Description
Special Meeting of the Kankakee County Board 6/2/2020 9:00 AM
A
A
B
As
we
see,
these
unfortunate
events
happened
before
our
eyes
around
the
country.
Please
look
over
all
those
peacefully
protesting
that
standing
up
to
injustice
as
well
as
look
over
our
law
enforcement
and
all
those
protecting
our
rights
and
both
and
please
look
over
our
leaders
and
hope.
Leadership
to
leadership
stands
up
and
overtime
cooler
available.
Thank
you.

Whereas
the
corporate
authorities
hereby
grant
the
county
board
chairman
or
as
designee
the
authority
to
execute
a
contract
without
further
action
by
the
corporate
authorities
and
will
again
engage
Nemec
to
solicit
bids
from
multiple
suppliers
and
consult
with
the
county.
And
the
decision
to
select
the
supplier
that
best
meets
the
county,
needs

and
whereas
the
commodity
of
the
electric
industry
fluctuates
and
a
proposal
must
be
accepted.
On
the
day
of
the
bid.
C
And
coordinate
an
electric
aggregation
plan
of
operation
and
governance,
with
municipalities
within
ket
County
for
a
term
of
three
and
will
again
engage
Nemec
to
manage
and
solicit

from
multiple
suppliers
and
consult
with
the
county
in
advance
of
selecting
the
supplier
that
best
meets
the
county's
needs.
Now,
therefore,
be
it
resolved
that
the
aggregation
program
for
the
counties
will.
C
As
an
opt-out
program
for
residential
and
small
commercial
retail
customers
and
the
corporate
authorities
of
the
county
or
its
designee
shall
fully
inform
residential
and
small
commercial
retail
customers
in
advance
before
the
aggregation
program
is
renewed
and
that
all
information
shall
comply.
All
information
provided
shall
comply
with
the
requirements
of
the
Act.
Now,
therefore,
be
it
further
resolved
by
the
Kinki
County
Board
that
the
County
Board
Chairman
or
as
designee,
is
hereby
authorized
to
sign
and
coordinate
an
electric
aggregation
plan
of
operation
and
governance
with
minute.
B
I
A
J
I
And
then
we
also
have
to
say
the
past
and
adopted
you
see
in
October.
We
need
to
change
that
to
Kern
yes
and
my
Mike
boxer
as
chairman.
We
need
to
change
that
and
then
it's
a
child.
So
that's
what
I'm
saying
just
needed
to
go
back
and
just
put
in
the
necessaries
minor
correction,
but
we
need
to
get
those
corrected
and
then
so
we
Peru
with
the
amended
Corrections
I,
have
no
objections
in
to
approve
you.
Okay,.
A
L
A
F
A
Think
they
were
trying,
as
as
in
the
Finance
Committee,
he
was
trying
to
lock
it
in
at
an
average
of
and
I.
Don't
we
don't
have
the
graph
here
for
us
today
and
I'm,
trying
to
remember
off
the
top
of
my
head,
but
it
was
between
seven
around
7.1.
Is
that
correct?
Mr.
wheeler?
It
was
somewhere
between.
E
At
any
time,
during
the
length
of
this
time
so
every
month
to
changes
in
theory
based
on
a
true
up,
there's
a
predicted
rate
and
then
it
goes
up
or
down
based
on
what
the
actual
usage
was
statewide
and
things
like
that.
But
it
is
never
more
than
the
combat
rate,
and
this
is
comments.
Policy
not
meet
MC
squared.
L
L
K
C
F
K
C
D
C
J
G
A
C
C
Now,
therefore,
be
it
resolved
that
the
Kankakee
County
Board
hereby
authorizes
and
directs
the
County
Board
Chairman
or
his
designee
to
enter
into
a
36
month.
Lease
purchase
agreement
with
People's
Bank
of
Kankakee
County.
For
a
total
lease
purchase
not
to
exceed
five
hundred
fifty
five
thousand
dollars
at
a
percentage
interest
rate
not
to
exceed
2.25
percent
and
such
documentation
is
necessary
to
effectuate
this
resolution.
C
L
A
F
F
This
has
been
evolving
from
the
start
and
there
were
some
problems
with
the
original,
even
though
we
put
it
out
as
a
purchase
/
lease
type
of
deal,
the
original
lender,
who
gave
us
the
2.5%
once
we
had
got
approved,
they
could
no,
they
would
no
longer
do
a
three-year
or
a
you
know
they
would
not
do
a
three-year
lease.
