From YouTube: Executive Committee Meeting 7/25/2023
Description
Executive Committee Meeting 7/25/2023 9:00 AM
A
Morning
like
to
call
the
executive
committee
meeting
for
Tuesday
July
25th
the
order
we
get
a
roll
call,
please.
B
A
D
A
We
have
two
public
comments.
The
first
one
was
from
Helen
Greene
from
looks
like
real
Kankakee.
E
Good
morning
my
name
is
Helen
green
and
I
I,
with
my
husband,
Roosevelt
green.
We
I
have
an
issue
with
the
Kankakee
sewage
and
garbage
we.
E
We
had
a
tenant
who
passed
away,
doing
covet
outbreak,
leaving
behind
unpaid,
rent
and
utility
bills,
and
we
are
trying
to
get
the
water
turned
on
at
that
residence
to
so
that
we
can
sell
the
property
at
the
city
has
put
a
lien
on
the
property
and
will
not
allow
it
to
be
turned
on,
and
we
we
know
that
this
is
not
legal,
because
if
the
lease
agreement
between
a
tenant
and
a
landlord
states
that
the
tenant
is
responsible
for
all
utilities,
then
that
is
how
it
should
be.
E
The
tenant
is
responsible
in
addition
to
that,
the
tenant
died
during
the
covet
outbreak
and
we,
as
landlords
were
not
allowed
to
evict
tenants
or
hold
them
responsible
during
their
time,
and
we
know
that
the
city
of
Kankakee
and
the
county
received
funding
for
covet
in
at
least
1.3
million
dollars,
and
we
should
not
be
held
responsible
for
a
this
in
this
tenant
died
during
the
covert
outbreak.
How
can
you
hold
a
landlord
responsible
for
a
tenant's
Bill
if
that
person
is
deceased.
A
A
E
I
think
that
is
about
it.
We
out
of
rent
for
at
least
a
year's
rent
and
to
be
held
accountable
for
a
deceased
person's
deceased,
tenants
bills.
F
I
would
like
to
compare
with
my
wife
Helen,
but
we
did.
We
did
fill
out
the
form
and,
and
the
lady
was
approved,
to
receive
covered
funds
and,
like
my
wife
said,
they
sent
Monies
to
the
state,
I
think
14
million
dollars
to
to
take
care
of
incident
like
this.
All
we've
got.
Everybody
got
money
today
to
take
care
of.
F
We
got
a
note
from
the
state
saying
from
to
Illinois
housing
development
authorities
saying
that
we
were
successful
in
applying.
We
got
the
latest
death
certificate
and
it
states
that
she
to
sign
for
Earth,
and
we
we
I
mean
everybody
need
to
know
this.
You
know,
even
if
you
can't
you
say
you
can't
do
anything
about
it.
You
need
to
know
that
that
we
we
intend
to
go
as
far
as
we
can
on
this
and
and
I'm
I'm.
Not
somebody
to
to
pretend
like
that.
F
I'm
gonna
do
something
and
don't
carry
through
I,
don't
talk
much,
but
when
I
do
people
listen
now
this
is
a
death
certificate
of
the
lady
passed
away.
Okay
and
and-
and
we
got
now-
we
pieced
together
the
house
for
two
years
and
got
ready
to
sell
it.
Two
or
three
months
ago,
I
found
out
that
I
will
be
a
1400
and
eight
dollars
and
seven
cents
to
for
sewage
and
garbage,
so
they
turned
the
lady
said
that
awkward.
She
couldn't
turn
my
water
on.
F
She
said
it
was
kind
of
human
municipality,
I
mean
she
didn't
see
it,
but
I
found
out.
It
came
to
eat
municipality,
he
was
responsible,
but
we
have
to
pass
this
on
to
and
move
along
with
it
and
go
up
the
chain
just
like
you're
supposed
to
go
with
a
problem,
and
so
we
brought
it
here
and
we
would
take
it
further
if
we
have
to
thank
you,
you're.
A
Welcome,
as
mentioned
sir
there's
two
different
Chains
It's,
not
the
same
chain,
we're
not
over
the
city,
just
I
just
want
to
make
sure
you
know
that,
there's
nothing
weak,
we
don't
control
the
city
that
that's
their
deal.
I
just
want
to
make
sure
you
know
that
the
we.
This
is
not
anything
that
we
have
to
do
with
correct
correct,
and
we
handed
that
out
for
three
years,
and
the
federal
government
actually
also
gave
out
money
for
people
who
did
not
get
their.
