attended
the
ucci
meeting
yesterday
in
springfield,
we
were
addressed
by
the
chief
of
staff
of
the
senate
president,
who
reviewed
some
of
the
the
budget
items.
Most
of
that's
been
covered
well
in
the
media,
of
course,
but
the
one
thing
that
we
might
mention
that
directly
impacts
the
county.
Would
there
was
a
a
small
increase
in
the
local
government
distributed
fund,
a
one-time
increase?

This
is
going
to
include
more
education
sessions
this
time
for
those
who
are
not
involved
in
the
other
activities
that
had
traditionally
taken
place.
I
think
that
I
know
the
chairman
and
one
of
the
other
board
members
myself
attended
last
year,
and
I
think
some
attendance
from
the
board
would
again
be
useful,
particularly
with
the
additional
educational
seminars
they're
going
to
be
having
so
I'll
try
to
provide
more
information
in
terms
of
those
topics
as
they
get
those
finalized.

I

the

sheriff's
pay.

state's
attorney's
salary.
That's

we're
under
the
impression.
So
we
got
the
full
analysis

unfortunately,
what
this
is
is
an
illustration
of
the
kind
of
well
I'm
trying
to
be
gentle
here
to
the
general
assembly,
the
kind
of
legislation
that
gets
passed
when
they're
acting
in
a
hurry
and
they
pass
legislation
which
creates
a
potential
conflict
between
what
the
illinois
constitution
says
and
what
they
passed
in
their
legislation.
So
counties
are
being
forced
to
do
a
kind
of
workaround
in
order
to
be
compliant
with
both
the
law
and
the
constitution
yeah.
And
so
we
I'm
sure
that
we'll
be
able
to
figure
something
out.

But
it
took
a
lot
of
work
in
order
to
figure
that
out.

So
how
what's
the
language
on
a
resolution
and
anita
is
working
with
the
state's
attorney's
office
to
try
to
figure
that
out
here?
Steve
had
a
session
on
it
down
at
ucci.
But
you
see
the
problem.
We
can't
set
a
dollar
amount
because
we
don't
know
what
that
cola
is
going
to
be
for
next
year
for
the
state's
attorney
in
the
year
after
and
the
year
after.
So
we
may
just
have
to
settle
on
80
percent
of
what
the
state's
attorney's
salary
is
or
pay
is
including
cola
and
just
have
the
resolution.

have
to
come
back
every
year
and
vote
or
something
that
we
we
still
don't
know,
but
we
have
to
do
it
tomorrow
because
of
the
the
state
law
says
you
have
to
be
set
by
june,
and
our
next
full
board
meeting
will
be
our
last
opportunity

before
june,
state
of
illinois.
So
it's
a
fire
drill.

Warms
up
the
seasons
here
for
e-waste
we've
had
a
lot
of
departments,
say:
they've
got
electronic
devices
that
they've
either
declared
surplus
or
whatever,
and
they
want
us
to
get
rid
of.
We've
used
to
use
the
city
waste
program,
we're
now
using
the
county
program
that
you
set
up
with
belson.
That's
from
jason
telling
me
works
extremely
well.
It
was
easy
for
him
to
do.

As
far
as
other
projects
we've
worked
on
a
court
system,
we
had
to
get
involved
in
the
court
systems
audio
system.
We
normally
don't
deal
with
that.
It's
provided
by
the
state
of
illinois-
and
they
usually
don't
want
local
I.t
departments
involved
with
that,
because
that
needs
to
be
in
a
secure
chain,
but
they
needed
us
to
get
involved
because
they
couldn't
figure
out
something.
We
took
a
few
days
when
we
were
able
to
get
it
working
again.

But
again
it
took
a
while,
but
we
got
that
up
and
going
again.
The
jury
county
jury
system
went
down
last
month
for
a
few
hours
we
had
to
troubleshoot
find
out
that
they
had
a
switch.
We
provided
a
switch
from
our
supply,
not
too
worried
about
that.
We
got
that
up
and
going
again.

