
think
we're
gonna.
Do
these
appointments
individually,
so
I
need
a
motion
to
appoint
miss
Carol
Weber
to,
as
vice
chairman
of
the
AWAC
advisory
committee,
miss
Dunbar
and
Miss
Parker
would,
with
a
second
all
in
favor,
so
moved.
Okay
now
I
need
a
motion
to
appoint
laura
Weber
as
a
member
at
large
mr.
Vickery
in
mrs.
Polk,
all
in
favor,
so
moved
I
needed
a
motion
to
appoint
Abigail
Smith
as
a
member
at
large
mr.
Snipes
and
mr.
Payton,
all
in
favor
so
moved.
