Executive Committee Meeting 3/26/2019 9:00 AM

A
Ready
any
public
comment
today
from
the
packed
house
we
have
in
the
back
under
no
presentations,
prove
Allah
minutes,
February
26
26
2019
motion
to
approve
mr.
burns.
Second,
mr.
Haas,
any
discussion
all
in
favor,
say
aye.
Those
opposed
motion
carries
under
legislative
mr.
leer
just
a
second,
please
sorry,
good.
B
Thank
You
mr.
chairman
I,
don't
have
anything
from
UCC
I
directly
they've
got
a
legislative
reception,
that's
scheduled
tonight,
but
with
our
committee
meetings,
I
wasn't
able
to
make
those
I
would
hope
that
most
of
the
committee
members
and
hopefully
board
members
have
seen
the
email
that
the
corner
sent
out
in
regard
to
House
bill
106
amendment
1,
which
would
severely
reduce
the
fees
that
the
coroner
charges.
So,
if
you've
not
yet
had
a
chance
to
look
at
that
email
I
would
ask
you
to
turn
your
attention
to
that
email.
A
Thank
you
any
questions
about.
What's
going
on
in
Springfield,
I've
sent
out
a
couple
of
updates
about
legislation.
Our
lobbyist
is
one
of
the
services
they
provide
as
a
summary
of
specific
bills
that
may
impact
our
area
so
I
forward.
Those
on
to
you
for
your
perusal,
if
you
will
I've
submitted
witness
slips
on
all
those
issues
that
you
asked
me
to
support
or
not
support
from
the
last
meeting.
So
that's
how
we
we
do
things
if
use.
A
D
Okay,
I'll
keep
it
short
being
that
we've
finished
our
first
quarter
of
the
year
and
beginning
of
the
second
quarter,
I
passed
out
a
quick
progress
report,
a
status
report
about
our
major
project,
which
is
refreshing
all
the
pcs
in
the
building,
you'll
see
where
what
departments
we've
completed,
which
ones
were
yet
to
to
go
to
I've,
also
included
an
article.
That's
and
back
of
that
that
actually
explains
why
and
what
we're
talking
about
what
I
explained
to
the
Chairman
when
we
started
this
last
year,
the
importance
of
it
it's
an
industry-wide
situation.
D
That's
not
just
us!
If
you
have
the
funds,
you
want
to
do
this,
this
building's
going
pretty
well,
we
probably
would
even
farther
along,
but
the
county
clerk
in
the
finance
department
had
reasons
to
wait.
County
clerk
wanted
to
wait
until
after
election,
so
that
once
moved,
no
no
big
deal
in
the
finance
department
would
preferred
to
be
after
they
were
done
with
their
audit
or
at
least
farther.
D
Audit
once
we're
done
with
that,
we'll
go
and
grab
them,
I
hope
to
be
done
with
this
building
by
July,
which
allow
us
to
get
back
to
the
courthouse
and
the
annex
to
do
with
them
there.
There
are
a
lot
more
people
over
there,
but
thankfully
they
pay
for
their
own,
so
we're
providing
the
labor
it's
normal,
additionals,
convinced
to
the
county
board.
Oh
they're!
Not
if
you
have
any
questions,
it's
just.
We
want
to
make
I
want
to
make
sure
I.
Keep
you
aware
where
we're
going,
that
we're
moving
forward
with
that.
D
It
isn't
just
the
underlying
operating
system.
It's
the
office
we'd
rather
not
have
to
do
that,
but
it
also
has
security
issues
that
will
come
up
in
2020
and,
yes,
we
have
antivirus
we're
have
firewalls
in
there,
but
that's
the
front
door.
If
you
have
your
back
door
open,
it
doesn't
really
matter
that
you
like
left
that
open.
We
have
to
do
that.
To
what
we
see
is.
D
It
runs
fine,
but
if,
once
we
put
office
on
the
main
mail
application
that
this
building
most
of
the
county
uses
is
Outlook
and
