Description
Community Services Committee Meeting 9/21/2021 9:00 AM
A
B
A
Thank
you.
I
don't
have
any
requests
for
public
comment,
so
we'll
go
to
the
next
there's,
no,
no
requests
for
a
presentation
either.
So
the
minutes
have
been
sent
to
you
from
august
17th.
I
hope
you've
been
able
to
have
them
and
read
them
so
which
of
you
would
move
that
we
accept
them,
tinker,
parker
moves
and,
and
miss
peters
will
second
it.
Thank
you
pat
we'll.
Take
you
next,
all
in
favor,
accepting
the
men
and
say
aye
aye
opposed
motion
carry
go
next
to
the
county.
A
Clerk's
report,
mr
mr
hendrickson,
is
so
busy
with
so
many
things
going
on
that
his
report
will
be
next
month.
A
C
Only
thing
I
have
on
the
agenda
is
that
I
have
a
thank
you,
the
printer
that
we
bought
when
we
originally
purchased
the
voting
system
in
2004.
We
used
that
to
print
off
additional
balance.
I
need
to
have
that
declared
surplus
and
so
that
we
can
dispose
of
it.
I
had
offered
it
up
to
the
department
heads
last
week
and
kevin
reminded
me
rightfully
so
that
that
that
printer
is
17
years
old
and
try
to
find
drivers
for
it,
so
it
wouldn't
be
able
to
be
on
any
of
the
county
computers.
A
C
Good
question:
realistically,
probably
you
know
why
don't
you
all
plan
after
next
community
services
meeting
come
on
down,
stop
by
and
and
and
we'll
we'll
give
you
a
show.
C
Michelle,
I
will
not
break
out
into
song
or
dance,
and
you
should
all
thank
me
for
that.
Okay,
so
at
the
plan
on
the
october
meeting,
yeah
we'll
make
it
come
on
down
sweet
and
come
on
down.
I
like
that
a
lot.
Thank
you.
You're
very
welcome.
There's
just
some
other
requests
you
have
of
mr
henderson
serving
donuts.
Would
that
be
appropriate?
That
would
be
great
yeah.
That's
not
gonna
happen.
C
Okay,
okay,
thank
you
have
a
great
day
mr
blair
will
be
coming
up.
Well,
he
is
I'm
going
to
hold
up
the
daily
journal.
Did
you
all
see
these
packed,
and
I
don't
know
what
the
value
of
this
is?
Maybe
he
can
tell
us,
but
that's
it
the
assessment
report,
while
he's
coming
up
also,
would
someone
move
there
that
we
accept
the
monthly
report
from
the
assessor's
office?
C
C
I
just
have
a
few
things
to
go
over
with
you.
Since
we
last
met,
I
did
complete
the
equalization
process,
which
allowed
us
to
move
into
the
publication
notification
of
assessment
changes
that
went
through
successfully
and
we
did
publish
in
the
newspaper
as
you
held
up,
ms
weber,
that
journal
publication
occurred
on
september
9th
september
9th,
and
that
started
our
30-day
window
to
accept
appeals
and
the
last
day
to
accept
appeals
is
october
12th.
C
To
me
and-
and
I
I
was
able
to
mail
that
out
last
week
once
I
got
the
certifications
from
the
newspapers
that
they
did
publish
are
assessments,
so
that's
been
done
and
at
this
point
once
we
get
through
the
30-day
window
as
I've
described,
and
we
you
know,
wrap
that
up,
then
we'll
get
into
board
of
review
hearings
for
those
that
have
filed
appeals
and
want
to
state
their
case
in
person
in
front
of
the
board
of
reviews.
C
So
that
kind
of
gives
you
a
look
at
not
only
what
happened
in
the
last
few
weeks,
but
what's
coming
up
in
the
next
couple
of
months
as
we
as
we
wrap
up
the
assessment
process
for
2021,
so
I'll
open
the
floor
to
any
questions.
If
there
are
any,
are
there
some?
I
know
that
I
I've
seen
I
I
saw
the
the
report
in
the
herscher
pilot
and,
of
course,
in
the
journal.
C
Is
there
another
publication
that
you
used
sure
the
moments
progress
reporter
did
publish
the
junior
and
moments
assessments,
and
we
also
did
use
the
city
news
for
kankakee
and
for
pembroke
as
another
way
to
reach
those
residents
as
well.
So
those
were
the
four
publications
that
were
used
this
year,
okay,
and
once
we
get
our
little
letter
in
the
mail
that
says
our
property
value
went
up.