The
courts
got
a
whole
new
set
of
switches
for
the
courthouse
and
their
server
room
through
a
grant
that
neither
general
fund,
or
they
had
to
pay
for
everything's
working
fine
now,
but
over
the
next
year,
or
so
we're
going
to
replace
those
items.
So
their
switches
were
getting
old
anyway,
it's
it'll
be
an
upgrade
it
won't,
it
won't
affect
their
performance,
but
we
like
to
have
newer
things.
So
these
things
don't
just
drop
out
in
the
middle
of
you
and
as
far
as
maybe
lastly,
the
county
boardroom.

you
know,
you
guys
got
these
great
chairs
and
they're
fantastic,
but
you
also
know
you
kind
of
lost
a
little
line
of
sight.
You
can't
really
see
the
mics
we've
had
some
chairs
say
that
they
had
an
issue
with
that.
So
for
those
of
you
who
are
cheering,
I
worked
with
the
the
chairman
andy
and
we
we
updated
a
map,
it's
color
coded.
We
put

when

guy
his
size,
but
one
thing
we
do,

notice

additional
security
measures
to
try
to
reduce

amount

vendor

they've
told

they're

may
disagree
with
that.
But
what
are
you
going
to

would
just
like
to
report
this
is
the
I
have
some
updated
numbers
from
what
you
were
given
yesterday
in
regards
to
this
was
a
report
that
I
gave
to
the
board
of
health
meeting
a
little
over
a
week
ago.

So
the
number
that's
on
here
that
you
see
is
going
to
be
a
little
bit
different
than
I
read,
but
the
rest
of
the
information
is
still
the
same
as
of
today
or
yesterday's
numbers
with
the
state.
The
county
has
28
974
positive
cases
of
covid
in
the
county
for
all
our
residents,
that's
an
increase
of
the
number
that
you
see
of
118
and
that
was
11
days
ago.
So
in
essence,
that's
averaging
about
11
new
cases
a
day
of
covid,
so
that's
very
low
and
that's
good.

The
365
deaths
were
still
at
365
deaths,
so
we
have
not
had
a
new
death.
Fortunately,
for
I
think
it's
been
over
three,
maybe
four
weeks.
So
that's
that's
a
positive
sign
that
we've
definitely
decreased
a
lot
of
the
serious
illnesses
and
and
those
who
were
dying
there
have
been
over
137
373,
total
vaccinations
that
have
been
given
since
the
beginning
when
the
vaccines
rolled
out
that's
very
impressive
for
this
county,
this
community
and
all
those
that
were
involved
in
doing
those
vaccinations.

I
said
this
before,
but
just
as
a
reminder
back
in
when
we
had
the
bird
flu
when
that
first
came
out
the
health
department
or
the
h1n1,
I'm
sorry,
the
health
department
was
solely
responsible
for
those
vaccinations
and
over
the
course
of
six
months
we
gave
about
18
000
total
vaccinations
for
the
the
people
in
the
county.
At
that
time
that
were
seeking
those
vaccinations.

So
you
can
see
the
difference
between
130,
almost
138,
000
vaccinations
and
18
000
vaccinations
the
magnitude
and
the
people
involved
from
the
hospitals,
the
pharmacies
and
the
health
department
staff
to
get
that
done.
We've
had
over
26
000,
almost
27
000
booster
shots,
given
so
far
that's
about
a
quarter
of
the
people
that
got
vaccinated
in
our
county.
Our
fully
vaccinated
rate
is
at
51
percent.

That's
approximately
56
000
people
in
our
county.
A
snapshot
of
the
hospitalizations
currently
shows
that
there
are
very
few
individuals
in
the
hospital
and
obviously,
as
I
said,
we've
had
no
new
deaths.
The
health
department
continues
to
do
vaccine
clinics
two
days
a
week,
tuesdays
and
thursdays
from
9
to
3
30..
Those
have
been
well
received
and
we've
been
having
a
number
of
new
people
coming
in
for
the
booster
shots.