that'll
just
randomly
freeze,
you
look
on
the
forum,
you
look
on
the
forums
and
the
rest
of
the
world,
saying
it
that's
what
it
does,
the
thankfully
they
don't
have
to
reboot
them
machine.
You
know
it'll
once
you,
it
only
happens
if
you're
not
using
it
very
much.
Most
of
us
are
always
emailing
something
so
you'll
never
run
into
that.
All
they
have
to
do
is
close
them
spree
start
it.
D
That's
not
enough
to
stop
what
we're
doing,
because
we
need
giving
how
many
buildings
in
campus
we
have.
We
got
to
keep
going
forward,
we
can't
go
backwards
and
I
don't
have
the
labor
to
take
it
off
and
then
go
back
again,
plus
we
pay
for
the
license,
we're
moving
for
so
we.
So.
Yes,
it's
not
just
Windows
10
it's
office.
It
was
having
a
problem
that
everybody
gets
it
it's
a
random
issue,
but
it's
nothing
that
stops,
works
or
should
slow
anybody
up.
It's
just
annoying
for
those
two
that
do
get
it.
D
And
I'd
like
to
thank
Planning
Department,
they
paid
for
some
of
theirs
from
grant
and
there
are
other
machines,
specifically
in
the
planning
department,
were
so
powerful
that
we
really
only
had
to
provide
two
operating
systems.
So
we
were,
we
were
able
to
save
or
save
you
a
lot
of
money.
Proportionally
I
mean
you
guys
do
what
millions
is
now
not
on
that
that
level,
but
plan
Department
paid
for
part
of
their
own,
and
we
always
appreciate
when
a
department
will
step
up
and
do
that.
A
E
A
You
you
have
the
entire
report
and
who
asked
you
not
to
email
it.
Okay,
alrighty
we'll
have
a
conversation
with
mr.
Murphy
and
we'll
get
you
that
she
was
telling
me
in
her
training
that
she
was
instructed
not
to
email.
That
report
I.
Don't
see
any
reason.
Why
not
so
I'm
you,
mr.
Murphy,
to
tell
me
that
there's
a
reason
that
shouldn't
be
emailed
does
that,
but.
A
A
A
A
B
E
A
E
G
G
So
the
budget,
our
budget
levy,
was
cut
back
in
2012
from
getting
like
220
a
year
to
I
think
a
hundred
and
ten
a
year,
so
that
we
would
spin
down
that
four
hundred
and
seventy
five
thousand
dollars
so
we've
all
but
spent
that
four
hundred
and
seventy
five
thousand
dollars
of
our
excess
levy
funding,
and
so
each
year
that
$35,000
negative
there
is
just
coming
out
of
that
little
excess
fund.
Probably
this
year,
is
going
to
be
the
end
of
that
excess
fund,
so
we're
next
year.
A
Seven
cents,
so
you
know,
we've
increased
that
levy
by
I
gave
those
percentages
tremendously,
since
this
happened
so
we're
trying
to
as
each
year.
We
have
to
ratchet
the
levy
up
to
try
to
get
that
back.
So
it's
a
it's
a
question
of
a
discussion
of
spending
versus
returning
a
levy
up
to
a
higher
level
to
to
match
that
we
are
required
to
to
do
these
things
in
to
fund
the
BAC
and
they're
required
to
justify
to
the
board
the
spend
for
the
requirements
of
that
funding,
and
so
they
have
their
own
board.
A
They
have
their
own
finances,
they
determine
their
own.
You
know
spending
patterns
and
what
programs
are
going
to
do
with
everything
else,
and
it
was
my
commitment
and
the
board's
commitment
to
honor
the
promise
that
was
made
to
return
them
to
a
higher
level
of
funding,
and
we
responded.
It
said
they
28%
increase
in
the
last
two
years
and
even
more
so
question.
E
G
G
H
G
G
Think
in
my
County
Rupe
are
the
governor's
report
that
I
turned
in
last
month
showed
that
in
this
last
year
our
office
brought
12
million
dollars
into
the
county
veterans,
and
that's
a
