Description
Community Services Committee Meeting 7/20/2021 9:00 AM
A
B
A
Wow,
it's
wonderful
to
see
you.
As
I
said,
we
are
going
to
postpone
the
minutes
till
another
meeting,
but
we
will
ask
for
a
motion
to
approve
the
monthly
report
for
the
county
clerk,
the
assessor,
the
recorder
and
animal
control.
Who
would
move
that
please,
mr
carrico?
Mr
hudson?
Hudson
ii,
all
in
favor,
please
say
aye
aye,
any
of
you
say,
nay,
motion
carry.
A
D
Everybody
good
morning,
as
you
may
or
may
not
know,.
D
Okay,
as
you
know,
governor
pritzker
in
june
signed
into
law,
public
act
102.0015.,
and
that
has
several
implications
for
elections
for
the
next
year
and
beyond.
Some
of
the
things
I'm
going
to
just
touch
on
some
of
these.
Briefly,
there
are
some
security.
You
know,
computer
security
issues
that
I'll
be
working
with
kevin
and
the
state
board
of
elections
cyber
navigator
program,
with
just
to
make
sure
that
our
our
systems
are
secure.
We've
been
with
the
cyber
network
navigator
program
since
its
inception.
D
Words
are
hard
today,
so
you
know
our
site
is
our
area
is
secure,
but
they're
required
to
do
an
inspection
biennially.
So
that
will
be
one
of
the
things
that
we'll
be
going
over
next
within
the
next
couple
of
months
or
so
our
county
clerk.com
website.
The
state
legislation
said
that
if
you
have
county
clerks
election
authorities
who
have
a
website,
it
can't
be
a
dot-com.
D
It's
got
to
be
a
gov
address,
so
we're
going
to
need
to
work
with
that
and
I'm
going
to
be
working
with
our
website
hosts
for
that
costs,
for
that
should
be
well
under
a
thousand
dollars.
So
not
not
a
significant
change,
we'll
have
to
have
email
addresses
for
all
employees.
That
also
end
in
a
gov
address
too,
and
they'll
be
able
to
set
that
up
for
us.
D
Among
the
other
things,
the
name
congress
person
older
person,
committee
person
is,
is
now
the
the
norm.
They've
gone
with
the
gender
neutral
terms.
So
so,
if
you
run
for
precinct
committee
person,
don't
don't
be
surprised
that
the
names
changed
a
little
bit
the
date
of
the
primary
I'm
sure
you
all
know
has
been
changed
to
june
28.
2022
petition
circulation
begins
january
13th
of
next
year.
D
Signature
requirements
for
county-wide
county
boards,
precinct
committeemen,
it's
also
reduced
for
statewides
and
and
general
assembly
members
as
well,
but
they
don't
file
with
me
so
that
they
can
figure
that
out
on
their
own.
But
signature
requirements
have
been
reduced
by
a
third
wow
so
for
all
county
board
members
that
are
running
for
reelection,
regardless
of
your
party,
normally
the
election
after
redistricting,
it's
25
signatures,
regardless
of
your
county
board
district
or
your
party
affiliation.
So
now
it'll
be
down
a
third
it'll
be
17.
D
precinct
committee
persons-
everybody
will
be
seven
instead
of
county-wides
will
also
be
that
will
still
be
party.
The
numbers
on
that
but
141
for
republicans
129
for
democrats,
32
for
libertarians
for
for
county-wide
filing
period
for
for
the
primary
election
will
be
march
7th
through
the
14th
of
2022..
D
The
first
day
to
request
vote
by
mail.
Ballots
will
be
march,
20th
2022
the
last
day
to
run
as
a
write-in
april
28th
for
the
primary
election
first
day
to
begin
mailing,
ballots
may
14th
and
that's
usually
that's
when
we
send
out
all
of
our
military
ballots,
and
you
know
anybody
that
we've
got
that's
ready
to
go
first
day
for
early
voting
is
may
19th.
D
So
that's
pretty
much
the
the
crux
for
the
primary
election.
The
governor
also
declared
that
the
2022
general
election
in
november
will
be
a
state
holiday.
So
I'm
presuming
that
the
county
building
will
be
closed
that
day,
except
for
our
office.