We
no
longer
do
the
positivity
rate,
so
there's
no
more
if
you've
not
gone
on
the
state's
website
and
looked,
but
that
map,
where
it
used
to
be
kankakee
county
and
will
county,
and
this
is
a
positivity
rate
and
they
were
driving
the
bus
because
there
are
six
wheel
county
ends
to
every
one
kankakee
and
a
lot
of
the
the
talk
at
the
beginning
was
that
it
was
better
if
a
community
could
kind
of
base
its
decision
on
what
kind
of
mitigation
measures
they
would
take
based
upon
our
own
numbers,
that
was
kind
of
taken
away
when
we
were
married
to
a
community
so
will
county
if
they
had
a
big
outbreak
that
raised
our
numbers,
when
maybe
we
weren't
experiencing
that
same
type
of
an
event
here.

So
as
a
result
of
that,
the
positivity
rate
is
gone.
The
state
now
is
looking
at
basically
four
communities,
so
kankakee
is
now
a
standalone
and
they're,
looking
mainly
at
cases
and
hospitalizations
and
as
of
right
now,
as
I
said,
we're
looking
very
good
in
that
most
of
the
state
is
looking
there's
about
three
or
four
counties
that
are
in
the
yellow
zone.
So
now,
there's
green
for
low,
yellow
for
medium
and
orange
for
high
kankakee
is
in
the
green,
so
we're
very
low,
and
hopefully
we'll
continue
to
stay.

Recently,
the
health
department
went
off
site
to
the
local
homeless
shelter
and
we
vaccinated
some
individuals
there
and
and
reboosted
some
people
to
get
caught
up
on
that
that
they
had
had
an
outbreak
earlier
this
winter
and
then
we're
just
getting
ready
to
open
up
some.
There
are
a
couple
of
our
grants:
our
services,
our
wic
program
and
our
family
case
management
program
because
they
serve
children
and
youth
that
are
under
the
five
years
of
age
that
aren't
currently
eligible.

Yet
for
a
vaccination,
those
grant
managers
for
the
state
had
advised
health
departments,
including
kankakee,
to
limit
in-house
individuals.
So
we're
still
closed
in
a
way
to
those
individuals
we're
serving
them
through
phone
calls,
and
then
they
they
do
drive
up
services
to
pick
up
their
their
coupons
and,
and
some
of
the
other
needs
that
they
need
through
those
services.

But
the
state
is
getting
ready
to
open
that
up
here,
probably
this
summer,
we're
looking
at
some
dates,
so
we're
making
some
adjustments
and
getting
ready
to
make
sure.
You
know
that
all
the
safety
measures
that
have
been
in
place
for
us
for
all
places
are
still
in
place
or
will
be
in
place
to
protect.
You
know
not
only
our
staff
but
to
protect
the
clients
as
they
come
in,
and
then
these
individuals,
the
younger
ones,
especially
who
aren't
vaccinated
so
they're,
not
put
at
any
greater
of
a
risk
with
that
I'll.

one
quick

was
there
a
reason
that
was
provided
by
idph
on
why
they
separated
the
regions.

Yeah,
I
think
so

that,
with
all
these
new
test
kits
that
are
being
sent
out
to
the
health
departments
to
homeowners,
they
are
losing
we're
losing
the
the
ability
to
keep
track
of
that.
So,
if
all
of
you
receive
test
kits,
for
example-
and
you
take
those
at
home
and
whether
they're
positive
or
not
you're,
not
necessarily
going
to
report
those
to
anybody.

Should
I
go
into
work
or
not
they're,
not
calling
the
health
department
to
say,
hey,
I'm
positive,
I
need
to
be
contact
trace,
so
those
numbers
were
being
lost
and,
as
a
result
of
that,
they
felt
that
the
cases
and
the
hospitalizations
per
regions
would
be,
which
is
what
we
even
said
way
back
from
the
beginning,
that
that
would
be
the
better
route
to
go.

That's
kind
of
the
backwards
way
of
asking
that
question.

know
it's
like
there
was.
There
was
still
not
sufficient
reason
in
my
mind
for
putting
the
regions
together
the
way
that
they
did
just
to
like
breaking
them
apart,
they're,
both
very
specious.
In
my
my
opinion,
I
can't
disagree
with
that.

it's
completely
arbitrary,
so
I
guess
when
you're
reaching
at
straws,
which
a
lot
of
people
were
back
then
because
you
didn't,

mean
what
were
the
options
you
know
except
consider,
kanke
county
on
its
own
and
not
let
people
rule
by
executive
decisions
so
with
the
legislature
involved
might
have
been
nice
yeah,
all
I'm
saying,
because
maybe
they
would
have
voted
on
this
and
that
had
been
some
accountability
for
that
decision,
not
locally,
I'm
talking
about
in
springfield.

the
local
chapter
of
the
naacp,
as
well
as
other
entities,
organizations
who
attended
the
meeting
free
lunch,
really
good
information.