huge
fund.
I
mean
that's,
that's
huge
and
the
the
money
that
you
see
going
out
for
veterans,
housing
that
goes
to
mortgage
holders
and
rental.
G
A
Where
she
gets
up
here,
motion
to
accept
not
approve
mr.
Payton's.
Second,
mr.
Washington,
all
those
in
favor
those
opposed
just
to
draw
the
distinction.
The
VA
see
is
not
part
of
the
county.
Proper
I
just
want
to
make
sure
board.
Members
know
that
they
make
their
own
financial
decisions
were
responsible
to
do
a
levy
and
we're
supposed
to
work
together
to
determine
what
the
proper
levy
amount
is
supposed
to
be.
A
That
was
really
unfair,
I
think
to
put
us
in
that
position,
so
they
determine
what
services
they
can
provide
for
the
amount
of
money
that
we
can
give
them,
and
then
we
have
to
work
together
to
see
if
there's
any
more,
that
we
can
do.
Does
that
make
sense,
it's
fair.
We
work
together.
It's
not
I'm,
not
I'm
I'm,
nipa
ting,
and
neither
is
this
board
Wow.
I
But
it's
early,
you
have
the
staffing
report
in
front
of
you.
You
can
see
it's
a
little.
It's
changed
a
little
bit
from
the
what
it's
been
in
the
past.
Instead
of
a
one
month.
Look
it
actually
goes
back
a
year,
so
you've
got
12
months.
I
just
moved
everything
over
more
to
the
left
and
and
shortened
up
those
columns
so
that
you
can
see
a
trend
by
Department
again
December
of
2017
as
a
reminder
was
529,
which
is
what
we
were
at
in
January.
I
We
jumped
up
a
little
bit
in
February,
but
then,
as
always,
we
lost
nine
people.
We
had
a
net
of
a
loss
of
seven
people
in
March.
Thus
far
I've
got
a
couple
more
lien
on
my
desk
of
some
retirements
and
notices,
but
as
of
today
we're
at
five
hundred
and
twenty
six
of
note
is
the.
What
you
can
see
is
in
this
circuit
clerk's
office.
I
Remember
that
we
added
two
people
in
that
department,
this
fiscal
year
and
then
sandy
came
in
and
I
think
the
January
finance
and
asked
if,
instead
of
waiting
until
we
were
in
the
black,
could
she
hire
them
right
away.
So
you
see
those
two
additions
coming
up
in
there
other
than
that.
You
see
one
of
the
retires
out
of
the
sheriff's
deputy
department
and
then,
as
always
turnover
in
Corrections,
which
is
pretty
typical.
E
I
Other
thing
I
just
wanted
to
let
the
group
know
yes.
Last
Friday
we
did
have
Julie
birch
Brut,
no
Brooke
Brooke
Brooke
from
okay
GC.
That
is
the
firm.
That's
the
legal
firm
that
works
with
our
insurance
company,
and
that
is
the
firm
that
reviewed
our
policy
and
procedure
manual
last
summer
and
she's,
a
representative
and
attorney
for
them
in
employment
law
and
she
came
to
the
department
head
meeting
and
we
had
a
pretty
big
turnout.
I,
don't
know,
probably
40,
maybe
30
40
people.
I
We
encouraged
our
department
heads
to
bring
like
their
chief
deputies,
so
we
had
quite
a
few
of
those
show
up
and
she
did
pretty
long
conversation
about
everything
from
hiring
practices
all
the
way
through
termination
in
kind
of
employment
laws,
some
things
that
are
happening
there
and
pitfalls,
etc.
So
that
was
I,
think
well-received
by
the
group.
A
lot
of
good
information-
and
there
is
the
our
insurance
company-
is
putting
on
a
seminar,
April
25th
unemployment
law
a
little
longer.
It's
a
9:00
a.m.
to
2:00
p.m.
I
I
I
A
Always
get
a
hold
of
Anita
if
you
have
any
specific
questions
about
stuff,
no
minor.
Thank
you.
Okay.
Now
we
get
into
some
interesting
things.
I
guess
to
start
off
with
not
