purchase

real

At
this

make
the
committee
aware
of
some
things
and

a

first
item
here
is
the
authorizing
the
county
board
chairman
to
sign
an
agreement
with
white
and
company
for
the
kanke
county
building
projects
that
was
in

packet
hope.
Everybody
had
a
chance
to
look
through
that.

is
the
result
of
our
rfq
and
the
previous
approval
to
look
at
a
series
of
infrastructure
projects
within
the
county.
The
goal
was,
is
to
be
able,
to
put
you
know,
real
plans
and
numbers
behind
what
we
wanted
to
take.

look
at
in
combination
with
using
funding
mechanisms
like
alternate
revenue
bonds.
A
The
arpa
funds
combination
thereof,
grants
from
the
that
we
have
to
to
work
on
the
ada
issues
at
the
courthouse
kind
of
take
advantage
of
all
the
opportunities
have
right
now
with
the
overall
goal
of
of
not
building
a
bunch
of
new
structures.
If
you
will
but
repurposing
and
and
really
reinvesting
in
the
county
operations
things,
we
know
that
the
taxpayers
are
going
to
have
to
address
over
the
next
10
15
years
out
of
their
own
pocket.
We
said,
let's
take
a
look
and
see
what
we
can
use.

found
money,
that
our
local
taxpayers
have
not
paid
for
with
property
taxes
and
try
to
redeploy
those
within
the
community
and
get
the
biggest
bang
long-term
bang
for
the
buck
that
we
possibly
can.
So
we
all
have
all
talked
about
these.
We
know
what
these
projects
are,
whether
they're
still
nebulous,
and
we
need
to
drill
down
even
further
or
they're,
very
specific,
and
so
those
are
in
the
packet
and
under
under
with
different.
I
guess,
project
numbers
and
then
tasks
that
will
take.

That
will
take
the
the
necessary
steps
to
be
able,
to
put
you
know,
engineering
initial
costing
and
then,
if
we
go
further
than
the
actual
construction
drawings
and
things
like
that,
allows
us
to
stage
this
and
not
spend
money
until
it's
appropriate
to
spend
money
as
we
commit
to
these
projects.
So
that
being
said,
we
have

reagan
patterson

us

building
projects
at
once,
and
so
we
might
not
have
that
that
experience
to
be
able
to
judge
what
those
costs
should
be.

needs.

facility

study

little

back
that's
helped

frame
up
what
some
of
the
county's
needs

this
proposal
is

priority
projects
develop

little
bit
more
detail
on

design,
firm
up
pricing
a
little
bit,
ensure
that
they're
all
aligned
within
your
budget
parameters,
and
then
you

ready
to
move
forward
with
the
execution
of
projects.

project
that
we're
as
part
of
this
proposal
looking
to
take
a
little
farther,
because
I
think
it's
just
got
a
little
bit
more
detail
to
it
already
is
the
animal
control
facility,

that
project
we're
actually
as
part
of
this
proposal,
gonna
take
that
through

construction
documents
and
and
get
it
ready
to
to
bid.

move

project
forward

the

work

courthouse

beyond
the
purchase

the

land
side

million

a
half
dollars
in
an
alternate
revenue
bond
capacity
based
on
the
revenue
for
animal
control,
to
put
out
a
bond
for
a
addition
to
a
building
or,
if
it
was
to
you
know,
re
fit
an
existing
building
and
all
of
that.
So
that's
our
budget
limitation,
because
that's
the
bonding
capacity
we
would
have
you
know
we
couldn't
go
out
there
and
do
that
because
the
revenue
wouldn't
support
it
going
through
animal
control
because
it's
still
a
separate
corporate
entity
within
county
government.

we
looked
at
that,
that
was
our
budgetary
number
and
so
from
that
we've
kind
of
you
know
backed
into
well.

need

terms
of
this
county
and

processes

representatives
from
animal
control
to
talk

the
needs
are
for
the
facility,

we've

documented

that,

the
first
step
is
to
develop
that

little
bit

detail,
the
specifics
of
space
for
indoor
runs
outdoor
runs.

the
first
step
is
to
develop
that
in
a
little
more
detail

really
to
confirm
that
the
anticipated
site
and
building
is
going
to
meet
the
needs
and
how
it
would
meet
the
needs
right
now.
We
believe
that
the
property
in
question
can
be
renovated
to
accommodate
some
of
the
needs
of
animal
control,
but
would
need
an
addition
to
accommodate
the
full
need,
so
that'll
all
be
kind
of
reviewed
in
step,
one.

