reports
for

end

year.

first
I
wanted
to
touch
on
is
the
2021
turnover
rate,
and
I
typically
in
january
kind
of
give
you
an
overview
of
where
our
staffing
changes
occur
during
the
year
and,
as
you
can
see,
what
I
do
is
get
kind
of
a
an
average
number
of
employees
during
the
year,
and
you
can
see
there
was
a
drop
in
the
number
of
employees
during
2021.
We
went
from
503
a
year
ago
to
466
currently
so
about
40.
Less
people
terminations
is
really
a
big,
a
big
change.
It
actually
doubled.

So
we
went
to
from
55
to
111
terminations
in
the
year
there
were
16
retirements
and
the
rest
94
were
either
voluntary
or
involuntary
termination,
so
an
actual
three
percent
of
our
workforce,
so
23
of
our
workforce
left
and
three
percent
of
those
were
for
retirement,
so
we're
seeing
what
is
typical.
If
you
remember
right,
it
was
long
about.

think,
july
or
august,
when
I
talked
to
the
group
I
said
oh,
what
we
heard
coming
was
that
there's
going
to
be
this
big
wave
of
terminations
and
that's
exactly
what
we've
seen
it
is
interesting.
I
I'm
not
sure
how
many
as
I
was
going
through
them.
Maybe
four
to
six
I
saw
were
leaving
the
state
so
that
too
not
unusual
a
trend
we're
seeing
across
illinois,
so
so
we're
seeing
kind
of
what
we're
seeing
is
that
we
are
a
typical
employer
in
this
day
and
age
so
and
then
by
length
of
service.

really
spread
apart
across
you
know,
and
once
over
five
years
about
12
10
to
12,
all
the
over
20s
obviously
were
our
retirements.

couple
of
the
10
to
20
were
retirements
a
few
of
those.
So
what
we
see
happening
is
that's

longer
term.

longer
tenured
terminations
are
all
the
retirements,
but
that
first
year
trying
to
be
able
to
to
get
people
to
stay.

you
hit
five
years,
people
kind
of
are
locked
in,
but
those
first
couple
years.

not
a
fit
on
either

only
covid
that
were

didn't
utilize
fmla
because
they
had
time
in
their
bank
and,
quite
frankly,
there's
no
way
we
would
have
ever
it.

somewhat
difficult
as
well
to
sometimes
get
a
doctor
to
sign
off
on
fmla
paperwork,
so
we
really
tried
to
limit
that
use,
so
we
were
at
50
so
one
a
week
almost
so
it
increases
the
amount
and
then
there's
all
that
tracking
and
etc.
That
goes
with
with
any
federal
mandate,
so
fmla
a
little
more
activity
there
and
work
comp.
You
can
see
a
big
increase
in
work,
comp
from
17
to
30
cases
during
the
year.

really,
overall,
I
would
say
more
we're
seeing
more
activity
all
around
the
cases
open
as
of
january
of
those

are
still
open
and,

you

see,
two
cases
from
2020
are
still
open.

that
says

serious

they're
over

months
old

report

funds

spent

things

done
and
considered
it's

In
this
report
we
tried
to
highlight
the
key
highlights.

a
mention
that
this
is
not
required
of
us
counties
with
more
than
250
000
residents.
This
is
required
of
them
annually,
so
we
still
wanted
to
go
ahead
and
do
this
report
for
transparency
reasons.
So
all

So
this
is
just
a
run
through
of
2021.

kind
of
run
through
this
information
quickly,
because
you
all
are
familiar
with
this
already
so
in
july
of
2021,
the
kankakee
county
respond
revitalize
and
reinvest
initiative
was
introduced.
That's
when
our
launch
report
launched
and
the
subcommittees
were
initially
introduced
to
kind
of
address
these
key
areas
for
the
response
to
the
covet.
19
pandemic
policies
were
later
established
in
august
of
2021.

Now
american
rescue
plan
act.
Funding
can
also
be
used
to
replace
lost
revenue
dollars
from
the
cloven
19
pandemic,
which
is
a
good
thing,
because
that
helps
replace
local
tax
dollars.
So
they
wouldn't
have
to
pay
for
these
things
that
we're
gonna
talk
about
two
million
one
hundred
and
sixty
four
thousand
five
hundred
and
twelve
dollars
was
allocated
from
the
lost
revenue
fund.