C
The
best
person
to
call
would
be
my
assessor
before
I
ask
for
a
hearing
statutorially
on
that
notice.
It
says
that
that
we're
supposed
to
put
on
their
you
know
contact
information
for
the
township
assessor.
So
it
is
a
good
idea
to
reach
out
to
your
assessor,
if
you're
concerned
about
your
your
value,
they
are
the
ones
that
set
the
value
to
the
property,
so
they
can
most
easily
explain
how
that
value
was
developed.
C
But
I
would
encourage
folks
don't
wait
until
you
talk
to
your
assessor
to
file
your
appeal.
If,
because,
if
they,
if
they
don't,
if
they
happen
to
not
get
back
to
you,
I
don't
want
you
to
miss
the
deadline
of
the
12th
to
file
the
appeal.
C
Failure
to
talk
to
your
assessor
is
not
a
reason
to
extend
the
deadline,
so
it
is
the
it
is
the
first
step,
though,
it's
a
good
step
to
reach
out
to
your
township
assessor
and
get
clarification
on
how
they
developed
your
value.
If,
at
all
possible,
yes,
we
were
able
to
determine
that
many
values
many
properties
did
increase
in
value.
Is
that
a
general
statement
for
the
county?
A
general
statement
for
the
county
when
I
went
through
equalization,
is
that
we
did
that
there
was
an
increase
to
value
for
the
year.
C
I
I
don't
remember
off
the
top
of
my
head.
It
was
probably
you
know,
four
and
a
half
percent,
or
so
in
general,
based
on
18,
19
and
20
sales
and
and
their
ratios
compared
to
being
at
33
and
a
third,
what
percentage
increase
needed
to
happen
in
order
to
get
to
33
and
a
third
for
the
county,
and
it
was
somewhere
between
four
and
a
little
above
four
and
a
half.
C
I
think
it
was
so
you
know
that
gives
you
an
idea,
county-wide
of
of
the
growth
of
assessments
throughout
the
county,
good.
It
isn't.
It
isn't
bad
news
that
a
property
increases
in
value.
No,
certainly,
you
know
homeowners
like
to
see
the
idea
that
their
property
has
appreciated
in
value
and
then
it'll
just
be
a
matter
of.
You
know
what
what
does
that
tax
rate
look
like
in
the
spring
in
order
to
generate
your
tax
bill,
so
it
doesn't
necessarily
mean
your
tax
bill
went
up
the
same
percentage
that
the
notice
says.
C
C
C
Okay,
thank
you
for
that
and
your
work
is
only
starting,
isn't
it
that
that
is
true.
It
looks
like
maybe
I
have
one
in
the
back
there.
Mr
snipes,
what's
your
question
just
you
excuse
me
just
to
reiterate
the
everyone
doesn't
get
that
tax
bill
unless
there's
an
increase
in
it.
How's
that
process
work.
Are
you
talking
about
the
notice
itself,
correct,
yeah,
the
the
notices
are
sent
to
each
year.
C
Part
of
the
county
has
what's
called
a
general
assessment
year
or
a
quad
year
this
year
it
was
and
you're
going
to
test
my
knowledge
right
here
in
front
of
the
group,
and
it's
there's
several
townships.
So
let
me
go
through
it:
mantino
rockville,
limestone,
celina,
essex,
aroma,
auto
pilot
and
norton
everyone
in
that
every
property
owner
in
in
those
townships,
gotta
notice,
whether
their
value
changed
or
not
at
the
hands
of
the
assessor.
C
Okay,
any
other
township.
You
would
have
only
gotten
a
notice
if
your
assessor
made
a
change
to
the
value.
Essentially,
that's
how
that
works
and
that's
what
gets
published
in
each
publication
so
like,
for
example,
I
just
listed
off
all
of
the
asset,
all
of
the
jurisdictions
that
got
notices,
whether
their
value
changed
or
not.
Next
year,
it's
going
to
be
kinky,
township
itself
that
everybody
gets
a
notice.
C
So
not
everybody
in
kinky
key
got
a
notice
this
year,
but
they'll
get
one
next
year
and
only
the
ones
that
got
changed
this
year
in
kankakee
got
a
notice.
Okay.
I
think
that
makes
sense.
Yes,
okay,
very
good,
and
it
should
help
a
lot
of
people.
