and
a
half
away
from
Aurora
Illinois,
but
my
name
is
Nathan
Wozniak
I
work
with
us
solar.
We
are
one
of
the
solar
companies
that
has
had
a
number
of
applications
in
the
county
for
special
use
permits.

which
I'm
here
today
to
talk
about
is
Z,
be
a
case
18:50,
the
previous
county
board
meeting
this
application
was
denied
and
we
would
respectfully
request
that
a
in
consideration
of
Robert's
Rules
of
Order
emotion
be
made
to
reconsider
and
then
approve
this
request.
We
find
many
similarities
between
this
application
and
project,
as
others
that
have
been
approved
previously
by
the
county
and
just
to
refresh
your
memory
for
those
of
you
who
were
in
attendance
and
voted
on
this.
This
project,

is
in
Pilot
Township.

That
more
and
more
people
beyond
the
40,000
that
are
now
in
detention
will
be
placed
in
detention
and
moved,
probably
through
here
and
out
of
the
out
of
the
area.
Our
groups
visit
jails
in
the
area
and
McHenry,
and
here
in
Kankakee,
and
meet
with
many
of
these
in
many
of
the
detainees
here
and
are
quite
concerned
about
their
welfare
about
the
families
that
are
being
torn
apart.

must
remember
that,
right
now
there
are
more
people
on
the
move
in
the
world
and
there
ever
has
been
any
at
any
time,
even
in
the
20th
century.
During
the
massive
Wars
we
suffered
the
people
in
the
I'm.
The
move
here
because
of

zero
tolerance
enacted
by
the
US
government
are
almost
assured
of
if
they
show
up
and
ask
for
asylum
that
they're
going
to
be
placed
in
detention
for
possibly
a
period
of
years.
Sometimes
it's
only
a
few
weeks,
frequently
it's
a
period
of
years
and
would
not
like
to
see
it.

become
more
than
just
a
place
where
people
come
out
and
become
the
deportation
center,
but
an
actual
detention
center
would
expand
the
facilities
here
in
Illinois,
and
it's
just
something
that
we
don't
like
to
see
and
what
faith
people
don't
like
to
see
and
it's
a
so
there
are
more
compassionate
ways
to
do
to
make
sure
that
our
borders
are
safe
and
that
people
coming
in
can
ask
for
asylum.
It's
part
of
our
requirement
as
humans
and
part
of
our
just
part
of
our
family
we've.

everybody
in
this

has
relatives
or
descendants
that
have
made
it
here
through
asylum
petition
or
come
here
escaping
something
horrible,
and
we
don't
offer
that
opportunity
anymore,
even
though
the
times
have
never
been
worse

expansion

the
jail
and
against
ice
contracts.
Generally
I
know
from
news
reports
that
you
have
had
a
nice
contract
since
2016
I'm.
Sorry
about
that
I
wish.
You
didn't.
Have
that

Think
I
don't
have
to
tell
you
that
we
have
a
broken
immigration
system,
I
think
at
some
point
it
will
be
fixed
someday.

will
be
fixed
not
today,
not
tomorrow,
but
someday
it
will
be
fixed
and
when
that
happens,
I
think
you
will
be
very
glad
that
you
did
not
expand
the
jail.
I
think
it
will
make
a
big
difference.
I
recently
returned
from
Tornillo
Texas,
where
there
under
public
pressure,
a
ice
detention
center
was
closed
and
I
want
to
point
this
out
because
it
began
small.
It
began
with
350
children
in
June
of
2018
and
by
December
it
had
2,800
and
under
public
pressure.
It
closed
the
last
child
left
january
11th
at
618
in
the
morning.

hopefully
all
of

have
seen
there's
some
cards
on
your
desk
and
those
are
cards
that
are
from
various
congregations,
just
to
explain
those
first
from
Wellington
Avenue
United
Church
of
Christ,
from
st.
Ignatius
high
from
the
peace
and
justice
students,
Club
from
st.
Matthews
Episcopal
churches
of
Evanston,
plus
there's
some
card
smaller
cards
that
were
collected
at
a
rally
that
a
group
called
connect.
Kankakee
held
this
fall
and
we
got
about
about
a
hundred
of
those
cards
in
total.
I
So
we
just
thought
we'd
pass
those
and
and
then
to
address
the
fact
that
those
cards
were
filled
out
and
there
might
be
a
little
bit
of
clarification
that
chairman
wheeler
could
make
here
now
is,
if
the
can,
you
assure
us,
as
you
have
done
once
before,
that
the
expansion
part
of
our
objection
to
the
Jerome
Combe
Center,
that
has
that
has
been
relaxed?
That
is
done,
we're
not
expanding.
Remember
you
said
that
another
meeting
before
it's.