They
wanted
it
in
two
years
and
and
we
I
said
we
can't
do
that.
That's
not
how
the
that's
not
how
the
resolution
reads.
F
So
the
attorneys
went
back
and
forth,
and
so
we
to
talk
to
another
lender
who
met
that
number.
Now
that
number
that
mr.
Henderson
was
reading
in
the
resolution
was
incorrect.
It
is
actually
2.5%,
which
was
the
original
I,
think
everything
in
that
resolution
said
2.25
percent,
so
that
probably
needs
to
be
amended
first
of
all.
Secondly,
the
file
that
was
purchased.
F
That's
when
all
this
talk
started
about
decimal
talk
started
about
the
two
year
versus
three
year
and
trying
to
get
that
approve
the
cars
weren't
going
to
be
done
because
of
the
whole
COBIT
thing
and
people
companies
shutting
down,
including
Ford,
so
they
bore
it
out
that
you
just
pay
that
out
rate,
so
that
is
no
longer
there.
We
are
not
purchasing
a
pickup
truck.
F
All
we
are
asking
for
are
the
11
Tahoes,
which
would
keep
our
fleet
moving,
which
is
the
important
part
of
our
operation.
The
other
vehicles
would
have
been
or
metro
couple
investigators
cars,
but
due
to
our
revenue
issues
and
things
that
are
going
on,
we
cut
that
back
significantly.
So
that's
kind
of
the
story
in
The
Reader's,
Digest
version.
If
anybody
has
any
questions
about
it,
this
is
strictly
for
11.
E
A
I
Was
a
discussion
but
not
opposed
to
the
minute
motion,
but
what
I
am
saying
is
chin
this
motion
and
all
these
motions
back
to
the
state's
attorney
to
correct
something
but
cuz
you
just
like.
If
you
look
at
that
11,
it
looks
like
there's
a
one
in
the
I
know,
but
we
need
to
put
it
ass
and
it
needs
to
be
together.
There's
a
2.25
that
are
you
correct
it
there's
2.5,
there's
a
0
at
the
top
in
another
0
for
some
reason:
dinners
about
the
other
things
that's
in
here
to
numerous
of
things.
I
A
A
F
2013
are
all
very
high
miles,
auction
and
Clinton,
then
that
money
comes
back
years
past
that
money.
It
came
come
back
to
the
sheriff's,
obviously,
and
we
used
it
for
equipment
for
the
cars.
Well,
what
we've
done
this
time
is
that
money
is
coming
back
to
the
county,
so
that
money
goes
back
into
the
county's
general
fund.
Whatever
card
gets
sent
to
auction
well.
B
F
So
that's
the
one
of
the
other
issues
with
this
whole
thing.
Our
Tahoes
are
here
so
those
11
cars
are
here
and
ready
to
go
the
issue
with
the
stores
they
did
not
start
even
producing
those
cars
till
May
18th,
so
those
cars,
the
Explorers,
probably
wouldn't
have
gotten
here
until
the
end
of
August,
which
is
the
reason
that
we
we
just
said.
F
Let's
just
deal
with
the
tiles,
because
that's
that
is
what
we
do
every
day,
those
Tahoe's
and
run
every
day
we
spent
I
believe
between
last
year
and
then
the
first
part
of
this
year
over
two
hundred
and
six
thousand
dollars
on
vehicle
maintenance,
which,
if
you
do
the
math
with
a
$34,000
Tahoe
that
comes
out
to
just
about
six
times
right
there
in
just
in
just
equipment,
error
just
auto
repair.
So
it's
important
for
us.
F
I
A
I
D
D
D
C
J
A
J
A
C
And
we
as
Kankakee
County
Board
members,
acknowledged
the
health
care
issue
we
face
as
a
community
and
whereas
between
March
15th
and
April
28th,
the
governor
of
Illinois
issued
an
executive
order
relating
to
the
Cova
19
outbreaks,
which
contain
numerous
mandates
intended
to
protect
the
public
health
of
Illinois
residents,
including
closing
bars,
restaurants
and
any
non-essential.
Businesses
providing
for
Illinois
residents
to
stay
at
home.
