Description
Kankakee County Board Meeting 12/11/2018 9:00 AM
A
B
B
We
ask
your
protection
for
our
military
men
and
women,
both
here
and
abroad,
and
especially
those
that
are
in
harm's
way.
We
also
ask
for
your
mercy
on
the
residents
of
the
county
that
are
sick
and
the
Seas.
Since
our
last
meeting,
especially
Lisa,
kick
the
lovely
wife
of
Mike,
Ditka
judge
might
kick
and
finally
Lord,
we
ask
that
you
make
us
an
instrument
of
your
peace
and
where
there
is
hatred.
Let
us
sow
your
love,
please.

F
Good
morning,
ladies
and
gentlemen,
I'm
here
to
share,
thank
you
I'm
here,
to
share
a
statement
drafted
by
a
large
interfaith
group.
This
statement
has
now
been
signed
by
over
15
congregations,
including
Roman,
Catholic,
Jewish
and
Protestant
congregations,
and
we
are
continuing
to
connect
further
signatures.
F
F
A
D
Ladies
and
gentlemen,
I
am
from
a
congregation
in
Chicago,
and
you
may
ask
why
I'm
here
in
Kankakee,
many
of
these
detention,
centers
that
receive
ice
prisoners
are
from
other
areas
in
this
state
and
from
other
states
as
well,
and
some
of
our
neighbors
in
Chicago
have
been
detained
and
sent
down
to
Kankakee,
so
I'm,
here
and
I
believe
I
have
standing
because
those
people
have
been
sent
here.
I
just
want
to
ask
you
before
you
make
any
decisions
about
having
these
ice
prisoners
here.
D
You
need
to
know
that
the
immigrant
population
as
a
whole
has
a
lower
rate
of
criminality
than
our
native-born
population
for
starters
and
when
I
says
that
they
only
arrest
dangerous
criminals.
That
really
is
not
the
case
they
have.
They
have
changed
the
laws
such
that
a
felony
is
now.
If
you
have
crossed
the
border
twice,
they
will
call
it
a
felony,
it's
not
that
people
are
violent
or
that
they
have
committed
as
a
crime,
as
we
might
think
of
a
crime.
D
Many
of
these
people
and
many
of
our
neighbors
in
Chicago
are
being
picked
up
because
they
have
broken
taillights
on
their
cars
or
they
are
driving
without
a
license
because
they
couldn't
get
a
license.
It
was
against
the
law
for
them
and
they
needed
to
get
to
work.
So
I
would
ask
as
again
as
church
people
were
very
concerned
about
the
families.
Many
of
these
people
have
married
American
citizens.
They
have
u.s.
citizen
children
when
somebody
is
detained
and
deported
for
nothing
more
than
crossing
the
border.
D
It's
separating
families
and
it's
putting
families
through
tremendous
hardship.
So
I
would
ask
for
you
to
think
about
this
before
you
make
any
further
decisions.
In
a
addition,
there
are
a
few
there's,
a
lower
percentage
of
the
population.
These
days
that
are
familiar
with
farming
I
understand
that
Kankakee
had
Kankakee
County
has
a
number
of
farms.
A
lot
of
farmers
can't
make
it
anymore
without
immigrant
labor
on
their
farms.
So
I
would
ask
that
you
talked
to
your
farmers
before
you
make
decisions
on
this
as
well.
Thank
you,
I.
G
Good
morning
and
thank
you
for
an
opportunity
to
speak
with,
you,
I
speak
as
a
mother,
a
grandmother
and
someone
who
is
trying
to
know
who
is
my
neighbor
and
how
I
can
be
neighbor
to
them.
If
ice
expands
in
Kankakee,
they
stand
to
pick
up,
process
Jail
and
deport
personal
friends
of
mine,
an
Iraqi
student
who,
through
our
support
and
DePauw,
was
able
to
graduate
last
year,
but
because
she
lost
temporary
protection
status
on
May
4th
through
a
presidential
decree.
G
She
could
lose
her
job
and
be
deported
a
dear
friend
of
mine
with
a
four
year
old
son
who
was
born
in
America,
but
she
came
from
Columbia
and
her
papers
aren't
quite
