Executive Committee Meeting 12/26/2017 9:00 AM
A
B
C
Said
on
yes,
Nikki,
oh
good
morning,
Nikki
hr:155,
no
Connor,
Kankakee,
Illinois
I
spoke
before
you
two
weeks
ago
or
December
12th
that
account
for
county
board
meeting
in
reference
to
a
BAC
issue
and
I've
come
back
to
also
it's
really
written
appoint
happen
here.
There
comes
a
point
where
you
have
to
raise
a
fundamental
question:
who
is
qualified?
Normally,
when
you're
talking
about
minority
applicants,
you
hear
all
the
talk
about
water
and
we
can't
find
in
qualified
applicants.
C
A
E
A
B
A
B
A
A
All
right
moving
on
no
presentations
approval
of
the
minutes.
We
have
from
April
2016
through
November
28th
to
2017
somebody's,
been
busy
deed,
a
motion
to
approve
all
those
minutes.
Mr.
Lachaise,
mr.
Bern,
all
those
in
favor
and
those
opposed
motion
carries
I'm
legislative,
steve
leer.
Is
there
anything
to
convey
before
your
discussion
about
the
ordinance.
D
D
A
You
motion
to
waive
the
reading
and
approve
second
by
mr.
C
Roy.
Basically,
we
have
to
have
this
on
the
books
by
the
end
of
January.
I
believe
is
that
correct?
Yes,
so
all
units
of
government
have
to
get
a
policy
I'm
on
the
books.
Not
was
there
any
any
guidelines
that
in
that
or
it's
just
our
policy?
Would
you
know
if
this
was
produced
after
any
other,
that
mirrors
any
other
County
or
entity,
or
my.
D
A
G
A
H
H
G
F
D
A
I
A
Much
and
you
know
we
can,
if
there
is
anything
in
there,
you
have
questions,
we
could
actually
address
it
at
the
full
board.
I,
don't
necessarily
when
I,
when
I
read
through
it,
I
didn't
see
anything
that
jumped
off.
Is
you
know
out
of
the
ordinary,
but
you
know
you
can
bring
it
back
to
the
full
board
and
if
there
is
an
amendment
to
be
made,
I
don't
see.
J
Giving
rise
to
the
current
drama
this
in
the
medium
I
think
this
is
a
step
in
the
right
direction
to
solidify
base
and
I.
Don't
see
any
objections
to
what
I
kind
of
peruse
over
and
I
trust
that
between
the
state's
attorney
and
the
UCC
I
that
because
they're
Jenny
guna
with
the
attorneys
to
kind
of
protect
the
county
with
the
necessary
language,
so
I
see
no
reason
to
refrain
from
moving
it
forward.
I
think
it's
a
step
in
the
right
direction.
Thank
you.
G
A
G
J
Justin
Hannon,
no
because
I
know
we
have
to
do
it
as
a
district,
but
there
are
a
series
of
videos
that
we
have
to
pass
in
concurrence
with
state
and
federal
laws
that
we
do
through
called
the
gcn
training
and
I
need
to
see.
If,
if
there's
a
way
that
we
can
probably
Institute
that
there
they
just
take
it
you're
doing
like
a
workshop,
whatever
it
is,
patina
have
to
take
the
training.
So
that
way
it
also
solidifies.
J
A
H
A
A
Would
work
yeah
I'll,
do
it
later
moving
on
Thank
You
mr.
leer,
for
that
I
know
appointments
information
services?
Any
report
was
to
do
well,
nothing
today:
health
department,
mr.
Bevis,
nothing
today,
schools,
dr.
Gregg,
Murphy.
You
have
nothing
from
schools
today,
VA
see
I
have
their
monthly
report
to
put
on
file
the
motion
to
approve
mr.
burns.
Second,
mr.
Washington,
all
those
in
favor
those
opposed
motion
carries
personnel,
HR
issues,
V
AC.
We.
I
J
A
With
personnel
HR
issues
adopting
the
EEOC
utilization
report
or
EEO
utilization
report,
it's
in
your
package,
something
that
we
have
to
do
every
year,
it's
prepared.
