month,
sheriff
Downey
has
commented
to
the
board
to
a
member
of
the
board
that
people
are
questioning
their
morals
and
values
as
it
relates
to
detaining
immigrants--.
While
it
is
true
that
I
think
this
policy
is
unjust
and
seems
to
value
money
over
people,
I
think
it
is
important
to
note
that
this
view
is
not
unique.
Cardinal
O'malley,
who
has
the
Boston
archdiocese
of
the
Catholic
Church,
was
very
outspoken.
Regarding
the
current
immigration
policies,
he
stated
as
a
Catholic
bishop
I
support
political
and
legal
authority.

I
have
always
taught
respect
for
civil
law
and
will
continue
to
do
so,
but
I
cannot
be
silent
when
our
country's
immigration
policy
is
destroyed.
Families
traumatized
parents
in
terrorizes,
children,
the
harmful
and
unjust
policy
of
separating
children
from
the
parents
must
be
ended.
While
we
are
not
detaining
children
in
our
facility,
it
should
be
noted
that
the
city
of
Atlanta
recently
ended
its
partnership
with
ice,
and
the
mayor
stated.

longer
be
complicit
in

policy
that
intentionally
inflict
misery
on
a
vulnerable
population
without
giving

thought
to
the
horrific

issue

the
move
to
expand
our
agreement
to
hold
criminals
from
other
areas
for
Appy
was
expanded
to
include
non
criminal
without
any
debate,
sheriff
Downey
informed
the
board
that
he
got
a
phone
call
from
ice
representative
in
Chicago
and
agreed
to
the
proposal
during
this
discussion.
It
is
unfortunate
that
a
policy
was
such
significant
impact
in
our
community
was
enacted
with
so
much
with
without
so
much
as
a
hearing
board.

suggested
that
community
members
that
are
against
the
policy
just
don't
understand,
I
wonder
what
board
members
have
done
to
educate
themselves.
In
the
absence
of
information
from
county
leadership,
I
think
the
appropriate
step
would
be
to
suspend

program
immediately
and
form
a
committee
to
research,
the
issue
we
do
not
vote
on
zoning
proposals
until
it
goes
through
a
committee
process.
How
can
such
a
significant
issue
not
be
subject
to
the
same
level
of
transparency?
How
can
a
board
member
defend
a
policy
that
they
were
never
educated
on?

concerned
about
the
bid.
It
seems
to
me
that
the
bid
was
written
on
their
specifications
of
one
company
and
it
was
not
advantage
copier.

other
company
can
match
exactly
the
specifications
that
were
giving,
for
example,
a
coroner's
office.
They
run
about
600
copies
per
month,
but
the
RFP
and
suggested
they
want
a
45
copy
machine.
The
staples
100
pages
and
has
over
three
holds
over
three
thousand
sheets
of
paper.

were

departments

could
use
the

property

farmland

production

away
the
enjoyment

my
living

talk,
it's
not
just
for
me.
It's
also
my
neighbors,
who
are
not
able
here
to
attend
the
meeting.

which

less

feet

installation

the
solar
panels,
have
no
guarantees
that
their
property
would
decrease
in
value.
They
have
a
genuine
fear
of
their
personal
safety

know

affected

decision
you
make

possibly
expand

jeromes
calm,
Correctional
Center
I
live
in
Skokie
Illinois,
a
suburb
just
north
of
Chicago,
where
40%
of
my
Skokie
neighbors
are
foreign-born
I
worship
at
a
large
Roman
Catholic
Church
in
a
suburb
nearby
with
1700
registered
families.
Half
of
these
families
are
immigrants
from
Haiti
parts
of
Africa,
Latin
America
and
from
Mexico.

According
to
numerous
sources,
two-thirds
of
immigrant
families
in
the
United
States
are
mixed
status,
meaning
that
at
least
one
person
in
each
of
these
households
lacks
the
proper
paperwork
to
be
here
and
are
at
risk
of
being
detained
or
deported.
So
what
will
be
my
neighbors
and
friends
and
fellow
Catholics,
who
will
be
in
your
ice
jail?
This
is
not
just
about
Kankakee.
It's
about
all
of
us.

I
believe
that
if
you
had
the
opportunity
to
learn
more
fully,
who
would
end
up
in
your
Jail
and
how
the
immigration
system
is
failing
all
of
us
that
you
would
find
a
different
way
to
provide
an
economic
engine
for
your
community?
Here's
what
you
may
not
know
about
our
immigration
system
to
begin
imprisoning
immigrants
is
a
rapidly
growing
business
and
not
just
providing
jobs
inside
jails
and
prisons,
but
profits
for
those
who
make
the
shackles
the
security
systems
etc.
Imprisoning
immigrants
is
tempting
business
because,
unlike
housing,
citizen
criminals,
immigrants
have
fewer
rights.

