mr
gowler,
mr
raymond,
mr
wheeler
president,
we

A
A
quorum
well,
we
have
a
quorum.
Is
there
a
motion
to
accept
mr
hunter
who's
off
on
a
medical
issue
on
zoom,
mr
long,
mr
donnell,
hello
and
all
those
in
favor
say
aye
aye,
those
opposed
same
sign
all
right.
Officially
your
ears,
mr
hunter
hope
you're
doing
well,
sir.
Thank
you.
We
have
no
request
for
public
commentary
today
is
there
anybody
want
to
make
public
comment
right?
No
presentations
of
vacancy
appointments,
proclamations
or
certificates
today
minutes
of
last
meeting
january
11
2022.
A
Is
there
a
motion
to
approve
those
miss
hudson,
miss
polk
with
a
second
all,
those
in
favor,
say
aye.
Those
opposed
same
sign
motion
carries
under
claims
committee
reports.
Mr.
A
All
right
is
there
a
motion
on
that
one
to
pay
the
bills.
Mr
swanson,
a
second
mr
fairfield
that'll,
be
without
questions.
E
Yes,
I
I'm
looking
to
the
side
of
the
900
numbers,
and
I
I'm
thinking
that
these
are
the
ones
that
kind
of
pass
through,
maybe
that
we
collect,
but
they
have
the
funding
title
with
payroll
clearing
and
then
it
says
various
individuals,
but
the
description
basically
says
like
an
aspie
or
fop
or
whatever
and
or
fica,
which
looks
like
those
numbers
are
there,
but
the
various
individuals
kind
of
would
mislead.
You
went
to
saying:
is
there
a
reason
why
we
don't
have
a
vendor?
A
Do
you
want
to
answer
that
anita?
You
probably
say
it
better
than
I
can.
A
Any
other
questions,
roll
call
vote
please.
Mr.
G
A
Motion
carries
under
department
reports.
Can
I
get
a
motion
to
combine
and
approve
on
these?
Mr
donald
second,
mr
lear,
if
we
can
get
him
read
into
the
record,
please.
F
A
All
righty
we
have
a
a
motion
and
a
second.
So
all
those
in
favor,
please
say
hi.
G
A
Motion
carries
thank
you
under
consent
agenda.
There's
just
two
items:
does
anybody
want
to
have
these
considered
separately
go
a
second
time?
A
Is
there
a
motion
to
combine
and
improve
these
two?
Mrs
parker?
Second,
mrs
hudson,
if
we
can
get
him
right
into
the
record,
please.
F
Hess
all
right,
mrs
hi,
mr
snipes,
mr
c
roy
aye,
mr
lear
hi,
mrs
weber.
This
is
peters
mr
payton
hi,
mrs
parker,
mr
fairfield
aye,
mr
carico,
mr
eckhoff,
mr
swanson
aye,
mr
featherling
aye,
mr
dunhill
aye,
mr
miller
aye,
mr
long
aye,
mr
kirkstra
aye,
mr
hunter
aye,
ms
brian
aye,
ms
hudson
aye,
mr
smith,
aye,
mr
alexander
aye,
mr
gowler
aye,
mr
raymond
aye,
mr
wheeler
aye,.
A
Motion
carries:
let's
see
the
next
item
number
for
highways
and
buildings.
The
concurring
resolution
item
18..
Is
there
a
motion
on
this
one
to
approve
mr
ekkoff?
A
second,
mr
swanson?
A
Again,
it's
a
resolution
basically
paying
those
those
bills
for
out
of
the
the
highway
department
has
listed
any
discussion
on
those
any
questions.
It's
last
time
to
really
put
the
heat
on
mr
rogers
back
there.
If
you
want
to
ask
him
any
in-depth
questions,
all
right,
roll
vote,
please,
mr
hess,
all
right!
This.
A
Motion
carries
next
item
under
pza.
It's
our
kankakee
county
natural
hazard
mitigation
plan
consultant
we're
going
to
get
that
video
going
here.
Real
quick
with
ms
bostwick
dell's
going
to
be
on
the
mic
to
answer
questions
doe.
You
want
to
tee
this
up.
Please.
H
Good
morning,
a
natural
hazard
mitigation
plan
identifies
the
various
hazards
that
our
county
could
be
susceptible
to,
such
as
tornadoes
flooding,
high
winds,
large
hail,
and
it
discusses
various
ways
to
mitigate
the
the
impact
of
those
before
disaster
strikes.
H
In
order
to
be
eligible
for
fema
funding
for
those
planning
efforts
and
those
mitigation
and
impact
efforts,
we
have
to
have
a
hazard
mitigation
plan
in
place
and
it
needs
to
be
updated
every
five
years.
