Description
Executive Committee Meeting 7/25/2017 9:00 AM
C
B
All
righty,
I
have
no
request
for
public
comment,
so
we'll
move
on
presentations
into
the
approval
of
the
minutes
from
june
27th.
I
need
a
motion
to
approve
sterl
top
second,
mr
hess,
all
those
in
favor
those
opposed
motion
passes
before
we
go
on
to
mr
lear.
I
just
wanted
to
recommend
that
the
next
time
that
there
is
a
coordinated
outfit
campaign
that
you
at
least
let
the
chairman
in
so
I
might
know
about
this
as
well.
D
Of
course,
the
biggest
event
in
terms
of
legislature
was
the
general
assembly
passing
a
budget,
but
there's
an
awful
lot
of
small
details
in
that
that
I've
talked
to
mr
mccarty
about
a
little
bit
and
he's
still
working
through
what
impacts,
if
any
that'll
have
on
us.
At
this
point,
it
doesn't
appear
there's
a
lot,
but
there
may
be
some
things
that
we
have
to
sort
through.
B
Thank
you,
I'm
sure
there'll
be
updates
on
the
next
executive
meeting
on
some
of
this
stuff.
So
yeah
there
is
still
a
lot
to
play
out
when
they
pass
legislation.
Without
a
lot
of
details.
It
makes
it
difficult
to
assess
what
the
impact
would
be
so
no
appointments.
At
this
time.
Information
services,
kevin
duvall.
E
I'll
keep
it
breathe
from
talking
to
the
chairman.
He
wanted
us
to
discuss
the
recording
device.
I
don't
know
how
much
you
want
me
to
go
into
or
or.
E
E
E
E
E
So
looking
into
it,
the
quick
solution
for
that
is,
and
we
would
have
never
known
this-
was
I
put
a
ups
unit
on
it,
so
that
should
make
it
theoretically
immune
to
that
happen
again,
because
the
power
isn't
directly
going
to
it's
going
to
be
in
effect,
running
off
the
battery
and
the
power
will
be
powering
the
battery.
So
you
shouldn't
have
that
issue
again.
That
being
said,
it's
still,
electronics,
anything
that
flickers
potentially
can
cause
a
problem,
since
these
are
essential-
and
this
is
the
shin
so
information
we
do
need
to
address
that.
E
10
or
12
years
old,
it's
just
it's
a
factor
of
whoever
needed,
whatever
they
needed
at
the
time
to
record
this
fifth
floor
device.
E
Now,
where
I
have
helped,
is
anytime
it
breaks,
which
it
has
broke
from
time
to
I'll
find
parts
it's
near
impossible
to
do,
because
I've
had
to
go
to
invade
because
they
haven't
made
this
thing
in
years.
It's
a
good
quality.
In
fact,
it
was
probably
over
what
you
needed
for
the
job,
but
since
you've
got
some
background
stuff,
that's
kind
of
advanced,
you
need
it.
It's
just
not
like
your
home
recorder,
it's
a
mixer!
It's
recorder,
it's
what
at
the
time
they
would
use
for
radio
stations
or
whatever
to
to
record
officials
things.
E
Getting
back
to
my
point
is
it's
time
to
replace
it.
I
begin
researching
it
some
time
ago,
seven,
six
or
seven
months
ago,
when
the
new
chairman
came
in,
but
we
we
switched
over
and
focused
more
on
the
video,
because
it's
doing
its
job
since
we
know
that
it's
older
and
things
could
come
up.
I'm
going
back
through
my
notes
and
we're
going
to
look
at
replacing
it.
E
The
chairman
asked
me
how
much
I
thought
you
shouldn't
get
over
a
thousand
dollars,
and
hopefully
it's
going
to
be
in
500
or
so,
but
this
is
something
traditionally
wasn't
well
out
of
the
fifth
floor
budget
I'll
address
it
I'll
work
on
it
I'll
get
it
done.
I
just
need
an
adjustment
to.
I
don't
need
adjustment
to
my
budget
because
it's
not
going
to
be
there
every
year.
E
Gonna
do
one
time
and
hopefully
get
another
five
or
seven
years
out
of
something
you
know
it's
just
when
you
do
contingency
adjustments
or
whatever
you
choose,
you
need
to
do
it
at.