like
the
other
stuff.
Wasn't
interesting,
I
apologize
for
that.
You
know
these.
This
is
just
definitely
different,
got
a
preface
the
next,
the
next
portion,
with
a
little
reminder
of
what
what
we
did
with
the
Ethics
Commission.
When
this
started
some
years
ago
we
had
the
Ethics
Commission,
it
was
kind
of
inactive.
There
was
people
on
it
correctly.
A
Some
still
went
on
weren't
on
this
planet
anymore,
that
were
appointed,
so
we
working
with
mr.
Rowe
at
the
beginning
of
our
terms.
We
got
that
going
again.
That
was
important
to
have
the
Ethics
Commission
and,
and
talking
with
with
Jim,
said
hey,
you
know,
the
one
thing
I
have
an
issue
with
is
is,
and
he
did
too
is:
why
is
the
state's
attorney
the
ethics
adviser?
What
if
somebody
in
his
office
was,
you
know,
brought
up
on
ethics
charges
or
heaven
forbid
him?
How
would
that
that's
a
conflict?
A
We
thought
that
would
be
a
nice
independent
person
and
lo
and
behold
you
know
we
come
to
find
out
because
the
first
ethics
case
really
did
involve
both
my
office
in
his
at
the
time
it
was
dismissed
but
come
to
find
out
that
nobody
in
the
state's
attorney's
office
can
be
brought
up
on
local
ethics
charges
because
their
state
employees
they
it
only
goes
to
Springfield.
So
there
was
a
method
behind
the
madness,
with
the
way
that
it
was
written
before
okay
and
we
made
it
overly
cumbersome
to
set
it
up
that
way
unnecessarily.
A
We
thought
we
were
doing
the
right
thing.
It
was
the
right
thing,
but
we
just
didn't
have
all
the
facts.
The
state's
attorney,
who
looked
into
it
and
rep
you
know
kind
of
put
that
together
is
no
longer
here.
So
I
can't
speak
to
why
that
thought
process
happened
or
wasn't
investigated,
but
we
can
say
that
that
you
know
and
after
work
to
them.
A
Finally,
to
the
point
of
having
that
resolution,
we're
gonna
kind
of
go
back
to
the
future
a
little
bit
and
reset
it
up
the
way
that
it
was
supposed
to
and
the
first
step
of
that
was
Kendall
when
Zeeman
was
resigning
as
the
ethics
advice,
that's
the
first
step.
Okay
and
that's
on
here,
as
you
know,
just
as
kind
of
like
you
accept
the
resignation
when
we,
when
we
vote
on
it,
but
we
have
an
opening
on
the
Ethics,
Commission
and
judge
ones.
A
min
former
judge
one's
a
man
would
like
to
accept
that
position.
A
As
a
member
of
the
Ethics
Commission
I.
Think
that's
a
great
move
to
have
him
part
of
this.
A
lot
of
knowledge.
He
doesn't
have
to
practice
as
a
lawyer
which
it
became
a
problem
for
him
because
he's
no
longer
a
lawyer
if
you're
an
ethics
adviser,
you're
running
into
legal
advice,
all
the
time.
So
now
he
can
be
pure
objective
observer
and
not
involved
in
the
process
for
the
Ethics
Commission,
and
hopefully
they
never
have
to
meet
again.
You
know,
because
that's
a
perfect
world
so
that
in
and
of
itself
would
be.
A
You
know
what
I
guess.
That's
the
motion
is
to
accept
the
resignation
and
then
the
appointment
of
Kendall
was
Wenzel
minh
as
the
to
the
Ethics
Commission
I'd
like
to
do
that
one
separately.
If
I
could,
is
there
a
motion
there?
Mr.
Paden
second
mrs.
Hoss,
any
discussion,
any
comments
I
had
to
give
you
the
backstory,
so
we
understood
why
this
was
all
necessary.
Okay,
all
those
in
favor.
Those
opposed
okay
motion
passes.
A
So
what
we're
gonna
do
is
at
this
point,
we're
gonna
go
back
and
we're
going
to
amend
the
ethics.
You
know
ordinance,
though
the