Closing
parks
and
other
public
places,
closing
all
schools,
gatherings
of
any
size
requiring
social
distancing
and
various
other
provisions.
C
Where,
as
an
April,
30th
2020,
the
governor
of
Illinois
issued
executive
order.
2020
32,
which
extended
the
provisions
of
previous
executive
orders
with
some
modifications
through
the
end
of
May
2020
and
further
expanded.
The
mandate
of
the
previously
issued
executive
orders
by
requiring
the
wearing
of
face
coverings
in
certain
situations
and
whereas
we
feel
the
extension
by
the
governor
of
Illinois
on
April
30th
2020,
was
unconstitutional
and
put
unnecessary
mental
and
financial
duress
on
residents
of
Kankakee
County
and
whereas
at
the
regularly
Kankakee
County
board
meeting
of
May
12
2020
pinkey
County
board
members.
C
He
is
referred
to
since
his
original
executive
order,
an
extension
of
set
order,
and
whereas,
by
referring
to
the
governor
governor
of
Illinois
own
reopening
plan
in
phases,
we
the
Kinki
county
board
using
current
data,
moved
to
phase
four
from
phase
three,
which
reopens
offices,
salons
and
barbershops,
with
capacity
limits
and
other
safety
precautions.
Phase
coverings
are
strongly
recommended.
Any
gatherings
of
ten
or
fewer
are
allowed
to
move
to
the
next
phase.
The
positivity
rate
in
hospital
admission
criteria
are
the
same
as
moving
from
phase
2
to
phase
3.
C
Testing
must
be
available
for
anyone,
regardless
of
symptoms.
Contact
tracing
must
begin
within
24
hours
for
more
than
90%
of
the
cases
in
the
region
and
where
is
based
on
Casey
County
specific
data
using
the
governor
of
Illinois
own
plan
and
metrics
Hospital
utilization
hospital
bed
availability
mortality
rates.
C
As
indicated
in
the
plan.
Now,
therefore,
be
it
resolved
by
the
Kankakee
County
Board
that
we
recommend
to
the
governor
of
Illinois,
the
moving
of
Kankakee
County
from
phase
three
of
the
governor
inland
of
Illinois
phased
in
plan
to
phase
four
On
June
8th
2020,
with
the
only
exception
to
the
governor's
plan,
be
that
wearing
facemasks
are
strongly
recommended,
rather
than
required.
As
indicated
in
the
plan.
A
H
A
H
B
B
E
A
D
E
A
A
G
Believe,
you're
right
governor
amended
his
executive
order
so
that
phase
three
included
opening
churches
with
social
distancing.
That
was
in
response
to
some
action
by
courts
and
in
order
to
avoid
a
conflict
in
the
courts.
The
governor
went
ahead
and
said
even
in
phase
three
with
social
distancing,
churches
could
be
open.
G
M
Yes,
I
don't
want
to
use
a
slang,
but
I
don't
have
ax
to
back
this
up,
but
from
some
information
I
got
I
believe
it
was,
the
churches
will
be
allowed
to
open
at
a
25%
capacity
or
100
people,
and
social
distancing
would
be
with
determine
I,
think
you're,
right,
I
believe
I.
Believe
that's
what
I.
What.
A
H
A
B
I
A
J
I
I
I'm
getting
to
the
point
I
the
the
purpose
that
I
want
the
citizens
to
committees,
because
that
I
stated
that
we
mean
if
they
have
all
stakeholders
on
board
from
the
hospitals,
to
businesses
to
everyone,
and
that
apparently,
is
not
the
case
in
this
particular
case,
because
it
needs
to
be
more
well
thought
out.
The
other
thing
is
the
port.
The
resolution
is
is
in
need
of
some
some
romantic
attention
as
written
and
also
I,
don't
want
to
get
into
a
position
where
it
appears
as
though
we
are
contradicting.
I
Canada
policy,
the
governor
has
11
million
people
to
deal
with.
We
have
to
deal
with
about
a
hundred
thousand
and
I,
don't
see
anything
that
he
has
done.
That
was
over
reaching
I
think
his
cautious
in
his
in
the
process,
because
if
he
opens
too
quickly,
then
the
people
are
going
to
and
an
outbreak
occurs.