D
Those
people
that
are
running
as
independent
candidates
and
new
party
candidates
can
start
circulating
petitions
that
that's
it's
going
to
be
a
different
world
for
us
next
year,
because
we've
never
had
a
primary
that
was
in
june
before
so.
I
I
see
some
areas
where
we're
going
to
have
some
overlap
and,
and
I'm
sure
we'll
be
fine,
but
filing
for
those
who
are
independent
and
new
party
will
be
the
week
after
the
primary
election
july
5th
through
july
11th.
D
We're
also
required
to
have
a
vote
center,
like
we
did
in
the
2020
election,
the
general
election
we're
required
to
have
a
vote
center
where
anybody
in
the
county
can
come
in
and
vote.
It's
required
to
be
in
the
mu,
the
largest
municipality
in
the
county.
D
D
The
big
thing
permanent
vote
by
mail
we're
going
to
be
required
to
send
notice
to
all
of
the
voters
in
kankakee
county
to
let
them
know
that
they
can
sign
up
to
be
on
a
permanent
vote-by-mail
basis,
so
once
they
sign
up,
they
get
their
ballot
and
that
will
be
starting
with
the
november
the
general
election
in
2022
going
forward.
You
know
they'll
be
able
to
determine
you
know.
Do
I
want
it
for
every
election?
Do
I
want
it
for
the
primary
or
not
just
just
the
general
elections?
D
We
will
automatically
send
them
a
ballot
until
they
move
out,
or
I
get
some
notification
that
they're
no
longer
a
registered
voter,
so
that
will
be
a
cost
that
we
hadn't
and
we
haven't
finished
our
budget
yet,
but
that's
certainly
one
of
those
things
that
sending
out
70
000
pieces
of
mail
that
there
will
be
a
cost
associated
with
that
that
we'll
need
to
make
sure
that
we
get
worked
into
our
budget
reapportionment.
D
You
know
it
was
too
bad,
be
done
like
we
did.
We
already
did
it
in
june
or
may
days
are
going
by
so
fast,
but
now
because
of
the
change
in
legislation
has
to
be
voted
on
by
november
7
or
done
by
november
17th
voted
on
by
the
end
of
the
year.
D
If
I
could
ask
a
favor,
because
I
want
to
get
voter
cards
out
to
all
of
the
registered
voters
in
the
county,
and
I
would
like
to
get
that
done,
you
know
in
a
decent
fashion
before
we
start
circulating,
if
we
could
not
if
you're
gonna
make
changes,
if
you
could
not
wait
until
the
end
of
the
year.
To
do
that,
I
would
greatly
appreciate
it,
and
I
I'm
pretty
sure
that
we'll
we'll
be
fine
on
that.
D
E
You
cheer
person
good
job.
E
Not
sure
thank
you,
are
you,
gonna
put
all
those
dates
on
the
website.
D
I
am
gonna
blast
you
with
information
when
we
get
closer
to
that
absolutely
well.
F
D
You
know,
I
believe
we
were
right
at
45
to
50
cents
per
voter,
okay.
That
was
also
covered
by
a
state
grant.
However,
and
this
time.
A
G
The
the
census
they're
talking
september
so,
as
I
told
dan,
if
it
shows
up
september,
you
know
early,
it
would
take
special
meetings,
but
we
could
get
any
adjustments
done
if
it
falls
over
the
acceptable
deviation
limits
is
allowed
to
by
law.
G
For
petitions
right,
I
do
have
a
question,
though:
what
did
you
have
to
mail
and
potentially
a
follow-up
depending
on
the
answer?
What
did
you
have
to
mail?
The
first
time
on
vote
by
mail?
What
was
sent?
Is
it
a
card.
D
From
our
office,
it
was
a
card
that
said:
do
you
want
it?
Do
you
want
to
have
a
ballot
scent?
Okay,
what
this
will
be
will
be
and
I'll
work
with
whoever,
but
I
do
have
to
have
the
application
attached
with
this.
With
this
mailing.
D
H
Just
take
me
back
to
that
review
of
the
ucs.
Is
it
a
little
bit
over
a
thousand
dollars
or
around
a
thousand
four?
You
mentioned
something
about.
It's
gonna
cost
us
about
a
thousand
dollars
changing.
D
A
D
A
Okay,
let's
go
on
on
to
then
the
assessor
mr
blair.