F
A
Pool
of
the
minutes,
June
27
2023
is
their
motion
to
approve
Miss
Parker.
Second
Dr
Polk,
all
those
in
favor,
say
aye.
Those
opposed
same
sign
motion
carries
legislative
I,
don't
have
anything
today.
If
there's
anything,
anybody
has
in
that
regard,
State,
local,
all
right,
Information,
Services,
Mr,
Duvall,.
G
Do
you
want
me
to
speak
from
back
here
or
go
up
there?
It's
just
not
not
that
much
material
basement.
A
G
Okay,
normally
this
is
July,
so
it's
one
of
the
months
that
we
do
our
normal
normal
things.
If
you
have
any
questions
other
than
our
normal,
day-to-day
operations
with
something
new
probably
is
a
for
the
basement
where
the
circuit
clicker
is
going
to
be
moving
in
they've
made
some
changes
there.
So
we
went
in
and
adjusted
some
wiring
of
contingent
upon
what
Sandy,
who
she's
going
to
move
in,
why
she
was
doing
we.
G
Once
we
get
closer
to
a
phone
system,
because
that'll
need
to
be
a
a
little
bit
different
for
that,
but
we
have
all
those
materials,
none
of
those
nothing
we've
done
required
any
additional
expenses
to
us.
It's
it's
items
that
we
have
in
preparation
for
things
anyway.
So
it's
our
day-to-day
work
other
than
that
we're
fixing
computers
servicing
printers
and
doing
what
we
normally
do
is.
G
If
you
want
to
update
on
where
the
Tyler
Project's
going
everything's
moving
about
where
I
thought
it
would
be,
there's
a
reason
why
they
said
it'd
take
a
year
year
and
a
half
before
you
get
to
that
point,
everything's
moving
relatively
smoothly
the
one
that's
not
going
as
fast
as
we
thought
would
have
been
the
probation.
We
thought
that
might
be
the
fastest
everybody's,
just
guessing
it's
just
about
on
track
what
you
expected
it
to
do.
It's
one
voter,
saying:
they'd
like
it
one
way
another
vendor
it'll
get
there
at
that
point.
G
This
is
what's
normal
in
the
process
when
you
transition
out
of
one
system
another.
It's
also
why
a
lot
of
people
if
they
can
try
to
not
bring
the
old
system
to
there,
because
that's
where
your
delay,
two
vendors,
are
always
going
to
go
back
and
forth
or
there
which
slows
up
the
process
but
they're
all
attempting
to
cooperate.
They've
had
several
meetings
on
from
what
Jason
has
says:
it's
progressing.
G
It's
just
progressing
a
little
bit
slower
than
we
thought,
but
but
what
you
expected,
the
circuit
clerk's
office
is
actually
going
faster
than
we
would
have
thought.
That's
going
very
smoothly
from
what
Jason's
updated.
If
you
have
any
questions
and
you
see
Jason,
he
can
give
you
more
specifics
to
that.
I,
don't
know
if
you
want
to
go
on
to
the
not
today's,
probably
not
the
place,
to
go
into
the
details.
A
Where
did
we
land
on
sending
out
that
RFP
I
don't
know
on
which
committee
building
grounds
I'm
not
actually
sure?
Because
we
talk
about
every
every
one
of
them?
I
didn't
know
where
we
landed.
G
On
that,
as
you
know,
I
sent
my
drafts
of
the
RFP
to
the
fifth
floor.
That's
sitting
with
you
have
a
copy
and
Anita
has
a
copy
for
your
review.
Then
it'll
pass
on
to
the
state's
attorney.
Again,
that's
not
an
emergency,
that's
something
in
preparation
to
upgrade
something
everything's
working,
as
is
so.
It's
not
been
a
rush,
but
as
I
said
last
month
that
yes,
I,
would
put
something
together.
Actually
I
had
something
drafted
for
months.
We
made
some
changes.
G
I,
don't
anticipate
that
being
much
of
an
issue,
but
yes,
that's.
At
least
my
draft
of
it's
been
completing
it's
up
to
the
fifth
floor
and
then
once
you
do
what
you
feel
like
doing.
It'll
go
up
to
the
state's
attorney
for
their
final
review
and
then
it's
whatever
committee
that
you
want
to
go
through.