I
The
people
are
going
to
blame
him
if
he
don't,
if
he
does
open
and
let
and
go
with
everyone
else,
and
an
outbreak
comes
he's
still
going
to
be
the
recipient
or
the
butt
of
criticism
by
the
people
so
and
rich
I
studied
applicators
what
he
proposed
I'd
look
at
what
other
counties
I
talked
with
constituents
and
most
of
them
I
agreement.
Okay,
they
wear
masks.
If
they
don't
some
business
say
you
have
to
so.
You
have
to
put
them
on
our
budget.
Go
to
the
business.
I
think
safeguards
are
already
in
place.
I
Basically,
the
phases
is
something
I
think
we
can
work
in
internally.
If
we
come
with
a
plan
work
through
our
representatives
and
talk
with
the
governor
I've,
not
seen
that
to
be
the
case,
I've
heard
that
it's
been
an
express
but
have
not
heard
that
there's
been
real
conversation
in
either
the
house
or
in
the
sitting
for
anything
to
really
go
to
the
government.
So
I'm
going
to
be
opposed
to
this.
Imagine
because
it
will
make
me
look
like
I'm,
politically
grandstanding
and
I.
I
Don't
want
to
be
a
part
of
something
that
really
has
no
teeth.
What
is
it
that
we
actually
doing
here
other
than
just
saying
they
can
do
something
without
bagging
them
going
to
be
there
for
toy
liabilities?
The
Chairman
already
has
said
no,
so
I
said
of
that,
then
we
need
to
let
the
course
happen
as
it
is
happening.
I
A
I
A
You,
mr.
Snipes,
and
in
in
the
in
the
executive
committee,
we
had
the
data
and
I
don't
know
if
you've
got
to
see
that
that
meeting
yet,
but
that
was
with
the
coalition
of
Kankakee
County
for
reopening.
We
had
the
hospitals,
all
local
businesses,
the
Health
Department.
We
have
the
data
to
prove
that
Kankakee
County
is
in
a
in
a
position
to
open
to
phase
four
all
right.
Any
other
comments.
I
A
I
Is
my
problem?
That
means
my
concern
because
to
step
out,
I
said
putting
this
out:
it
does
nothing,
it's
just
basically
a
waste
of
my
time.
The
church
issue
is
being
resolved
mainly
by
the
church.
They
took
it
to
the
Supreme
Court.
The
government
went
in
the
melee.
To
keep
out
of
that.
Bill
is
attorneys
by
saying
it's,
not
a
directive
suggestion
or
so
I'm
thinking
the
process
is
working
through
if
we
communicate
the
battery
and
can
incorporate
with
what's
in
place
and
representatives
if
they
taking
it
to
the
floor,
unless
yeah.
A
B
A
B
B
M
A
M
M
A
The
third
paragraph
from
the
from
the
end,
we
do
not
have
the
authority
to
close
or
open
businesses,
as
it
relates
to
an
executive
order
issued
by
the
government
in
his
efforts
to
manage
covin
19.
We're
just
saying
that
our
data
proves
that
we
shouldn't
be
included
in
phase
3
anymore.
We
should
we
should
be
pushed
into
phase
4.
M
The
County
Board
nor
the
village
officials,
there
are
anybody
who
allows
businesses
to
open
they
open
on
their
own,
and
they
are
there
they're,
the
ones
that
are
going
to
be
the
businesses
themselves
are
the
ones
that
are
going
to
take
on
the
liability.
Correcting
let's
go
wrong.
Is
that
what
you're
saying
that's.
H
M
M
A
I
A
L
I
A
A
I
Again,
I'm
stating
every
person
has
the
right
to
go
to
their
legislator
at
the
state
level,
just
like
they
do
at
the
county.
If
there's
a
County
issue,
if
their
business
of
things
are
being
affected,
this
do
absolutely
nothing.
They
have
voices
good.
That's
why
I'm
saying
I'm,
not
I,
can't
support
just
say
we
you
can
okay.
I
I
Has
to
go
back
is
there's
a
lot
of
areas
where
has
not
been
written.
I
mean
we
have
to
look
at
what
you're,
writing
and
there's
some
open
sentences.
There's
some
things
that
are
not
this.
You
have
to
relook
at
this.
If
you
want
to
basically
thin
it
from
a
group
of
professionals
and
I,
think
state's
attorney
kind
of
I
believe.