If
I
didn't
get
one
of
these,
you
know
sure
you
didn't
necessarily
supposed
to,
but
in
but
in
pilot
I
would
have
gotten
one
of
these,
whether
whether
I
had
increasing
that
that
is
correct.
Okay,
did
you
have
a
question?
Heather?
Are
you
just
gasping
you're
gasping?
C
No,
I'm
saying
anyone
didn't
get
a
notice
else.
So
this
is
a
an
item
of
postal
expense.
Isn't
it
it
is
that's
a
publication
expense,
and
then
we
also
have
the
postage
of
all
of
the
notices
that
went
out
to
go
to
correspond
with
that
publication.
Yes
and
then
do
you
have
send
out
notices
of
when
their
hearings
are,
if
they
ask
for
help
that
that
is
true.
C
When,
when
when
an
appeal
is
filed,
we
give
them
a
30-day
notice
of
when
their
hearing
is
going
to
be,
and
if
they
you
know,
wish
to
carry
it
forward,
then
they
would
show
up
to
that
hearing
and
they
get
that
by
mail.
You're
right,
you're,
right
about
that,
and
those
hearings
are
very
efficient.
You
go
blank
on
a
schedule
for
here
sure
they're
they're
set
up.
You
know
once
sometimes
twice
a
week,
and
it
is
you
know
it's
a
15-minute
time
slot
or
so
some
of
them.
C
The
assessor
may
have
already
agreed
that
you
know.
Maybe
they
were
a
little
high
and
and
so
a
settlement
might
have
been
reached.
Others
need
to
be
discussed
a
little
bit
more,
and
so
it
just
depends
on
the
case.
C
Okay,
very
complete
report.
Thank
you
for
that,
mr
wheeler.
Thank
you
eric
at
one
point.
I
asked
this
and
I
can't
remember
the
number
about
how
many
taxable
parcels
are
there
in
the
county
or
if
it's
a
better
way
to
ask
it
taxpayers
on
those
parcels.
Well,
taxable
parcels,
there's
about
53
450
taxable
parcels.
C
C
Probably
what
the
number
you
gave
is
what
would
be
most
helpful,
though
how
many
well
yeah
yeah-
and
the
reason
I
ask
is-
is
there's
there's
a
couple
of
folks
saying
we're
wasting
all
the
taxpayers
money
on
this
coveted
money
stuff
and
the
calculation
I
come
up
with
is
every
taxpayer
if
everybody
in
the
county
paid
taxes,
it's
point:
zero,
zero,
five
cents,
zero,
zero,
five
cents
per
taxpayer
for
all
of
the
coveted
money
for
all
the
counties
in
the
united
states.
C
So
this
helps
me
get
to
a
better
number:
it's
a
.01
cents
per
property
tax
payer.
If
you
will
in
the
county
sure,
is
what
we're
spending
about
530
dollars
that
we
got
21.3
million
for.
So
I
just
want
to
clarify
that,
because
there's
these
comments
out
there
with
the
goofballs
on
facebook
that
were
wasting
all
the
taxpayers
money,
the
local
taxpayers
put
in
530
into
that
kitty.
For
the
65.1
billion
nationally
wow,
so
I
just
thought
I
would
mention
that
wow.
C
C
C
C
You
do
that.
Let
me
excuse
me
outside
that
brian
yeah,
let's
go
say,
miss
heather
and
I
keep
going
by
that.
Okay,
this
is
brian's.
First,
it
matt.
You
want
to.
Second
it.
Okay,
all
in
favor,
accepting
a
recorder's
report,
say
hi,
any
opposed,
say
no.
She
carried
okay
lori.
What
do
you
have
for
us
today?
C
Nothing
first
of
all
good
morning
to
everyone
and
just
wanted
to
once
again
share
the
good
news
of
the
volume
of
recordings
that
are
going
on
in
the
county,
as
you
can
see
by
the
numbers,
things
are
not
slowing
down.
Yes,
can
you
hear
me?
Okay,
we
can
we're
okay,
we're
just
getting
aw
183,
000.,
yeah
and
in
perspective
for
september,
we're
already
at
983
documents
for
the
month
and
it's
not
slowing
down,
so
things
are
good.
C
So
if
anybody
were
to
mention
that
sales
of
homes
are
receding,
you
would
you
would
have
to
dispute
it
a
little
bit
or
properties
yeah,
not
yet
yeah
yeah
for
sure,
not
in
kankakee,
so
yeah
anything
you
want
to
report
on
your
books
or
your
copying
or
anything
like
that.
You're
doing!
