Description
Executive Committee Meeting 08/23/2022 9:00am
A
B
A
Any
public
comment
today:
I
have
none
requested
final
time.
No
public
comment.
Moving
on
approval
of
minutes,
July,
26
2022.
Is
there
a
motion?
Mr
Hunter,
Mr
Miller,
all
those
in
favor
say
aye,
those
opposed
same
sign
ocean
carries
Steve.
Did
you
have
anything
under
legislative
today?
Nothing
today,
all
right,
I,
don't
have
a
full
announcement,
but
we
do
we'll
have
some
good
news
regarding
some
funds
that
we're
going
to
receive
to
actually
do
the
natural
gas
conversions
in
the
homes
in
Hopkins
Park.
A
We
applied
for
a
grant
and
we
are
going
to
get
that
so
I
thought
as
soon
as
I
found
out
but
we'll
be.
This
is
a
good
deal
because
a
couple
years
ago
I
was
talking
with
Ben,
Wilson
and
I
said.
You
know
well
great
we're
getting
a
pipeline.
Well,
how
are
we
going
to
get
those
things
converted
in
the
house?
They'll
have
a
pipeline,
but
no
way
to
use
the
gas
so
looks
like
we're
going
to
be
able
to
help
a
finite
number
of
people
so
we're
doing
the
calculations.
A
We'll
have
more
of
an
announcement
once
that
award
letter
shows
up
but
we're
getting
it.
So
that's
good
news
under
Information,
Services,
Kevin,
Duvall,
I,
think
Kevin
you
come
up
here.
You
stay
in
the
back.
C
Mostly
just
here
to
be
available,
if
you
have
any
questions,
quick
update,
we're
doing
our
normal
process,
we
also
finished
installing
the
camera
security
system
in
the
planning
department
that
went
well.
We
also
after
maintenance
installed
the
TV
for
the
planning
department
and
the
second
floor.
Lobby
we
installed
the
software
and
the
computer
needed,
so
they
could
do
their
presentation.
So
now,
as
public
comes
in,
they
I
believe
it's
a
highlight
of
the
things
that
the
planning
department
and
the
board
is
working
on
and
it
rotates
through
a
PowerPoint
presentation.
C
We
installed
that
computer
and
the
wiring
and
stuff
for
that,
so
GIS
and
Delbert
can
set
that
up.
It's
actually
in
place
at
this.
At
this
time
we
went
to
judicial.
As
you
know,
they
have
a
new
judge.
We
finished
that
setup,
that's
that's
a
complete
switch
over
and
the
chambers
plus
all
of
the
nine
courtrooms,
because
he's
a
floater
judge,
so
he
has
to
be
set
up
in
every
courtroom
in
case
as
he
switched
out.
C
That's
quite
a
bit
of
work
when
a
new
judge
comes
on
that
shifts
other
judges
around,
so
we
have
to
go
reset
them
up
because
they're
going
to
take
on
new
duties
as
any
place.
Somebody
else
comes
on
everybody
moves
up
or
around.
That
requires
us
to
do
a
setup
change
on
that.
In
addition,
in
the
Chief
Judges
courtroom,
we
set
up
when
we
talked
about
this
previously
that
we
were
going
to
do
this.
They
purchased
wireless
access
points
to
improved
the
wireless
setting
inside
the
courtroom.
C
We
did
the
first
one
inside
the
chief
judge's
courtroom.
That's
going
well
we're
going
to
do
one
inside
each
courtroom.
Again
they
paid
for
it.
It's
not
a
anything
out
of
the
general
fund,
we'll
do
that
as
time
allows.
They
have
it
now
that
just
improves
the
quality.
So
they
can.
These
things
helped
when
you
need
bi-directional
communication,
so
in
case
you're
going
to
zoom
and
it's
more
for
the
public.
C
If
you're
gonna
have
the
public
come
in,
say
a
a
defender
or
whatever
I
I
don't
want
to
act
like
I'm,
a
legal
expert,
but
when
somebody
else's
attorney
comes
in
and
they
need
to
come
back
to
somewhere
else
well,
they
can't
be
in
our
private
Network.
So
this
is
basically
an
extension
of
the
guest
Network
it
allows
them
to
get
in
and
you
have
a
smooth
conversation
because
we
have
enough
bandwidth,
it's
just
it
can
be
Troublesome
inside
a
courtroom.