I
Thank
you
is
that
better.
I
just
have
a
few
things
to
go
over
with
you
this
morning,
so
I
should
be
pretty
brief.
Since
we
last
spoke,
I
did
get
the
certification
of
the
2020
sales
ratio
study
from
the
department
of
revenue,
which
is
a
really
important
thing
for
us,
as
we
move
forward
so
that
I
can
equalize
and
publish
and
notify
and
I'll
get
into
that
in
just
a
moment.
But
we
have
to
have
that
before.
I
can
move
forward
and
we
did
get
that
this
past
month.
I
I
also
this
past
month
held
the
farmland
assessment
review
committee
meeting
in
this
room.
It
was
pretty
well
attended.
We
had
a
nice,
robust
conversation
about
farmland
and
all
the
different
things
that
concern
those
that
that
are
involved
in
farming.
So
that's
taken
care
of
for
the
year.
It's
a
once
a
year
meeting
that
we
do
to
approve
the
use
of
the
pi
values
that
are
certified
to
us
by
the
state
each
year.
So
that's
taken
care
of
things
that
are
pending
for
us
that
that
are
coming
up.
I
I
need
to
receive
the
assessment
changes
from
from
all
the
township
assessors.
I
do
have
some
of
those
already
in
about.
I
I've
got
about
half
the
townships
in
at
this
point,
and
I've
got
commitments
from
the
others,
so
this
is
pretty
typical
at
this
time
of
year.
Sometimes
it
takes
all
the
way
till
about
august,
first
or
so
before
I
get
everything
in
and
then
we'll
move
into
from
there.
I
I
I
don't
have
the
pi
chart
in
front
of
me.
The
the
the
average
pi
is
is
pi110,
but
I'd
have
to
look
that
up
to
know
what
the
average
cost
per
acre
is
on
that.
If
you
want
to
stop
by
my
office,
I'd
be
happy
to
look
it
up
and
let
you
know,
though,.
J
Thank
you
specifically
in
pembroke
township.
Is
it
about
3
000,
an
acre.
I
No
that's
3000
would
be.
I
mean
the
highest
certified
value
on
the
chart
is,
probably
you
know
a
few
hundred
and
four,
maybe
maybe
400
at
most,
so
no
it
but
pembroke
would
have
the
highest
increase
in
a
given
year,
because
it's
got
the
lowest
quality
soil,
typically
in
the
county.
And
so
what
happens
is
the
way
the
pi
values
are
figured
from
year
to
year.
I
It
was
42
to
1
from
top
to
bottom,
on
the
chart,
it's
now
closer
to
three
and
a
half
to
one,
and
so
that
ratio
has
been
pushed
in
the
in
the
direction
that
the
legislature
saw
fit
and
and
we're
getting
closer
to
where,
where
it
should
be.
I
I
I
Basically
everybody
else
to
get
it
in,
hopefully
by
the
end
of
the
month
in
the
next
10
days
or
so
so,
and
I'm
going
to
continue
to
follow
up
with
those
assessors
and
try
to
make
sure
that
we
get
it
in
timely
because
I
can't
start
my
work
with
equalization
until
we
get
all
of
those
values
in
the
system
and
we
have
some
routine
questions
for
them
for
each
township
as
they
turn
their
books
in.
I
H
Yeah
I
got
a.
I
got
several
comments
concerning
your
professional
conduct.
H
They
stated
that
you
were
exemplary
as
far
as
customer
service
is
concerned,
and
they
stated
that
as
far
as
knowledge,
you
are
uncomparable
to
any
other
that
they
have
experienced.
So
with
that,
I'm
going
to
say,
keep
on
keeping
on.
H
A
A
They
announced
on
radio,
as
I
came
in
that
the
recession
is
over.
It
was
only
two
minutes
long
did
you
notice,
so
what
I've
done
is
partnered
with
mr
ekkov,
the
realtor
and
a
a
an
item
I
found
called
the
title
search
is
crucial
to
home
buying
process.
You
are
you
become
partners
in
that
process.
A
Then
this
article
and
I'm
not
ever
going
to
read
it
to
you
but
mentions
all
the
various
things
that
a
person
could
find
as
they
come
to
your
office
wrong
with
the
title
or
in
in
in
absolutely
inaccuracy
in
the
title.