No,
not
really
you
know
the
the
book
project
right
now
is
on
a
break.
C
I'm
working
on
my
22
budget
to
see
what
we
can
do
about
getting
some
more
done
so
actually
met
with
the
company
that
does
the
books
yesterday,
I'm
here
in
springfield,
so
we
talked
about
what
that
looks
like
going
forward
and
really
about
it
for
right
now,
you
notice
a
sign
on
your
door
of
asking
that
only
four
people
come
in
to
review
at
a
time.
C
I
imagine
that's
working
out
well,
probably
for
it
is,
it
is,
and
we
actually,
with
the
help
of
west,
we
were
able
to
put
a
small
desk
out
in
the
hallway.
So
anyone
who
comes
in
to
just
need
to
fill
out
a
quick,
clean
heat
or
something
we're
asking
them
to
use
that.
So
that
seems
to
help
break
up
the
people.
Sure,
okay,
anything
else,
any
other
questions,
my
glasses,
keep
steaming
up.
So
I'll
have
to
look
at
you
this
way.
Anything
else
laura.
You
have
anything
else
for
us
today,
no,
not
really.
C
Actually,
yesterday
we
did
have
a
meeting
with
the
department
of
housing
authorities,
so
we're
working
forward
on
this
rhsp
legislation,
and
so
hopefully
we're
starting
to
get
some
movement
with
cooperation.
See.
Does
everybody
know
what
does
it
you
want
to
do
a
little?
What
does
that
talk
about?
That's
the
rhsp
fund
that
we
collect
on
every
real
estate
related
document,
so
the
monies
have
not
been
spent
very
fairly
throughout
the
state.
Oh
that's
right!
C
So
we're
working
on
that
plus
they've
asked
for
it
to
double
the
fee,
which
would
raise
it
to
18
per
recording
so
and
that's
we're
just
asking
for
some
more
cooperation
right.
That
was
the
increase
that
50
was
going
to
cook
county
or
something
like
that.
Wasn't
it
pretty
much?
Yes,
so,
okay!
Thank
you.
I
hope
you
have
a
good
meetings
and
good
success.
Then.
Thank
you.
Thank
you.
Anybody
else!
Okay,
thank
you.
Let's
go
to
the
animal
control,
then
it's
laird
in
your
a
screen.
You
have
a
report.
C
If
there
is
we'll
accept
the
report
in
a
second
and
then
you
have
a
question
on
it
as
she
comes
forward.
So
who
would
like
to
move
that
we
accept
that
report?
Miss
peters
will
move.
Mr
kirkster.
Will
you
second?
It
are
they
all
in
favor,
say
aye,
aye,
aye
opposed,
say,
nay,
question,
scary,
okay,
carrie?
What
would
you
like
to
highlight,
as
you
can
see,
the
iptip
building
fund
that
was
from
the
sale
of
the
property
on
45.52?
That?
Can
you
hear?
Okay,
everybody
wanted
move
your
microphone
just
a
little
bit.
C
Okay,
so
you
see
the
iptip
building
fund,
that
is
from
the
sale
of
the
property
of
45.52.
A
lot
of
that
money
came
back
all
that
came
back
and
went
back
into
iptip.
So
now
the
total
is
416
000,
that's
an
iptip,
so
that's
to
purchase,
hopefully
a
new
building
or
land
in
the
future.
So
was
that
88
000
added
to
it
is
that
what
it
was
it
was.
It
was
the
sale
it
was
around
151
thousand
dollars.
C
We
went
back
252
000
what
we
got
back,
plus
the
interest,
okay
and
that's
what
that's
what's
in
to
the
416
correct,
100
000
is
what
came
in
last
month
because
of
the
sale,
okay,
so
the
bytes.
Obviously
they
have
increased
along
with
that
number.
Without
a
county
number,
we
have
helped
iroquois
county.
They
no
longer
have
an
animal
control
this
time,
their
administrative
veterinarian
left,
and
so
they
have
been
without
a
veterinarian
or
a
building.
C
So
we
have
been
helping
them
out
minimally
with
rabies,
samples
and
specimens
just
because
that's
something
has
to
be
done
by
the
state.
It's
a
requirement
for
iroquois
and
any
other
animal
control.
So
we
have
been
helping
them
out
minimally,
we're
not
doing
welfare
checks,
we're
not
doing
anything
like
that,
just
ruby
samples
for
them,
so
we've
been
trying
to
do
that
for
them.
C
C
A
local
company
is
going
to
take
the
existing
cages
out
of
the
van.