C
This
improves
that
and
it
does
it
immediately
as
soon
as
we
put
it
in
in
place
and
then.
Lastly,
back
into
this
building,
I've
submitted
the
floor
plans
and
to
the
state's
attorney
for
putting
in
their
security
cameras
the
state's
attorney
approved
that
so
they'll
at
that
point,
we'll
have
all
coverage
in
this
building
for
any
place.
The
public
can
be,
and
that's
our
goal,
we're
not
monitoring
any
employees.
C
It's
in
any
public
interaction
with
employees,
we're
going
to
have
a
camera
at
every
place
so
between
those
ones
for
the
outside,
we're
360
coverage
and
maintenance
and
router
install
those
and
everything
internal.
That's
the
County
Board,
the
chairman
myself.
We
set
that
up,
so
we
should
be
a
hundred
percent
covered
access
points,
entries
exit
for
any
public
interaction,
we're
doing
doing
that
inside
our
existing
budgets
I
knew
this
was
coming
up,
so
we
just
went
ahead
and
budget
that
that's
not
additional
cost
to
it.
And
basically,
if
you
have
any
other
questions,
that's.
D
Owner
yeah
Kevin,
that's
quite
a
mouthful
and
I'm
sure.
Not
all
this
stuff
will
be
reflected
in
the
the
minutes.
How
might
we
receive
a
document
which
would
articulate
some
of
which
or
most
of
which,
the
stuff
that
you
and
chairman
and
staff
have
have
been
able
to
do?
That's
my
question
and
and
wrap
my
Knuckles
chairman.
D
C
Don't
I
if
I
don't
want
I'll
let
this
the
chairman
speak
well,
I'm,
just
we're
just
talking
about
the
technology
part
of
it.
This
is
this.
Doesn't
this
isn't?
This
is
a
normal
process?
One
judge
left,
another
judge
came
and
replaced
them,
so
that
requires
a
setup.
So
this
is
a
normal
process.
But
okay,
I
may
be
misunderstanding.
D
You
no
I'm
cool
I
mean
it's
like
a
domino
effect,
but
it's
just
really
interesting
and
and
quite
technical
in
terms
of
the
the
information
that
you're
imparting.
That's
that's
quite
quite
a
lot.
Well.
C
I
hope
I
didn't
explain
it
poorly.
A
Because
I
think,
if
you
forgive
me,
I
I
think
what
might
be
the
missing
piece
is
is
I.
Part
of
this
project
was
the
the
grant
the
courts
received
for
some
of
these
technological
upgrades
that
you're
doing
as
these
changes
are
happening?
Is
that
correct,
like
yes
or
whatever
they
call
it?
You
know
where
it
picks
out
the
person
in
the
room,
that's
talking
and
goes
to
them,
that
type
of
stuff.
C
Yes,
and
what
happens
is
they
consult
with
myself?
They
have
something
that
they
want
to
accomplish.
They
consult
with
me
and
I
say.
Well,
you
could
do
this.
You
could
do
that.
They
make
the
final
decisions.
They
decide
how
they're
going
to
get
those
funds,
and
then
we
go
install
what
they're
doing
so.
It's
actually
their
plans
for
what
they
want
to.
Do
you
as
a
County
Board,
your
part
of
the
project.
Is
you
offer
us?
We
technically
don't
work
for
them.
C
A
That
right,
yeah
pretty
much
yeah
yeah,
because
we
we
don't
have
we've
never
had
the
funds
to
do
these.
They
got
a
pretty
sizable
Grant
on
technology,
wise,
and
so,
if
you
were
to
look
at
the
financials
and
the
finance
committee,
type
of
things,
you'll
see
that
maybe
expenses
are
way
over
what
they
were.
But
you
always
forget
that
there's
a
huge
I
think
it
was
like
what
400
Grand.
It
was
a
lot
of
money
for
all
the
technological
upgrades
to
deal
with
remote.
A
This,
and
you
know,
traffic
court
remotely
that
you
know
and
all
those
different
things,
the
zooms
that
are
in
there,
the
the
attorneys
that
could
zoom
in
if
they
so
choose
to.
Let
them
do
that,
so
the
flexibility
is
being
built
in
now
for
potential
of
other
things
that
would
disrupt
the
courts
later,
like
contagion
or
other
things.
I
hope
that
makes
sense.