F
E
Time
but
I'll
handle
that,
but
it
is
something
that
needs
to
be
done
not
just
because
of
what
just
happened.
Hopefully
what
I
did
will
stop
that,
but
it's
going
to
go
out
at
some
point
and
it
if
it.
If
it
goes
out,
we
don't
have
a
backup
thing,
then
you
don't
have
any
ability
to
record
and
no
I'd
hope
to
just
put
a
little
portable
recorder
device
and
do
that.
It
needs
certain
inputs,
certain
type
inputs
to
tie
into
the
system.
So
just
a
little
portable
one
doesn't
work.
E
So
we're
going
to
address
that
we'll
get
something
done
and
they
should
make
sure
that
you
actually
don't
have
that
problem
again.
Executive,
because
I
do
have
some
questions
that
I
needed
to
ask
the
committee
or
the
chairman,
because
we've
had
some
discussions,
but
I
don't
remember
what
we
thought
where
we
fell
on.
The
final
solution
is
when
we
go
forward,
and
this
would
help
me
what
I
purchase
is
diane
going
to
need
to
still
record
the
entire
meeting.
G
E
E
B
E
B
We
don't
have
to
do
the
audio
podcast,
because
we
have
the
video
which
is
video
and
audio,
so
it
may
be
that
we
don't
necessarily
need
to
record
the
regular
meeting
because
it's
already
being
recorded
then
again,
maybe
we
need
a
redundancy
in
case
the
video
goes
out.
You
know,
so
we
I
need
to
it's,
not
a
quick.
B
I
can
always
peel
audio
off
the
video
for
regular
session
if
I
needed
to
to
so
to
run
it
through
to
do
minutes
or
they
can
sit
there
and
watch
it.
However,
you
want
to
do
it,
but
the
executive,
just
we
have
to
have
a
fail
say
for
exactly
because
just
so
the
committee
knows,
we've
recreated
in
written
form
the
minutes
for
that
executive
session,
and
we
diane
takes
notes
so
we're
able
to
establish
the
chronology
of
when
comments
came
in,
and
things
like
that.
B
E
E
There
is
a
way
that
we
could
facilitate
her
using
the
video
too.
To
do
it
is
we
have
the
original,
not
just
the
one
that
youtube
we
could
put
that
on
a
share.
They
could
do
that
and
then
we
could
tie
a
foot
pedal
to
it
and
they
could
start
transferring,
but
your
idea
of
having
the
redundancy
that
that
may
be
more
important.
It's
just
a
question.
I
wasn't
suggesting
to
move
to
that.
I
didn't
know
if
that's
what
you
had
said
so
I
needed
to
know
how
we
were
going
forward.
Sure
sure.
B
F
I
believe
he
always
asks
him
a
question,
but
I
think
he's
putting
on
the
internet.
I
was
because
we
do
put
some
meetings
online.
I
do
feel
that
that
kind
of
satisfy
the
requirements
of
always
having
the
minutes,
because
you
have
the
meetings
my
concern
is-
is.
F
Do
we
control
the
videos
that
we
put
on
youtube?
Do
we
have
like
a
copy?
If
someone
came
before
you
and
wanted
to
copy
on
a
dvd,
do
we
have
that
available
for
them.
E
B
E
B
If
I
can,
you
have
a
comment
youtube,
you
can
download
the
video
on
your
own,
so
they
and
I
don't
know
why
and
again
I
don't
mean
no
disrespect,
but
why?
Why
would
the
freedom
of
information
means
they
want
to
see
the
information
and
it's
on
youtube,
so
they
can
see
it
so.
F
Just
in
case
you
get
a
person
is
not
a
computer
later
and
they
say
well,
I
want
to
get
a
copy
of
it
because
there's
we
still
have
a
sector
of
society.
I
know
it's
not
the
norm,
but
there's
a
sector
of
society
that
don't
do
computers
and
so,
as
a
result,
if
there
was
a
coming
for
you,
I
know
we
would
have
to
give
information.
So
do
we
have
something
I
guess
we
would
have
to
put
on
a
dvd
charging
for
the
dvd,
but
they
they
would
have.
F
E
H
F
D
E
B
We're,
okay,
the
speakers
are
cranky,
all
right,
all
righty
moving
on.
