all
the
questions
and
that

over

with

processes

procedures

regards

Zeta,
which
also
it's
a
sorority,
which
also
is
part
of
the
county
Grant
under
kccsi,
and
she
looked
at
our
processes
and
procedures
to
see
how
we're
fiscally
operating
with
the
Zetas,
and
she
assured
me
that
everything
is
in
place
and
we're
processing
everything.

so

had
no
concerns
or
questions

problem
there

broken

by

vbc
payment
simply
means
other
Alternatives
that
reduce
certain
payments
from
third-party
vendors
and
then
total
paid
claims,
and
that
number
sits
at
37
37.9
percent
increase
and
then
at
the
bottom.
You
see
the
group
liability
same
dollar
amount
same
percentages,
that's
an
increase
in
seven
months
from
one
period
to
the
other,
about
922
000
bucks.

that's
a
million
dollars
of
a
total
expense
annually
somewhere
in
the
four
to
five
or
four
and
a
half
million
dollar
range.
So
that's
a
pretty
big
number.
If
you

means
they're
still

the
plan
and

person
has

perspective,
is

it's

12.9
percent
increase.

lot
of
groups
are
having
increases
in
Pharmacy
Financial
summaries
in
the
pharmacy
area
in
the
mid-20s.
This
this
group,
fortunately,
has
done
pretty
well,
although
a
double-digit
number
is
is,
is
still
sitting
there
and
so
it's
not
as
bad
as
it
could
be.

The
second
report,
you'll
have
are
page
four
and
five
of
what
is
called
the
executive
summary
of
the
utilization
report
and
very
quickly.
I'll
just
point
you
to
the
summary
page:
it's
page
four
and
you
can
see
they
identify
the
individual
increases
inpatient
per
member
per
month.
Increase
by
37
percent,
then
they
break
it
out
by
Surgical
and
Medical
outpatient
decreased,
which
is
good
because
so
much
is
being
done
in
outpatient
scenarios.
These
These

the

doctors
increased
by

the

periods

by

it

the

they

was

dollars
and

cents

it's
up
to

underwriter

and

think

to

is
in
good
shape.

where
they

informative

So
our
topic
here
is
the
457
Deferred
Compensation
Plan,
so
I'll
explain
a
little
bit
of
what
that
is,
and
I'll
try
to
wear
multiple
hats.
One
is
you
know,
speaking
to
the
organization
as
a
whole
in
the
committee
and
also
to
participants,
because
there
are
true
benefits
for
for
both
sides,
so
it'll
be
a
bit
in
depth.
So
who
we
are
excuse
me?

Equitable
advisors
is
a
Fortune
500
company,
it's
a
financial
services
institution
and
we've
been
around
for
over
160
years.
So
our
profession,
we
are
financial
advisors.
We
happen
to
be
part
of
a
group
there's
about
a
thousand
of
us
throughout
the
country
that
focus
on
the
public
sector
so
specifically
not
exclusively
but
very
heavily
in
schools
and
municipalities.

So
that
is
our
Focus.
The
the
seven
plan
is
an
elective
benefit,
so
employees
can
choose
to
contribute
to
it
and
it's
essentially
their
version
of
a
401k.
So
a
457b
is
derived
from
section
457b
of
the
IRS
tax
code.
That's
why
it's
called
that
it's
for
government
entities
primarily
and
is
something
that
the
the
county
currently
offers.
So
why
are
we
here?
The
457
Market?
In
our
view,
again,
our
view
has
been
an
underserved
Marketplace
for
many
years.

There
are
and
I
think
that's
a
perfect
slide
to
leave
it
on
by
the
way.
Thank

There
are
I
think
a
number
of
great
companies
that
serve
this
Marketplace,
but
there
has
really
been
a
lack
of
competition
in
this
Marketplace
and,
what's
that's
led
to
not
just
here
locally
in
Illinois,
but
nationally
is
a
lot
of
situations
where
costs
are
much
higher
than
they
they
should
be.
So
that's
a
big
driver
and
that's
going
to
be
part
of
the
benefit
to
employees,
so
we
are
for
what
it's
worth
we
are.

Our
office
is
out
of
Oak
Brook,
so
we're
local
and
our
our
connection
with
this
area.
We
do
a
lot
of
work.
Tremendous
amount
of
work
in
the
school
districts-
we
have,
you
know,
advisors
that
live
in
the
Chicagoland
area
in
this
area,
so
we
are
local
and,
and
part
of
our
reach
out
consistently,
is
to
make
sure
we
are
contacting
employers
like
this,
whether
it's
a
county
or
just
a
municipality,
a
village
of
a
certain
size
that
we
feel
may
be
underserved
in
this
Marketplace
in
the
457..