A
Do
you
have
a
feeling
on
that
it
was
either
Finance
or
building
a
grounds
it's
for
the
phone
systems
in
all
buildings,
pretty
much
so.
A
G
A
We'll
shoot
for
this
month,
if
not
it'll,
be
the
following
one,
we'll
let
you
know
anything
else
for
Kevin
thanks:
Kevin
Health,
Department,
Mr,
Beavis,.
I
C
H
H
There
is
not
officially
a
person
hired,
yet
we
are
in
the
process.
Amy
lafine
and
myself
have
been
meeting
with
chairman
wheeler
Mr
carrico
have
been
reaching
out
with
Mary
Orem
of
Kansas,
who
will
be
leading
the
initial
meetings
with
the
team
that
comes
together
so
recently,
I
have
received
and
talked
with
chairman
wheeler
in
regards
to
those
entities
that
we
feel
would
be
best
to
represent
the
community
as
a
whole
to
help
formulate
the
model
that
Kankakee
County
will
use
to
implement
Iris,
and
so
yesterday
we
were
unable
to
connect.
H
H
But
with
that
list
from
chairman
wheeler
of
the
contacts
of
the
agencies
to
formulate
the
team,
then
the
goal
is
to
get
and
reach
out
to
those
agencies
to
make
sure
they
want
to
participate
and-
and
who
is
it
that
they
would
have
represent
then
on
that
team
for
us,
so
that
we
can
get
that
list
to
marry
and
then
get
some
dates
set
for
the
initial
meetings,
one
two
and
three
and
we
would
anticipate
within
the
next
few
months,
there's
going
to
be
a
lot
more
action
than
than
what
you're.
Seeing
now
my.
B
H
A
The
US
on
the
social
service
programming
side
of
things
we
we
mandated
that
and
we
are
under
no
particular
hurry
to
get
that
training
done.
We
want
it
done,
but
the
the
priority
was:
is
those
power
users,
the
ones
where
a
lot
of
the
referrals
to
other
agencies
would
come
in?
Some
of
those
would
be
like
I
I?
Don't
I'm,
not
demeaning
the
work
of
a
food
bank,
but
a
food
bank
versus
a
hospital?
Let's
get
the
hospital
done
first
and
they
know
how
to
use
the
system
it's
pending.
A
You
know
the
people
that
think
they
need
to
refer
and
then
we'll
Circle
back
on
the
ones
that
had
to
agree
to
do
it
and
they'll
still
use
it
because
they
may
be
out
of
food
and
they
want
to
send
them
to
another
food
bank
and
refer
someone
over
there.
But
it's
not
the
big
priority
is
schools
is
another
one
making
sure
all
the
superintendents
down
into
the
classroom
know
that
this
tool
exists
and
how
to
deploy
it
to
help
their
students
and
families.
A
So
it's
really
does
that
make
sense
and
then
I
think
what
just
so
you
know
what
John
and
I
landed
on
everybody.
A
What
are
they
called
Health
coordinators
that
I
want
to
make
sure
promotion,
coordinators,
health
promotion,
coordinators,
they're
all
going
to
be
trained
on
How
to
Train
people
for
this
system
and
to
go
out
and
deploy
the
system
and
to
answer
questions
and
enter
things
into
it
so
sure
there
will
be
a
power
user
within
the
health
department,
but
then
everybody
that
is
in
like
that
handles
a
tobacco
Grant,
will
be
able
to
also
Implement
and
and
train
on
Iris
as
well.
So
it's
a
cross-training
thing
that
he's
doing
within
his
Department
people.
Come
people
go.
A
You
know
we
want
to
make
sure
we
have
a
Continuum.
Is
that
accurate?
The
way
that
is
summarize
what
we
talked
about
and
then
the
mental
health
first
aid
training?
So
what
we're
we're
thinking
about
doing
is
once
this
first
group
is
trained
up
and
ready
to
go
and
a
little
has
some
agility
in
the
system.
Have
a
big
Community
event
with
all
of
the
providers
show
them
what
they're
they're
being
asked
to
buy
into
with
for
free,
basically
and
signing
up
for
those
Next
Level
trainings
in
that
second
tier,
including
ours,
makes
sense.
A
H
As
a
follow-up,
real
quick
I
know
that
what
Amy
Amy
created
a
form
and
so
Amy
and
I
in
in
the
past
few
weeks
and
I've,
got
a
meeting
on
Wednesday,
actually
part
of
the
report
here,
I'm
going
to
the
rotary
luncheon
and
give
a
presentation
on
the
health
department
and
its
services,
I
will
make
a
brief
presentation
about
the
upcoming
Iris
within
the
community.