Let
me
get
the

in
the
second
first
mr.

motion.
Mr.
Bern
second
yeah,
your
questions
are
Ralph.
B
A
E
E
A
A
Okay,
we
didn't
here
for
people
for
15
years
and
again
sometimes
they
were
no
longer
on
this
planet,
so
we
sent
out
those
forms
every
single
year,
it's
a
little
bit
of
expense,
but
it
makes
people
engaged
so
that
so
we
to
your
question,
it
was
a
response
to
a
proactive
reach
out
that
way
to
them.
So
anyway,
we
had
a
motion,
a
second
all,
those
in
favor
aye.
Those
opposed
motion
carries
all
right:
openings,
one
opening
on
the
vm
lewis,
drainage
district,
one
on
the
Grinnell
special
drainage
district,
one
on
the
GAR

A
Two
on
the
manteno

three
drainage.
Two
on
the
minute.
Excuse
me,
one
on
the
manteno
number:
nine
drainage
district,
one
on
the
mini
Creek
drainage
district,
one
on
the
momentous
tricked
one
on
the
K
key
County

one
on

with
the

one
opening
on
the

Advisory

one
opening
on
the

A
One
opening
on
the
k,
brief
fire
protection
district
and
one
opening
on
the
can't
keep
Township
Fire
Protection
District
I
do
have
a
question.
I
have
two
for
this
committee.
I
need
to
see
how
you
want
to
handle
this
I
have
two
people
applied
for
the
AWAC
position,
and
so
I
was
going
to
call
them
in
together
to
meet
with
me
for
them
to
discuss
because
they're
both
qualified
people
to
be
on
there.
Do
you
agree
with
that?
A
A
A
A
J
Something
up
fairly
sufficiently
I
would
say
a
copy
I
handed
around
of
the
old
ethics
ordinance
we're
looking
at
2-2
29
bottom
of
the
left
column.
On
top
of
the
right.
That's
the
way
it
used
to
be
phrased
and
I
understand
that
the
Chairman
wants
to
go
back
to
that
phrasing.
The
one
thing
I
still
need
to
parse
out
a
little
bit
is
Jim
would
like
to
remove
our
office
in
the
event
of
our
offices.
J
B
J
A
A
A
A
A
Let's
see
we're
here:
Toby
Oh,
shucky,
yep,
Dante,
key
Kendall
one's
been
assuming
yeah,
assuming
full
board
yeah
passes.
I
can
see
them.
Yes,
oh
yeah.
A
A
A
Because
all
those
things
so
mr.
Washington's
second
mr.
C
Roy
any
other
questions
all
those
in
favor.
Those
opposed
motion
carries
thank
you,
sir
Arnie.
The
keiki
county
convention,
Visitors
Bureau,
intergovernmental
agreement
extension
so
to
get
into
discussion.
Is
there
a
motion
to
approve
the
extension
mr.
Lee,
just
a
second
mr.
leer?
Now,
as
far
as
the
summary
goes,
we
more
members
may
remember
we're
limping
a
lot.
A
We
kept
extending
this
by
six
months
and
six
months
because
at
one
point
the
CVB
wanted
to
extend
IMR
F
benefits
to
their
employees,
and
we
questioned
whether
that
can
even
happen.
So
we
sent
her
to
the
Attorney
General
to
get
an
opinion,
and
that
has
been,
as
our
experience
has
taught
us
and
a
lengthy
process
when
you're
waiting
for
the
AED
it
back
to
you
adds
open.
So,
instead
of
just
keep
coming
back
every
six
months,
we
extended
it
for,
what's
five
years,
Stacey
yeah
to
just
to
kind
of.
A
Let
us
go
with
the
old
agreement.
The
way
things
were
and
not
have
to
come
back
here
every
six
months,
while
this
is
being
worked
out,
and