So
in
august
of
2021,
two
cap
funds
were
also
established,
so
you
could
see
the
different
sections
here.
This
was
mainly
to
do
this
really
to
get
the
funds
quickly
into
some
of
the
hands
that
needed
them
and
also
to
distribute
the
money
fairly.
So
we
talked
about
the
match
policy
that
the
kankakee
county
board
has
50
match
if
your
entity
is
located
solely
within
a
municipality.

at
the
end
of
this

I

a

this
will
be
on
the

mentioned,
that
master
list
shows
the
whole
list
of
all
of
the
allocations
for
every
city
and
township
in
illinois,

received
arpa
funding

policy
the
use

funds.

too

that
because
we
know
what
it
can
and
cannot
be
used
for,
but

like
all
grant
funding.

are

guidelines

county-wide
inclusion,

the
things

county
board
is
very
serious
about
is
equitable
outcomes.

we
want
to
make
sure

it's
fair
and
distributed
evenly

other
ways
how
we're
getting
this
word
out.

governmental

protection

who
originally
did

receive

funding
following

coven
19
pandemic,
so
the
ones

we
visited

this
report

that
year.
They
were
very
thankful
to
receive
these
funds,
helping
with
things
like
ppe,
payroll
expenses.
Things
like
that
local
businesses
for
the
year
of
2021
also
very
thankful.

lot

these
reports

I
looked

for
bigger
counties.
They
talked
about
the
planning
process.
Well,
the
business
owners
who
we
spoke
to
for
2021
were
very
thankful
to
the
kankakee
county
board
because
you
actually
distributed
funds
last
year
in
the
first
year
of
the
pandemic,
which
was
not
too
common,
so
they
were
very
thankful
for
that.
So
a
total
here
are
the
totals
for
the
local
businesses.

lot
of
them
expressed
that
they
were
able
to
bring
back
some
of
their
staff
that
they
had
to
lay
off
during
the
pandemic
supplies
and
things
of
that
nature.
So
our
local
businesses
in
the
area
for
2021
again,
you
all-

approve
more
allocations
moving
forward.
This
is
just
to
wrap

you
know
how
these
can
be
used
and
addressed,
but
it's
to
address
the
negative
impact
of
coven
19,
so
arpa
funds
are
different
from
lost
revenue
funds.
So
that's
why

the

separated
between

two

we'll
start
with
our
vaccination
ad
series.
I
see
mr
john

In
the
back
from
the
health
department,
we
partnered
with
city
news
and
taylor,
publications,
kankakee
county
board
approved
ten
thousand
dollars.

result
of
our
vaccination
advertisement
series
where
we
targeted
communities
of
color
who
showed
a
lower
impact
or
a
lower
data
data
rather
who
were
not
getting
vaccinated.
So
we
really
wanted
to
target
them.
We
use
community
leaders
like
dr
walters
pastor
crawford
here
from
morningstar
missionary
baptist
church
in
kankakee.

Micah
thomas
is
a
college
student,
so
we
tried
to
reach
out
to
some
young
people,
and
here
are
the
results
of
that.
We
started
in
october
of
2021
and
these
numbers
are
reported
from
the
health
department.
I
just
talked
to
john.
He
said
they
may
have
even
increased
since
then,
but
as
of
december
2021,
when
we
ended
this
vaccination
series.
These
are
the
increased
numbers
that
we
saw
as
the
end
of
that
targeted
campaign,
which
is
very
good
news.

we
talked
about
domestic
violence.
Increasing
we've
heard
states
attorney
jim
rowe.
Our
sheriff
mike
downey
talk
about
this
that
the
cases
are
increasing,
so
the
kankakee
county
board
decided
to
partner
with
harbor
house
to
help
address
this
situation.
Ten
thousand
dollars
will
go
to
them,
and
here
are
some
of
the
numbers
in
2021.
You
can

how
those
cases
really
rise
or
have
risen.

we
have
the
loxbox
initiative.
The
pledge
for
part
pledge
for
life
partnership.
Excuse
me,
so
ten
thousand
dollars
was
awarded
to
them
to
assist
with
locking
up
prescription
drugs.
We've
heard
pretty
lately
that
overdoses
are
at
an
all-time
high
for
2021
2020,
so
it's
very
significant
that
that
we
helped
to
address
this
as
well.
So
this
was
part
of
another
allocation
that
the
arpa
funds
were
actually
helpful
towards
this
picture.
Right
here
I

this
is
from
a
daycare
center
from
the
garden
of
prayer,
safe
haven,
child
care
center
in
aroma
park.