We
have
a
form
that
we're
leaving
with
agencies
that
if
they
are
interested,
they
can
fill
out.
H
This
form
get
that
information
back
to
us
and
then
we'll
sort
of
keep
it
ready
to
go
to
to
use
the
analogy
of
covid
when
the
vaccine
became
available.
Obviously
you
remember,
we
had
approximately
50
000
people
in
line
that
wanted
the
shot,
and
you
know
the
the
government
released
this.
The
the
priority
groups
of
you
know
the
most
elderly
individuals
and
then
the
next
level
of
individuals
and
then
those
with
underlying
medical
conditions
and
then
everybody
else
and
so
to
kind
of
reference.
H
What
chairman
wheeler
was
getting
at
is
that
we
want
to
you,
know,
attack
this
from
the
mode
of
getting
it
to
the
most
important
agencies.
First,
not
that
these
other
agencies
are
not
important,
but
we
just
don't
have
enough
people
and
resources,
even
with
all
the
upper
money
in
the
world
to
to
hit
everybody
all
at
once,
and
so
there
will
be
a
line.
A
Next
up
is
the
aforementioned
Frank
petkunis
from
regional
office
of
schools
has
no
report
today.
So
there's
nothing
to
vote
on.
J
Summer's,
finally,
here
just
wanted
to
touch
base
we're
finalizing
last
school
years
finally
closed
out
our
fiscal
year
with
the
state
we're
closed
out,
getting
ready
for
our
audit
for
fy23.
J
Starting
to
gear
up
first
the
23-24
school
year,
so
things
are
moving
in
that
direction.
We're
fully
staffed
for
the
coming
year.
That's
a
great
thing:
we're
getting
ready
for
our
administrator
kickoff
that'll
be
August
9th
at
the
Quality
Inn
we'll
have
all
of
our
administrators
from
Iroquois
and
Kankakee
County
come
in
and
we'll
do
a
kind
of
a
little
breakfast
and
and
kind
of
some
socializing
and
then
some
informational
stuff,
we'll
have
the
state
superintendent
Tony
Sanders
coming
in
to
give
address
them,
give
them
some
updates.
J
So
we're
looking
forward
to
that.
What
is
that?
That's
August,
9th
at
the
Quality
Inn,
so
it's
a
breakfast
meeting.
J
This
time
of
year
we're
starting
to
try
to
figure
out
all
of
the
legislation
that
was
implemented
or
passed.
We
we
had
74
bills
that
passed
both
houses
and
some
are
have
been
signed
by
the
governor.
Some
are
waiting
for
his
signature.
Some
will
probably
just
not
get
signed
but
go
into
effect,
so
we're
trying
to
decide
how
that
impacts,
schools
and
our
office.
J
So
you
can
imagine,
that's
that's
pretty
big.
They
were
busy
this
year
out
of
the
74
education
related
bills.
23
are
new
educational
mandates
and
out
of
those
23
educational
mandates,
three
of
them
are
curricular
mandates,
so
there'll
be
some
busy
times.
Some
of
them
have
immediate
effective
dates.
Others
will
be
future
effective
dates,
but
just
trying
to
manage
all
that
and
provide
support
for
the
school
districts
on
how
to
manage
all
that.
So
that's
where
we're
at.
K
Thank
you,
Mr
chairman,
you
know
I'm,
first
of
all
how
I
am
about
truancy,
but
when
you
mention
the
word
curriculum,
can
you
just
give
one
little
example
of
what
might
be
one
of
the
biggest
changes
in
curriculum.
J
So
one
of
the
things
that
there
the
state
is
looking
at
is
a
literacy
program,
a
Statewide
literacy
initiative
and
that's
going
to
be
a
process,
that's
going
to
take
probably
a
year
or
so
they're
doing
some
listening
tours
right
now
and
trying
to
develop
that
and
then
they'll
Implement
that
that
will
be
a
future
mandate
that
will
impact
us.
Other
things
are
things
like
this
year.
There's
a
Native
American
history
component
that
will
be
required.
J
There's
an
Italian
American
history
month
is
October
now
I
think
so
things
like
that
are
implemented
so
just
kind
of
pushing
along
in
those
areas.
B
Mr
Hunter,
thank
you.