so
really
nothing
else
changed
in
there
is
that
a
accurate
statement
Stacey
nothing
else
on
the
original,
the
2013
agreement
changed.
We
just
allow
for
when
this
one
expires
at
the
end
of
the
month,
the
we
just
extend
it
for
five
years,
and
so
any
specific
questions
about
any
of
this.
A
It's
I
will
say
that
the
CVB
is
a
great
example
of
what
we're
trying
to
do
here
with
the
mayors
and
everybody.
It's
it's
a
truly
regionalist
approach
to
how
we
look
at
our
Kankakee
County
area.
You
know,
there's
a
brand
we
have,
and
it's
shared
amongst
all
of
us
in
marketing
terms,
I
kind
of
know
that
pretty
well
and
you
know,
there's
each
municipality
has
its
own
individual
brand.
A
They
look
at
tankey
County
in
a
certain
way,
and
you
know
and
I
always
say:
if
somebody's
going
to
Bears
camp
they're
still
gonna
more
than
likely
eat
and
stay
in
a
hotel
and
Bradley
and
they
may
go
down
and
fish
in
the
river
and
Kankakee-
and
you
know,
I
mean
it's:
every
community
benefits
from
being
part
of
a
regional
Association
like
this
and
I.
Don't
think
that
should
be
lost
on
anybody.
It
makes
us
all
better.
So
that's
one
of
the
reasons
I
support
the
CVB
and
I
will
just
to
tell
this
committee.
A
I
will
not
be
on
the
CVB
board.
Again
I
found
someone
to
take
my
place
because
you
might
have
heard
I'm
busy,
but
it
was
a
great
year
there
and
we'll
be
bringing
somebody
here
to
be
appointed
in
our
place
and
I
think
you'd
be
happy
with
that
choice.
That'll
be
like
next
month.
So
any
questions
about
CVB
what
they
do.
We're
gonna
have
a
presentation
by
them
next
month
at
the
full
board.
So
we
can
kind
of
go
through
what
they're
up
to,
but
it
is
a
truly
high
level
marketing
organization.
A
It's
not
just
wait
for
them
to
come;
they
are
really
doing
good
work
and
I
hope
you
see
it.
If
you
spend
time
on
Facebook
you'll
see
you
can't
miss
it.
You
know
it's
it's
and
its
really
good
positive
messages,
and
we
need
more
of
that.
So
any
questions
all
right.
We
have
a
motion,
a
second
all,
those
in
favor
aye.
Those
opposed
thank
you
motion
carries
all
righty.
Is
there
any
old
business.
K
You,
mr.
chairman,
guess
this
is
old
business
from
a
previous
board,
but
last
night
the
village
of
Bradley
approved
and
move
forward
with
the
cupcake
coordinate,
so
I
guess
I
would
burn
next
month.
Perhaps
bringing
that
discussion
back
to
this
executive
committee
just
to
bring
up
the
discussion,
look
at
the
Bradley
ordinance
and
it's
good
for
Bradley.
Why
not
for
the
county.
A
How
did
I
know
he
was
gonna?
Do
that
so
does
anybody?
Mr.
Bern
would
like
to
put
it
on
the
agenda.
Usually
we
we
applied.
Is
there
anybody
else?
They
would
like
to
bring
that
back
up.
I'm
there.
Mr.
Washington,
you
like
to
read,
have
that
back
on
the
agenda.
It's
worth
having
it
on
there
for
next
month
at
the
exaction.
A
K
J
A
Well,
that
was
nice.
Thank
you,
so
any
other
anything
else
under
old
business.
New
business
motion
to
adjourn
mr.
Liu.
Yes,
mr.
Hess
hello's
in
favor,
those
opposed
motion
carries
have
a
good
day.
