Harris
collections
report
they
reported
that
they
we
turned
over
three
thousand
eight
hundred
fifty
seven
cases
to
them
this
last
year
for
we're
seeking
a
million
seven
from
all
of
those
cases,
the
recovery.
This
last
month
we
were
in
December.
We
were
ahead
of
all
of
most
all
of
the
years,
except
for
2013
with
collections.
So
so
far
this
year
we
were
three
hundred
thousand
more
than
we
were
last
year,
so
that
was
a
lot
of
good
work
and
effort
on
the
part
of
my
staff
in
Harrison.

is
it's

combined

technologies

view
to
send
in
some
files
to
be
on
what
the
word
is
for
it,
but
they're
getting
ready,
they're
getting
ready
to
go
through
the
testing
and
certification.
That
was
four
days
before
a
certification
and
then
they'll
be
able
to
start
the
testing
and
then
hopefully,
we'll
be
able
to.

to
be
a
new
fine
in
fee
structure
coming
up
this
July
first,
the
circuit
clerk's
are
being
trained
heavily
in
that
there's
a
training
next
month
in
February
they're
having
a
kind
of
their
crossing
it
over
two
days,
because
there's
so
much
information
there
will
be
like
an
afternoon
on
a
Wednesday
in
the
morning
on
a
Thursday
but
I.
Don't
have
my
budget
to
have
rooms,
just
stay
and
bring
staff
so
we're
going
down
and
they're
doing
a
one-day
program
and
a
Friday
in
in
February.

and
I
are

what
we
had
discussed
in
the
last
meeting
was
how
the
fact
that
we
have
filed
more
felonies
and
cases
does
not
mean
that
there
isn't
necessarily
an
increase
in
crime
and
I.
Think
if
you
look
at
these
numbers,
they
bear
that
out.
So
you
can
see
in
2015.
The
number
of
cases
referred
for
prosecution
by
law
enforcement
agencies
was
3043,
2016,
2943,
2017
2008
77
mm

2007
75,
so
that
number
is
steadily
going
down.

The
number
of
case
filings
are
in
the
opposite
direction
and
me
just
means
we're
filing
more
and
I
think
that
is
a
testament
to
the
communication
and
the
cooperation
we
have
with
law
enforcement
agencies.
We've
been
diligent
in
doing
training
with
the
agencies.
We
have
regular
meetings
with
the
law
enforcement
agencies.
We
even
have
an
annual
meeting
with
them
to
go
over
some
cold
cases
in
their
communities,
so
I
think
by
working
more
closely
with
law
enforcement,
we've
been
able
to
bring
more
cases
into
the
system.

see
there's
about
a
20%
reduction
from
16
to
18
and
misdemeanors
filed
portion
of
that
is
due
to
the
version
accountability
program.
We
had
153
cases
sent
to
diversion
those
again
are
nonviolent
low-level
offenses,
first
time
offenders,
and
then
you
can
look
also
the
next
page,
our
juvenile
caseload.
You
can
see
you
know
just
a
lot
of
cases
going
through
there
I
kind
of
wanted
to
give
you
all
an
idea
of
the
volume
that
our
office
handles.

is
where
most
of
you
probably
have
your
most
involvement
with
the
state's
attorney's
office,
especially
apparently
the
chairman,
who
made
19
requests
for
representation
in
2018
I
think
I
was
at
I
was
a
distant
second
though.
So
that's
not
too
bad
I
asked
for
hate
opinions
and
then
in
the
next
page
was
actually
the
last
page
of
you
know:
mental
health
hearings,
FOIAs
contract
reviews
subpoenas
forfeitures.
This
is
kind
of
the
stuff
that
comes
in
on
a
daily
basis
at
the
office
that
any
one
of
us.

I
also
have
a
Belle
Gunderson
here,
she's
our
assistant
state's
attorney
that
handles
all
of
our
DUI
felony
traffic
prosecutions.
She
won
an
award
last
year.
She
was
one
of
only
two
prosecutors
in
the
state
for
her
work
on
DUIs.
She
has
been
spearheading
our
effort
on
the
no
refusal
policy,
which
is
where,
if
they
refuse
to
blow,
we
seek
a
warrant
for
blood
draw.
I
was
hoping
we
could
give
her
a
few
minutes
to
come
up
and
just
give
you
an
update
on
how
that's
going
that's.