So
what
mr
eckhart,
when
I
talked
about
earlier,
is
that
is
who
did
you
say
is
the
by
well:
it's
both
the
buyer
and
the
seller's
responsibility
to
get
in
to
see
you
is
it.
K
Or
who
they
hire
for
who
they
hire
so
in
the
process,
I'm
selling
my
house
and
I'm
using
whoever,
if
I'm
privately
selling
or
going
through
a
realtor,
someone
is
going
to
order
a
title
search
and
that's
to
make
sure
you
have
a
clean
title.
So
nothing
tainted
no
federal
state
liens
against
you,
no
municipal
liens,
depending
on
where
you
live
or
other
infractions
that
could
stop
the
transfer
of
property
legally
right.
K
Yes
and
then
those
things
have
to
get
cleaned
up,
and
you
know,
depending
on
how
many
times
that
property
sells
or
whatever,
when
a
title
search
is
done
depending
some
do
a
50-year
depending
on
if
it's
farmland
they
might
go
even
further
back
75
years,
then
of
course
you
know
if
we're
looking
at
historical
things
like
certification
of
a
100-year
farm
or
150-year
farm,
then
you
go
back
to
the
beginning
of
time,
beginning
of
county
time.
So.
F
Usually
like,
like
I
explained
to
you
earlier,
the
biggest
issue
that
you
usually
have
is
you
know,
municipalities,
previous
liens.
If
a
contractor
didn't
go
ahead
and
get
paid
so
like,
for
example,
I
have
a
house
in
hirscher
in
god's
country
out
there,
as
you
call
the.
K
F
A
K
As
they
should,
as
we
all
are
responsible
to
pay
our
bills
in
a
timely
fashion,
unfortunately,
there
are
some
situations
where,
depending
and
there's
always
life
experiences
that
will
alter
somebody's.
K
C
K
You
just
yeah,
so
there's
there's
just
a
lot
of
things,
but
in
most
cases
most
typical
transactions
there's
either
an
attorney
or
a
real
estate
involved
and
a
lot
of
times.
They'll
do
a
lot
of
that
work
for
you
now,
if
you're
a
personal
investor
entrepreneur,
then
yes,
you
learn
to
do
those
things
and
you
learn
to
dig
into
the
different
offices
that
affect
a
good
transfer
of
property.
A
What
I
was
asking
also
is:
are
you
a
little
helper
and
he
said
no
well,
you
can
be.
F
K
In
the
treasurer's
office
as
well,
yes,
we
can
help
to
a
certain
point.
We
are
not
certified
searchers
because
there
is
a
certification
to
guarantee
title.
We're
really
good.
My
staff
is
awesome,
I
think
yep.
So
we
cannot
certify
that
this
is
a
clean
title.
We.
K
As
well
as
you
know,
if
you
are
doing
your
own
transaction,
we
cannot
help
fill
out
the
document
and
we
verify
that
it's
a
good
document
for
recording.
But
you
know,
there's
been
cases
in
most
recently
a
transfer
where
they
had
the
wrong
legal
description
on
the
property.
How
were
we
to
know
because
we
don't
read
the
legal
when
it
got
down
to
the
assessors
when
it
got
caught
so
now
we're
in
the
middle
of
correcting
that
transfer.
A
You
were
mentioning
just
the
last
thing
that
somebody
else
some
of
the
different
fees
that
you
would
be
paying.
Would
you
mention
this?
Oh.
K
F
K
A
A
And
we've
had
county
board
members
in
the
past
say
I
just
got
an
email
today
about
yep
yeah,
so
yes
and
todd
mr
siroi
was
one
for
sure.
The
answer
in
this
article
was,
if
you
don't
like
what
you
found,
you
can
ask
the
seller
to
resolve
it.
You
can
ask
the
seller
to
compensate
you
or
you
can
walk
away
from
the
deal
yes,
and
that
happens
too,
and
the
most
pre
most
outstanding
case
you
mentioned
in
the
past,
is
where
some
people
actually
moved
into
somebody
else's
house
and
set
up
shop.
K
A
K
There
is-
and
there
is
a
lot
still
going
on
in
kankakee
county
so,
like
I
said
earlier,
we
need
to
enjoy
that
and
embrace
it,
because
that's
what's
good
about
us,
I'm
so
tired
of
hearing
so
much
negative.