C
And
usually,
you've
been
you
wouldn't
you
would
already
know
about
it,
because
when
the
chief
judge
or
or
the
chairman
of
spoke
about
it
it'd
been
at
a
different
time,
what
I'm
doing
is
reporting
back
to
you.
So
you
know
the
department
that
works
under
you,
what
they're
doing
with
their
time
so
that
that's
more
what
I'm?
Okay,
we're
doing
this
we're
doing
that
for
this
department
that
department,
the
financial
part,
that's
something
you've,
probably
already
approved
or
been
made
aware
of
it.
C
A
Any
other
questions,
thoughts
on
this
is
gonna,
be
quite
amazing.
Once
we
get
through
this,
the
steps
we
have
taken
to
to
go
from,
hopefully,
hopefully
go
to
a
clogged
Courthouse
that
was
behind
technology
wise,
that
was
behind
with
the
electrical
wiring
and
infrastructure
and
the
the
poor
jury
assembly
in
the
basement,
poor
use
of
space,
actually
a
poor
experience
in
jury
assembly.
Everything
we're
doing
is
going
to
be
changing
that
whole
I
want
to
say
customer
service
aspect
of
the
building,
but
also
the
the
cost
that
it
takes
to
operate
that
building.
A
That's
the
that's
overall
goal
with
all
this
stuff
and
then
to
make
it
easier.
You
don't
have
to
take
a
whole
day
off
to
go
to
traffic
court.
We
want
to
make
it
so
you
can
get
on
your
phone
like
the
rest
of
the
world
and
say
guilty
or
not
guilty
or
whatever.
You
know
and
then
go
about
your
business.
The
rest
of
your
day,
all.
A
It's
just
a
start
because
we
have
the
Ada
stuff
to
go
after
that
for
the
people
that
work
there,
not
just
the
people
that
are
using
the
courthouse,
the
people
that
work
there
have
the
same
Ada
accommodations
as
everybody
else,
so
we're
on
that
next
after
the
basement.
So
it's
never
going
to
stop
folks.
Sorry
thanks
anything
else
for
Kevin
appreciate
it.
Next
up,
I
think
is
Mr
Beavis,
correct,
Health,
Department.
E
Good
morning,
just
real
quick
I'm
going
to
go
over
the
report,
it's
in
your
packet,
but
in
talking
to
some
individuals
who
are
watching
they
don't
necessarily
see
this.
So
if
I
just
say,
read
it
and
answer
questions
and
they're,
not
getting
some
of
that
information,
so
I'll
be
as
quick
as
I
can
here.
As
of
8
19,
when
I
wrote
this
report,
this
was
a
few
days
ago,
Kankakee
County
had
32
633
confirmed
cases
of
covet
up
up
to
this
point
from
day
one.
E
We
are
at
374
deaths
now
in
Kankakee
County,
that's
an
increase
of
one
from
July
19th,
and
that's
only
one
death
that
we've
had
in
over
two
months
a
little
over
two
and
a
half
months.
So
that's
a
really
positive
sign
that
The
lethality
of
of
covid
at
this
point,
with
the
variations
that
we're
seeing
is,
is
changing
that
it's
more
of
a
severe
illness
for
a
lot
of
people
that
are
still
getting
it,
but
the
deaths
have
definitely
decreased
from
what
we
were
seeing
early
on.
E
Kankakee
County
is
still
a
low
Transmission
in
terms
of
the
community
transmission.
That's
the
second
straight
week
and
based
on
the
numbers
that
I've
been
reviewing
daily,
it
looks
like
we'll
continue
into
a
third
week,
so
that's
a
positive
sign
and
with
school
starting
we're
monitoring
the
daily
numbers
of
cases
there,
but
so
far
you
know
a
lot
of
schools
have
been
in
session
for
approximately
a
week
currently
right
now.
E
What
we're
experiencing
with
the
exposure
levels
of
somebody
who
has
covid
and
exposed
to
somebody
who
may
get
it
we're
seeing
typically
three
to
five
days,
is
when
that
individual
then
becomes
ill
as
a
result
of
that
not
seeing
numbers
right
now
that
seem
to
reflect.
You
know
with
all
the
students
being
in
the
classrooms
and
everything
now
closer
proximity
that
we're
seeing
any
higher
numbers.
Yet
so,
let's
hope
it
stays
that
way,
but
we'll
be
continuing
to
monitor
that
on
on
a
daily
basis.