It's
was
a
change
this
year,
kind
of
threw
us
for
a
loop
just
trying
to
figure
out
how
to
get
this
done
online.
So
we
finally
figured
it
out
we'll
know
for
the
future.
Put
it
like
that.
So,
basically,
this
is
a
standard
form.
Every
every
year
we
have
to
fill
out.
A
A
G
A
A
A
Alrighty,
so
I
guess
I
have
a
motion
in
a
second
all
those
in
favor.
Those
opposed
motion
carries
moving
on
administrative
issues,
resignations
appointments
and
reappointments
I
have
a
resignation
of
Terry
high
tower
from
the
Joe
Venice
drainage
district
resignation
of
Thomas
case
from
the
st.
and
Fire
Protection
District
appointment
of
Michael
Taylor
to
the
Kankakee
County
Board
of
Health
appointment
of
Don
D
miracle
I.
Tell
you
what's
up,
I
need
a
yeah.
H
A
It's
well
we're
just
announcing
those
resignations
I'll
get
a
motion
to
combine
all
of
the
next
ones.
So
I'll
read
the
next
ones
that
I
need
a
motion
to
combine
and
approve
those
appointment
of
Michael
Taylor
to
the
Katy
County
Board
of
Health
appointment
of
Don
D
miracle
to
the
Kankakee
County
Regional
Planning
Commission,
and
the
reappointment
of
Gerald
Thiessen
to
the
Yellowhead
and
Washington
Union
drainage.
District
number
2
motion
to
combine
and
approve
mr.
Washington.
Mr.
Lodge
s,
all
those
in
favor.
Those
opposed
motion
carries
not
seeing
a
couple.
A
A
couple
of
openings:
two
openings
on
the
Kankakee
County
Regional
Planning
Commission
have
six
openings
on
the
Board
of
Examiners
and
appeals,
one
opening
on
the
Joe
Bennett's
drainage
district,
one
opening
on
the
manteno
drainage
district
number,
three
one:
opening
on
the
manteno
number,
nine
drainage
district,
one
opening
on
the
st.
and
fire
protection
district
and
that's
it
for
the
openings
under
other
business.
A
This
is
not
available.
Yet
this
amendment
to
the
economic
alliance
agreement,
I
can
explain
a
little
bit
about
it.
When
it'll
come
back
before
you
I,
don't
have
the
exact
language
here
and
then
we
won't
vote
on
anything
before
the
language
is
froze,
but
basically
there
was
a
a
something
that
was
overlooked.
The
last
time
that
we
hired
the
chairman
of
the
economic
Alliance
and
went
to
committee,
and
it
never
went
to
the
full
board
for
approval,
and
so
we
need
to
clean
that
up,
because
that
is
an
a
mistake.
A
A
This
was
last
year.
Excuse
me,
the
previous
year,
so
this
was
before
I
was
sitting
here.
This
was
in
the
previous
administration,
so
those
of
you
that
were
at
the
committee
meeting,
this
went
before
Finance
back
in
mid-2016,
but
never
went
any
further
to
the
full
board,
so
we're
gonna
we're
gonna
fix
that
situation
tie
up
some
loose
ends.
A
At
the
same
time,
the
county
was
basically
paying
for
half
the
Alliance
for
years
and
years
and
years
it's
been
whittled
down
to
where
we're
contributing
on
a
much
smaller
scale
and
a
lot
of
other
businesses
have
stepped
up.
There's
more
community
support
for
the
organization
and
as
such,
are
voting
memberships
on
the
Alliance's
down
based
on
our
contribution.
So
the
public
side
has
picked
up
more
of
the
money
and
we
are
in
a
in
a
minor,
more
minor
role,
now
substantial
but
minor.
A
These
employees
that
work
there
are
still
County
employees,
so
the
County
Board
will
still
be
on
the
the
the
you
know
that
you
still
will
approve
those
hires
going
forward,
but
we
will
have
one
person
it'll,
be
me
or
my
designee
on
the
hiring
committee
for
those
positions,
so
we
buy
by
us
using
resources
towards
that
organization.