This
is
another
critical
service
that
we
heard
foster
care,
child
care,
critical
services,
youth
shelters,
so
ten
thousand
dollars
was
approved
for
the
garden
of
prayer.
They
were
very
thankful.
They
also
serve
the
county-wide
as
well.
Most
of
these
organizations
listed
in
this
report
are
county-wide.
They
serve
county-wide
residents.

Next,
we
have
options
center
for
independent
living.
They
help
those
who
live
more
independently.
They
talk
about
this
program,
a
lot,
the
ramp
assistance
program.
So
before
these
funds
were
awarded
through
the
arpa
funds,
there
was
an
unmet
need
for
the
unincorporated
areas
outside
of
kankakee
in
the
area
that
they
serve.
So
they
were
really
thankful
for
the
ten
thousand
dollars
that
the
kankakee
county
board
approved
for
this
program,
because
now
they're
going
to
be
targeting
those
in
the
unincorporate
areas
and
helping
them
be
more
mobile.

the

forward
in
in

kankakee
county
courthouse
will
be
undergoing
major
renovations

this

building

majority

the
services
are
used
in
kankakee
county.

it's
it's
a
big
need
there.

are
those
dollars

came
out
of
lost
revenue
funds

safety,
coven,

critical
infrastructure.

of
that
makes
up
county
government
operations.

one
that
they're
not
gonna,
allow
us

needed
somewhere

convenient

capable
of

weigh

year-end
report,

we
could
actually
even
jump
to
the
next

kind
of
a
couple,
simple
breakdowns,

I

talk

little
more
in
depth
about
the
numbers.

say

numbers
are
relatively
new
to
us.

we
had

kind
of
had
a
soft
start

open,

we
did
our
first
kind
of
big
press
push
in

far
as
rolling
the
program
out

to
our
old
numbers,
things
look
pretty
good,

sixteen
hundred
individual
transactions
and
we
kind

looked
at
this
in

three

the

poundage

tonnage?

the
individual
transactions

a
maybe
a
simpler

have

county
non-county
municipality
and

little
bit

try

tried

sure
everybody

mantino's

they

individual
waste
collection.

live

the
village
of
mantino,
they
will
still
pick
up
your
waste,
but
as
a
cost-saving
measure,
we
wanted
belsons
to
be
the
single
point
of
contact,
so
we
have
a
breakdown
between
what
the
village
has
done
in
the
clean
green
and
then
what
the
residents
have
brought
in
from
mantino.
So
mantino
represents
17
of
our
our
tonnage
stream,
but
it
is
broken
into
those
couple
categories
same
with
the
with
the
village
of
bradley.
This
was
a
cost-saving
initiative
for
kind
of
everybody.

Going
into
this
we
were
allowed
to
reduce
some
waste.
We
were
allowed
to
see
some
good
good
numbers
back,
and
I
would
say
that
this
report
to
you,
as
well
as
our
targeting
market
target
marketing
campaign,
that's
rolling
out
now
you'll
see
the
the
billboard
in
the
bottom
right.
You'll
start
to
hear
some
some
radio
ads
coming
out
about
e-waste.