E
E
What
I
need
to
add
that
I
didn't
know
when
I
first
wrote
this,
and
this
was
as
of
yesterday,
we
have
received
this
new
novavax
vaccine
that
is
out
that's
approved
by
the
CDC.
The
state
has
given
us
the
directions
on
who
and
how
and
why
they
get
it.
The
dosage
and
everything
like
that,
so
that
is
available
today
at
the
health
department,
in
addition
to
the
Pfizer,
the
moderna
and
the
J
and
J,
the
novovax
is
a
little
different
right.
Now,
it's
made
differently.
E
E
I,
don't
have
any
more
specifics
other
than
that
so
I
apologize,
but
it's
only
for
individuals
right
now
who
have
not
had
any
shot
at
all.
So
if
you've
already
been
vaccinated
either
with
the
Pfizer
or
the
moderna
or
a
booster.
This
is
not
the
vaccine.
For
you.
This
is
a
new
vaccine
that
are
for
these
individuals
that
have
not
been
vaccinated
for
covid
at
all.
It's
a
two-shot
series
and
it's
not
approved
as
a
booster
at
this
point.
E
So
if
anyone
in
this
room
or
if
I
was
an
individual
who's
not
been
vaccinated,
yet
at
all
and
now
I
decided
I
was
going
to
do
it
because
this
one's
different
I
could
come
down
to
the
health
department
or
wherever
somebody
has
a
novavax,
possibly
the
pharmacies
and
get
my
first
shot
and
then
it's
a
two
dose
series
and
the
second
shot
would
take
place
anywhere
from
three
to
eight
weeks
out
from
that,
depending
on
schedule.
So
the
other
ones.
E
If
you
remember
it
was
you
know,
two
weeks
from
or
three
weeks
and
four
weeks
after
your
first
shot
that
you
had
to
get
it
and
there
was
a
real
tight
window
in
which
they
were
trying
to
have
everybody
come
back
to
get
those
second
shots
so
that
the
efficacy
was
as
good
as
it
could
be,
this
one's
a
little
bit
different.
It's
got
a
lot
more
flexibility
time
wise.
So
if
somebody's
traveling
or
not
back
right
away
in
those
three
to
eight
weeks,
they
can
work
that
out.
E
People
considered
at
high
risk
are
still
recommended
to
be
getting
vaccinated
to
wear
masks
indoors
where
there's
areas
of
high
spread,
but,
as
I
said,
Kankakee
County
right
now
is
a
low
transmission.
A
lot
of
counties
are
beginning
to
either
drop
from
high
to
medium
or
medium
to
low
and
we've
been
low
for
a
little
bit.
I
think
there's
a
couple
of
counties
south
of
us
that
just
turn
green
or
or
what
would
be
considered
below
so
within
our
our
region,
we're
beginning
to
see
lower
cases.
E
August
is
breastfeeding
promotion
month,
so
we've
definitely
been
posting
a
lot
of
information
on
our
website.
Facebook.
In
regards
to
resources
for
that
for
our
WIC
program,
our
women,
infants
and
children
program
at
the
health
department,
as
well
as
educating
the
public
on
on
any
current
issues
that
are
out
there,
I
will
typically
share
whatever
we
see
on
CDC
or
idph.
A
lot
of
community
agencies
that
are
sharing
events
that
are
coming
up,
we'll
try
to
post
those
then
to
help
advertise.
E
Those
events
too,
we
hosted
a
car
seat,
safety
check
and
a
handout
at
the
farmers
market.
Here
in
Kankakee
on
July
23rd,
we
promoted
our
WIC
women,
infants
and
children
Grant
and
the
services
available
to
the
residents.
We
hosted
a
booth
at
the
county,
fair
for
the
first
time
in
a
number
of
years
from
August
3rd
to
7th,
and
we
heard
a
lot
of
good
feedback
from
that
from
people
who
were
asking
questions
about
the
services
that
we
have
on
August
6th.
E
We
did
a
total
of
16
shots,
I
believe,
which
is,
is
a
pretty
good
outing
and
then
we're
continuing
to
you
know
see
where
we
can
go
out
into
the
community
if
we
have
Staffing
available
and
and
the
time
and
resources
allow,
residents
can
still
order
additional
free
covid
tests
by
going
to
covid.gov
tests
and
placing
an
order,
that's
something
that's
still
available
for
for
everybody
and
then
lastly,
I
did
want
to
add
and
I
put
some
information
in
your
packet.