everything's
good
and
you're
able

come

an
agreement
on
purchase
price
for
the
property,

we
would
proceed
forward
to
complete
the
final
design

construction
documents

project

bid

established
budget

make
sure

as
we
develop,
that
design
that
we're
aligned

validating

proposed

funds

this

of
a

of

of
their
needs
for
x
number
of
years
and
my
question,
and
I
don't
know
if
jacob
would
know

that
question
has

because

that's
her
baby,

acquisition
of
the
property

renovation
of
the
properties
and
so
forth.

different
things

going

all,
the
basement
is
underway.
Remember
we
got

400
thousand
dollar
ada
grant
and
then
we're
going
to
do
the
space
needs
the
jury
assembly
build
out.

the
extra
restrooms
the
hvac
stuff
cleared
out.
The
circuit
clerk
has
almost
all
her
files
out
redoing
the
whole
basement
in
a
a
covid,
or
I
should
I
say,
contagion
not
free
but
improved
environment
and
also
space
needs
keeping
people
separated
down
in
the
basement.
So
we're
able
to
utilize
a
combination
of
funds,
the
ada
stuff
is
paid
for
with
the
grant
and
I
think
about
an
equal
amount
because
of
building
materials.

It's
looking
like
it's
going
to
be
another
400
out
of
you
know,
covet
slash
lost
revenue,
and
so
that's
I'm
just
letting
you
know
it's
it.
It's
going
to
be
a
lot
of
work
down
there
and
it's
going
to
be
a
major
upgrade
for
the
people
that
are
have
to
serve
on
juries.
You'll
be
shocked
to
see
what
we're
going
to
do
down
there.

far
as
the
the
comfort
level
and
the
appreciation
we
can
show
towards
those
who
are
well
doing
their
civic
duty,
so
that
is,
you
know,
lockers
for
them
to
bring
ipads
and

phones
and
whatever
else
down
there.

it's
stuff
like
that.
That'll
help
things
out
and
then
we're
just
not
so
crammed
in
a
little
space.

that's

one's
phased
as
well
that
project

and
by
the
way
we
are
just
going
to
probably
bid
that
out
as
a
general
contractor
type
situation.
But
we
left
the
possibility
to
get
wide
involved
because
the
projects
that
we
do

the
basement
are
going
to
be
connected
to
things
that
we
do
upstairs
well
and
in
some
manner.
So
we
wanted
to
make
sure
that
we
have
that
cohesion.

second,
so
we
got
task
two
would
be
the
air
quality.
We're
gonna,
take
a
look
at
all
the
hvac.
I
think
we
have
the
original
1920s
blower
units
on
the
roof
there
squirrel
cages
and
whatever
else
but
yeah,
it's
it's
something
else,
but
yeah.
So
we're
going
to
take
a
look
at
all
of
that
within
the
the
dome
and
everywhere
in
the
building.

the
same
time-
and
that's
called
out
under
these
this
cost
structure
and
then
task
three
would
be
taking
a
look
at
at
the
ada
issues
that
we
know
we
have
to
address
in
the
circuit
clerk's
office.
We
we
have
solved
the
date
certain
portion
of
the
attorney
general's
suit
against
the
county.
We
fixed
all
the
ada
stuff
that
was
critical.
Now
we're
into
the
stuff.
That's
they
say
you
still
have
to
do,
but
they
gave
us
time
to
do
it.

One
of
those
is
the
working
conditions
for
the
employees,
especially
those
with
disabilities,
really
could
not
work
in
the
circuit
clerk's
office
as
it's
laid
out
right
now,
and
so
it's
just
crammed
into
one
space.
So,
if
we're
looking
at
this,
what
does
that
redo?
Look
like
on
the
on
the
first
floor
and
how
does
that
relate
to
traffic
court
and
other
stuff?
So
that's
another
process
and
you'll
see
task
1
and
task
2
and
the
amounts
for
all
of
those.
So
those
are
not
huge
costs.

