I
hope
some.
Some

the
many
events

Harbor
House
has
coming
up.
They'll
be
circulated
through
the
County
email.
If
they
haven't
already
there's

flier
I
think
they've
got
about
probably
little
more
than
half
a
dozen
events
scheduled
for
October.
It's
important
to
the
community
to
get
the
word
out.
Domestic
violence
is
it's
just
a
big
problem
in
Kankakee,
County
I
know
it's
a
problem
everywhere,
but
the
numbers
we've
seen
a
community.
Our
size
are
troubling.

I'm

defender

in
Kankakee
County
I
replaced
mr.
Regas
as
of
September
1st
of
this
September
yeah

1st

this
year.
I
know
most
of
you
here
for
those
of
you
who
don't
know
me.
I
worked
as
a
prosecutor
here
since
1995
as
of
last
year,
I
switched
over
to
the
public
defender's
office
and
as
up
again
September
1st,
the
judges
appointed
me
chief
public
defender
I
reviewed
the
documents
that
were
filed,
August
7th.
They
show
an
increase
in
filing
from
the
previous
month.

I
want
you
guys
to
know
that
I'm
gonna
review
the
the
way
these
stats
are
compiled.
I've
already
had
my
staff
going
through
every
case
to
see
which
is
open,
which
is
closed.
Obviously,
if
someone's
sitting
on
a
file
and
doesn't
return
it
to
us,
we
don't
close
it
out.
It's
due
to
the
pending
case.
I
want
to
make
sure
that
those
statistics
are
accurate,
maybe
put
them
in
a
more
visually
pleasing
method.
Also
because
it's
hard
to
tell
what's
going
on.

I've
already
talked
to
well:
I've
got
certain
ideas
for
the
office
at
our
long-term
that
I'm
not
going
to
go
into
excessive
detail
today.
I
do
want
to
make
our
office
my
office
as
productive
as
possible,
primarily
through
the
merging
of
part-time
people
into
full-time
people.
I
believe
that
a
full-time
public
defender
who's
there
from
8:30
to
4:30
every
day
can
do
more
than
twice
the
work
of
two
part-time
assistants.
Then
you
add
on
the
benefits
of
I,
am
around
health
care
and
so
forth.
That
would
be
an
added
benefit
for
the
county.

For
being
willing
to
work
with
us
on
that
juvenile
mentoring
program,
it
certainly
takes
the
consent
of
the
public
defender's
office
to
roll
that
program
out
for
court
involved
youth.
Mr.
Pennell,
it
could
have
put
the
kibosh
on
that
pretty
easily.
In
fact,
you
even
said
I
could
put
my
lawyers
hat
on
right
now
and
find
a
bunch
of
reasons
why
maybe
there
would
be
problems
he
said,
but
he's
not
going
to
do
that
so
he's
helping
us
move
that
program
forward.
So
thanks
for
working
with
the
State
Attorney's
Office
on
that
and.

Always
say
this:
once
you
know,
Jim
and
I
have
whatever
problem
we
had
a
year
ago.

think
we're
both
well
past.
It
I
think
we
will
have
many
common
goals

regarding
cases
should
be
disposed
of.

best
interest

the
criminal
defendants,
as
well
as
the
victims,
so
I
look
forward

awoke

asked
about
a
vehicle
for
some
of
his
public
defenders
to
get
around

to
the
jail,
get
back
to
court
and
we'll
be
talking
more
about
it
tomorrow.
But
with
some
of
the
surplus
vehicles
that
allowed
us
to
be
able
to
give
the
maintenance
car
that
used
to
be
a
sheriff's
deputy
car,
not
a
Tahoe,
but
a
car
to
Ed
for
that
purpose.

use
their
own
vehicles,
they
submit
for
mileage
and
whatever
additional
liabilities
may
flow
from
that.

think
this
would

much
better
for
the
county,
save
the

don't
really
know
why
that
it
is.
You

such
a
good
month,
one
month
and
not
so
good

next
month.
It's
just
the
way
that
the
money
comes
in
so
and
then,
as
far
as
our
Harrison
Harris
report,
the
my
representative
had
a
health
issue
that
eventually
put
him
in
the
hospital,
and
so
he
was
trying
to
see.