We're
only
going
to
see
some
growth
on
these
numbers,
but
I
would
say,
for
a
partial
year
and
a
great
partner
in
belson's
scrap
steel
center
we've
been
able
to
satisfy
all
the
requirements
of
the
commun
consumer
electronics
recycling
act
in
collecting
this
residential
e-waste,
while
still
offering
a
program
that
we
believe
is
easy
to
use
for
our
residents,
and
it's
it's
abundantly
clear
by
those
numbers
that
that
people
are
using
it
and-
and
we
just
believe
that
this
will
this
will
grow
to
more
and
more.

successful
in
receiving
a
contract
with
dynamic,
again
who's.
Our
current
waste
hauler,
so
waste
goes
to
belson's,
is
sorted
and
weighed
and
then
gets
collected
by
our
waste
hauler
on
our
sarah
program.

one
look
back
on
a
two-year
program,
and-

you
know,
depending
on
how
far
the
chairman
would
like
to
discuss
this-
our
goal
is
to
use
these
numbers
to
make
sure
that
people
are
getting
value
out

back

this

and
say
okay,
we
want
to
re-up
on
a
contract
you'll,
be
able
to
see
exactly
what
the
numbers
look
like
and
see
whether
or
not
your
constituency
is
receiving
value
from
this,

we

offer

all
of
our
partners.

really
kind

want

take

deep
dive

this

the
numbers

There

people
who
live
at
a
certain
address,
maybe
are
listed

bradley

bourbon,
and
we
want

make
sure

clean,

this
was
kind
of
a
first
look
at
those
numbers
for
for
this
board

subsequently
we'll
be
taking
this
out
and
sharing
this
with
the
remaining

the

little
less
less
than
one
percent
number
in
there

kind

little
piece
of
those
cleanups.

that
way
this
might
morph

pretty
good
image
for
everybody
to

program
for

city

kankakee
and
the
village

bradley
had
e-waste
drop-off
sites.

the
village
component
is
the
their
drop-off
site,
and
that
is
monitored
by
the
village
of
bradley
is
a
secured
site
now,
and
so
that
you
can
see
the
majority
of
their
waste
stream
is
coming
from
that
drop-off
location,
not
as
many
of
their
residents
are
going
directly
to
to
belson's.

from
a
program
perspective.

we
would
like

see
everybody
go
to
belson's,
but
this
is
where
our
individual
partners
have
a
little
bit
of
liberty
in
that
program,
but
it's
dropping
off
at
belson's

customer

a

query

exact
corporate

residents
there
as
we
kind
of
query
those
out

is
a

mantino
addresses
and
then
the
mantino,
because
in
our

our
system,
in
the
the
inbound
it
just
village

bantino

public
works,
calls
belson's
and
says:

dropped

they

a
karma
community,

and
mantino
previously

sites,

it
makes
sense

they

up

majority

our

can't
speak
to
why
kankakee
doesn't
have
a,
but
a
kankakee
resident
conceivably
could
have
dropped
off
at
the
bradley
location
too.

always

is

we
talk

getting
partners
into

system,
we
want
to
make
sure
that
people
who
are
paying
for
this
service
are
receiving
benefit
on
behalf
of
their
residents

that's

secure

more

that
drop-off

belson's
is
more
valuable,

we

make
the
program

can
have
more
money
to
market

this

tvs,

are
the
most
noticeable
items
that
we're
getting
out

waste

a

psa,

set-top
boxes,
keyboards

don't
throw
them

trash
they're,
not
they're,
not
supposed
to
go
in
the
trash,
it's
illegal
to
place
them
in

trash,

so
conveniently
in
trash
bags
that,
I
think
sometimes
that's
an
easier
solution.
So,
but
we
just
we're
trying
to
get
this
information
out
to
people
to
let
them
know
that
this
is
a
really
easy
opportunity
to
drop
it
off
and
that
will
bump
that
waste
stream
even
further.

meeting
on
monday
that
was
zoom.

also
had
some
information
that
the
chairman
chaired
that
I
would
give
you
some
key
dates
in
terms
of
the
general
assembly
on
february,
2nd,
the
governor's
state
of
the
state.
The
budget
address
is
scheduled,
they're
technically
scheduled
to
adjourn
april
8th,
but
that's
likely
to
be
delayed
according
to
information
at
ucci,
so
things
are
kind
of
slow
they're
keeping
in-person
sessions
very
limited,
and
so
we'll
have
to
see
how
things
go
along.

In
terms
of
actual
actions
that
have
taken
place,
the
governor
did
continue
to
make
significant
use
of
executive
orders,
extending
several
of
them
to
february
5th
2022
in
particular,
one
that
the
public
is
probably
aware
of
is
executive
order,
2022-03,
which
requires
school
districts
to
take
some
specific
measures
to
ensure
the
safety
of
students
in
schools.