I
felt
it
was
our
our
purview
to
be
able
to
be
in
on
the
hire
to
make
the
ultimate
decision,
because
is
still
the
only
governmental
entity
that
funds
at
that
level.
A
But
we
need
to
put
that
into
the
amendment.
So
I
just
want
to
let
you
know.
What's
coming
and
it's
our
intent
to
fix
this
and
the
only
reason
I
knew
about
it,
god
bless
for
you,
somebody
put
in
a
FOIA,
and
it
alerted
me
that
that
this
actually
did
not
happen.
So
sometimes
those
things
work,
they're,
not
all
just
to
do
since
no
I'm
just
kidding,
but
this
actually
worked,
and
it
said
we
have
to
fix
something
because
we
didn't
do
things
the
way
it
should
have
been
done
originally
and
I.
A
Don't
think
it
was
intentional.
I
know
that
if
some
things
were
were
asked
of
the
state's
attorney's
office
that
didn't
get
completed
and
I
don't
mind,
saying
that
it's
sad
over
there,
the
whole
time
so
and
I'm
not
just
beat
a
dead
horse.
That's
exactly
what
happened.
I,
don't
mind
saying
it.
So
if
anybody
has
any
questions
about
that,
please
give
me
a
call.
We
happy
to
explain
it.
I
mean
mr.
Vickery
met
with
the
Alliance
leadership
and
chairman
of
the
board,
and
we
worked
this
out
and
I
think
everybody
is
amicable
on
that.
A
J
A
A
Committee,
it's
not
our
part
of
our
government.
This
is
the
VA
see.
Has
an
independent
board
made
up
of
the
heads
of
all
the
different
veterans
associations
in
the
county?
They
elect?
Third,
they
a
point
or
higher
their
own
people
without
any
vetting
or
consideration.
We
have
no
oversight
over
the
VA,
see
not.
J
J
All
unlike
the
AOC,
is
for
the
federal
to
eat,
no
matter
what,
because,
when
I
checked
with
the
Department
of
Justice,
it
said
if
money
is
funding
anywhere,
in
fact,
through
federal
government
or
state
government,
every
tear
that
it
goes
through
can
always
make
sure
that
they
are
or
to
ask
questions
to
see
if
they
are
EEOC
compliant
or
where
is
to
make
sure
the
process
is
fair.
So,
therefore,
even
though
we
are
not,
they
still
have
to
answer
to
us
as
far
as
giving.
A
J
A
F
A
J
J
A
To
make
the
application
is
available
on
our
site,
then
it
would
have
to
be
if
they
asked
us
to
post
it
for
them,
because
we
have
a
big
website
and
then
we
could.
We
could
do
that.
Potentially
I
don't
know
if
it
causes
more
problems
in
it.
It
solves,
but
I,
just
I'm
not
disagreeing
with
with
somebody's.
You
know
position
that
they're
qualified
for
a
job
when
I
disagree
with
that
was
we
have
anything
to
do
with
any
of
this,
and
we
have
no
oversight
and
is
improper
for
us
to
sit
up
here
and
grill.
A
H
A
J
A
F
When
we
first
broached
the
subject
of
forming
that
DAC,
the
only
Connection
we
had
with
them
was
helping
them
financially
to
get
established
until
the
levy
was
kicked
in
and
then
they
paid
that
money
back
from
that
point
on
it
was
it's
fully
their
responsibility
with
their
board
and
everything
we
don't
have
any
control
over
them.
We
only
and
the
levy
it's
what
they
asked
us
to
do
and
when,
when
we
had
a
problem,
but
we
had
to
reduce
the
levy
some,
we
reduced
the
levy
because
of
our
financial
condition,
not
because
of
a.
J
J
A
Because,
actually
that
person
didn't
hire
themselves
and
then,
when
we
sit
in
front
of
you
asking
questions
about
themself
that
they
can't
answer
you
know,
so
that's
I
would
say
that
that
might
be.
Even
you
may
disagree
with
what
happened
that
is
unfair
to
that
individual,
because
they
didn't
hire
themselves.
The
board
and
I
would
say,
needs
to
be
asked
those
questions
and
I
would
just
leave
it
that
way.