So
that's
kind
of
been
our
approach
is
making
sure
we're
getting
the
word
out
as
it
relates
to
457
from
an
employer's
perspective.
There
are
a
lot
of
things
right
and
I.
I
understand,
I,
scratched
the
service,
a
lot
of
things
that
a
county
has
to
do
very
important
things,
and
the
457
is
important,
but
I
would
say
on
the
totem
pole.
It
is
not
typically
like
the
primary
objective
to
run
a
county
or
a
municipality.
So
with
that
said,
what
we
discussed
and
what
we
brought
to
you
know.

in
the
county,
was
information
that
we
derived
from
gfoa,
which
is
the
government
Finance
Officers
Association
and
best
practices
that
they've
published
related
to
how
to
operate
a
457b
plan
responsibilities.
As
an
employer
and
essentially
what
it
comes
down
to
and
I
will
be
brief
with
these
gfoa
is
the
acronym
has
three
best
practices
and
actually
kind
of
interesting,
because
it's
local
Winnebago
County
did
an
audit.

They
call
their
best
practice
Auto
using
these
standards
about
six
years
ago,
so
pretty
current
and
they
use
these
so
best
practice
number
one
is,
you
know,
have
a
procedure
in
selecting
Deferred,
Compensation
Plan
service
providers
and
the
types
of
fees
charged
number
two
review
and
verify
actual
fees
at
least
once
a
year
to
make
sure
the
provider
is
not
over
charging.

I
think
we
can
make
it
better,
but
to
provide
a
good
plan
for
participants,
and
the
whole
idea
is
that
you
know,
although
money
is
not
the
most
important
thing
in
the
world,
it
is
pretty
important.
Besides
in
any
particular
way,
you
want
to
rank
it.
Family,
friends,
Health,
religion,
money
is
typically
right
somewhere.
Next
right
it
could
cause.
It
could
provide
Freedom,
Financial
Freedom
to
retire
to
spend
time
with
family
to
you
know,
pursue
Hobbies.

It
could
allow
employees
to
retire
at
a
let's
say,
a
younger
age
versus
stay
on
the
payroll
for
a
county.
So
there's
a
budgetary
situation,
so
providing
a
great
retirement
plan
for
them
is
is
Paramount
and
kind
of
stated.
There
are
also
fiduciary
responsibilities
by
an
employer
that
basically
says.
In
summary,
you
should
provide
a
very
good
plan
and
that
is
going
on
whether
the
current
provider
is
a
good
provider.

So
with
that
said,
the
the
county
was
able
to
share
with
us
general
information,
public
information,
nothing
specific
to
employees,
and
the
current
plan
looks
like
this,
and
this
is
as
of
September
of
2022,
so
the
numbers
have
changed
a
bit,
but
not
too
far
off
where
this
would
not
be.
You
know
accurate,
so
there's
roughly
four
and
a
half
million
in
the
plan
and
that's
all
participants
whether
there
are
currently
employed,
retired
work
somewhere
else.

That's
just
in
the
plan
about
97
accounts,
36
of
those
actively
contributing
and
the
total
cost
the
Blended
cost
for
all
employees.
Some
will
have
more,
some
will
have
less
and
I
can
I
can
explain
if
needed
how
we
get
the
total
Blended
cost
is
about
1.27,
so
that
means
on
average
the
employees
are
paying
1.27
percent
for
their
Investments.
The
proposed
plan
is,
on
average,
a
cost
of
0.55
or,
as
we
refer
to
it,
55
basis
points.

So
it
is
less
than
half
with
I
would
say
equally
good,
if
not
better
Investments,
a
more
open
architecture
approach
so
for
employees
I
mean
for
the
for
the
employer.
I
think
it's
great
because
they're
doing
their
job
right,
they're,
having
hopefully
equally
or
better
or
better
service
local
representation.

So
that's
that's
great,
but
really
where
I
get
excited
is
for
the
employees
right
so
I
don't
know
how
many
people
are
interested
in
finance.
But
you
see
these
there's
plenty
of
studies
and
you
know
published
documents
that
show
the
impact
of
costs.
You
know
to
someone's
retirement
so
when
so,
there's
no
cost
to
the
employer
whatsoever
to
make
a
change
like
this.