We
got
so
many
good
things
going
on
here
and
everywhere
else.
So
we
really
need
to
remember
that
to
shout
it
out.
A
K
K
It
will
be
coming
back,
so
I
have
reached
out
to
senator
joyce
our
local
housing
authority
to
have
a
meeting
to
sit
down
and
start
discussing
this
and
see
what
is
our
real
impact
and
opportunities
in
kankakee
county,
because
if
we're
not
benefiting
we're
going
to
continue
arguing
this
point,
there
is
no
reason
we
should
be
paying
to
benefit
other
counties
when
it's
not
helping
us.
So
I
will
continue
that
fight
and
then
the
other
thing
is
it's
time
to
renew
and
refresh
our
face
or
our
website.
A
H
Well,
yeah,
I
was,
I
think
your
office
may
have
some
knowledge
of
it,
but
I'm
one
who
is
more
like
a
state's
attorney
the
doctrine
of
adverse
possession.
H
I
think
that
is
crucial
as
far
as
information
I
don't
know
if
we
can
get
some
type
of
information
to
that
where
an
individual
can
be
on
your
property
set
up
camp
and
if
you
haven't
kind
of
done
anything
they
kind
of
own-
that
piece
of
property
under
adverse
possession
in
seven
years
or
if
your
neighbor
has.
This
has
ate
another
two
foot
of
your
property
because
they
had
something
on
it,
but
you
didn't
say
anything
again:
adverse
possession
they
now
can
possess
your
particular
property.
H
So
it's
just
interesting
at
some
of
the
other
variables
that
are
out
there
concerning
property
and
and
and
some
of
the
ways
you
can
protect
yourself.
Like
writing
a
letter
or
something
say:
hey
you're,
my
property,
I'm
this
is,
you
know
you
want
to
pay
rent,
but
you
are
not
allowed
to
do
this
or
whatever,
but.
K
Well,
that's
why
the
state's
attorney-
and
I
created
this
fraud
escalation
opportunity.
So
when
something
is
identified
that
mr
eckhoff
has
taken
possession
of
my
extra
property,
I
have
that
I
kind
of
forgot
about.
A
Good
or
are
putting
up
your
fence
two
feet
into
the
neighbor.
So
then.
K
K
You
know
I'm
looking
into
that
to
see,
if
that's
my
responsibility
as
well
too
so
we'll
find
out.
Okay.
C
A
Next,
we've
approved
the
animal
control
report
carrie's
coming
forward,
glad
to
see
her
before
the
meeting.
I
asked
her
about
this
article
said
returning
to
the
office
that
you
may
have
seen
and
how
many
animals
are
left
home
alone
and
ask
her
based
on
her
report,
which
you
may
have
questions
about.
If
the
one
then
she
has
oh,
I
haven't,
got
it
okay,
let's
see.
Well,
can
you
tell
us
what
you'd
like
to
tell
us
about
your
report
and
last
questions.
L
Obviously,
the
our
inventory
has
increased
significantly
in
the
past
months.
Is
it
not
on?
We
can't.
You
can't
hear
me.
L
The
inventory
has
increased
significantly
in
the
past
few
months.
One
has
to
do
with
summer.
Another
thing
I
was
watching
a
video
the
other
day
by
a
veterinarian,
fellow
and
she
mentioned
that
there's
more
animal
owners
now
more
than
ever
so
there's
more
animals
in
our
area
more
than
this
than
there
ever
has
been.
So
we
are
seeing
increase
in
inventory.
You
know
and
veterinarian
increase
in
the
number
of
patients
that
they're
seeing
so
there's
a
lot
of
animals
in
our
area.
L
We
were
completely
full
at
one
point,
so
luckily,
rescue
is
coming
down
today
to
help
us
out.
Another
rescue
came
from
out
of
state
to
help
us
out
recently
as
well,
but
yeah.
We
were
completely
full.
A
lot
of
them
are
rabies,
observations,
dogs,
along
with
stray
animals,
so
just
people
just
being
irresponsible,
reclaiming
their
pets
that,
and
then
you
also
notice
that
the
two
animals
test
a
positive
for
rabies.
Those
were
two
bats.
Those
were
in
the
city
of
kankakee.
Those
have
been
taken.