Mr
chairman
Frank,
a
couple
questions
piggyback
on
what
Carol
indicated
I
know
when
School
District
111.
They
have
a
a
tremendous
problem
with
truancy.
I
mean
it's
almost
Criminal.
B
How
do
you
address
that
with
your
from
your
office,
because
I
know
I
can't
remember
the
lady's
name
who
comes
to
the
Hispanic
partnership
on
occasion
and
and
we
we
pose
that
question
to
her.
Additionally,
the
other
component,
the
Hispanic
Community
during
the
Christmas
holidays.
You
know
that's
an
issue
in
terms
of
them
going
to
Mexico
and
not
coming
back
for
some
period
of
time.
B
J
So
those
are
all
pretty
big
challenges
for
our
our
team
and
what
we
try
to
do
is
educate
the
parents
on
the
importance
of
being
in
school.
Obviously,
but
some
of
that
stuff
is
cultural
and
you
know
it's
it's
important
to
them
to
have
their
families
together
for
that
time,
so
we
try
to
encourage
them
to
to
bring
work
or
to
get
work
to
make
up.
J
The
other
thing
to
keep
in
mind
is
that
some
of
that
stuff-
and
it's
a
case-by-case
basis,
so
but
sometimes
the
value
of
that
time,
that
they're,
together
with
family,
is
educational
as
well,
and
we
don't
give
credit
for
that
kind
of
a
thing
but
to
try
to
utilize
that
we're
looking
at.
How
can
we
encourage
them
to
utilize
that
time
and
provide
them
with
resources
to
to
educate
while
they're
gone
the
challenge
of
getting
them
to
not
be
gone?
J
Is
that's
not
going
to
happen,
so
how
can
we
work
together
with
them
to
provide
them
with
the
resources
to
supplement
that
education,
while
they
are.
J
They
don't
really
have
a
probation,
they
have
a
rating
system
now
and
I.
Don't
know
off
the
top
of
my
head,
which
schools
are
in
the
different
categories.
What
do
you
call
them?
Then
I
mean
and
again
I'm
I'm
drawing
a
blank.
Their
exemplary
needs,
Improvement.
J
B
And
I
don't
remember
because
you
know
when
you
think
in
terms
of
the
schools:
what's
an
Edison,
nobody,
it
is
reading
a
grade
level
at
that
school
and
I've
heard
there
are
several
other
schools
in
school
district
111..
B
It
may
not
be
the
right
category
or
description
of
their
status,
but
it's
essentially
probation
in
terms
of
dire
circumstance
in
terms
of
lack
of
achievement.
J
Yeah
and
I
think
that
we
need
to
look
at
what
the
root
cause
of
those
issues
are.
I,
don't
think
it's
necessarily
the
school
I
think
there's
other
factors
that
play
into
that
and
when
we
look
at
how
students
move
from
one
place
to
another,
we
need
to
look
at.
What's
creating
that
that
data
point
and
I
think
that's.
The
important
piece
is
when
we
look
at
reading
levels
or
not
reading
at
grade
level.
J
That's
a
that's
a
test,
a
point
in
time
of
a
test
score
and
those
can
be
dangerous.
So
we
need
to
look
further
at
that.
It's
a
it's
a
it's
an
indicator
for
sure.
So
now,
let's
look
and
start
digging
into
that
and
I
think
that's
the
important
piece
for
those.
L
J
A
J
We
also
have
our.
We
also
have
our
our
superintendent
meetings,
where
we
just
had
the
superintendents
together
yeah,
so
we
certainly
can
okay
work
together
and
figure
that
out.
Okay,
thank
you.
Yeah.
A
Great
thanks,
Tac
Karen
is
zooming
in
today
you
have
a
monthly
report
in
front
of
you.
Is
there
a
motion?
Mr
long?
Second
Mr
Fairfield,
any
questions,
thoughts,
all
those
in
favor
of
putting
it
on
file,
say
aye,
those
opposed
on
time
all
righty
Four's
yours.
I
Good
morning,
I
really
don't
have
a
whole
lot,
so
we
do
not
on
your
sheet.
I
do
want
to
make
everybody
aware
that
this
year
is
the
Veterans
treatment
Court
for
our
area's
10th
anniversary.
So
in
November
on
November
9th
that
Thursday,
we
will
have
be
having
a
large
celebration,
we're
hoping
to
get
everybody
back.
