religious
leadership
Network
and
first
I
want
to
thank
you
for
having
this
open
comment
and
letting
those
of
us
who
aren't
from
Kankakee
have
a
chance
to
raise
our
voice
about
things
that
you
do
that
we
think
impact
on
us
also.
You
know
there
is
a
movement
in
this
nation
to
demean
immigrants,
to
paint
them
as
a
threat
to
our
country,
rather
than
as
the
builders
that
they
have
been
really
throughout.

We're
here
today
to
ask
that
you
consider
joining
your
fellow
Illinoisans
in
this
effort
and
to
end
migrant
detention
in
Kankakee.
We
were
particularly
concerned
about
the
recent
article
in
The
Daily
Journal,
asserting
that
most
of
the
ice
detainees
here
have
criminal
records.
The
article
itself
cited
that
some
of
these
records
involved
crimes
like
traffic
violations
or
failing
to
show
up
for
court
dates.

So
that
gives
you
an
idea
of
how
important
it
is
to
us
that
we're
here
I
want
you
to
know
that
there's
a
war
going
on
on
immigrants
in
this
country
and
that
holding
immigrants
in
your
county
jail
so
that
you
can
balance
the
books
is
part
of
that
war.
But
let
me
give
you
three
other
examples
of
what's
happening
in
our
nation.
That
impacts
immigrant
families.
H
The
first
is
perhaps
you've
read
in
the
paper
that
the
Department
of
Homeland
Security
and
the
Department
of
Justice
has
proposed
policies
that
will
make
it
more
difficult
for
immigrants
to
obtain
citizenship,
and
it
will
increase
the
factors
that
that
we
look
at
to
decide
who
is
more
readily
deportable.
The
second
is
that
just
does
pass.
H
May
the
Department
of
Housing
and
Urban
Development
proposed
a
rule
that
would
change
the
requirements
for
who
could
get
housing
benefits,
and
this
means
that
every
household
in
the
United
States,
including
white
families
and
African
American
families
that
might
receive
HUD
rental
assistance
or
housing
assistance
would
have
to
show
proof
of
citizenship.
In
addition
to
that,
the
new
HUD
policy
would
prohibit
families
from
receiving
benefits.

If
anyone
in
the
household
is
a
non
citizen
or
an
eligible
of
getting
benefits,
so
that
might
mean
that
an
a
grandmother
or
an
aunt
or
a
child
who
is
not
eligible
would
have
to
leave
the
household
in
order
for
the
family
to
continue
to
receive
benefits.
So
if
this
bothers
you
like
it
bothers
me,
you
can
learn
more
at
a
website
called
protecting
immigrant
families.
The
third
is
the
White.

House
wants
a
citizen
question
on
the
2020
census
that
will
show
block-to-block,
who
is
a
citizen
in
the
United
States
and
as
CBS
reported
recently,
you
don't
have
to
be
a
conspiracy
theorist
to
see
that
this
is
a
threat
to
you
or
your
family.
So
if
you're
interested
in
learning
more
about
the
2020
census,
the
local
group
here
tells
us
that
they
are
hosting
a
census.

people
who

legal
right

people

understand
and

always
argue
that
that
corrections

the

hidden
gem

law
enforcement,

to
deal
with

officers
get

deal
with
these
people.

24/7
police
officers
make

arrest
our
people

jail
deal
with
them.
24/7
most
of
them
are
easy
to
deal
with

amendment,

acreages

Enterprise
Zone
in
the
moments'
area.
But
I'll
start
with
a
motion

accept
the
resolution
authorizing

county
board
vice-chairman
to
sign
an
amended
intergovernmental
agreement
to
add
territory
to
the
Kankakee
County,
Enterprise
Zone

expanding

aboard
talent
for
a
long
time,

that
they

expanding

little
bit
cuz.

Kankakee
County,
enterprise
administrator
and
we've
been
approached
by
vendre
and
farms
with
a
capital
expenditure
in
two
locations
to
the
north,
east
and
west
of
moment's
aggregate
acreage
is
right.
Around
90
additional
acres,
we
have
a
twelve
hundred
and
ninety
nine
acre
bank,
so
we
get
we
got
up
to
fifteen
square
miles.
We
currently
use
about
thirteen
and
some
low
change
of
that
so
they've
requested
in
order
to
do
capital
expenditure
create
jobs.

won't
give
you
today,
and
this
is
like
the
one
sticky
wicket
of
capital
investment
from
companies
they're
committing
to
the
Illinois
Department
of
Commerce
field
letter,
saying
they'll,
create
X
number
of
jobs
or
up
to
X
number

jobs

invest.
We
don't.
Typically,
you
know
spread
that
around
I
can
tell
you
it's
a
large
capital
investment,
substantial
investments
being
made
at
these
two
locations
to
further
their

operations.
The
West
facility
off
of
North
River
Road,
is
what
we're
calling
the
farm
plant.

is
where
they
process
a
lot
of
their
agricultural
products
down
into
intermediary
products.
So,
freeze,
dried
pulverized,
it's
a
it's
a
very
it's,
a
very
industrial
process,
we're
adding
the
entirety
of
the
pin,
so
we're
adding
eighty-three
acres,
but
the
actual
conversion
of
site
according
to
sign-off
from
Department
of
Agriculture,
which
we
received
two
days
ago
or
so
I
guess
Friday
was
they'll,
be
converting
about
seven
acres
of
that
site.

of
the
it's,
not
83,
acres
of
farmland
being
paved
over
and
converted
that
he
will
still
be
operating
their
facility,
but
by
adding
it
this
way

a
year
or
two.

they
were
to
come
back
to
us
and
say
we
want

invest
another
million
dollars

another

number
of
square
feet,
we
won't
have
to
then
go
through
this
process.

reason
we're
that
we're
requesting
a
vote

the
county
board
today
is
all
five
jurisdictions
have
to
act
on
any
amendment
of
the
Enterprise
Zone.

cities,

city,
three
villages

County
act

it.

the
fourth
and
then
on
Monday
night,
we

be
going
in
front
of
Grant
Park.
For
the

held
a
public
hearing

May
21st,

required
by
statute
in
in

City
Hall,
to
hear
the
merits
of
this
project,
the
board,
which
is
made
up
of
the
chief
elected
officials
of
each
of
the
five
jurisdictions,
discuss
the
project,
took
any
public
comment
that
was
available
at
each
of
the
subsequent
jurisdictions.

welcome
to
take
public
comment.

all

you
represent
the
general
public
about
the
projects

cautioned
saying
it's
gonna
be

jobs,

caution,
saying
it's
gonna
be

because
this

a

company

to
make
this
investment
and
what

order

it

sense

have
to
receive

incentive

finalize

guarantee
anything

entice

reinvest
in
their
company
and
create
new
jobs
in
Kankakee
County.