Unlike
criminal
defendants
to
our
citizens,
immigrants
held
in
detention
are
not
allowed
family
visits,
they
are
not
allowed
to
be.
They
are
not
entitled
to
be
present
in
the
courtroom
with
the
judge
or
their
family
during
their
immigration
hearing,
they
are
not
entitled
to
a
court-appointed
attorney.
If
they
are
held
with
a
bond,
they
must
pay
the
full
amount
of
the
bond,
sometimes
fifteen
hundred
to
two
thousand
twenty
thousand
dollars.

While
many
immigration
judges
do
the
best
they
can
to
provide
due
process,
they
are
in
Stanly
restricted
about
what
they
can
and
cannot
do
by
direct
a--from
jeff
sessions
and
the
US
Justice
Department.
If
you
are
from
a
family
that
lacks
funds
to
hire
a
lawyer
or
pay
a
bond,
you
are
no
match
for
the
maze
of
laws
that
make
our
immigration
system
I'm
going
to
share
the
rest
of
my
comments
by
email,
but
I
really
beg
you
to
like
theirs.

This
is
not
a
partisan
issue,
not
to
point
fingers
or
to
sign
blame
or
to
say
this
is
the
law
and
we
are
just
upholding
it,
but
to
really
think
is
this
the
best
we
can
do?
Why
are
we
wasting
our
tax
dollars
by
humiliating
and
incarcerating
people?
Many
of
whom
do
not
belong
here.
Do
not
belong
there.

Do
you
want
to
be
part
of
the
growing
practice
of
immigration,
detention
that
will
impact
families
from
all
over
the
state,
not
just
from
Kankakee,
and
do
you
recognize
that
this
expanded
Correctional
Center
will
not
keep
your
community
safer
and
it
will
not
keep
our
nation
safer?
I
encourage
you
to
keep
asking
questions
about
this,
keep
learning.
There
are
organizations
in
Chicago
and
in
this
community
too,
that
work
with
immigrant
families
spend
time
with
them.
Talk
to
them.
Ask
questions
about
the
ice
money
that
you're
getting
and
how
that
those
funds
are
being
spent.

canceled
their
contracts
with

Immigration
and
Customs
Enforcement
known
as
ice,
why
they
won't
support
an
administration
that
is
extremely
hostile
to
immigrants.

and
8th
of
this
year,
I
receive
responses
from
Ron,
Kitzinger
and
Jim
Byrne
and
I.
Thank

highly

counties

cities
who
voted

stop
being
extremely
hostile

would
like
to
thank
the
board
members
for
allowing
Tim
Benton

on
my
behalf.
I
could
not
attend
this
meeting
due
to
an
out-of-town
engagement
scheduled
two
years
ago.
The
main
reason
for
my
letter
is
to
urge
the
county
board
to
unanimously
vote
against
the
CBA
case.

rezoning
the
parcel
of
land
located
on
Vincennes
trail
in
moments'
from
residential
to
agricultural,
with
a
special
use
permit.
First
of
all,
you
are
taking
good
land
that
is
zoned
residential
and
letting
it
be
used
for
industrial
use.
Most
all
of
the
property
owners
surrounding
the
area
are
against
it.
The
city
of
moments,
as
well
as
the
moments
Township,
also
opposes
rezoning
of
land.
You
have
been
given
their
objections
in
writing.

Second
of
all,
Cohn
Reznick
has
stated
that
there
will
be
little
to
no
effect
on
property
value.
However,
a
little
effect
can
mean
a
substantial
amount
to
me
or
any
other
home
owner.
They
went
on
to
present
pictures
of
homes
around
solar
farms.
In
other
states
and
quoted
that
they
feel
there
was
no
change
in
property
value.
The
words
they
feel
excuse
me
the
words
they
feel
are
not
substantiated.

Facts
I
presented
a
PowerPoint
presentation
of
data
to
the
CBA
board,
in
which
I
proved
that
the
sales
of
homes
before
a
solar
farm
and
the
sales
after
the
solar
farm
would
were,
but
what's
built,
took
a
loss
of
a
minimum
of
seventeen
thousand
dollars
on
so
on
smaller
homes,
with
larger
homes
losing
upwards
of
one
hundred
and
fifty
thousand
dollars.
These
are
facts
and
figures
are
the
exact
homes
used
in
their
presentation
located
next
to
solar
farms.

The
only
dispute
by
cohn
reznick
is
of
the
assessed
value
drop
of
two
of
the
homes
I
presented.
One
was
due
to
a
land
split,
the
other
due
to
a
change
in
assessment,
because
it
had
been
assessed
with
the
basement
and
it
only
had
a
crawlspace.
Would
that
change
the
assessment
value
by
fifty
thousand
dollars?
Cohn
Reznick
could
not
dispute
the
fact
of
actual
sales
of
these
homes.

presented.