Ours
is
now
due
to
be
updated
and
fema
was
gracious
enough
to
give
us
a
grant
to
pay
for
that
planning
effort.
H
A
H
A
We
we
just
wanted
to
make
sure
everybody
had
the
opportunity
to
ask
questions.
You
know
we,
we
record
the
video,
so
you
could
go
back
and
look
at
this
stuff
before
the
full
board
meeting,
but
we
definitely
want
to
make
sure
you
have
a
chance
to
ask
any
questions
you
have
so
you
know
I
don't
know.
If
there's
a
summary
from
the
meeting.
Mr
featherweight,
you
wanted
to
mention.
I
A
Is
the
the
local
match
is
in-kind
services.
H
A
H
A
lot
of
that
will
be
included
in
this
plan
through
the
discussions,
I'm
not
sure
exactly,
what's
appropriate
and
what's
not
right
now,
but
certainly
flood
mitigation
on
the
river
will
be
a
huge
part
of
this
plan.
That
is
our
number
one
disaster.
A
Okay
questions
mr
snipes.
E
Just
one
it
might
be
just
way
out
there,
but
I
know
that
the
river
is
beneficial
to
everyone
in
the
county.
I
do
know
that
there
are
several
initiatives,
that's
out
there
for
the
river,
but
what
I
would
like
to
know
is
through
this
american
environment.
Is
there
any
way
that
we
can
seek
through
our
for
finding
some
help
for
our
river?
That
benefits
everyone.
E
D
I'm
not
sure
I
can
speak
directly
to
that.
I
know
what
they
have
in
terms
of
mitigation
funds
through
fema
for
their
grant
suite.
I'm
not
sure
whether
any
of
the
arpa
funds
can
be
actually
used
for
mitigation
on
the
river
dell.
Do
you
know
whether
that's
a.
E
H
A
A
It's
it,
it
evolves
things
change,
you
know,
as
we
know,
we
have
a
motion
in
a
second.
I
believe
roll
call
vote.
Then,
if
there's
no
more
questions.
A
Hi
motion
carries.
Thank
you.
Next
item
is
an
executive
session
employment
matters
involving
specific
employees,
5
ilcs,
120
2
c2.
Is
there
a
motion
to
go
into
executive
session?
Mr
carrico?
Second,
mr
gallard,
all
those
that's
a
roll
call
vote
please.
Mr
hess.
A
All
righty
we'll
get
things
changed
over
be
brief,
I
expect
a
brief
executive
session.
A
Is
there
a
motion
coming
out
to
appoint
the
county
engineer
for
kankakee
county,
mr
swanson
and
we'll
go
with
miss
brian
as
a
second?
Is
that
for
the
I'll
read
make
sure
this
is
okay
to
appoint
gregory
hayden
for
a
six-year
term
from
327.22
to
1128
at
100
of
the
I
dot
recommended
salary?
Is
that
the
motion?
A
Motion
carries
motion
carries
thank
you
number
22.
The
excuse
me
21..
If
we
could
just
get
the
title
read
in
the
record.
Please
resolution.
A
Is
there
a
motion
from
someone
to
abate
taxes?
Don't
everybody
raise
your
hand
at
once,
mr
miller,
miss
peters,
something
we
do
every
single
year,
but
we
have
we've
abated
taxes
every
year
that
I've
been
on
the
board.
So
if
there's
no
questions
we'll
just
do
roll
call
both.
Yes,
mr
peters,
yes,
sir.
E
A
A
G
F
Mr
huss
hi
mrs
poke
hi,
mr
snipes
all
right,
mr
c,
roy
aye,
mr
lear
hi,
mrs
weber,
mrs
peters
aye,
mr
payton
aye.
This
is
parker
mr
fairfield
aye,
mr
carico
aye,
mr
eckhoff
aye
aye,
mr
swanson
aye,
mr
featherling
aye,
mr
dunhill
aye,
mr
miller
aye,
mr
long
aye,
mr
kirkstra
aye,
mr
hunter
aye,
ms
brian
miss
miss
hudson
hi,
mr
smith,
aye,
mr
alexander
aye,
mr
galler
aye,
mr
raymond
aye,
mr
wheeler
aye,.
A
Motion
carries
the
next
item
up
on
number
22.
If
we
can
get
that
title
right,
please.
A
Is
there
a
motion?
There
start
with
mr
lear?
Second,
mr
fairfield,
any
questions
about
this
one.
It's
it's
basically
our
special
funds
we
had
to
well,
we
did
we
had
to
adjust
those
and
make
sure
that
those
ended
the
we
appropriated
that
money
correctly
at
the
end
of
the
budget
year.