Also,
the
governor
did
sign
a
criminal
justice
bill
h,
bill
3512
that
made
some
small
changes
in
terms
of
the
previous
criminal
reform
bill.

We
know
our
own
state
representative,
jackie
hans,
has
a
it's
co-sponsoring,
a
bill
that
would
actually
have
to
do
some
additional
things
in
terms
of
that
criminal
justice
reform
bill
passed,
the
governor
did
sign
a
bill
house
bill
1953.

That
would
clarify
some
of
the
things
in
the
election
code
and
the
governor
signed
house
bill
31,
creating
judicial
sub-circuits
in
some
of
the
counties,
but
a
lawsuit
has
now
been
filed
in
regard
to
that.
So
that's
something
that's
quite
controversial
bill
that
we
probably
want
to
follow
with
senate
bill
3139,
that's
going
to
deal
with
reimbursement
for
probation
and
the
probation
department
and
gradually
increases
that
reimbursement
to
100
percent.
So
hopefully
that
bill
moves
along
at
the
ucci
meeting
itself.

They
also
mentioned
that
there's
a
plan
in
place
to
have
some
regional
meetings
and
one
of
the
things
that
I
think
is
important
for
our
board.
Members
is
one
of
the
agendas
at
these
regional
meetings
would
be
training
on
freedom
of
information
act
and
open
meetings
act
as
that's
clearly
something
that
board
members
need
to
continue
to
be.
Conscious
of.

would
also
mention
a
couple
of
bills
that
are
going
through
the
legislature
senate
bill.
3460
is
a
bill
that
would
allow
county
board
to
deal
with
an
issue
if
a
member
of
the
county
board
was
charged
with
certain
crimes
and
could
be
on
if
this
bill
were
to
pass,
the
board
could
put
such
an
individual
on
paid
administrative
leave,
there's
also
bills
dealing
with
wind
energy
facilities.

have

goal
for
this

us

network's
fine

whatever
you

call

We've
had
people
at
times
more
vpn
in
this
stuff.

that
puts
a
heavier
load
than

would
normally

from
a
different
avenue.

copiers
that
you
guys
have
approved,
I
believe,
mid
last
year.
Well,
those
were
implemented.

Last
week,
17
copiers,
I
believe,
were
delivered
in
a
course
of
a
week
while
the
vendor
delivers
those
to
the
various
locations.
The
various
departments
we're
the
ones
that
actually
have
the
implement.
So
it's
not
they're
not
like
copiers
in
the
office
they're
used
by
every
departments
and
departments,
vendors
software,
so
they
require
full
administrator
access
on
the
network,
which
is
the
highest
security
you
have
to
have.
So
we
have
to
implement
those
to
put
them
in
place.

never
really
want
to
have
a
vendor.

are

experiencing

high
number

new
cases
every
day.
However,
we

beginning
to
see,
I
think,

back
side
of
the
curve.
So
I
think
we
are
on
the
downside
here
locally
in
our
community
in
the
last
five
days.
I
That's
a
number
you're
not
going
to
have
on
your
report,
because
I
pulled
it
this
morning
before
this
meeting
to
just
kind
of
see
where
we
were
at
in
the
last
last
five
days
in
terms
of
our
our
daily
numbers,
we
had
been
experiencing
approximately
200
or
more
cases
a
day
with
the
surge
in
its
in
its
height,
but
in
the
last
five
days
we've
been
averaging
around
100
and
I
think
the
last
few
days,
actually
according
to
cdc's
numbers
even
are
are
under
100,
like
95
92,
something
like
that,
so
omicron
or
delta,
or
a
combination
of
whatever

you

going
through
our
area
and
the
state
does
seem

be
slowly
starting
to
come
down
again,

is
a
positive,

event

have

van.

are
five
of
these
throughout

state
they
have
one
of

and
the
neat

about

streets

department

many

other

unable

service

the

the
state

regulated

health

no
control,

getting
complaints

facilities

to

stop
it
because
technically

crime
has
not
been
committed
until
they
do
it,
so
they

allowed
to
open
up,
they
were
operating,
they
seemed
to
be
doing
okay
and
then
they
weren't.

try