Hopefully
it
was
sent
out.
E
Obviously,
there's
a
lot
of
news
now
about
monkeypox
virus.
Kankakee
County
did
have
a
positive
case.
We
put
a
press
release
out
earlier
this
week.
I
believe
that's
in
your
packet,
just
providing
the
education
of
what
the
public
needs
to
know
about
that.
At
this
point,
the
vaccine
is
available
here
at
the
health
department.
The
vaccine,
however,
is
a
lot
different
than
the
typical
vaccines
for
a
flu
shot
or
even
a
covid
shot.
The
vaccine
is
really
only
for
individuals
who
are
a
direct
exposure
to
somebody
who
has
monkey
pox.
E
So
if
you
don't
know
anybody
that
has
monkey
pox,
you've
not
traveled
to
a
community
that
has
a
monkey,
pox
outbreak
or
you're,
not
one
of
these
individuals,
that's
more
at
risk
for
the
monkey
pox
virus,
then
you're
not
typically
going
to
just
go
and
say
I
want
the
vaccine.
However,
you
can
contact
the
health
department
talk
to
one
of
our
nurses
and
if
you
meet
the
criteria
you're
eligible
for
a
shot,
you
can
come
in
and
get
it
no
questions
asked,
so
we
have
provided
a
lot
of
information
on
our
Facebook
I've.
E
Given
you,
the
information
for
your
packets
I'll,
take
any
questions
at
this
point.
A
Any
questions
Mr
Lear,
thank
you.
F
E
They
should
be
contacting
the
health
department
so
that
we
could
officially
contact
Trace
that
individual
give
them
an
education
in
regards
to
the
severity
of
their
symptoms
and
recommending,
possibly
they
see
their
physician
or
primary
care
physician
just
to
make
sure
that
they're
okay,
investigate
through
the
contact
tracing
aspect
as
to
possibly
where
they've
been
who
they
were
with,
as
as
to
being
able
to
educate
them
to.
E
That
then
lets
us
know
because
that's
a
requirement,
but
there
could
be
50
people
out
there,
testing
positive
today
that
just
don't
tell
anybody
and
I
hope,
then
that
they're
doing
the
right
thing
by
staying
home
when
they're
sick
waiting
their
five
days
and
those
kinds
of
things.
But
we
just
don't
know.
F
E
I
know
that
the
health
department
has
it
right
now.
I'll
have
my
staff
work
on
trying
to
determine
if
within
the
pharmacies,
because
right
now,
really
it's
only
the
pharmacies
in
our
community
and
the
health
department
that
has
vaccines
at
all
the
hospitals
do
not
so
I'll,
look
into
that
and
and
I
can
get
that
answer
back
to
you
to
make
sure
I
just
know
that
we
ordered
ours
and
we
have
it,
but
typically
the
pharmacies
will
have
ordered
and
have
their
vaccines
even
long
before
Health
departments
receive
theirs.
D
Yeah,
thank
you.
Mr
chairman
John,
give
me
those
inoculation
rates
again:
African
Americans
43.3.
Oh.
E
Yeah,
yes,
fully
vaccinated
should
be
in
your
package
and
I
overlooked
it
on
I'm.
Sorry,
it's
one
two,
it's
a
fourth
or
fifth
little
bullet
there,
but
just
real
quick
Hispanic
population
is
51
fully
vaccinated.
Caucasian
is
49.9.
A
Maybe
in
the
future,
we
we
throw
some
of
these
up
on
the
screen.
The
bullet
points.
All
right
is
this
going
to
be
a.
E
A
Maybe
in
the
future,
we'll
just
throw
it
up
while
you're
doing
your
report
and
then
we'll
take
it
back
down
for
discussion.
Okay
should
help
because
really
a
lot
of
what
you
do
here
is
public
information.
You're
you're,
not
here
to
report
to
this
board
you're
here
to
get
the
information
out
to
the
public
I
would
think
so.
So
any
other
questions.
A
Schools
Frank
lacunas
Frank,
is
here
today:
I
met
with
Frank
yesterday
we're
working
on
a
Cadence
for
reporting
back
here,
there'll
be
an
as
needed.