Thank
you
kevin
and
just
again,
you
know
we
we
just
have
to
have
that
redundant
system
for
the
future,
because
now
we
know
what
happens
when
the
power
goes
out
so
health
department,
john
vivis,
you
haven't,
had
anything
today,
all
right.
B
Nothing
from
schools,
greg
murphy,
the
veterans,
assistance
commission
mike
roof.
We
have
a
month
of
report.
I
need
a
motion
to
approve
mr
burns.
Mr
mcconnell,
all
those
in
favor.
Those
opposed
motion
carries.
G
J
Pretty
much
because
I
can't
breathe,
I
don't
have
much
to
report
other
than
my
my
things
in
front
of
you.
There
probably
the
biggest
thing
we're
still
waiting
on
our
bus
again
through
the
cvp
grant.
Anybody
knows
that
things
could
take
a
couple
years
to
get.
Although
I
was
assured
by
our
state
contact,
it
would
be
summer
or
fall
so
we're
still
waiting
for
that,
we'll
see
in
may,
because
our
reports
are
one
month
behind
you
in
may.
J
We
had
the
aoic,
the
office
administrative
office
of
illinois
courts,
basically
supreme
court
office
offices,
they're
certifying
veterans,
courts,
drug
courts,
dui
courts,
any
kind
of
problem-solving
court
they
conducted
their
stuff
on
may
25th
and
26th.
I
later
found
out
that
our
paperwork
was
good.
Our
interviews
were
up
to
par
and
we
will
be
the
first
veterans
treatment
court
in
illinois
to
be
certified
by
the
supreme
court.
J
What
that
means
is
they've
done
their
paperwork.
It's
moved
on
to
three
justices,
a
small
committee.
They
go
through
their
paperwork,
approve
it,
and
then
it
goes
to
the
supreme
court
to
do
a
resolution
to
certify
us
and
that
just
goes
along
with
their
schedule
and
when
they
can
fit
it
in,
but
ayc
being
the
administrative
over
it.
They
can
kind
of
slip
it
in
where
they
need
to
so
they
have
their
work
cut
out
for
them.
They
have
over
188
specialty
courts
that
they
have
to
interview
and
certify.
J
This
started
back
in
january
when
the
process
started
and
they've
only
certified
eight
when
they
came
to
see
us
and
it's
supposed
to
be
a
certification
for
every
three
years,
and
I
asked
the
people
who
came
to
visit.
I
said
if
it's
a
renewable
every
three
years,
what's
the
process
in
three
years
and
they
said,
let's
see
if
we
can
get
through
the
first
188
in
three
years,
because
there's
only
three
different
teams
of
two
people
going
through
interviewing
doing
all
the
paperwork.
J
So
once
again
the
states
put
something
out,
that's
kind
of
bigger
than
they
are
and
they're
going
through
the
process.
So
that
was
good
to
hear
that
we're
the
first
ones
in
the
state
to
be
certified
king
keys
first
and
something
now
so
that
that'd
be
awesome.
That'd
be
good.
A
Thank
you
under
the
veteran's
assistant
commissioned
the
monthly
summary
of
assistance.
There's
a
1598
emergency.
Are
you
at
liberty
to
say
what
that
was.
A
That
was
back
in
december.
I
don't
know,
let
me
see
you
can't
read
the
page
number.
D
J
So
yeah
I
I
found
it
thank
you,
so
that
is
probably
multiple
things
came
together
for
not
that's
just
not
one
person.
If
you
want,
I
can
pull
the
paperwork,
but
I
don't
recall
off
top
of
my
head
what
that
was.
I
mean
we
always
look
for
unusual.
A
J
A
J
So,
what's
happened
is
under
emergency,
it
could
be
someone
was
being
forced
out
of
their
apartment.
J
It
could
be
I'm
trying
to
think
back
in
may
what
we
had
and
we've
had
a
rash
of
people
being
kicked
out
of
apartments
needing
deposits
needing
excessive
bills
before
things
are
shut
off
to
help
with
help
people
with.
So
I
imagine
that's
what
it
is,
but
you
know
what
I
can
do
is
when
I'm
done
talking
here
I'll
go
pull
it
now.
I
can
bring
it
back
for
you
absolutely
so.
B
All
right
moving
on
personnel,
hr
issues,
lynn,
mackin,
nothing
today,
okay,
administrative
issues,
moving
on
then
to
resolution
for
the
removal
of
steve
einfeldt
is
a
board.