DUIs,
2017
and

I
have
been
keeping
stats.
I
have
been
doing
this
for
about
14
years
now.
You
can
see
consistently
well.
In
the
last
year
in
2018,
there
were
three
hundred
twenty
one
DUI
cases
filed
as
indicated
in
this
pamphlet.
Not
all
cases
are
resolved
in
a
one
year
period.
Some
of
them
are
still
pending,
but
in
2018
we
had
170
DUI
convictions.

of
those
cases
were
reduced
to
reckless
driving
otherwise
reduced
like
to
a
different
offense.

one
and
two
dismissals
for
the
entire
year
I
think
that
speaks
loudly
I
only
just
missed
two
duis
in
an
entire
year
period,
and
that
could
be
because
we,
the
officer,
no
longer
works
here,
we
didn't
have
a
witness.
It
could
be
because
the
defendant
is
deceased.
I
do
keep
track
of
why
I
dismissed
some
of
these
cases,
but
I
think
it's
huge.

We've
had
a
lot
of
trainings
I
have
gone
out
to
the
police
departments.
We've
gone
over.
Writing
our
DUI
reports
basis
for
saps
things
of
that
nature.
So
I
think
that
we
are
doing
well.
This
county
is
doing
very
well
in
our
DUI
enforcement.
As
for
the
search
warrant,
the
no
refusal
we
have
done
in
five
total
County
had
to
Bradley
has
had
to,
and
manteno
has
had
one.
We
did.
Two
trial
run
periods
for
the
search
warrants.

One
was
over
Thanksgiving
weekend
and
the
second
one
was
between
Christmas
and
New
Year's,
each
time
that
the
officers
have
applied
for
a
search
warrant,
it
was
allowed,
it
was
granted.
We
were
not
denied
on
any
of
our
search
warrant,
so
the
officers
did
have
probable
cause
before
they
can't
to
me,
and
before
we
contacted
a
judge
of
those
five
search
warrants,
we
only
had
one
person
who
then
still
refused
to
comply
with
the
police
and
they
were
then
charged
with
a
felony
obstruction.

So
it
is
important
to
keep
our
roads
safe
to
not
have
intoxicated
drivers
on
the
roads.
The
felony
traffic
stats
also
were
included
in
here.
Certain
offenses
become
mandatory
prison
or
jail
time
driving
suspended
for
folks
aggravated
duis
doors
all
included
there.
It's
also
I
think
speaks
loud
that
only
none
of
them
were
dismissed.
Last
year
there
was
no
felony
traffic
charge
that
was
dismissed
in
2018
and
they
were
not
reduced
to
misdemeanors
either
so
either
we
had
convictions
that
went
to
prison,
probation
or
received
conditional
discharge.

relationship
and
the
work
we
do
every
day
with
law
enforcement
officers,
Sheriff's

county

came

we

our
report
that
I
think
everybody
should
know
about
what
the
state's
attorney's
office
does
and
what
they
all
does.
Specifically,
as
most
of
you
probably
know
when
our
guys
are
all
right
in
duis
and
other
agencies
are
outright
in
duis,
in
most
cases
98
or
99
percent
of
the
time,
they're,
not
writing
them
during
the
day.
They're
writing
them
around
closing
time
of
the
bars.
So
then
people
call
Val
it's
not
at
3
o'clock
in
the
afternoon.
I
It's
at
2:00
in
the
morning,
and
she
always
answers
and
is
always
helpful
and
it's
it's
such
a
plus.
They
have
it's
such
a
benefit.
To
have
Val
available
around
the
clock.
She's
got
a
life
outside
of
this
job
like
we
all
do,
but
she
never
not
answers
well.