They
were
discussing
the
health
care
in
the
state
of
illinois,
but
I
noticed
it.
I
don't
recall
anybody
from
our
own
health
department
being
a
part
of
that
particular
venue
and
also
they
had
the
superintendents
from
bradley
bourbon,
a
school
system
as
well
as
and
dr
walters
from
kaneki
school
district
111
discussing
a
bunch
of
health
care
stuff,
which
I
thought
would
be
germane
to
your
particular
department.
So
I
think
they
may
want
to
redo
that
again
or
hold
another
session.

I
would
encourage
you
and
your
staff
to
maybe
have
at
least
a
representative
to
come
there
because
it
was
truly
pretty
informative.
Additionally,
blue
cross
and
blue
shield
has
been
a
partner
with
the
local
branch
of
the
naacp
in
terms
of
our
health
health
fairs,
as
well
as
helping
us
with
covet
vaccine
venues
projects.

Additionally,
you
guys
may
recall
they
participated
in
at
the
farmer's
market
by
providing
boxes
of
food
to
the
organization.
Still
I
rise,
I
mean
really
successful
a
semi-truck
full
of
foodstuffs
that
help
you
know,
individuals
out
in
the
county.
Also
it
was.
You
gave
the
statistics
of
51
in
the
county
being
vaccinated.

Hopefully
you
will
still
keep
your
your
foot
to
the
middle
in
terms
of
increasing
that
number.
I
I
realized
during
the
summer
period
of
time
that
people
are
out
and
about
and
the
temperatures
are
rising
and
so
forth
and
we're
not
claustrophobic
in
terms
of
being
enclosed
in
in
locales,
I'm
just
hearing
what
your
plan
is,
and
my
final
question
any
new
word
on
the
new
strain
that
that's
plaguing
asia.

regard
to
that
last
question,

referring
to
what
they're
calling
the
ba2.

closely
what
the
state

us

this
point

like

appears
to
be
more
transmissible
but
less
less
serious
illnesses
and
apparently
less
deaths
to
date.

it's
being
closely
monitored
by
the
scientists
and

top
public
health
officials
in
the
country,
and
then
that
information
gets
shared
down
ultimately
to
the
local
level,
such
as
the
health
department
as
to
what
type
of
education
we
need
to
get
out
there.
So
that's
what
was
like.

don't
know

shots

can't

it

people
line
up
to
get
it
if
they
don't
want
to.

and

I

we

consider
doing

individuals

coming
out
at
the
most
recent

compared

feasible,

pulling

required
through

couple
of
the
grants
to
to
go
off-site
and
continue
to
do
some
vaccines
events,
especially

economically
depressed
areas,
low-income

there's
individuals
that
would
be
more
susceptible
to
it.

are
looking
at
those
and
continuing
to
plan
and,
as
I
said
earlier,
when
we
went
off-site
to
the
homeless,
shelter,
that
was
one
of
those
events
going
to
an
area
where
those
individuals
might
be
less
likely
to
just
come

the
health
department
to
get
a
vaccine.
So
we
needed
to
go
to
where
they
were
at.
So
we
are
looking
at
continuing
to
do
those
types
of
things.

might
help

well

currently

originally

shots

boosters

fully
vaccinated

some
individuals
or
some
agencies
was

If
it
was
the
moderna
or
the
pfizer,
it's

shots

required.

was
the
johnson

johnson,
it's
one
shot,
that's
required,
so
that
would
be
fully
vaccinated
when
the
boosters
became
available.
Many
defined

now
as
having
the
first
set
of
shots

pilot
program

justice

vets

risk
assessment,

nationwide
and
it
does
not
take
into

veterans

in

contract

we
agreed

have

current

10

uptick