We
have
and
put
them
try
and
put
them
into
the
new
van.
So
it'll
save
us
some
money,
hopefully,
and
that's
about
it-
for
for
anything
really
new
or
to
highlight
just
to
compare
the
last
year
and
this
year
that
it's
just
about
the
same
number
of
animals
107
to
104.
But
that's
a
very
many
animals
in
a
month's
time.
C
Isn't
it
right
and
you
can
see
the
number
of
cats
that
we
had
was
obviously
increased,
almost
double
that
so
you're
talking
about
the
25
to
five,
the
33
cats
and
the
18
cats.
From
last
year
the
33
cats
went
to
or
the
ones
that
went
to
adoption.
C
So
we
did
a
local
partner
out
of
state.
They
came
down
and
took
a
lot
of
our
cats
and
we
were
transferring
them
up
there.
The
same
with
dogs
that
16
out
of
17
were
drinking
so
yeah
and
one
was
adopted
so
the
inventory
now
it
looks
like
do.
You
still
have
25
cats.
So,
as
of
the
end
of
the
month,
I
think
we
had
12
and
12.
we're
back
up
to.
We,
we
transferred
some
to
a
shelter,
get
speed
neutered,
they
end
up
taking
some
from
us,
which
is
what
we
had
hoped.
C
They
would
do
brought
half
of
them
back,
and
then
we
have
we're
just
transferring
hoping
to
transfer
those
out
soon,
so
we
probably
do
have
15
to
20
cats.
C
Okay,
looking
on
on
the
second
page,
so
one
more
identifies
the
statistical
data
there
there
again
a
total
intake
of
45
animals
and
then
at
this
position,
ending
inventory
12
is
what
you
were
just
talking
about
there
right
now
for
the
month,
you
want
to
just
highlight
the
euthanasia
again,
five
out
of
seven
were
owners
bringing
their
animals
saying.
Please
help
crowd.
Yes,
yes,
these
are
there,
so
we
do
a
service
for
them.
It's
a
lot
cheaper
and
for
than
the
veterinarians
do.
However,
we
don't
give
the
ashes
back.
We
don't
do
the
paw
prints.
C
C
One
thing
I
saw
on
the
county
site,
which
is
a
very
helpful
site
in
many
ways.
If
we
go
to
animal
control,
you
can
find
a
a
list
of
all
the
veterinarians
in
the
county
and
their
addresses
and
phone
numbers.
A
list
of
the
the
county
where
you
where
it's
non
for
profit
had
been
listed
there.
All
of
your
staff's
names
are
there.
The
bark
names
are
there
and
it's
just
a
helpful
site.
C
If
anybody's
trying
to
find
anything
about
an
animal
help
in
this
colony
and
on
our
website,
we
do
list
the
animals
that
we
have,
that
are
strays
they're
there
for
their
until
their
stray
hold
is
up.
We
also
put
on
facebook
until
their
hold
is
up,
which
is
very
been.
You
know
pretty
successful.
On
that
end,
we
have
been
able
to
put
those
on
facebook
to
see
you
know.
If
anybody
claims
these
animals,
I
mean
not
often
do
they,
but
sometimes
they
they
will.
So
it's
been
helpful
that
way:
yeah
our
nose.
C
Oh
that's
a
dog,
I
know
and
can
help
right.
That's
what
we
hope
to
get.
Okay,
anything
else,
good
report
and
you're
you're
feeling
comfortable
about
a
new
van.
I
would
think
for
one
yeah:
it's
been
10
or
11
years
since
they've
had
it.
You
know
the
new
van,
so
it's
got
115
000
miles
on
and
we
put
you
know
a
lot
of
money
in
it
every
year,
every
almost
every
month.
Basically,
so
I'm
hoping
that
this
will
be
very
beneficial
to
our
department.
It
was,
it
was
a
good
find,
wasn't
it
for
the
sheriff.
C
He
found
it
absolutely
yeah,
so
I
mean
on
a
dealer's
loss
right
so
and
then
the
other
other
good
news.
I
think,
on
the
side.
It
said
your
staff
is
complete.
I'm
not
sure
is
that
as
of
right
now,
yes,
I'm
hoping
that
it
remains
that
way.
I
talked
to
the
sheriff
when
we
first
took
over
animal
control
that
in
years
past,
the
only
people
that
have
really
retired
out
of
there
have
been
the
director
we're
hoping
to
I'm
hoping
to
keep
people
there
and
have
animal
control
officers.