A
A
Motion
carries
now
under
the
arpa
fund
projects
under
the
consent
agenda
are
we
I
heard
that
folks
wanted
to
consider
31
separately?
Is
that
accurate.
A
A
F
Authorizing
expenditure
from
fiscal
year,
2021
fund
95
for
the
following
advantage:
copy
and
repair
hemon
over
construction;
new
beginning
for
cats,
two
rivers
supply
kinky,
county
clerk's
office
election
judge
training
program
and
for
fund
98
lost
revenue
to
shoot,
manufacturing
circuit
clerk
and
sheriff
copier
kanke
county
clerk's
office,
outdoor
ballot
box
and
king
key
county
sheriff's
department
shield
force
all
righty.
A
And
we
have
a
motion
in
a
second,
so
it
will
be
a
roll
call
on
those
harper
fund
allocations.
J
A
Righty
is
there
a
motion
to
approve
or
otherwise
on
this
matter,.
A
C
I
voted
no
on
this
in
the
committee,
partly
because
I
I
felt
that
something
that
was
for
the
sheriff's
department,
something
for
the
administration
department,
kind
of
confuses
things
in
terms
of
what
is
appropriate
ways
to
spend.
What's
administration
department,
the
chairs
in
this
room
make
more
sense
to
put
in
a
a
different
resolution.
I
would
think
so
that's
why
I
voted
no
at
that
time.
C
I
will
certainly
obviously
have
to
abide
by
the
majority
opinion,
but
I
was
hesitant
to
include
those
because
it
did
not
seem
like
that
was
a
clear-cut
way
in
terms
of
spending
transparency
for
the
public.
A
The
the
it
was
brought
in
because
we
wanted
to
see
about
quantity
discounts
if
we
bought
all
the
same
kind
of
chair
what
that
would
cost.
That's
that's
the
reason
that
was
in
there
that
way,
and
I
take
it
to
a
good
point,
though
there
was
no
quantity
break
after
we
looked
so.
Mr
lear,
did
you
have
anything
else?
Yeah.
A
That
was
that's.
What
came
back
we
researched
and
there
was
a
quantity
break
by
adding
it
was
not
by
what
30
some
chairs
for
this
room,
so
any
other.
Yes,
mr
featherweight
yeah.
Those
have
to
be.
I
A
Could
answer
it,
but
he
had
some
a
conflict
this
morning,
so
I
I
would
imagine
if,
if
it
comes
from
the
vendor,
then
we're
gonna
pay
for
that.
A
So
I
internally
is
probably
my
guess:
okay
yeah
so
bless
his
guys
yeah.
Actually,
I
think
it
was
board
members
who
had
to
put
them
together
bring
your
allen
yeah
exactly
so.
Is
there
any
other
thoughts
on
this?
I
guess
the
thing
was:
do
we
want
to
include
chairs
for
this
room,
even
though
these
are
in
disrepair
and
they're,
snagging
people's
clothes
and
ripping
holes
and
stuff,
or
do
we
want
to
wait
and
do
that
separately
once
we
allocate
all
of
the
other
funds
to
everybody
else,
kind
of
wait
for
chairs
for
this
room?
A
K
I
got
it
yes,
sir.
Thank
you,
mr
chairman.
I
I
think
we
should
move
forward
with
getting
new
chairs
for
this
room
and
then,
if
we
wait
a
month
or
two,
I
think
these
would
go
on
the
retro
market
for
high
dollar.
These
chairs,
because
everything
everything
from
the
early
70s
is
coming
back
in
style
and
orange
and
orange.
A
A
Right
so
yeah
right
there
with
inflation.
Sorry,
it's
back
from
the
70s
too.
E
I
would
probably
agree
these
cheers
is
past
eligible
for
social
security
check.
So
I'm
just
saying
this:
let's
move
forward,
you
got
it.
A
The
resolution
I
apologize,
I
should
know
that
offhand
because
that
room
is
full
as
well
and
we
had
a
not
to
exceed
number
in
the
resolution.
So
let
me
90
000.
yeah.
It
was
90
for
the.
F
A
You
see
that
headline.
It's.
A
For
the
tvs,
it's
the
ema
equipment
that
is
used
to
manage
the
emergencies,
and
I
can
tell
you
that
by
going
out
there,
we
flip
that
thing
on
there
with
our
pre-drill
for
the
nuclear
drill,
and
you
can't
see
the
projectors
on
the
walls
anymore.
It's
not
a
bulb
issue,
so
it
is
legitimate
you
we
do
need
that
side
of
it
and
chairs
for
out
there.