You
also
have
local
representation,
fully
licensed
financial
advisors
who
will
meet
with
employees
one-on-one
at
work
at
our
office
at
their
homes
if
they
want
a
spouse
or
significant
other
or
parent,
whoever
it
is
involved.
That's
a
lot
of
what
people
enjoy
so
a
lot
of
benefits
to
the
employees
as
well,
so
wrapping
it
up.
So
we
are
with
Equitable
advisors.
That's
the
firm!
We
work
for
luckily
and
I've
been
here
21
years.

Luckily,
it's
it's
always
been
what
I'll
describe
as
an
open
architecture-
company,
meaning
there's
some
Investments
some
products
we
manufacture,
but
we
don't
have
to
use
them.
We're
not
incentivized.
It
doesn't
matter

So

shopped
out
the
marketplace
and
looked
at
some
of
the
top
providers
in
the
457
Marketplace
nationally,
and
we
believe
Empower
is
the
name
of
the
firm
would
be
the
best
choice
and
that's
that's
the
pricing
that
we
indicated
so

think
these
days,
people
love
to
hear
see
like
how
PowerPoint
presentation,
so
we
have
one
I'm,
clearly
not
following
it,
but
this
you
know
in
power
is
the
second
largest
retirement
plan
provider
in
the
country,
not
that
this
means
we
should,
because
you
know,
I'm
born
and
raised
in
Illinois
right,
so
I
know
Illinois,
but
Illinois
state
of
Illinois
is
actually
using
Empower
as
the
state
plan.
So
obviously
it
doesn't
mean
we
want
to
just
follow
what.

these

We've
met,
we've
talked
the
benefits
for
the
employees
are
why
we're
doing
this
is
the

reduction

more

end

So
that's
the
real
reason.
We
don't
get
a
whole
lot
out
of
it
except
a
happier
employee,
maybe
some
reduced
FICA.
You
know
if
more
people
get
into
the
plan,
I
don't
know
if
these
are
pre-tax
dollars.

they

just
so
the
committee
knows

What
we're
going
to
do
is
we're
going
to
introduce
this
to
department
heads

the
next
apartment
head
meeting,
we're
going
to
get
that's.

we're
doing

chop
it

and
get
this
to
the
30
or
so
employees
who
are
in
this
type
of
plan
right
now
and
will
move
everybody
together
after
a
vote
of
the
County
Board
looking
at
September,
Finance

think
it
was.

we're
looking

get
this
done

that
just
so
there's
an
expectation
took
this
opportunity.

the
information
out
introduce
it
to
the
employees
the
department
heads
if
there's
any
new
sign

guess,
and

we

go

plan
and
then
bring
it
back

approval

change

we

currently

are

far

in
the
nation,
and
four

are

we're

every
school

dollar
billing

Here
the
last
month,
we
haven't
seen
that
since
2019
I
believe
so
a
lot
of
activity
going
on
there.

far
as
pprt,
we
are
expecting
a

read
a
1.7.
Approximately
1.7
million
dollar
decrease
we're
about
a
million

off
of
that.
So
still
doing
well.
No
complaints
we'll
continue
to
watch
that
so
just

very
quick
overview.

bond
payoff
returning
of
Highway
funds
is
regular

our

estimate.

22,
so
still
no
complaints,

good
cash
flow,
no
issues.

issue

signature

didn't
think
matched
up
to
any
of
the
signature
cards
that
we
provided.

telephone

put

initial

whatever

got,
sent
back
to
our

is
on

claim
form
now

while
it
was
a

believe
it
was

pissed
off
signature
just
because
of

way
that

presented
to
us,

unfortunately,

tenure

uncommon.

another
gripe
about
a
lunch
meeting
and

we're
paying
for
lunch
meetings
again

phone

question
could
have
been
answered
instead
of
not
recommending
it
for
payment.

meeting
happened

aware,
there's
a
new
safety
act
coming
into
a
effect
on
September
18th.

Supreme
Court,

state's
attorney
wanted
to
meet
with

municipalities,

police
agencies
who
are
going
to
deal
with

the
trustees
of
those
municipalities,
or
at
least
some
at
least
one.
Some
of
the

the
trustees
came,
others
didn't
which
was
their
choice,
but
we
had

and

instead
of
making

phone
call
saying
hey

meeting

service

county

questioning

would
have

retirement