Member
of
the
economic
alliance
need
a
motion.
First
of
all,
then
I
can
explain
mr
lear
second,
mr
byrne.
B
Basically-
and
this
is
with
not
to
be
punitive
towards
towards
steve,
but
he
hasn't
attended
any
of
the
board
meetings
for
the
economic
alliance
and
they
need
active
board
members,
so
we
have
one
that
still
goes
to
the
meetings,
even
though
he's
not
on
the
board.
So
in
talking
with
the
alliance,
that's
the
only
reason
we're
making
this
change,
because
the
time
is
for
it's
difficult
for
steve
to
make
the
meetings
mr
oltof.
A
A
B
B
So
I
have
a
motion
a
second
any
other
questions,
all
those
in
favor
those
opposed
motion
carries
resignations,
appointments
and
reappointments.
I
have
a
resignation
of
dave
zach
from
the
kenky
river
conservancy
district
board.
The.
B
I'm
going
to
read
all
of
these,
and
I
guess
I
could
have
a
motion
to
combine
and
approve
are
actually.
This
is
kind
of
on
board
with
the
appointment
of
jim
vickery.
I've
got
to
do
second
yeah.
This
is
an
announcement,
a
resignation
of
dave
zach
from
the
kenky
river
conservancy
district
board.
That's
just
an
announcement.
I
have
an
appointment
of
jim
vickery
to
the
economic
alliance.
I
need
a
motion,
mr
ledges
second,
mr
tripp,
all
those
in
favor
those
opposed
all
right.
I
have
the
reappointment
of
amy
chacho
jarvis
to
the
kanke
river
valley.
B
Forest
preserve
district
board
need
a
motion
to
approve
mr
snipes.
Second,
mr
lear,
any
all
those
in
favor
those
opposed
alrighty.
Some
openings,
two
openings
on
the
kenke
county
board
of
health.
One
opening
is
for
a
dentist.
B
H
Thank
you,
mr
chairman.
I
got
an
inquiry,
a
phone
call
from
a
constituent
about
the
proposed
increase
from
aqua
and
it's
quite
a
quite
an
increase
and
they
were
saying
that
their
people
around
them
who
we
couldn't
get
a
quarter,
cent
tax
passed
and
they
want
to
increase
it.
I
think
18.6
percent,
which
I
think
is
not
acceptable,
not
acceptable.
So
I
don't
know
what
we
can
do
as
a
board,
but
I
just
want
to
make
known
that
there
are
citizens
out
there
that
are
not
happy
with
that
type
of
an
increase.
B
I'll
put
it
to
the
committee.
What
what
in
case
you
didn't
hear?
Mr
mcconnell
said
that
there's
an
aqua
rate
increase
of
upwards
of
18,
that's
on
the
table
and
he
got
a
call
from
a
constituent
and
then-
and
I
guess
for
the
discussion
sake,
because
we
can't
vote
on
anything
right
now.
It
wasn't
on
the
agenda.
Is
there
anybody
else
that
has
a
strong
feeling
either
way
on
this
issue?
Mr
tripp.
B
To
the
the
the
utility
board
and
ask
for
the
rate:
that's
what
they
do.
Yes,
yeah.
I
I
think
we
got
to
keep
in
mind
that
that's
only
the
request
they
normally
end
up
with
anywhere
from
six
to
nine
percent.
I
think
that's
what
happened
last
time.
It
was
yeah.
They
wanted
like
16
last
time
and
I
think
it
ended
up
seven
or
eight,
but.
B
D
That's
correct,
mr
chairman,
a
little
bit
of
institutional
history.
The
last
time
aqua
had
a
rate
increase.
The
attorney
general
stepped
in
and
prepared
documents
to
request
a
reduction.
In
that
rate,
the
current
chairman
at
that
time
requested
that
I
go
before
the
online
commerce
commission
on
behalf
of
this
board
and
I
think
even
the
board
actually
passed
a
resolution
asking
for
a
reduction
in
the
rate,
and
I
then
went
up
and
testified
in
chicago
at
a
hearing
that
the
only
commerce
commission
held
our
testimony.
D
As
I
recall,
however,
was
the
result
of
spending
money
to
hire
a
consultant
that
provided
some
documentation
in
terms
of
some
of
the
inaccuracies
in
the
request
of
aqua.