You
sit
at
them
and
they
go
all
the
way
down
the
the
and
not
just
me,
don't
say
that
it's
everybody
sits
in
them.
A
A
I
Numbers
broke
down
for
people
watching
the
meeting
that
how
much
is
it?
You
know
digital
technology
and
how
much
is
just
for
chairs?
Could
you
do
that
is.
A
Well,
the
sheriff's
not
here-
and
I
don't
have
that
number-
that's
why
we
went
not
to
exceed
in
case
there
was
some
assembly
required
and
things
like
that.
Okay,
it's
gonna
be
probably
just
below
that,
but
as
far
as
the
number
of
chairs
not
really
sure
right
here
off
hand.
A
No
many
more
there's
40
yeah,
there's
40
in
the
eoc
and
then
they'll
probably
get
a
couple
of
spares.
And
then
here
we
got.
You
know
28
plus
whatever's
up
here
and
then
those
that
right
over
there
we're
not
getting
those.
L
I
was
no
in
the
finance
committee
too,
like
mr
leer,
so
I
would
I
would
be
again,
but
I
just
for
clarification.
I
think
the
breakdown
of
the
county
board
portion
of
chairs
was
just
under
fourteen
thousand
dollars
right
for
chairs
that
are
used
for
five
hours
a
month.
Just
for.
A
Are
other
groups
other
commissions,
the
vac
everybody's,
only
sort
of
appeals
it
is
used,
it
gets
a
lot
of
use,
but
for
us
again,
like
you
said,
you
know,
however
many
meetings
a
month,
one
two,
three
four,
actually
eight
meetings
a
month
roughly
in
here
for
county
board
plus
zba
twice
a
month
plus
any
of
the
other
boards
or
commissions
that
are
in
there.
So
it
is
that's
the
same
way
out
the
sheriff's
department,
too.
There's
other
things
going
on
in
there
with
trainings
and
stuff
like
that.
J
A
G
No
but,
mr
chairman,
how
much
is
this
costing
the
county.
A
F

No,
mr
wheeler.
A
Aye
motion
carries
all
right.
The
openings.
A
I
did
want
to
say
something
and-
and
I
don't
have
any
really
think
prepared
just
kind
of
something
I
thought
I
should
acknowledge,
with
everything
going
on
with
all
of
the
contracts
we're
negotiating
with
all
of
the
the
the
hr
stuff
with
the
the
the
financial
projections
we're
looking
at
with
just
all
of
these
other
things
that
we're
doing
right
now
hiring
a
a
replacement
or
early
somebody
to
take
over
for
mark.
A
There
is
no
replacement
there,
but
I
just
want
to
thank
anita
speckman
for
all
the
extra
duties
she's
doing
right
now,
because
we'd
be
lost
without
her.
We
couldn't
accomplish
everything
we're
doing
without
her
holding
it
together.
Last
minute,
changes
doing
things
from
home.
Things
never
go
the
way
you
intend
you've
got
to
fix
things
along
the
way
and
we're
lucky
to
have
her.
So
I
want
to
say
that
thank
you.
A
And
part
of
this
is
self
preservation
because
she
probably
wants
to
kill
me,
but
the
I
will
say
that
that
it
is
tough
to
balance
all
of
these
different
things
and
and
still
meet
a
deadline.
It's
really
tough
and
I
appreciate
it
so
with
that.
Is
there
any
other
motion?
Oh
mr
smith,
just
go
ahead,
quick.
E
For
my
just
my
just
my
purpose
of
information,
I
was
looking
through
some
of
your
back
bills
and
I
noticed
that
we're
paying.
I
know
when
we
first
started
this
suit
with
the
auditor
that
we
were
paying.
E
They
had
someone
from
one
county
and
someone
from
another
county,
basically
representing
for
free,
but
now
it
looks
like
we're
paying
this
to
like
our
tour
to
something
insurance
or
whatever,
and
that
number
is
kind
of
when
I
looked
at
it.
One
time
was
22
000.
I
don't
know
where
it
is
now.
A
It
so
the
the
how
do
I
say
this-
the
taxpayers
will
be
paying
for
the
cost
of
that
suit
through
the
tort
fund
from
now
on,
because
those
attorneys
are
no
longer
doing
it
for
free
and
there's
council
representing
the
county
and
council
representing
the
auditor.
I
think
that's
about
the
best
way
to
put
this
right
now.
I
can't
go
into
details
be
happy
to
an
executive
session.
If
somebody
wants
to
make
the
motion,
but
other
than
that,
I
can't
discuss
anymore
no.