Okay,
I
thought
you
stood
up
and
spoke
about
it
before.
Okay.
Well,
anyway,
please
note
that
we're
not
only
against
the
expansion,
whether
or
not
that's
still
in
the
game,
or
not
we're,
also
against
that
just
attention
period
the
and
of
immigrants.
Last
month,
another
resident
of
this
county
and
of
the
group
connect
Kankakee,
stood
up
and
told
you
a
story,
but
I
know
it
was
kind
of
noisy
last
month.
I
So
just
a
quick
review
in
December
11
days
before
Christmas
ice
raided
two
restaurants
in
Indiana
and
they
arrested
and
brought
to
Jerome
combs
five
people.
One
of
the
people
was
the
business
owner,
the
restaurant
owner
azuz
Cabrera,
let's
see,
and
so
again
he
was
brought
here
to
Jerome
combs,
a
couple
of
us
from
connect
actually
travel
to
Indiana,
to
interview
the
family
and
because
we
were
curious,
you
know
who,
who
are
these
people
that
were
brought
here?
We
found
out
about
it
through
a
Chicago
trib
article.
I
The
people
that
were
apprehended
and
detained
turns
out
were
assets
to
their
towns.
They
had
lived
and
worked
and
raised
their
family
for
more
than
15
years.
They
paid
income
taxes,
sales
taxes,
payroll
taxes,
they
were
members
of
their
churches,
area,
Chamber
of
Commerce
and
involved
in
school
districts.
I
Basically,
people
like
you
and
me-
and
this
is
happening
more
and
more
in
2017,
there
was
a
reported-
and
this
is
from
the
Department
of
Homeland
Security's
own
records,
171
percent
rise
and
the
share
of
deportations
of
people
without
criminal
offenses
compared
to
the
prior
year,
so
just
being
undocumented,
is
not
to
be
clear.
A
criminal
offense,
it
is
a
civil
offense
and
typically
immigration
infractions
are
misdemeanors.
So
why
are
we
doing
this?
His
news
Cabrera
poses
no
threat
to
the
public.
I
In
my
work
with
this
group
connect,
Kankakee
I've
learned
about
all
spectrums
of
alternatives
to
detention
and
brian
mentioned.
You
know
these
more
sane
alternatives
and
that's
what
my
group
and
many
other
groups
advocate
for
this
is
a
national
movement
that
is
growing
as
isis
tactics
get
more
and
more
aggressive.
I
So
we
are
part
of
this
national
movement,
we're
advocating
at
all
levels
of
government,
not
just
this
government,
but
be
assured
at
the
federal
level
as
well.
The
alternatives
to
detention
are
programs
that
offer
case
management
services
and
facilitate
access
to
legal
counsel,
as
well
as
safe
and
affordable
housing.
I
Alternatives
to
detention
have
high
compliance
rates
and
cost
less
than
detention.
Isis
own
formal,
but
now
terminated
family
case
management
program
had
compliance
rates
of
99
percent
with
immigration
requirements
such
as
court
hearings
and
immigration
appointments.
So
again,
why
are
we
doing
this?
I
The
Department
of
Homeland
Security,
estimated
in
its
congressional
budget
justification
for
fiscal
year,
2018
that
the
average
cost
per
alternative
to
detention
participant
would
be
about
four
dollars
and
50
cents
per
day
same
records
according
to
DHS,
it
costs
the
taxpayers
on
average
103
$3.99
per
day
to
hold
an
adult
emigrate
immigrant
in
detention.
The
ice
pays
our
county
only
$80
per
day,
so
neither
this
board
nor
sheriff
downy
have
been
able
to
show
accounting
for
these
ice
specific
costs,
so
I
would,
as
board
members
asks
more
questions
about
about
that.

Can
we
really
break
out?
You
know?
Is
this
the
best
plan
for
our
County
short
term
and
long
term?
It's
taking
money
from
ice,
the
best
business
plan
we
can
come
up
with
since
advocacy
for
immigration
policy
reform
is
at
its
height.
This
will
ultimately
affect
the
budget
for
ice
and
it's
expensive
mass
detention
agenda.
What
happens
when
we
no
longer
have
undocumented
immigrants,
like
hey-zeus
Cabrera,
to
imprison?

did
lose
so
the
longest
serving
board
member
and
the
as
we
as
anybody
can
tell
in
the
history
of
board
members
in
Illinois
on

board.

replace
him

replace

he
meant

this
board,
but
we
do
have
to
fill
the
seat,
and
so
in
that
effort
bringing
forward

Dunhill,
who
I
did
actually
check

County
Clerk

make
sure
he
lives
in
the
district.

wanted

make
sure
that
I
was
all
buttoned
up
and
I
obviously

chances
to
talk
to
Erin.
He
is
the
district
manager
for
American
Family,
Life,
Assurance,
Company
he's
also
a
3-time
president

the
Kankakee
rotary
I
can
tell
you
that
he
is
a
man
of
the
utmost
integrity.
He
holds
dual
citizenship,
so
he's
a
man
of
mystery
around
the
world.
Yes,
so
he
was
born
in
Canada,
but
he
is
an
American
citizen
and
so
you'll
dual
citizenship.

that

in

anybody
thinks
they're
going
to
do

expose

Facebook
group
somewhere.

we
want

make
sure
that
you
as

qualifications,
he
comes

somebody

would
be

years

I
challenged
my
department
to
not
only
bring

issues

me,

also
potentially
bring
a
solution

them
so

they

better
understanding
of
what

role

I
think
Chris
has
shown
the
most
growth
of
anybody
in
the
department
in
that
in
that
manner.

that
speaks
volumes
to
her
understanding
professionally.

other
thing
that
I
would
mention
is
when
we
hired
a
new
employee

couple
of
years
ago.

did
a
lot
to
make
him
feel
at
home
right
away
and
it
helped
him
after

me
well
to
the
department.

it

volumes
about
her
professionally,
as
well
as
personally
and

her