So
I
think
if
we
were
going
to
do
any
kind
of
a
testimony,
we'd
probably
either
have
to
see
where
the
attorney
general
is
on
this
particular
issue
or
where
we
want
to
spend
our
money
in
terms
of
having
some
kind
of
factual
basis
for
presenting
testimony.
B
I
guess
there's
two
questions
there
that
he
does
have
expertise
in
the
process
and
some
history-
knowledge
you,
you
may
remember
generally
what
they
asked
for
and
what
they
got.
But
I
I
can
tell
you
I
have
little
taste
for
hiring
any
consultant.
That's
right,
yeah,
there's!
I
don't
see
that
as
an
option,
but
how.
B
Do
you
do
you
think
it
appropriate?
Because
this
is
just
discussion?
Do
you
think
it
appropriate?
As
a
you
know,
with
a
head
nod
that
we
come
out
with
a
position
rather
just
to
say
you
know,
and
we
would
do
this
at
the
full
board
or
something
like
that.
If
we
we
have
a
discussion,
I
put
it
on
the
agenda
and
we
say
what
we
think
is
good
for
our
district,
because
obviously
we
only
have
a
certain
amount
of
in
the
rural
part
of
the
county,
the
ones
we
have
jurisdiction
over.
B
I
think
there's
really
only
and
it's
important
don't
get
me
wrong,
but
I
think
sun
river
terrace
is
one
of
the
only
aqua
areas
that
are
in
the
county.
The
rest
are
either
on
well
or
you
know
different
types
of
service
so,
but
that
it's
we
all
represent
districts
and
I'm
hearing
it
so-
and
I
know
mr
mcconnell
is
mr,
mr
trump.
So,
let's
start
with
mr
snipes
and
we'll
come
over
here.
F
I
believe
that
the
county
had
taken
a
position
before
with
a
via
resolution.
I
think
that
giving
again
the
rate
increases
we
need
to
address
it
again
with
a
resolution
and
ms
larry,
if
you
give
us
a
courage,
to
go
down
and
speak
before
the
icc,
but
I
do
think
because
I
am
elected
from
the
city
on
the
county,
that
you
know
the
city.
F
Individuals
are
always
in
abroad
when
it
comes
to
additional
increases
that
they
feel
are
over
and
above
and
if
you
don't
say
anything,
then
the
iacc
will
believe
that
since
there's
no
one
here
to
oppose
it,
perhaps
we'll
pass
it.
F
So
it's
good
to
always
have
you
know
as
much
as
possible
someone
there
to
kind
of
fight
to
decrease,
or
at
least
give
a
great
argument
as
to
why
it
shouldn't
be
that
much
and
do
you
know,
because
it's
bursting
upon
the
people
who
are
already
paying
taxes
out
of
their
nose.
B
B
D
B
D
B
A
Sorry,
sorry,
wouldn't
it
be,
this
could
be
a
procedure
that
they
normally
do.
They
ask
for
a
large
increase
to
get
a
smaller
one.
Typically,
can
you
talk
to
them
and
find
out
their
justification
for
asking
for
a
raise,
and
then
you
know.
B
I
can
tell
you
that
I
have
oh
yeah
yeah.
I've
met
with
them
with
all
the
mayors
and
and
the
the
initial
and
they'll
probably
echo
this.
What
they're
trying
to
do
is
in
their
communication
with
me
is,
is
that
they're
trying
to
avoid
having
other
rate
increases
down
the
road
they
want
to
have
a
kind
of
a
flat
level
between
a
lot
of
the
other
areas
that
they're
serving?
And
I
I
know,
there's
a
smile,
but
wouldn't
you
know
we
always
know
prices
are
going
to
go
up
down.
B
That
we
just
got
hit
with
the
other
day,
steve.
J
B
Here
that
that
they're,
trying
to
have
you
know,
kankakee
and
all
the
the
the
in
my
area
can't
keep
pay
for
the
cities
up
north
to
get
our
water
and
that
that's
a
little
salty,
you
know
to
the
residents.
So
we.
A
B
Alrighty
moving
on
any,
I
have
no
information
old
business
new
business
motion
to
adjourn
mr
ulta,
mr
le
jess,
gotcha
you.
If
you
were
sitting
back
there,
I
got
you
all
those
in
favor
all
right.
Those
opposed
have
a
good
day.