Fifth
of
all,
my
wife
and
I
bought
her
a
home
approximately
four
years
ago
and
have
done
a
major
remodel
of
the
inside.
We
have
spent
thousands
of
dollars
on
the
property
to
make
it
an
enjoyable
place
to
call
home
if
we
knew
there
was
even
a
remote
possibility
that
we
would
be
living
next
to
a
solar
farm.
We
would
have
not
purchased
this
home.

Most
of
the
slides,
the
solar
farm
company
shows,
in
their
presentation,
have
no
homes
around
them
in
the
pictures
they
present
that
have
homes
by
solar
farms.
Some
were
built
after
the
solar
farm
was
installed
and
it
was
their
choice
to
live.
Next
to
a
solar
farm,
neither
my
family
nor
the
more
than
25
families
around
us
have
not
been
given
such
a
choice.
We
feel
the
property
value
of
our
home,
as
well
as
our
work,
to
maintain
the
enjoyment
of
our
property
are
not
being
considered
here.

Sixth
of
all,
please
do
some
research
on
Generation
X
chemicals
in
the
water
supply
in
North
Carolina.
They
are
finding
contaminated
water
and
the
common
denominator
is
the
solar
farm
around
the
city.
The
people
in
that
city
now
regret
regret
letting
solar
farms
be
built
on
their
property.
Part
of
momentous
aquifer
comes
from
under
the
piece
of
property.
On
Vincennes
trail.
Is
the
county
willing
to
risk
the
health
of
moment'
citizens,
not
knowing
how
this
could
affect
our
water
supply
in
years
to
come?

you
let
your
grandchildren
or
grant
your
children
or

grandchildren
live
next
to
something
if
there
was
a
possibility
of
danger
to
their
health?
Please
tell
me,
as
a
society
that
we
have
not
sunk
to
such
new
lows

risk

dangers

citizens
to
make
a
buck.

owners
of
the
property
leasing
to
the
solar
farm

risk

their
families

implore
them

put
it

acreage

own

their
own
homes.

at
the

bottom

an
appeal
for

of
you
to
respond

to
our

As

board
members
know,
this
project
was
here
before
you
a
few
months
ago
after
the
CBA
had
recommended
in
favor
of
both
the
rezoning
and
special
use.
At
that
time,
then
the
board
this
board
remanded
the
matter
back
to
the
Zoning
Board
for
further
consideration
of
the
city
of
Momence
Comprehensive
Plan.

In
fact,
the
applicant
was
the
only
party
that
put
on
information
at
that
hearing
concerning
the
city
of
Momence,
Comprehensive
Plan,
and
the
information
that
we
put
on
was
that
as
set
forth
in
the
city
of
Momence,
Comprehensive
Plan,
this
subject,
property
is
presumed,
is,
is
projected
for
future
agricultural
use,
and
we
are
here
before
you
seeking
and
rezoning
of
this
property
from
residential
to
agricultural
use.
So
that
is
consistent
with
the
city
of
moments'
Comprehensive
Plan.

It
is
also
consistent
with
the
county
of
Kankakee
Comprehensive
Plan,
which
provides
that
there
is
an
abundance
and
excessive
amount
of
residentially
zoned
land
in
the
county.
That
should
revert
to
agricultural
zoning
and
in
fact,
this
subject
property
in
the
area
around.
It
is
specifically
identified
as
an
area
that
should
be
rezone
back
to
agriculture.

So
we
believe
that
the
rezoning
from
residential
to
agriculture
satisfies
all
the
criteria
under
the
zoning
ordinance
as
found
by
the
Zoning
Board
satisfies
and
is
consistent
with
the
city
of
moments'
comprehensive
plan
and
is
consistent
with
Kankakee
County's
own
comprehensive
plan
as
to
the
special
use
for
the
solar
farm,
the
Zoning
Board
of
Appeals.
On
two
occasions
now
has
found
that
all
of
the
criteria
are
satisfied.
We
presented
an
extensive
evidence
that
shows
all
of
the
criteria.

Meat
will
be
met,
that
this
is
not
a
detriment
to
the
public
health
welfare
safety
will
not
have
any
negative
impact
on
property
values,
and
we
presented
expert
evidence
which
is
not
contradicted
in
the
record
before
you.
So
we
would
ask
for
your
positive
vote
on
both
the
rezoning
and
the
special
use.

want

point
out
that
there
is
minimum
legal
requirements
for
the
number
of
board
members
to
to
vote
on
this
matter
in
order
for
it
to
pass

I

you
have
several
board
members
missing
for
today,
who
may
wish

leave
it
to
your

due

the
minimum
number

voting

of

Board
district
27.
As
we
all
know,
our
colleague
mr.
McConnell
resigned
because
of
his.
As
the
newspaper
article
said
three
jobs,
I
didn't
know.

he

jobs,
but
now
we

appreciated
his
service
and

was
excited
to
bring
forward
this
candidate

voting
on
approval
from
the
board.

with
this

this

political