Care
of.
L
There
were
exposure
reports
of
those
meanings.
Somebody
was
exposed
to
a
rabid
animal
and
the
we
work
with
the
health
department
and
getting
the
people
vaccinated
along
with.
If
there's
any
pets
in
the
home,
we
do
that
as
well
help
them.
L
Very
high
again
last
year
was
an
odd
year
because
of
covid,
but
42
bytes
is
a
lot
for
for
our
area
and
those
are
the
ones
that
go
reported.
There's
many
that
don't
go.
You
know
that
aren't
reported
to
our
facility.
M
L
We
get
called
by
municipalities
for
wild
animals
as
far
as
raccoons,
mostly
that
are
acting
strange.
They
think
that
the
rabbit
most
likely
they
are,
they
carried
a
stepper
and
it's
a
very
slow
death,
and
so
we
do
euthanize
the
raccoons
that
are
on
public
property
when
they
are.
We
are
asked
to
do
that.
Okay,.
L
A
L
L
If
they
are
not
chipped,
then
they
get
shipped
before
they
leave
our
facility,
but
I
have
been
putting
them
on
facebook
too,
and
then
the
film
page
shares
our
our
animals
as
well.
So
I
have
been.
I
hope
that
it's
helping
and
then
lost
and
found
to
share
them
as
well,
so
they
have
a
quite
a
big
following.
L
That
was,
I
hadn't
gotten
the
report
yet
so
it
was
five
dollars:
eight
cents
total
yearly
total
is
263
thousand
seven
hundred
thirty
five
dollars
in
one
cent
wow.
So.
L
A
Yeah
and
last
thing
I
was
talking
with
the
circuit
clerk's
office
and
they're,
mentioning
that
all
their.
For
example,
one
of
the
persons
charged
that
went
through
the
circuit
that
you
charge
had
82
charges
on
one
call.
The
person
had
multiple
animals
and
multiple
charges
on
each
one,
and
that's
a
lot
of
paperwork
in
your
office.
L
That
is
that
it's
basically
you
get
a
ticket
for
no
microchip
per
animal,
no
registration,
no
vaccination
for
running
at
large
per
animal,
so
we
have
to
write
one
ticket
per
animal.
So
that
could
be
one
of
those
things
and.
L
L
There
is
court
today
so
yeah
they're,
given
a
court
date,
and
so
they
all
come
to
court
on
the
same
day
per
month,
whatever
it
is,
and
then
they
are,
they
don't
have
to
appear
if
they
correct
their
citation
before
they
don't
have
to
appear,
but
usually
you
know
they
do
like
to
appear
just
to
make
sure
everything
is
is
taken
care
of
or
don't
appear,
then
it
gets
continued
or,
however
they
do
it.
Okay,
thank
you.
M
L
Newspaper
we
are
running
low,
but
it's
not
to
the
need
where
we
need
a
significant
amount,
but
we
are
running
low
on
newspaper.
We
can
always
use,
treats
and
food.
We
can
always
use
that.
As
far
as
like
canned
food,
we
have,
we
buy
bagged
food
from
razzle
dazzle,
so
we
do
use
the
a
good
type
of
good
quality
of
food,
but
as
far
as
canned
food
for
medications,
we
use
anything
that
they'll
they'll
eat.
Some
picky
eaters
prefer
the
not
high
quality
food
too.
So
yes,
absolutely
thank
you.
H
A
L
A
A
A
L
We're
full
rescues
are
full,
so
we
may
have
to
do
adoptions.
Hopefully
rescue
could
come
down
and
take
quite
a
few
animals
from
us,
but
it
gets
stressful
when
you
have
that
many
animals
and
not
enough
space,
but
we're
making
do
they
have
to
go
out
in
shifts
the
kennel
staff
is
working
very
hard.
You
know
it's,
it's
a
tough
job
for
a
little
pay
so
hoping
to
possibly
increase
that
in
the
future,
but
it's
all
dependent
upon
our
revenue.
A
L
Correct,
yes,
our
shelter
manager
works
really
hard
in
getting
animals
out
to
rescue.
We
were
talking
possibly
doing
adoptions
recently,
but
then
a
shelter
said
that
hold
on.
We
can
maybe
come
in
and
help
you
out.
So
that
has
been
helpful.