That's
either
worked
with
or
been
through
vets
Court
back
that
day
and
I
definitely
would
love
for
all
of
you
to
put
that
on
your
calendar,
also,
but
other
than
that.
I
Oh,
absolutely,
our
numbers
go
up
and
down
a
little
bit,
but
we
are
busier
than
ever.
We
can't
keep
up
we're
booking
our
appointments
two
to
three
weeks
out
at
minimum.
So
it's
a
lot.
Thank
you.
A
Any
other
questions
Mr
Hunter
thank.
B
You
very
much
Miss
chairman
Karen.
We
had
a
conversation
yesterday
and
I'm
looking
at
your
reporting
here,
where
you
have
a
couple
of
positions
posted
my
question
to
you:
how
bad
or
dire
are
your
Personnel
needs.
I
So
right
above
what
you're,
reading
right
there,
so
the
two
positions
that
are
posted
one
will
be
our
intake
person
like
our
receptionist
admin
assistant
and
then
we're
hoping
to
hire
another
vso,
but
Amanda
has
passed
her
basic
benefits,
which
is
the
accreditation
course
so
she'll
be
moving
up
to
vso.
So
we're
hoping
with
those
two
vsos
and
the
new
admin
will
be
good
for
a
while.
So.
B
F
A
These
are
questions.
Okay,
thank
you.
Moving
on
County,
Administrator,
Anita
Speckman
anything
today,
Anita
I
thought.
M
M
Currently
have
10
openings,
we
had
eight
in
June,
so
a
couple
additional
of
those
eight
out
of
the
ten
are
over
30
days
old.
That's
another
criteria
that
I
look
for,
are
our
opening
stale
or
are
they
relatively
new?
What's
our
turnover
kind
of
doing
those
stale
ones
are
are
really
more
hard,
more
technical
in
nature,
or
we
have
several
attorney
positions
open.
Those
are
always
harder
to
fill
they
take
longer.
M
So
currently
we
have
two
public
defender
positions,
one
full-time
one
part-time
and
then
one
assistant,
State's
Attorney,
so
those
have
been
out
there.
M
All
three
of
those
have
been
out
there
for
a
bit
so
of
those,
then
following
is
new
employee
orientation
or
new
higher
orientation,
which
we
hold
monthly,
and
you
can
always
kind
of
tell
two
that
follows
how
we're
doing
in
hiring-
and
we
actually
cancel
new
employee
orientation
this
month,
because
we
only
had
one
person
sign
up,
so
that
tells
you
that
positions
are
more
stale,
that
they're
not
being
filled
so
that's
kind
of
where
we're
at
right
now,
and
we
also
it's
also
an
indication
of
the
smaller
number
of
positions
open.
M
So
if
you
remember
back
a
year,
18
months
ago,
we
were
looking
at
15
to
18
positions
open
at
a
time,
so
we're
now
down
to
10
last
month
was
eight
nine
in
May,
so
we're
kind
of
hanging
out
at
that
910
kind
of
range.
So
you
know
considerably
less
than
where
we
were
a
couple
years
ago
or
18
months
ago.
We
do
continue
to
reach
out
and
try
and
get
out
into
any
of
the
job
fairs
to
get
our
names
out.
M
There
I'll
be
attending
along
with
several
other
people,
but
the
County
Recorders
community
resource
Fair
on
Saturday,
that's
July
29th
from
10
to
1
at
the
Olivet
Nazarene
University
warming
house.
M
M
Probation
also
has
an
administrative
secretary.
Animal
Control
has
a
kennel
technician,
one
part-time
and
one
full-time,
so
they've
got
two
kind
of
technician:
positions
open
and
then
the
three
attorney
positions
I
mentioned.
Thank
you.
B
Mr
Hunter
come
in
Anita.
Thank
you
very
much,
an
excellent
report
Anita,
it's
something
we
probably
need
to
to
think
about
when
next
month,
I
assume
with
the
when
Roe
comes
to
us.
In
light
of
the,
how
can
I
even
phrase
it
the
the
Supreme
Court
ruling
on
the
safety
act
and
the
expedited
requirements,
hearings
and
so
forth,
I
would
assume.
That's
just
me
saying.
I
would
assume
that
his
Personnel
needs
are
going
to
be
substantial,
as
well
as
maybe
even
the
public
defender's
office,
so
pre-trial.
B
Guys,
probation
yeah,
hey
guys,
you
better
be
you
know,
prepared
for
when,
when
those
guys
come
to
us
for
additional
personnel
and
we're
going
to
have
to
find
out
where
the
money
is
and
where
we
can
find
it.
