Description
Highways & Buildings Committee Meeting 08/11/2022 9:00am
A
I
would
like
to
call
the
highway
build
a
meeting
on
thursday
august
thursday
august
11th
to
order
roll
call.
Please.
A
A
B
A
Thank
you.
We're
gonna
need
a
vote
to
allow
ms
hudson
to
attend
the
meeting
remotely.
Can
I
have
motion
on
the
second
which
mr
hess
second
limits?
Smith.
Everybody
in
favor
signify,
say:
aye.
A
Yeah
yeah,
she
told
me
that
was
from
out
of
town
from
out
of
town
from
work.
Anybody
oppose
the
same
sign.
Okay,
welcome
now
miss
foster
I'd
like
to
apologize
for
the
last
time.
I
did
not
welcome
you
as
a
new
member
of
this
committee,
so
welcome.
A
A
Okay,
well
we're
going
to
have
a
lot
today
here,
so
miss
hayden's,
going
to
take
us
through
quite
a
bit
of
stuff
here
on
highways
here,
so
go
ahead.
A
C
Sorry
go
ahead,
how's
that,
okay,
first
off,
we
had
our
concluded
our
surplus
vehicle
auction
on
tuesday
at
noon
and
we've
I've
got
prices
on
it.
I
assume
you've
got
them
in
your
packet.
We
got
real
good
prices
for
all
our
equipment
and
we
also
included
the
bid
history.
If
you
look
at
that,
people
were
sitting
there
in
the
last
10
minutes
and
the
bidding
went
crazy
on
just
about
every
item
so
and
everyone
was
worried
at
the
beginning:
no
one's
bidding,
no
one's
bidding.
C
Well,
that's
how
auctions
do
if
you've
been
on
ebay.
People
sit
there
and
wait
to
the
last
second
and
hope.
No
one
outbids
them,
and
this
is
what
happened
here
so
that
some
of
the
auctions
carried
over,
because
if
you
were
the
last
guy
before
the
closing,
then
it
auto
extends
the
auction
until
someone
finally
gives
up.
So
we
got
real
good
prices
here.
2007
impala
went
for
fifty
four
hundred
dollars
to
someone
from
wisconsin,
so
the
words
getting
out
via
the
auction
site.
It's
not
just
in
the
county.
C
And
the
big
ticket
well
also,
we
had
surplus
parts
that
went
for
135
to
someone
local
in
mantino
and
they'll,
take
them
off
our
hands
and
pay
us
for
it,
and
the
the
big
one
was
the
2009
international
single
actual
truck
went
for
35
000,
where
last
year
we
had
ones
almost
the
same
model,
15
000,
the
kankakee,
and
this
one
went
for
35
000..
So
I
I
love
the
auction
site.
I
hope
you
guys
do
too.
C
So
I
guess
I
would
like
a
motion
to
approve
the
prices
for
sale
and.
A
Before
we
do
that,
you
talk
to
me
a
little
bit
about
the
bid
history
that
you're
kind
of
like
impressed
with
it.
C
C
You
can
every
bit
is
look
listed
on
this
sheet
and
it
has
a
bid
time
and
like
you
can
see
how
it
rapidly
escalated.
In
the
like.
I
said
the
last
you
know
half
an
hour
to
an
hour
it
just,
for
instance
the
impala
was
it
4,
600
bucks,
4
700
and
then
in
the
last
hour
it
went
up
to
5
400
and
that
kind
of
indicative
of
the
other
two
items.
A
Okay,
do
you
have
any
questions
any
comments,
mr
wheeler,
just.
D
C
C
A
B
C
All
right
next
up
is
the
shopping
list
of
pay
estimates
and.
C
E
C
C
Next
up
for
kankakee
county
section,
22000
gm
estimate
2
to
gallagher
materials
corp
for
looks
like
cold
patch
in
the
amount
of
fifteen
hundred
and
forty
two
dollars
and
thirty
four
cents
out
of
our
county
motor
fuel
tax
fund.
C
Supplement
4
basement
2,
degrasso
construction
for
oil
and
ship
on
our
county
roads
in
the
amount
of
a
hundred
and
seventy
seven
thousand
dollars.
Four
hundred
and
forty
three
and
eighty
five
cents
again
out
of
our
county
mft
fund
next
up
county
section,
twenty:
two:
zero:
zero:
zero,
zero,
zero
dash,
zero,
zero
dash
gm
bay
estimate
two
to
key
valley
construction
company.
C
This
is
we
bought
some
prime
to
prime
the
road
before
we
patch
it
or
yeah
kind
of
like
a
preparation
to
the
roadway
surface.
Eight
hundred
dollars
from
our
county
motor
fuel
tax
fund.
C
C
Pay
has
been
number
one
to
metal
culverts
incorporated,
and
this
is
for
culverts
delivered
to
our
yard
to
be
placed
in
our
stock
in
the
amount
of
17,
000,
995
and
18
cents
again
from
our
county
motor
fuel
tax
fund.
C
Next
kankakee
county
section
22-000-0
to
sgm
passport
number,
three
to
tri-state
asphalt
in
the
amount
4622
and
forty
three
cents
and
twenty.
C
This
they
provided
asphalt
to
our
tanker
at
the
yard
for
our
spray
patcher,
and
this
was
from
our
county
motor
fuel
tax
fund.
C
C
C
Pay
estimate
number
one
to
grasso
construction
against
sealcoat
township
roads
in
the
amount
of
eighty-six
thousand
forty-seven
dollars
and
forty-eight
cents
split
between
the
township
rbi
fund
and
the
township
mft
fund.
