commenced
his
service
to
the
people

Kankakee
County
in
1969.
When
he
began
his
career
as
a
firefighter
for
the
city
of
Kankakee
and
whereas
Robert
Bob
Gessner
served
the
city
of
Kankakee
as
firefighter
for
30
years
until
his
retirement
in
1999.

executive

Raising

funds
for
scholarships,
I
remember
back

college.
You
know
my

rent

30

month
if
you

believe
that.
So
that's

ancient
history,

anyway,
I
make

the
point

say
that
Bob
and
Nate
white
bestowed
me
500
for
a
scholarship
now
back
in
1973
1977.
That
was
a
lot
of
a
lot
of
money.
Mucho
Dinero
anytime.
We
need
any
kind
of
assistance.
Information

fire

Gessner,
is
always
there.

family
is

amazing,

family
who
have
provided
public
service
for
decades.

wife
essentially
ran
the

water
company.
If
you
needed
anything

water
company,
he
always
called
his

bride
and
not
only
in
terms

summer
jobs
and
employment,
bottles
of
water
for
Summerfest
and
different
activities.
You
know
the
gustiners
were
the
go-to
people
for
a
service
assistance.
Financial
contributions
to
the
community
did
make
a
difference.

Robert

a

good
name,

I
had
the
occasion
to
work
with
alongside
of
Bob,
when
there
was
a
murder
that
had
happened,
and
they
needed
the
chaplain
to
kind
of
console
the
family
at
that
particular
time,
because
they
were
up
in
arms
and
but
I
was
on
the
scene.
He
asked
what
I
do
it,
and
certainly
that
was
a
case.

He
was
on
the
scene
himself
and
it
was
just
a
kind
of
like
an
honor
to
be
there
anytime,
that
we
have
questions
or
needing
them
come
to
the
schools
or
anything
of
that
nature.
He
was
always
willing,
and
one
thing
that
he
has
a
signature
on
is
that
he
has
the
Bob
Gessner
smile,
which
is
contagious
and
so
I
say.

month

very
well
deserved.

pleasure

work
alongside
him,

he
does

many
great
things
for
this
County

don't

epitome

what
a
correctional
officer
should
be.
She
cares
about
her
co-workers.
She
cares
about
her

inmates,
many
people
look
at
us
and
say
you
know.
Why
do
you
treat
him
so
good
and
all
that
you
know
it's
about
Humanity
and
and
officer.
Harcourt
knows
what
that
means,
and
she
she
is
a
great
example
for
our
younger
correctional
officer.

is
an

a
field
training
officer,
so
she
trains
all
of
our
younger
officers
coming
in
and
there's
nobody
better
in
our
department
or
a
finer
example
of
somebody
who
should
be
training.
New
correction
officers
coming
in
so
I'm
I'm
honored

present
her
with
his
15-year
certificate.
I
hope
she
sticks
around
15
more
years,
so.

this
is
twice
the
length
of
time
that
officer
harkar's,
been
here,
Todd's
been
with
the
county
for
30
years,
actually
32,
because
he
actually
started
part-time
with
the
river
Patrol
way
back
in
the
day.
I
think
I
might

still

in
grade
school.

But
his
career
and
and
I
know
Craig
long
is
not
here,
but
Ray
Fairfield
who's,
a
patrol
Commander
I,
know,
can
speak
to
it
as
well.
Todd
has
done
a
great
job
for
the
county
for
the
citizens
of
this
community.
He
served
in
in
addition
to
the
river
Patrol
as
he
started.
He
served
in
our
Tri-County,
auto
theft,
task
force
for
a
number
of
years
and
then
moved
into
investigations
where
he
was
involved
in
a
number
of
high-profile
crimes.
That
happened,
unfortunately
in
Kankakee
County.

is
currently
the
shift
commander
of
our
afternoon
shift
as
a
sergeant
and
our
department
is
a
better
place
with
Todd
here
and
we're
trying
to
keep
him
around
a
little
longer
but
I'm
not
sure
I'm
that
convincing
so
Todd.

one
this
year

next

wanted

savings
on
it.
That
brings
it
up

So
what
that
equates
to
is

a

000

The
taxpayers
are
going

save
almost
500,
that's
something
that

not

to
be
collected.

the

value

sold
right

Kankakee
County.
The

value
of

house

general
is
about
a

and

savings
to
the
taxpayer

so,
as
you
may
recall,
in
April
of
this
year
we
brought
forward
kind
of
an
Omnibus
motion
through
Senator
Joyce
office.
We
received
several
line
item
Appropriations
representing
multiple
communities
within
Kankakee
County
and
as
as
many
of
them,
don't
have
the
maybe
the
capacity
to
handle
the
grants,
we're
leading
kind
of
the
charge
at
the
county
level,
and
we
put
together
the
document
based
on
a
previous
intergovernmental
agreement.
We
had
done
with
Hopkins
Park
when
we
were
working
on
the
pipeline
project,
so
it
was
pretty
nuts
and
bolts
pretty
stripped.

The
state
came
back
and
said
here
as
a
pass-through
you're
required
to
have
certain
things.
So
what
we
have
today
is
an
amendment
to
that
agreement,
so
we
agreed
in
principle
in
April
that
the
chairman
will
be
able
to
sign
these
agreements.
We
wanted
to
bring
forward
to
the
board
today
all
of
that
additional
included
language,
so
they
requested
information
like
records
retention
term
Grant
amount.
So
we
made
sure
to
highlight
the
amount
of
funds.

The
grant
number
identify
that
this
agreement
will
be
in
place,
the
entire
term
of
that
Grant
agreement
that
the
the
park
district
in
this
instance
will
allow
us
to
access
their
records
and
audits.
As
far
as
reporting
is
concerned
for
the
for
the
grant,
so
it
allows
us
to
have
everything
that
we
we
needed
in
order
to
manage
their
Grant
and
all
the
things
that
the
state
is
asking
us
to
have
included
in
there.

this
going
to
be
a
template
for
the
other

that
we
have

small
communities

you're
working

asking
that

place

direct

will
still
on

our
accounting
purposes.

grant

rules
that
we're

to
be

payment

those
jurisdictions

of
the
next
step
with
the

in

harbor

need
to
get
equipment

river
and

the

help
them
fix

the

doing
anything
with
the
harbor

allocated
three

thousand
dollars

arpa
funds

Kankakee
Valley
Park
District,

surprise
of
Dana
Heights
and
the
chairman
of
the
park
board,

I

want
to
let
you
know
that
I
will
vote
affirmatively
for
this
to
to
assist
the
wall.
As
you've
indicated
and
advise
them
that
a
hunter
is
a
team
player
and
he'd
like
a
quid
pro
quo,
it
it's
at
some
point,
you
know
my
my
parking
lot
was
cut
back
substantially.