C
You
know
retire
out
of
the
position
nobody's
been
like
a
stepping
stone.
It's
open
to
you
know,
have
retention,
keep
people
staying
there,
we're
trying
to
increase
the
the
salaries
and
stuff
like
that
to
to
try
and
keep
the
people
at
animal
control,
so
you're
working
on
budget
tuition.
Yes,
absolutely
anything
else!
No
next
is
building.
I
would
think
hopefully,
yes,
thank
you
for
your
report.
I
want
to
stay
here,
a
second
sure,
miss
parker.
Do
you
want
to
add
to
any
of
that
from
our
the
meeting
you
had?
C
Thank
you
thanks
again
for
a
great
report.
Eight
yeah,
I'm
eight
yeah.
Thank
you.
Thank
you,
carrie.
Thank
you.
So
much
for
your
report.
You've
been
very
informative
to
a
whack
of
what
we
can
do
to
assist
with
you.
This
last
meeting
was
what
last
week
already
and
we
had
a
guest
who
is
interested
in
becoming
a
member
of
the
committee,
and
his
name
is
adam
mitten
and
he
gave
us
some
information
that
I
was
not
even
aware
that
he
is
a
natural.
C
What
is
it
a
natural
resource
department
of
natural
resources
yeah?
He
was
really
and
things
that
we
didn't.
C
We
had
no
idea,
but
it
was
that
visitors
who
are
coming
along
the
river
are
upsetting
the
ecosystem
and
they're
collecting
did
you
know
we
had
mussels
in
our
river
and
they're
collecting
the
mussels
to
take
out
and
they're
stacking
rocks,
which
is
upsetting
the
ecosystem
for
different
water
life
underneath
there,
and
he
just
said
that
a
lot
of
the
people
are
moving
things
and
picking
up
things
and
taking
the
muscles
out
and
disrupting
the
habitat
in
that
area.
So
I
guess
there's
a
real
issue
with
that.
C
C
Other
than
that
we
did
talk
a
little
bit
about
the
state
law
that
was
just
passed,
that
breeders
may
not
sell
dogs
and
pet
stores,
which
I
thought
was
a
good
thing,
but
one
of
our
veterinarians
didn't
think
it
was
such
a
good
idea
that
could
cause
some
complications,
but
anything
that
we
can
do
to
stop.
The
abuse
of
breeders
that
are
out
there
and
having
puppy
mills,
which
is
not
good.
C
Her
concern
was
that
it
would
go
underground
instead
of
being
above
ground,
yeah
and
yeah,
and
we
have
to
make
sure
that
those
puppy
mills
are
stopped.
Okay
and
that's
about
all
we
had
we,
we
did
have
a
good
meeting.
Our
meetings
are
running
what
an
hour
and
a
half
now,
because
there's
so
we
get
talking
and
when
you
have
people
who
love
animals
as
much
as
we
do.
C
We
ask
a
lot
of
questions
and
getting
as
much
information
as
we
can
and
we
do
appreciate
those
who
attend
as
visitors
to
you
know,
give
us
more
information.
We
just
are
at
a
place
right
now
a
stopping
place,
but
we
always
have
on
our
agenda
the
neuter
the
cat
prop
the
cat
population
and
the
neutering
released
yeah.
So
this
is
a
huge
problem.
C
It's
like
taking
an
elephant
and
put
it
into
a
mouse
that
this
is
a
huge
problem
and,
and
one
of
the
things
already
I'm
concerned
about-
and
people
who
are
taking
care
of
colonies
of
cats,
they're
feeding
them,
but
we
have
to
remember
winter-
is
coming
and
if
you're
going
to
feed
them-
and
you
want
to,
if
you
can
get
them
trapped
and
neutered
spayed-
to
bring
down
the
population
and
also
consider
start
building
little
homes
for
them
for
shelter
in
the
winter.
C
If
you,
if
you
want
to
care
for
a
colony,
then
you
have
to
remember
food
is
one
thing
shelters.
Another
trap,
neuter
vaccinate
is
another:
that's
we
we've
got
to
bring
that
population
down
and
we
were
always
we're
always
in
the
back.
Second,
back
of
the
mine
is
a
county
forum
where
people
of
different
interests
can
talk
at
each
other
about
cruelty
to
animals
and
things
like
that
exactly
what
they
can
do
for
a
colony.