There's
not
much
there
either
Paula's
been
working
with
the
two
agencies,
Tyler
and
court
view.
The
the
testing
that
she's
doing
is
they've
got
some
codes
built
in
and
they're
pretend
you
know,
they're
doing
the
testing
filing
and
when
they
have
a
mismatch
of
some
sort,
then
they
have
to
go
back
in
and
do
some
more
of
the
work.
So
I
will
that's
we're
just
still
in
the
process.
She
said
it's
a
it's
an
arduous
process.

in
regards
to
the
report
you
can
see
for
August
we
had
a
little
over
2,400
successful
contacts
just
under
20,000
year-to-date,
58
investigations
and
236
drug
tests.
I
just
point
out.
We
currently
have
49
individuals
on
pretrial.
That
number
is
growing,
obviously
because
of
the
bail
Reform
Act.
We
discussed
numerous
times
to
hear
I'm
still
waiting
on
positions
from
the
state
that
I
think
I
talked
about
last
month.
There's
four
fully
funded
positions
on
since
the
beginning.

So
it's
been
a
little
while
and
last
is
drug
court.
Graduation,
it's
two
individuals,
it's
a
small
one,
but
it's
set
for
September
26
in
courtroom,
300
at
10:30
and
just
to
save
the
data.
Our
annual
drug
court
auction
is
on
october
25th
at
KC.
Called
more
information
will
be
coming
out
about
that
soon.
This
one
gave
you
that
date
at
that
time.
You're
already.

I
apologize
for
the
lateness
of
the
report.
I
think
you
guys
got
it
yesterday.
That
was
entirely
my
fault.
We
normally
try
to
get
those
out
on
Friday,
so
in
case
you
get
bored
on
the
weekend.
You
have
something
to
look
at,
but
they
did
not
go
out
till
Monday.
So
that
was
absolutely
on
on
me.
So
we'll
try
to
get
that
out
earlier,
as
we
have
in
the
past
a
couple
things
of
significance
on
the
report:
the
local
population.

We
have
been
averaging
pretty
consistently
now
right,
around
270,
that's
kind
of
our
new
norm,
so
that's
been
going
on
for
a
little
over
a
year.
Obviously
those
are
just
locals,
so
erotic,
County,
we're
averaging
about
380,
and
that's
mainly
due
to
the
increase
in
US
Marshals
inmates.
Those
have
been
up
well
over
200
now
210
213,
depending
on
the
day,
the
other
significant
part.

Transports
you've
seen
as
significant
we've
seen
a
significant
increase
in
medical
transports,
and
mainly
those
that
are
being
transported
are
because
of
services
that
are
not
provided
in-house.
Those
are
transports
that
have
to
go
to
the
hospital
have
to
go
to
a
specialist.
You
know,
I've
said
this
before
and
I
continue
say
it.
Our
medical
department
does
a
great
job
in
dealing
with
a
lot
of
individuals
who
really
don't
take
care
of
themselves
on
the
street
and
technically
by
jail
standards.
H
It's
our
job
to
minimally
make
sure
that
they
are
in
no
worse
condition
when
they
leave
here.
However,
our
medical
department
makes
sure
that
the
majority
who
choose
to
accept
the
treatment
are
much
better
off
when
they
leave
here,
and
that
is
a
that
is
a
public
health
issue
for
the
entire
county,
not
just
for
the
jail.
So
it's
a
benefit
to
the
entire
county
that
that
these
individuals
are
leaving
our
jail
better
off
than
they
were
when
they
came
in.

We
are
on
pace
to
equal
that,
however,
one
of
the
contributing
factors
to
our
local
number
is
that
we
have
about
twenty
individuals
who
have
been
sentenced
dating
as
far
back
at
or
in
that
sentence,
but
they
have
pled
guilty
dating
as
far
back
to
2018
that
have
not
been
sentenced
yet,
and
that's
a
little
concerning
only
because
once
somebody
is
is
technically
guilty
found
guilty
pled
guilty.
Whatever
you
know,
sometimes
they
lose
the
motivation
to
follow
our
rules
because
they
know
that
they're
going
to
do
see.
H
However,
if
you're
waiting
eight
months
to
send
somebody
to
do
see,
you
know
that
that
becomes
problematic
and
a
number
of
fronts,
most
importantly
the
justice
side
of
it.
You
know
somebody
please
guilty:
they
need
to
go
to
prison,
they
need
to
be
such
a
prison.
The
other
issue
is,
we've
got
somewhat
significant,
significant
medical
issues
that
you
and
me,
and
the
residents
of
the
county
are
paying
for,
and
so
that
is
somewhat
problematic.