Those
are
a
lot
less
because
we're
not
to
the
construction
drawing
phase.
Yet
those
are
just
the
ones
getting
all
the
drawings
and
saying
this
is
how
much
it
will
cost
that
will
allow
this
committee
to
budget,
and
we
at
some
point
we'll
just
have
to
say,
there's
a
line
we're
out
of
money
here.
You
know,
but
it's
better
to
know
what
everything
is,
because
at
least
we've
gone
through
the
process,
because
these
are
all
things
we
know
we
have
to
do.
These
aren't
things
that
we
that
are
kind
of
nice
to
do.

next

part

it

to

expensive,
with
the
cost
of
materials
refitting
an
existing
property
for
our
purposes,
as
as
I've
talked
about,
we
we
all
like
to
drive
the
rolls-royce,
but
maybe
it's
the
buick.

what
that
new
potential
new
satellite
court
building
would
be,
and
new
is
probably
a
renovated.
That's
probably
the
better
accurate
term,
but
then
also
there's
the
project.
Four
is
the
county,
our
future
plan
concept.
Overall,
this
building's
useful
life
is
ending.
We
all
know
that
work
here,
how
much
it
costs
to
heat
and
cool
this
building
and
pulling
wire
through
four
foot
walls
of
concrete
every
time
you
need
a
new
something
done.
It's
cost
prohibitive,
it's
really
an
albatross
around
our
neck.

if,
if
things
lined
up-
and
we
could
do
some
things
different,
what
would
that
look
like
and
how
much
would
that
cost?
You
know
so
that's
more
like
a
long-term
strategic
plan.
As
far
as
our
properties
go,
would
you
say
that's
accurate

way

to
to
look
at
it.

something

we

identified

facility
needs

the
building
you've
got
now
really

it
does
have

challenges

terms

life

looking
at
opportunities
that
may
come
about,

addressing

long-term
needs

county
government
functions

a
new

couple
are
parking
is
a
major
problem
around

courthouse:
it's
scattered.

router
for
our
building

router
for

For,
however,
this
router
is
what
every
police
agency
fire
agency
and
ambulance
uses
throughout
the
county
to
connect
with
their
computer.

have
a
working
router,
however,
and
I'm
going

a
couple
numbers
that
I
have
no
idea
what
the
hell
they
mean
because
it's
computer
speak,
I'm
sure
if
kevin
pops
his
head

he
could
probably
explain
it
better.

So
for
those
of
you
that
are
computer,
literate
and
know
what
that
means
good,
for
you
is
that
upstream
and
downstream,
you
know
what
I
have
no
idea,
what
it
all
means.

All
we
want
is
the
stuff
to
work,
and
we
want
to
work
fast
and
quick
and
everything
else,
so
so
all
of
those
computers
that
are
in
cars
across
the
county.
So
this
this
6500
doesn't
benefit
just
the
sheriff's
office
benefits
every
police
agency
in
the
county,
every
fire
agency
and
all
the
ambulances
as
well.
So
we
are
looking
to
looking
for
a
way
to
pay
for
that,
so
I'm
just
bringing
it
to
your
attention
in
case
I
come
back
maybe
later
and
say:
hey.

We
can't
find

500,
but
the
next
one
obviously
is
vehicles.
We
know
that
much
like
number

envelopes
vehicles
are
hard
to
find
as
well,
but
especially
police
rated
vehicles.
So
we
are
looking
at
some
options
for
continuing
to
maintain
our
fleet
in
that
three-year
rotation.
We
do,
I
believe,
and
steve
can
probably
confirm
this-
have
a
lease
expiring
fairly
shortly,
so
that
maybe
we
can
continue
with
that
lease
without
paying
anything
extra,
and
we
als
are
also
looking
for
a
truck
for
animal
control
as
well.

That
truck
that
they
have
right
now
is
not
running
period
and
it's
too
costly
to
fix,
and
I
don't
even
know
what
year
it
is,
but
I
know
it's
old
so
and
again
we're
not
asking
for
funds
yet
we're
just
giving
you
a
heads
up
that
we
probably
will
be
one
of
the
other
issues
that
we're
dealing
with
right
now.
Much
like
everybody
else
is
in
this
community
is
pay
for
our
nurses.

As
most
of
you
are
aware,
the
the
competition
for
nurses
is
very
competitive
and
we
would
like
to
keep
as
many
nurses
as
we
possibly
can,
because
they
do
a
heck
of
a
job
for
us,
and
so
that's
something
that
we
are
exploring
as
well,
where
we
need
to
get
that
paid
to
to
make
sure
that
we're
able
to
keep
these
individuals
working
for
us
so
but
it
is,
it
is
very,
very
competitive
and
then
a
couple
more
things.