C
So
that's
just
going
to
be
a
process,
and
luckily
we
have
john
coughlin,
our
assistant
states
attorney,
who
is
guiding
us
and
we
have
carrie
who
is
guiding
us
along
the
way.
So
we
appreciate
all
the
help-
and
I
don't
think
john-
has
missed
a
meeting.
Mr
copeland's
missed
a
meeting
yet
so
we're
real
happy
to
have
him
on
board
yeah
for
sure
mr
wheeler.
C
Thank
you,
mr
chairman.
The
I
guess
the
question
I
have
is
is:
if
somebody
takes
care
of
accountant,
they're,
now
legally
responsible
for
every
animal
in
that
colony,
if
there's
abuse,
if
they're
not
fed,
if
they're
not
taken
care
of,
if
somebody
injects
themselves
into
that,
are
they
now
responsible
for
that
colony?
I
thought
they
were
that's
where
it
becomes
a
fine
line.
I
see
it
as
ownership,
but
they're
feeding
the
animals
on
their
property.
It's
ownership
to
me
in
the
meeting.
It
was
discussed
that
they
don't
believe
it's
ownership
to
them.
C
So
that's
where
john
and
I
have
discussed
what
animal
control's
role
will
be
and
how
we
will
view
them
as
owned
animals
versus
unknown
animals
and
people
say
they're
feral,
but
we
know
there's
feral
and
then
there's
friendly
strays.
So
there's
a
big
difference
in
our
community
people.
Don't
technically
always
feed
feral
cats.
They
call
imperial
cats,
but
they're,
basically
friendly
stray
cats
that
nobody
claims
ownership
too.
But
I
would
just
be
concerned
that
if
we're
advocating
somebody
takes
care
of
a
colony
that
we're
advocating
somebody
to
kind
of
be
irresponsible.
C
C
C
If
that
cat
is
somebody's
property,
then
they
can
complain
the
animal
get
the
cat
back
and
put
it
back
on
their
property,
but
a
lot
of
times,
that's
not
the
instance,
so
the
other
side
of
that
is
an
ordinance
and
then
you
have
other
other
other
parts
of
an
ordinance.
If
you
have
an
ordinance,
you
know
the
rules,
the
rules
right
and
the
rules
will
be,
you
know,
cut
and
dried.
This
is
what
will
will
happen
for
animal
control
and
caretakers
for
tnbr.
C
I
have
one
question
and
I'll
just
say
I'll,
be
quiet
the.
How
much
does
bark
have
in
their
coffers
that
they
collected,
because
their
purpose
was
to
collect
money
for
a
new
facility.
It
is
yes,
I
want
to
say
it's
150
to
180..
A
lot
of
that
is
tied
up
in
funds
that
they
have
there's
not
a
lot
of
cash
on
hand,
but
a
lot
of
they
could
get
access
to
it.
Obviously,
it's
just
tied
up
in
stocks
I
want
to,
I
want
to
say,
but
it's
around
180.
C
C
C
We
have
a
couple
of
them
on
our.
We
were
down
on
the
cats
that
we
had
are
already
coming.
They
have
their
ears
clipped
and
most
of
them
are
have
moved
on,
but
we
do
provide
shelter
for
any
animal
that
comes
to
our
back
door
and
we
take
care
of
them,
make
sure
that
they're
trapped,
neutered
vaccinated
and
if
they
choose
to
run
free
most
of
the
time
they
end
up.
Dave
goes
what's
this,
why
you
know?
I
don't
worry
about
it.
So
it's
just
another.
C
One,
so
we
try
to
do
the
best
that
we
can,
but
it
doesn't
cost
that
much
money
to
make
a
small
shelter
and
put
it
on
your
back
porch.
The
second
side
of
that
is,
if
you
are
in
a
community,
a
small
home
community
and
you're
feeding
leaving
food
out
for
animals,
cats,
it
can
attract
raccoons,
and
that
is
one
a
really
really
dangerous
situation
to
have
a
raccoon
with
the
rabies
problem
so
and
distinguish
and
distemper.
So
those
are,
you
know,
there's
every
good
deed,
no
good
deed
and
all
those
good
things.
C
So
it's
always
hard
to
know
which
way
to
go.
But
one
thing
we
know
for
sure
there
are
thousands
of
stray
cats.
There
is
a
problem
with
stray
cats
in
our
community.
There
is
a
grand
problem
and
it
could
be
every
corner.
Whichever
way
you
want
to
point-
and
we
all
know
that
t
and
vr
is
already
occurring
in
our
county
without
an
ordinance
right
now
so
checkpoint
or
vaccinate
and
release
dnr,
just
the
vaccinations
it's
already
occurring.