That
are
that
are
in
that
period,
post-conviction
pre-sentencing.
Some
are
there
because
they
filed
motions
now
to
withdraw
their
plea.
One
was
a
murder
case.
We
finished
up
a
while
back
they're
looking
to
get
a
mitigation
expert,
so
there's
been
a
few
continuances
while
they
work
on
getting
that
and
getting
reports.
There's
just
a
myriad
of
reasons.
Why?
But
there's
no
specific
time
period
within
which
someone
needs
to
be
sentenced.

I
I,
don't
know
if
there's
anything,
you
know,
that's
it's
a
court
issue,
so
you
know
we
have
no
say
we
being
the
sheriff
or
county
board
members
what
happens
in
court.
That
is
strictly
a
judicial
issue
that
I'm
sure
there
are,
as
mr.
roe
said,
there
are
circumstances
in
some
that
that
do
delay
some
things,
but
there
are
circumstances
and
others
that
we
question.

So
some
of
these
individuals
who
have
who
have
already
been
in
here
almost
a
year
are
gonna,
get
sentenced,
we're
gonna
transport
them
to
do
see
and
they're
gonna
process
them
and
cut
them
loose
so,
but
that
once
they
get
to
do
see,
that
is
no
longer
a
judge
issue
or
any
of
our
issue.
That
is
strictly
a
state
of
Illinois
issue,
Department
of
Correction
issue
and
all
these
when
the
news,
whether
it's
TV,
whatever
says
Oh
so-and-so,
has
since
to
five
years
in
prison.
Well
he's
not
going
to
serve
five
years
in
prison.

Because
I've
worked
at
the
Department
of
Corrections
of
wherever
and
I
was
always
advocated
that
it's
not
the
Department
of
Corrections,
because
it's
not
correcting
anything.
The
educational
programs
are
out.
We
have
a
recidivist
program,
I
guess
that
the
state
has
put
in
place,
but
then
there's
an
unfunded
mandate
to
basically
actually
do
any
type
of
judicial
or
just
any
type
of
justice
period
as
far
as
kind
of
transforming
it
back
into
the
neighborhood.
It
isn't
just
not
happening
so
I'm,
the
other
than
words
being
spoken
is
really
not
nothing.

In
the
last
section,
under
under
our
sworn
division,
for
those
of
you
that
are
not
aware
in
August,
we
had
five
fatals
fatal
car
accidents.
Five
five
people
killed
in
car
accidents,
I
believe
three
in
one
accident.
That
brings
our
total
this
year
to
fifteen
I.
Believe
last
year
we
had
nine
total,
so
these
fatals
occurred
on
state
roads,
which
is
neither
here
nor
there.
It
doesn't
matter
where
they
occur.

Know
January
1st
is
gonna,
be
a
is
the
birth
date
of
a
lot
of
this
marijuana
stuff.
That's
going
to
take
place,
I
guess
between
the
state's
attorney
and
the
sheriff.
What
effect
would
that
be
on
bringing
individuals
releasing
them
back
into
the
community,
because
the
sentences
will
be
commuted
because
of
the
law?
That's
going
to
be
put
into
place.
Do
we
kind
of
know
the
effect
is
gonna
have
on
this
County.

So
the
state
has
said
that
those
offenses
are
automatically
expunged.
The
other
ones
are
discretionary
to
the
state's
attorney's
office.
We've
been
doing
expungement
ceiling
clinics
for
the
last
three
years,
so
many
of
those
individuals
who
are
now
eligible
we've
already
done
that
for
him
as
far
as
who's
going
to
be
released
back
into
the
community
I'm,
not
aware
of
many
to
be
honest,.

Only
other
concern
I
would
have
is,
if
I
know,
there's
a
big
push
in
Chicago
and
since
most
of
their
housings
are
above
par,
the
economic
par
that
they
will
be
looking
and
looking
at
can
get
key.
So
I
wonder:
if
there's
any,
are
we
going
to
be
picking
up
any
of
the
stray
I
mean
the
people
from
that
area?

He
could
then
transport
all
those
who
are
not
in
custody
to
court
so
that
we
would
reduce
our
number
of
people
we
put
on
warrant
Wednesday
and
make
sure
they
appear
in
court,
but
these
are
cars
that
over
they
all
have
well
over
a
hundred
thousand
miles
on
them.
They're
2012's
we're
being
they're
being
replaced
by
cars,
we've
already
purchased,
and
this
is
money
that
when
they
go
to
auction,
this
money
goes
back
to
the
general
fund.
It
doesn't
stay
with
us.

a