If
executive
committee
members
would
like
Frank
to
come
in
to
talk
about
something,
let
me
know,
but
usually
it'll,
be
either
semi-annual
or
annual
reporting
coming
in
talking
about
truancy
and
things
like
that
that
are
relevant
in
much
the
same
matter
as
Mr
Beavis
to
get
that
word
out
to
the
public.
A
So
we
don't
demand
this
time
because
it's
pulled
in
a
lot
of
different
ways,
but
I
said
whenever
something's
relevant
please
come
and
then,
if
you
want
to
see
the
regional
superintendent,
please
let
me
know
and
we'll
make
sure
that
he's
available.
So
the
VAC
Karen
smithanski
with
a
monthly
report.
Is
there
a
motion
to
put
the
monthly
report
on
file
Mr
carrico,
Miss
Parker,
all
those
in
favor
say:
aye
aye,
those
opposed
names,
great.
A
G
So
I
wanted
to
go
through
a
couple
things
with
you
this
morning,
so
for
our
veterans,
treatment,
Court.
We
did
find
out
that
we
all
know
that
judge
Kramer
is
retiring
and
we
believe
that
our
new
judge,
Marlo
Jones,
will
be
appointed
and
we're
excited
about
that.
He
is
a
Nate,
a
Navy,
veteran
I
believe
so
as
a
veteran,
we're
excited
to
have
a
veteran
sitting
on
our
our
treatment.
Court
I'm
gonna
try
to
get
through
this.
This
last
Thursday
I
got
a
phone
call
right
before
veterans
treatment.
G
His
17
year
old
son
found
him
Karen
Kankakee,
we
don't
know
autopsy
results
or
anything,
but
it's
it
is
my
first.
You
know
I
dealt
with
a
lot
of
death
in
my
life.
You
know
my
parents
are
gone
and
I've
lost
a
lot
of
wonderful
veterans
through
my
time,
but
I've
never
lost
a
veteran
to
suicide,
and
that
was
a
tough
one.
He
just
graduated
June
16th
or
whatever
in
August
18th.
They
found
him.
G
So,
even
though
our
courts
do
a
lot
of
good
work,
it
was
a
tough
one
to
swallow
and
to
know
that
his
son
found
him
was
really
even
worse.
They
hadn't
heard
from
him
since
Saturday,
so
they
went
and
checked
on
him
and
his
services
are
this
week
and
we're
actually
going
to
take
as
many
of
the
Court
people
that
want
to
go
in
our
vac
bus
up
and
go
out
to
Abraham
Lincoln
with
them
and
take
them.
So
please
say:
prayers
for
his
family.
G
He's
got
three
younger
children
one's
actually
in
the
Navy
at
Great
Lakes,
one
just
got
out
of
high
school
and
one
is
in
high
school.
So
please
keep
the
family
in
this
prayers.
G
Okay,
now,
on
a
better
thing,
sorry
so
attached
to
your
packet
and
I'm,
making
you
all
aware
of
this,
because
you
all
know
veterans
right,
so
the
packed
Act
pass.
That's
that
toxic
exposure
act
that
we
talked
about
a
little
bit
last
month
within
that
there
is
a
Camp
Lejeune
act,
which
is
part
of
that.
G
So
if
any
of
you
watch
TV,
I'm
sure
you've
seen
all
the
lawyers
out
there
wanting
to
have
veterans
come
sign
up
for
those
attorneys
and
sue
the
government.
It
is
our
recommendation
as
County
veterans
service
officers,
that
you
tell
your
constituent
veterans.
If
you
are
asked
to
not
do
that
right
away,
although
there
is
a
two-year
time
frame
that
they
can
do
that
that
they
are
better
off
to
start
with
the
VA
file,
a
claim
see
what
they
get
from
there,
because,
although
they
can
get
both.
G
The
other
thing
is
I
did
send
to
Andy
Kelly
and
Jasmine.
Yesterday,
information
on
supporting
operation,
green
light
for
veterans.
G
G
Was
started
in
New,
York
and
actually
by
a
dear
friend
of
mine,
whose
name
is
Jason
Skinner
and
they
are
asking
that
all
counties
put
through
a
resolution
that
will
ask
County
buildings
residents
to
light
up
their
their
houses,
the
county
buildings,
any
any
place.
You
want
to
light
up
green
for
one
week
in
honor
of
veterans.
G
November
11th,
of
course,
is
Veterans,
Day
and
so
operation.