C
Yes,
yes,
and
whether
or
not
if
somebody
is
taking
care
of
a
cat
community
and
they're
seen
as
the
owner,
then
they
would
be
responsible
for
chipping
in
vaccines.
Also,
if
there's
a
feral
cat,
it's
different
than
a
domestic
cat,
I
guess
you
could
say
there
are
different
laws
in
our
state
statutes
and
for
kinky
county
that
defines
feral
versus
domestic.
C
So,
however,
it's
a
hard
decision
for
us,
because
a
lot
of
these
cats
are
friendly,
strays
versus
feral.
So
if
you
call
them
feral,
I
guess
they
have
to
be
looked
at
to
see
what
they
really
are.
Okay,
but
yes,
every
cat
should
be
vaccinated
and
microchipped
in
our
county
because
we
know
who
they
belong
to.
If
the
cat
gets
injured,
we
can
have
you
know
somebody
responsible
for
that
or
we
know
what
to
do
from
there
for
their
care.
C
That
is,
that
is
carrie's.
Primary
question
is:
if
an
animal
comes
to
me,
who's
going
to
pay
for
it,
I
mean
that's
yeah
and
I
don't
mean
it
like
who's
going
to
pay,
for
I
just
don't
want
to
have
something
to
euthanize
a
cat
that
somebody
says
I
would
have
paid
500
for
to
go,
get
surgery
for
when
this
is
an
unknown
animal
to
us
and
that
the
surgery
is
too
expensive
for
animal
control.
You
know
or
something
like
that,
something
that
we
can't
put
the
the
effort
into
at
this
time.
C
So
I
don't
want
to
sound
like
I'm.
I
you
know,
don't
have
a
heart,
but
we
we
can't
save
every
animal,
that's
realistic!
It
wasn't
meant
to
be
heartless.
It
wasn't
right.
Business
life,
you're,
running
an
organization,
yeah
save
them
all.
Okay,
this
this
will
stay
as
topic.
It'll
continue
and
we'll
let
you
know
how
we're
going
along
the
way,
but
anything
else
in
okay.
Thank
you
very
much.
Thank
you
very
much.
Oh
mr
snipes.
C
I
just
wanted
to
say
that
mr
ed
lassie
smokey,
the
bearing
bugs
bunny,
appreciate
your
service
and
you've
spoken
to
him
recently,
and
you
know
that
for
sure.
C
I
will
say
that
if
somebody
wants
to
see
this
change,
they
need
to
get
a
hold
of
their
mayor
and
tell
them
they
want
the
stray
cat
populations
addressed
within
their
community
because
it
won't
work
without
the
municipalities,
money
and
I
hate
to
say
it
like
that.
They've
got
to
buy
in
literally
to
have
this
done,
because
kankakee
has
the
worst
problem
I
think
out
of
all
of
them.
Then
you've
got
the
mobile
home
communities
and
you
could
you
could
pick
them
off,
but
that's
where
the
problems
lie
is.
C
Is
that
the
municipalities
for
better
for
worse?
They
may
not
know,
there's
a
problem.
They
may
not
understand
how
to
fix
the
problem,
but
they're
the
ones
who
really
control
if
this
can
be
fixed
or
not
and-
and
that
leads
to
the
part
we
didn't
talk
about-
is
the
communities
that
have
an
agreement
with
animal
control
in
the
communities
that
don't
and
if
they
were
all
lined
up
in
together,
then
we
there
there
would
be
the
funds
there
and
that's
why
the
contract
with
bourbon
a
is
different.
C
It
just
relates
to
injured
cats
versus
all
cats,
because
it
would
be
a
lengthy
process
for
animal
control
to
be
involved
with
every
cat
in
bourbonnais
it'd
be
expensive
for
bourbon
a
to
handle
expensive
for
us
to
take
on
our
facility.
If
you
guys
have
all
seen,
it
is
not
equipped
for
the
amount
of
cats
that
we
have
in
our
community
at
this
time
so
which
leads
to
a
building,
hopefully
soon.
C
Yes,
again,
thank
you
all
and
keep
the
keep
your
interest
in
discussion,
because
it
it's
vital
problems,
it's
a
problem
and
I
need
to
address
and
keep
addressing.
Okay.
Thank
you,
sir.
Are
there
any
items
of
new
or
old
business
that
you'd
like
to
bring
forward?