in
order.
She
is
not
a
dangerous
criminal
she's,
a
young
mother
who
has
a
beautiful
son
who
needs
to
have
his
mother
and
not
be
separated
from
him.
G
A
Christian
Chinese
man
who,
after
seven
years,
is
still
worrying
about
becoming
legal
because
of
lawyer
snafus,
a
nigerian
with
a
lovely
wife
and
young
family
who
had
some
trouble
with
immigration
and
his
landlord
threw
away
his
passport.
These
are
all
personal
stories
of
people
that
stand
to
be
incarcerated
in
denied
proper
medical
care.
So
please
ask
the
questions:
ask
how
the
money
is
being
spent
ask
why
they
need
to
have
people
like
this
processed
and
incarcerated
in
Kankakee.
Thank
you.
H
So
I'm
here
representing
one
of
the
congregations
that
signs
the
interfaith
statement
of
faith
and
also
from
a
community
where
there
are
many
immigrants
and
I
know
my
neighbors
will
be
affected
by
the
expansion
of
the
detention
center
here.
I
have
some
questions
for
you
that
I
hope
that
you
will
help
me
answer.
H
I
know,
according
to
some
of
the
national
organizations
that
track
immigration,
detention,
that
more
people
have
died
in
immigration,
detention
in
2017
than
any
years
since
2009,
and
these
deaths
are
linked
to
a
lack
of
medical
care
in
jails,
and
we
know
that
your
sheriff
has
promised
that
people
in
your
Jail
are
well
cared
for.
But
my
question
for
you
is:
do
you
know
how
much
of
the
ice
dollars
that
come
in
that
90
dollars
a
person
is
being
spent
on
them
and
on
their
medical
care?
H
My
next
question
is:
did
you
know
that
there
are
quotas
that
are
part
of
ice
contracts
and
that
ice
agents
are
being
forced
to
round
up
bodies
in
order
to
meet
these
contract?
Kotas?
Do
you
know
what
the
quotas
are
for
your
Jail?
Do
you
know
what
what
information
we
know
that
ice
has
a
history
of
secrecy
and
I
would
want
I
would
want
you
to
know
what
the
existing
contract
says
and
what
the
the
next
contract
might
say.
H
We
understand
that
one
of
your
local
reporters
has
filed
a
FOIA
request
to
get
information
about
who
is
being
held
here
and
what
they've
done
and
I
would
ask
you
to,
and
we
know
he's
been
denied,
so
I'd
ask
you
to
keep
asking
those
questions
find
out.
Who
is
in
your
jails?
Who
are
these
people
that
Rosalie
mentioned?
H
A
A
I
So
we're
gathered
here
this
morning
with
Kathy
Boykin
who's,
the
president
at
Municipal,
Bank,
Lori,
where's,
the
vice
president,
rhonda
McGill
I,
believe
is
director
of
marketing.
Am
I
right
vice
president
and
Pat
Dean?
Who
is
a
vice
president
as
well?
I
believe
for
she's
been
serving
long
enough
to
be
vice
president
of
People's,
Bank
and
I
wanted
to
take
this
time.
I
I,
don't
think
this
has
been
done
before,
but
certainly
after
the
amount
of
time
and
work
that
they've
put
in
it's
long
overdue,
they
collect
Homestar,
couldn't
be
here
today,
they're
gonna
be
here
at
a
later
time,
but
between
these
three
banks
they
collect
upwards
of
twenty
million
dollars
of
our
tax
revenue
a
year,
and
they
do
it
free
of
charge
and
without
their
hard
work
we
would
for
sure
have
to
hire
two
more
full-time
people.
So
I
wasn't
around
during
the
really
tight
budgetary
crisis.
I
I
So
I
will
point
out
that
there's
an
air
on
this
plaque
because
it
says
presented
this
night
day
of
October
and
that
was
a
day
I
had
surgery,
so
we
weren't
able
to
make
it.
It
said
this
is
presented
to
People's
Bank.
The
success
of

largely
determined

the
dedication

its
citizens.
Your

has
earned
you
our
deepest
appreciation

respect.

Think
that
the

so
very
valuable.