Green
light
is
for
those
approximate
200,
000
veterans,
that
transition
to
civilians
every
year
and
all
of
those
that
experience
that
high
level
of
stress
as
they
come
home
and
don't
know
what
to
do
with
their
lives
and
everything
else
that
comes
along
with
that.
G
So
I
ask
you
as
an
executive
board,
if
you
can
look
at
the
operation,
green
light
paperwork
and
take
that
to
the
County
Board
and
perhaps
put
through
that
resolution,
so
that
by
the
time
November
comes
around,
that
is
a
resolution
for
the
county
to
make
operation
green
light
happen
for
Kankakee
County
I'm.
A
firm
believer
that
that
is
a
great
thing
that
blue
light
out
there
right
now
for
the
police
officers
is
great,
but
one
week
for
our
veterans
would
be
wonderful.
G
And
then
updates
on
our
move,
we're
proceeding.
We
have
a
letter
of
intent
that
is
due
back
to
the
landlords.
Today
we
went
through
the
building
and
put
a
work
order
together.
G
A
All
righty
I
I
asked
Wes
to
give
me
an
analysis.
Typically,
we
light
up
the
courthouse,
but
I
don't
know
the
the
ability
to
change
the
colors,
so
there's
there's
different
colors
for
different
things
and
we're
changing
them.
I
would
like
to
look
at
a
solution
where
we
can
somehow
I
want
to
say
automate
but
really
color
on
demand.
You
know
and
have
something
installed,
that
we
can
just
basically
flip
the
switch
and
it's
blue
now,
because
it
costs
a
lot
of
believer
not
to
go
through
everything.
To
do
that,
I
can
only.
A
You
know:
go
buy
all
new
light
bulbs
for
everything,
so
we'll
see
what
we
can
figure
out,
but
I.
Think
philosophically
I
look
around
I,
don't
think
anybody,
that's
against
the
idea,
just
a
matter
of
how
do
we
we'd
have
to
pass
it
next
month
and
then
in
a
month
get
it
all
installed.
So,
let's
we'll
get
on
it.
I'm
having
West,
take
a
look.
Okay.
G
A
All
righty,
let's
see
County
Administrator
reporter
Anita,
yes,
Beckman.
H
First,
in
terms
of
open
positions,
we
currently
have
11
postings
I
just
spoke
with
John
Bevis,
and
we
they,
he
confirmed
a
hire.
So
we
went
from
12
to
11
in
the
last
three
minutes,
so
good
news
in
progress
total
is
13
because
we
still
have
three
open
probation
officers.
H
There
are.
The
biggest
group
is
public
health,
five
openings
now
four,
but
he
did
say
they're,
seeing
some
positive
movement
recently
and
have
in
addition
to
the
new
hire
they
just
have.
They
have
several
interviews
scheduled.
So
that's
some
positive
movement
out
at
the
health
department,
as
I've
noted
before
I'm
not
involved
in
their
hiring
process
at
all
other
than
the
county
posts
are
opening
on
our
website,
so
they
handle
that
themselves.
H
In
addition
to
openings.
Just
so
you're
aware
on
I
did
attend
a
job
fair
on
Thursday
July
28th.
The
county
actually
had
three
tables
at
this
job:
fair
one
for
General,
County
and
Carey
Laird
from
Animal
Control
was
with
me
at
our
table,
one
for
Corrections
and
one
for
probation,
and
we
saw
very
limited.
We
had
some
some
about
30
people
stopped
by
one
of
our
booze.
Had
conversations
I
mean
I
gave
out
18
job
descriptions
and
applications
related
to
the
clerical
position
at
the
circuit
clerk's
office.
H
H
So
that's
recruiting
collective
bargaining
agreements.
That
process
continues
slow
and
steady.
Currently
in
negotiations
with
corrections
and
coroner
and
again
in
addition
to
maintenance
highway
is
coming
up
November
30th
of
this
year,
so
those
we're
preliminary
discussions
have
started
to
occur
with
that
as
well.
No
official
collective
bargaining,
but
some
conversations
on
the
management
side.
H
Let's
see,
in
addition,
Group
Health
again
I,
think
tomorrow,
Mike
Lynch
is
going
to
be
here,
I'm,
going
to
say
that
with
some
confidence
that
we
hope
he'll
be
here
to
give
us
that
review
both
of
the
year
and
what
we'll
be
looking
at
in
terms
of
a
renewal.