Because
the
affirmation
of
the
safety
act
requires
a
lot
more
responsibility
of
of
the
county.
A
They're
going
to
give
us
money
to
cover
that,
though
right
yeah,
right,
yeah,
right,
yeah,
yeah,
yeah,
just
add:
what
do
we
estimate?
I
know
we
we
did.
The
you
know,
like
all
of
our
collections,
went
down
once
we
couldn't
keep
people's
driver's
license.
We
don't
collect
any
money
from
from.
A
That's
the
fines
and
the
fees
yeah,
that's
terrible,
but
that
was
what
four
or
five
hundred
thousand
dollars
I.
Think
yeah.
A
Apparently,
crime
unfunded
marriage
does
pay
any
other
questions
for
Anita
and
by
the
way,
there's
some
discussions
going
on
in
the
very
near
future
about
court
operations.
So
we'll
know
more
how
that
impacts
Tyler
and
how
we
program
that
system.
You
know
there's
more
to
come
on
this,
so
you're
correct.
A
A
Thank
you
good
thing:
your
salary
reappointment
of
Eric
Blair
to
the
Kankakee
County
Supervisor
of
Assessments.
It's
got
to
be
a
some
kind
of
mistake
here.
So
yes,
I
know
so
I
I.
What
is
it
five
or
six
years?
I
can't
remember
it's
four
okay!
Well,
obviously,
I
can't
remember
it's
every
four
years
we
have
to
reappoint
and
that's
that's
part
of
the
state
statute.
So
this
is
the
first
leg
in
that
journey
is.
A
Does
anybody
want
to
grill
our
supervisor
of
Assessments
about
his
policies
or
procedures,
or
is
someone
ready
to
make
a
motion
that
we
retain
as
Services
we'll
go
with
Mr
featherling
Ms
Foster,
all
those
in
favor?
Well,
I
tell
you
what
let's
do
a
roll
call
just
because
we're
spending
money
at
some
point.
A
A
All
right
onto
full
board
I
have
two
more
here:
the
reappointment
of
Charlene
part
of
the
Kanki
River
Valley
Forest
Preserve
District
board
an
appointment
of
Christine
kirschner
to
the
Essex
Township
Fire
Protection
District.
Is
there
a
motion
to
combine
and
approve
Mr
eckhoff,
a
second
Mr
long,
all
those
in
favor
say
aye
aye.
Those
are
the
same
sign
motion
carries
we
have
an
opening
on
the
McGillivray
special
drainage
district
and
another
on
the
cabery
area,
Fire
Protection
District
now.
Does
anybody
have
any
new
business.
A
Because
I
need
a
motion
to
go
into
executive
session
really
regarding
litigation
and
it's
actually
on
three
different
fronts.
So
I
will
ask
Mr
Coughlin
to
stay,
but
I
have
a
motion
here.
Mr
long,
a
second
about
Mr,
eckhoff
and
I
need
a
roll
call
vote.
Please.
A
A
You
I
apologize,
Miss,
Gowdy,
there's
somebody
blocking
your
view,
but
I
didn't
see
you
there
give
us
just
a
minute
to
change
us
over.
You
know.
A
All
right,
we
are
back
from
executive
session,
looks
like
we,
the
whole
band's
still
here.
Yes,
all
right,
we
had
new
business.
Is
there
any
old
business.
A
A
L
Okay,
I
would
like
to
thank
all
the
people
that
helped
supported
it
to
help
support
Dr,
Martin,
Luther
King
foundation
and
especially
the
people
from
the
County
Board.
They
came
and
I
hope
they
enjoyed
themselves
the
food,
the
fun,
the
Fashions
and
everything,
and
is
it
okay
if
I
say
who
they
were?
They
came.
Oh.
L
Okay,
Mr
Coughlin
Stephen,
J,
Hunter,
Peggy,
Sue,
Monday
and
Jessica
Andrade
and,
without
a
doubt,
my
right
hand,
person
care
whatever.
Thank
you
very
much.
A
Mr
featherwing:
do
you
have
something
some
emotion
to
adjourn?
He
has
a
motion
to
adjourn.
Is
there
a
second
Mr
care
Hulk
from
the
back?
He
is
back
there.
All
those
in
favor
say:
aye
aye
same
side.
They
just
see
a
handle
it
at
the
top
of
the
chair.