I
would
urge

auditors
have
about
the
county's
processes.
I,
don't
know
that
say,
that's
the
right
way.
A
That
makes
that
it
makes
sense,
because
somebody
new
coming
in
almost
always
will
have
a
higher
price
coming
in.
But
that
doesn't
mean
we
shouldn't
look
about
every
five
years.
You
can't
do
it
every
year.
Obviously,
because
then
you're
working
against
yourself,
no
one
will
want
to
bid,
but
definitely
and
as
we
went
through
this
I
think
I've
mentioned
to
mr.
leer.
A
We
should
actually,
when
we
were
talking
about
it,
we
should
go
out
to
bid
next
year
on
those
services
just
to
take
a
look
at
the
particular,
and
just
so
you
know
we
don't
pay
the
87,
we
allowed
to
other
entities
to
piggyback
with
us
those
and
they
have
separate
levies.
So
it's
not
accounting,
no
general
fund
is
not
supporting
all
of
that
and
over
just
want
to
make
sure
some
of
that
goes
to
the
other
organizations,
I
believe
it's
what
Health,
Department
and
I
thought
haven't
seen
here,
part
of
it
there's.
A
C
E
A
Still,
okay
still
have
one
opening
the
one
on
the
GAR
Creek
drainage
district,
two
on
the
manteno
number
three
Damon
drainage
district,
one
on
the
manteno
number,
nine
drainage
district,
one
on
the
McGilvery
drainage
district,
one
on
the
mini
Creek
drainage
district,
one
on
the
moments
in
yellow
hit
drainage,
district,
two
on
the
Essex
Township
Fire,
Protection
District.
But
we
do
know
one
of
those
is
sending
in
the
reapplication,
the
other
we're
working
on
contacting
and
they
both
were
appointed
with
the
the
phrase
until
a
replacement
is
found.
A
So
they
can
do
their
business
as
we
brought
up
before.
We
did
look
into
that
and
one
opening
on
the
Ethics
Commission,
which
we
do
have
an
app
that
that
will
be
before
executive
committee
this
month.
So
is
there
any
old
business,
then
to
be
considered
brought
back
any
new
business.
Mr.
Snipes.
K
This
for
information
purposes
only
I
want
to
see
if
we
can
delegate
I
guess
to
a
committee
amongst
finance
or
to
whom
to
examine
the
aggregate
cost
of
this
paper
production
compared
to
maybe
a
tablet
where
you're
not
using
a
lot
of
the
paper
kind
of
being
green-friendly.
I
know
that
the
tablets
are
down
tremendously.
So
if
we
look
at
that
cost
versus
all
the
paper
that
is
submitted
to
see
if
we
are
kind
of
being
cost
conscious,
you.
A
Know-
and
it's
we
actually
did
do
that
and
we'll
bring
that
back
in.
Let
executive
committee
know
the
answer
to
that,
because
when
Kevin
does
his
report
I'll
ask
him
to
give
the
full
explanation
not,
but
there
were
some
issues
with
the
cost
was
a
benefit,
but
the
control
of
the
iPads
and
all
of
those
things
became
an
issue
people
using
them
at
home
for
personal
business
they
become
voluble.
A
The
security
behind
the
firewall
of
the
county
becomes
an
issue
if
you're
using
it
at
your
home,
so
there
there
are
some
issues
with
that,
but
I'm
not
saying
that
those
issues
still
exist.
We
looked
at
that
I.
Think
three
years
ago
was
about
Steve
yeah.
It
was
about
three
years
ago.
We
did
actually
run
that
cost
benefit
and
there
were
some
serious
IT
concerns.
I
would
have
an
iPads
for
everybody,
so
it
wasn't
just
cost
it
was
you
know
what,
if
you
don't
have?
What,
if
you
don't
have
Wi-Fi
at
home?
A
K
A
H
B
C
B
A
Gonna,
be
here
he'll,
be
here,
it'll,
be
it's
on
the
second
floor,
the
announcement
I
believe
it
will.
Email
went
out,
but
just
so
everybody
knows
it's
after
the
board
meeting
next
month.
We'll
have
the
picture
and
I
should
have
done
it
this
month,
which
is
your
old
talking
even
here,
but
you
know
we'll
Photoshop
Ian's
standing
on
the
side
that
work.