We
tried
to
keep
animals
in
our
facility
for
the
short
time
we
did
have
one
animal
in
our
facility
for
93
days.
He
was
taking
my
rescue
and
is
living
the
best
life
he
they
showed
a
picture
of
him
on
the
rescue
page
and
he's
just
having
a
ball.
L
L
A
M
L
M
But
one
of
the
things
that
we
did
have
at
our
a
wac
meeting
was
a
discussion
about
working
with
our
new
employee,
jasmine
and
working
on
getting
some
communication
out
onto
the
web
page
and
to
different
facebook,
and
maybe
we
talked
about
instagram
and
some
of
the
things
that
younger
people
use
but
get
more
of
the
information
of
what
we're
doing
and
why
we're
doing
it
out
there.
M
So
we're
really
happy
to
have
jasmine,
humble
come
in
and
talk
to
us
andy
was
there
and
talking
about
some
of
our
goals,
and
that
was
really
helpful.
For
us
of
you
know
clarifying
some
information,
basically
we're
just
going
to
move
along
with
our
trap
due
to
vaccinate
and
release
program,
we're
trying
to
figure
out
where
to
go.
It's
a
huge
project,
but
we
want
to
work
with
karen
himsa
that
she
is
very
knowledgeable
about
trap,
neuter
release
and
our
veterinarian.
M
Students,
interns
maybe
help
with
some
of
the
spay
and
neutering
for
us.
So
basically
it
was
a
good
informational
meeting
we're
going
to
meet
again
on
august
11th
of
next
month.
Anyone
is
welcome,
we're
going
to
be
here
in
the
county
building
again
on
the
second
floor
at
two
o'clock.
M
C
M
A
To
other
things,
we
had
closed
the
matter
on
the
signs.
We
think
that
all
the
wildlife
signs
are
up
and,
secondly,
just
don't
have
any
more
information
on
a
possible
animal
welfare
forum
at
the
community
college.
You.
M
It's
very
close,
it's
very
close
and
but
we're
hoping
to
hear
I
I
do
know
that
the
state's
attorney's
office
is
extremely
busy
right
now
and
I
don't
want
to
push
in
that
direction
too
much.
But
if
not
august,
I'm
sure
it's
going
to
be
some.
M
And
that's
going
to
be
very
helpful
and
and
again
working
with
we're
going
to
try
to
get
that
map
back,
that
we
were
looking
for
and
I'm
if
delbert
doesn't
run
away
from
me
I'll
ask
him
if
he
can
help
me
out
finding
that
he's
been
very
helpful.
A
L
It's
very
frustrating
to
us
to
have
to
explain
it
every
day
and
the
public
they
say.
Well,
what
do
you
guys
do?
Why
are
you
there?
We
get
that
question
every
day.
What
do
you?
What
do
you
do
and
it's
like?
Well,
you
have
to
explain
to
them
again
for
unincorporated
areas
or
a
contract
and
they
just
get
frustrated
and
nobody
likes
us.
So.
L
M
And
that's
one
of
the
reasons
that
we
really
would
like
to
get
the
website
updated
with
us
on
there,
so
we
can
get
that
information
out
to
the
public.
We
we
want
to
work
on
that,
because
we
know
how
frustrating
that
can
be
when
they
call.
Why
aren't
they
doing
anything
or
if
I
get
a
phone
call,
why
aren't
they
doing
anything
right?
Well,
you
live
in
the
city
of
kankakee,
you
have
to
you,
know,
call
them
or
you
know,
until
we
get
a
contract
with
them.
L
And
that
also
changes
depending
on
who's
in
charge
of
the
village
or
the
police
department.
You
know
who
takes
over
there
what
their
policies
are
as
well.
So
we
have
to
keep
in
mind
if
we
can
go
out
to
essex,
because
the
chief
said
yes
anytime
or
they
say
no
call
us
first.
So
it's
one
of
those
things
as
well.
M
But
one
of
the
phone
calls
and
some
of
the
messages
that
I
do
get
are
people
are
so
grateful
for
the
new
ordinances
that
have
been
put
in
place,
especially
the
running
at
large.
The
one
that
resident
that
I
had
contact
me
about
the
dog
continually
chasing
the
jogger
called
and
thanked
the
county
forward
for
putting
that
into
place.