with
this
being
December
the
start
of
a
new
year,
if
you
look
under
number
2
or
the
far
right,
that
bolded
number
is
the
amount
that
one
hundred
and
thirty
eight
thousand
dollars
is
one
hundred
thirty,
eight
thousand
dollars
more
than
we
generated
last
December.
So
so
far
we
are
ahead
of
the
game.
I
However,
I
would
caution
you,
and
especially
the
new
members
that
probably
haven't
heard
me
say
this:
we
only
have
so
many
beds,
so
those
numbers
are
not
gonna
go
up
significantly,
but
to
get
off
to
a
start
this
year.
Obviously,
we
want
to
make
sure
that
from
a
revenue
standpoint
and
an
expense,
the
end
point
that
we
are
continue
to
be
ahead
of
the
game.
So
those
are
good
numbers,
our
local
stayed
consistent.
I
That
equates
out
to
about
nine
hundred
and
ninety
thousand
dollars
of
additional
revenue
with
US
Marshals
alone.
So
don't
be
fooled
by
the
fact
that
we're
just
using
one
portion
of
our
detainees
as
revenue.
This
is
a
we
have
a
number
of
other
County.
We
have
Cook
County,
we
have
the
marshals
and
we
have
ice,
and
so
that's
where
that's
where
our
revenue
comes
from
solar,
our
transports,
there's
really
as
the
first
month
there's
really
not
any
change
in
the
consistency
of
our
transports.
We
continue
to
do
that.
I
Our
transport
supervisors
do
an
outstanding
job
in
using
the
vehicles
and
utilizing
our
vehicles
to
save
both
mileage
and
the
higher
mileage
vehicles.
Our
older
vehicles
do
stay
mainly
in
town.
We
don't
transport
out
of
county
with
a
lot
of
our
older
vehicles.
They
do
stay
in
town,
just
in
case
that
they
are
well
taken
care
of
Johansen.
Our
vehicle
maintenance
guy
does
a
great
job
as
our
transport
supervisors,
utilize
those
vehicles
and
look
at
the
big
picture.
As
far
as
what
vehicles
were
using
the
move
to
move
in
this.
I
One
concerning
issue
and
and
we're
seeing
more
and
more
of
this
and
we've
talked
about
it
a
number
of
times,
and
that
is
the
number
of
people
getting
released
from
Department
of
Corrections
back
into
our
community.
In
December,
there
were
91
released
from
the
Illinois
Department
of
Corrections
back
into
our
community.
I
If
that
number
remains
consistent
and
you
have
no
reason
to
think
it
won't
I
mean
that
would
put
us
in
Kankakee
as
having
over
a
thousand
inmates
released
from
the
only
Department
of
Corrections
back
into
our
community
now.
Obviously,
the
hope
is
that,
through
parole
and
through
other
programs
that
these
these,
those
that
get
released,
don't
reoffended
is
not
the
case.
So.

last
year
we
wrote
fifty
four
citations

warnings
in
December
of
2018.
We
wrote
189
citations,
79
warnings,
that's
up
170
from
last
year.
Remember
that
writing
tickets
is
not
a
revenue
issue
for
us.
It's
a
traffic
safety
issue
for
us,
so
our
guys
are
out
there
visible
writing
tickets
when
they
need
to
write
tickets
writing
warnings
when
they
need
to
write
warnings.
Everything
else
is
fairly
consistent,
any
questions.

know
what
exactly
that
number
is,
but
that
number
is
actually

difference,

at

end
of
the
year,
but
sometimes
we
can
go
months
without
getting
that
allocation,

start
seeing
it
flow
through
good
thing,
so
it's
usually
about
ninety
eight
hundred
thousand
dollars.

positions

fully
funded

federal
shutdown

close

retail
hub

our
largest

our
largest
employees

that

these

these

close
to

kind

ability
to
close

properties

county
right
there,
there
are
some
that
are
just
way
way
higher
priority.
I'll
give
you
an
example
throughout

motel
right
ton
of
calls
to
that
address,
and
it
really
became
a
nuisance
property.
So
we
moved
forward
with
that
filed
some
injunctions,
I
believe
our
complaints
in
court.
Those
call
that
call
volume.
It
should
be
almost
at
zero
right
now,
because
I
don't
think
that
the
hotel
is
open
or
at
least
very,
very
low.

when

talk

owners

they've
had
some
conversations,

sheriff

them
as
a
property
where
the
owners
aren't
willing

try
to
curb
some
of
the
issues
they
have,
but
I,
don't
know
how
you
stop
people
from
getting
in
a
dispute
or
fighting.

there
could
be
a
riot
in
Aisle

at
the
Walmart
and
only
couldn't
shut
down.
The
Walmart

know
there
are
things
that
happen
when
when
people
are
under
the
influence
of
alcohol,
one
thing
to
keep
in
mind,
though,
when
you
think
about
the
huddle
specifically,
is
that
years
ago
some
of
you
may
remember
that
same
establishment
was
called
John's
pub
and
I
can
tell
you
that
the
calls
for
servers
there
were
just
as
significant
as
the
calls
at
the
huddle.
So
I
don't
know
if
it's
the
location,
but
we
received
a
number
of
calls
back
in
the
day
when
that
was
a
different
name
and
different
clientele.
I
So
I
don't
know
that
we
can
now
say
over
getting
a
lot
of
calls.
So,
let's
you
know,
look
at
options.
They
are.
The
owners
are
really
willing
to
work
with
us.
We've
had
great
conversation
with
them
and,
as
Jim
said
you
know,
you
can't
control
what
happens
when
a
significant
other
gets
mad
at
their