We
are
exploring
all
kinds
of
options
with
grants
and
all
that
other
stuff.

we
come

is
going

cost

through

want
we

to
have
whatever
money
we
can
find,
grant
wise
and
then
come
back
and
say
hey.
We
would
have
needed
this,
but
we
got
grants.

So
we
don't
need
quite
as
much
so
and
I'm
sure
for
those
of
you
that
listen
to
the
news
or
read
the
newspaper,
you
saw
the
article
about
the
two
individuals
who
fired
shots
in
bourbon,
a
high
carjacked,
a
car
and
drove
through
bourbon,
a
bradley
kankakee
and
ultimately
ran
into
our
squad.
Cars,
of
course
not
our
case,
but
our
two
squad
cars
are
the
ones
that
got
sustained
the
damage.

We
had
two
officers
who
were
taken
to
the
hospital
with
minor
injuries.
They
were
treated
and
released
and
and
as
the
report
said,
there
were
three
guns
fully
loaded
guns
found
in
those
cars,
so
everybody
community
and
our
law
enforcement
community
was
very
lucky
not
only
that
we
got
the
guns
back,
but
that
nobody
was
seriously
hurt
and
that
the
two
bad
guys
are
in
jail.

With
that
said,
I
think
one
thing
that
this
committee
needs
to
keep
in
mind
is
january.
1St
of
2023
is
when
our
state
is
going
to
start
no
cash
bail
and
the
effects
that
that
will
have
not
only
financially
from
those
individuals
that
are
posting
bond
right
now
and
for
those
individuals
that
won't
have
to
post
bond
after
january
1st
and
the
financial
impact
that
will
have
on
all
of
us.

We
are
hoping
that
something
happens
in
springfield
between
now
and
then,
but
we
all
know
how
springfield
works,
and,
and
so
we
will
continue
to
work
towards
some
solution
because
it
will
be.
You
know
we
have
people
out
of
jail
right
now,
who
shouldn't
be
out
of
jail,
but
it'll
get
a
hundred
times
worse
on
january,
1st
of
2023.
So
keep
that
in
mind.

just
waiting
on
a
confirmation
conference
call
to
go
over
a
couple,
discrepancies
that
we
had
in
our
billing
between
the
department
of
corrections
in
kankakee
county,
and
I
was
told
that
once
that
happens
and
everything
gets
confirmed,
it
should
be
anywhere
from
seven
to
ten
days
before
we
actually
get
a
check.
So
I
believe
that
when
I
see
it,
but
that's
where
we're
at
with
that
right
now.

Well,
that's
correct:
idoc's
population
is
at
its
lowest
that
it's
ever
been.
They
are
continuing
to
release
people
early
in
some
cases,
regardless
of
their
charges
and
once
and
and
I've
I've.
I
know
I've
talked
to
the
criminal
justice
committee
before,
but
some
things
that
you
know
people
don't
realize
is
that
when
you
hear
something
or
read
something
in
the
paper
that
this
defendant
receives
six
years
in
prison,
well,
they
don't
spend
six
years
in
prison.
I
I
mean
they
walk
in
the
door,
most
cases
with
the
exception
of
some
of
those
crimes
against
persons.
But
in
most
cases
somebody
walking
into
prison
is
getting
50
off
their
sentence
from
day
one.
So
you
get
six
years
in
prison
in
bang,
you
walk
in
the
door
and
they
know
they're
getting
out
in
three
years
and
then
they
can
do
things
while
they're
in
the
prison
system,
whether
it
be
education,
whether
it's
work,
whatever
they
do
good
additional
good
behavior
to
get
even
less
time
off
their
sentence.

That's
why
so
and
and
that's
part
of
the
problem
I
mean
you
know
anybody
can
go
and
and
follow
the
rules
if
they
know
that
they're
going
to
get
a
benefit
out
of
it
for
x,
amount
of
time
and
then
get
out
of
prison
and
then
come
back
here
and
then
you
know.
We
hope
that
some
of
the
things
they
do,
whether
it's
education,
whether
it's
work,
whether
they
pick
up
a
trade
that
once
they're
there
and
they
can
do
that
and
they
get
out.

just
one

a
lot
of
frivolous
lawsuits
that
come
out
of
the
jail.

a
majority

what
we
see

them

fund

soon

the

from

been
into
the
neighborhoods
and

to
know
if
I
knew
anybody
had
some
old

clubs.

I
never
knew
that.