I
got
received
the
renewal,
application
paperwork
for
property
liability
and
work
comp,
so
we'll
get
that
to
them
within
the
next
three
weeks
or
so
renewal.
H
Percent
he
said
it
first
10
percent,
so
we
do
have
claim
review
coming
up
within
the
next
two
weeks
and
that's
whereby
we
go
through
each
of
the
major
claims
and
kind
of
do
an
analysis
of
where
we
are
we,
the
attorneys
are
on
the
line.
H
Are
the
both
adjusters
are
on
the
line,
and
we
take
a
look
at
what
we've
got
reserved
for
each
of
these
claims
to
see
if
they
can
be
adjusted
and-
and
that
has
happened
in
nearly
each
claim
review
we
find
somewhere
there's
progress,
that's
maybe
not
reported
and
we're
able
to
take
down
some
of
those
Reserve
numbers.
We
always
want
to
do
that
prior
to
Renewal,
so
that
we're
looking
at
good
estimates
in
terms
of
what
the
exposure
of
the
county
is.
H
Lastly,
the
other
thing
I've
really
had
on
my
desk
the
last
month
has
been
assistance
to
the
courts
and
the
Circuit
Clerk's
Office
in
terms
of
their
Court
management
system
and
that
RFP
that
was
posted
and
sent
out
on
June
16th
and
questions
response.
Questions
from
potential
vendors
had
until
July
29th,
so
I
was
receiving
those
getting
answers
getting
that
posted
those
responses
are
due
from
vendors
this
week.
So
that's
out
there
as
well
any
other
questions
or
concerns.
A
Questions
what's
going
on
by
the
way
that
10
believe
it
or
not,
is
not
that
bad
of
a
number
considering
all
of
the
all
the
activity
around
police
courts,
jails
lawsuits
over
the
past
couple
of
years
as
you've
seen
those
those
escalate
and
with
the
changes
in
laws
that
are
exposing
counties
to
this
type
of
litigation.
We
had
what
50
coven
case
in
the
jail
where
the
inmates
were
suing
us
for
getting
covered
while
they
were
incarcerated.
A
You
know
I
mean
that
that
has
an
impact
on
the
bottom
line
and
how
much
this
insurance
costs
us,
whether
we
Prevail
or
we
we
you
know,
obviously
don't
Prevail
in
those
lawsuits
most
of
the
time,
has
a
little
bearing
on
the
fact
that
it's
going
to
cost
us
money
on
the
front
end
and
it'll
cost
us
money
on
the
renewal
of
our
liability
and
things
like
that.
So
all
of
this
bail
reform
and
all
that
stuff
has
other
impacts,
Beyond
just
revenues
at
courts.
A
It
has
how
much
the
taxpayers
have
to
pay
for
to
insure
the
counties
because
we're
completely
exposed
to
lawsuits.
Now,
especially
if
they
want
to
get
rid
of
qualified
immunity,
then
everything's
up
in
the
air,
then
we
probably
won't
have
anybody
working
in
law
enforcement
anymore.
To
be
honest,
I
don't
know
if
you
agree
with
that
as
former
Law
Enforcement
Officers,
but
it'll
be
pretty
hard
to
put
your
house
on
the
line
to
go
out
there
and
protect
and
serve
every
day.
I
think
it's
awful,
but
anyway
any
other
thoughts.
A
There,
sorry
for
my
pontification,
but
our
world's
collided
there
of
the
legislation
in
Springfield
and
really
the
national
stuff,
and
what's
going
on
with
insurance
rates
for
everybody,
the
reinsurance
market
doesn't
want
to
touch
this
kind
of
stuff
anymore.
So
the
insurance
companies
are
subject
to
reinsurance
somebody
to
cover
their
exposure.
A
A
Sorry,
we
didn't
do
the
reappointments.
Thank
you,
Mr
Lear
ditto.
Is
there
a
motion
to
combine
and
improve
the
reappointment
of
Amy
ciacio
Jarvis
to
the
river
valley,
Forest
preserved
board
and
we'll
Mercier
to
Saint
Anne
Fire
Protection
District
board
Miss
bulk?
Second
Mr
long,
all
those
in
favor
say
aye.
Those
opposed
same
sign
motion
carries
alrighty,
Now
new
business.