C
C
If
you
can
look
at
the
totals
on
the
right,
the
balance
due
was
103,
768,
51
and
that
didn't
get
carried
down.
It
was
a
typo,
but
the
number
is
correct:
103
thousand
seven
sixty
eight
fifty
one
for
seal
coding
on
their
township
roads
and
that
is
split
between
township
rbi
fund
and
the
township
mft
fund.
D
Just
had
a
question.
Thank
you,
mr
chairman.
The
tri-state
asphalt
is
that
a
local
is
that
just
the
billing
address
morris.
They
have
a
local
yard
here.
C
That
comes
out
of
morris
they're
on
the
pretty
sure
they're
on
the
river
and
it
gets
sent
down
to
their
terminal
via
barge,
but
that's
where
their
actual
we
get.
The
oil
from
is
more
as
they
delivered
actually.
D
F
Some
of
these
rentals
amounts
seem
kind
of
is
that
for
a
whole
month
or
when
they're
talking
about
a
john
deere
loader
backhoe
1579?
Is
that
a
one-time
unit?
I
mean
it
says
29.5,
but
I
don't
know
what
that
is.
Is
that
days
or
hours
or
I'm.
F
C
Okay,
how
idot
pays
is
for
truck
rental
per
hour
and
then
per.
A
A
C
Prairie,
solar
and
wind
projects
between
the
county
of
kankakee
and
heritage,
prairie,
solar,
llc,
slash,
illinois
generation,
llc,
and
what
this
is
is
we
have
an
we
work
on
road
use
agreements
with
the
all
the
various
projects
you
know,
whoever
they
may
be,
and
what
we
have
is
an
attorney
that
has
worked
with
us
in
the
past
named
bob
lens
and
the
firm
law
firm
is
called,
I
think,
meyer
and
cable
and
that's
listed
below
in
the
agreement,
that's
attached,
but
he
negotiates
on
our
behalf
to
get
the
correct,
get
us
a
good
road
use
agreement.
C
So
we're
not
we're
not
getting
taken
advantage
of
how
the
process
works.
Is
he
bills
us?
We
pay
him
and
then
the
developer
reimburses
us
that
amount.
So
it
ends
up
being
a
net
cost
of
zero
to
us,
so
he
works
for
us
but
gets
paid
by
them.
So
it's
kind
of
a
he's
it's
been
done
before,
and
it's
worked
out.
A
As
a
question,
is
that
emotion,
okay,
so
by
mr
federlin?
I
believe
that
was
a
second
by
mr
miss
hatterson
correct.
Was
that
yes?
Okay?
Yes,
yes,
sir!
Thank
you.
Yes
thank
you
and
there
will
be
a
roll
call.
Please
go
ahead.
D
So
have
you
approached
the
state's
attorney
without
appointing
this
person
as
they
technically,
it's
called
a
special
prosecutor.
Special
assistant
states
attorney?
No,
because
we
don't
have
the
authority
to
do
that.
Only
the
state's
attorney
does
so.
We
can
request
it,
but
we
can't
do
that.
Out
of
this
committee.
D
That
through
them
legally,
we
don't
have
that
authority.
I
just
want
to
make
sure
we've
had
to
do
that
for
all
all
lawsuits
and
things
like
that
they
have
to
appoint
them
to
be
our
attorney
for
this
one
issue:
okay,
yeah,
so
we
we,
I
could
say
the
motion
should
be
that,
yes,
we
should
request
the
state's
attorney,
allow
this
to
happen
to
have
the
special
assistant
states
attorney
for
this
one
project
that
would
be
appropriate.
But
us
saying
we're
going
to
agree
to
this.
We
can't
do
that.
We
don't
have
the
authority.
A
Okay,
so,
mr
federlin,
would
you
would
you
you
make
the
motion
then,
with
the
change
yeah
that
was
just
proposed
by
chairman
wheeler
miss
hudson.
Are
you
okay
with
that
yeah?
A
B
D
Chairman,
yes,
for
the
record,
I
just
want
to
say
I
agree
with
this
thought
process
these
road.
These
road
projects
are
a
mess.
These
these
road
use
agreements
and
you
can
have
a
big
back
door
left
open
and
have
a
bunch
of
roads
destroyed,
and
then
the
checks
never
come
and
then
we're
chasing
money
for
years,
we've
seen
that
movie
as
a
board,
and
we
with
the
stuff
that
went
on
down
in
another
wind
farm
area.
D
C
Okay,
the
market
giveth
and
the
market
taketh
away.
Our
good
prices
on
the
auction
have
come
around
to
bite
us
on
the
issue.
I'm
bringing
up
here
we
back
in
september.
Before
I
was
here,
we
got
approval
from
the
committee
to
buy
a
2023.
C
C
C
So
I
guess
I'm
I'm
bringing
this
to
the
board
to
approve
the
new
price
again
that
it's
per
last
september.
The
money
is
still
in
our
budget,
for
this
we've
had
it
earmarked
since
then,
and
just
in
the
third
page,
shows
the
actual
price
difference,
32
792
dollars
and
that's
what
would
cost
us
to
get
back
on
source
bill's
list
for
a
24?
C
A
D
A
Just
to
amend
the
resolution
misfollowing.
F
Everybody's
calling
ten
percent-
you
know
you
go
get
a
lot
of
things
like
they're,
not
it's
more,
like
twenty
percent
on
a
lot
of
things,
but
is
this
the
same?
Is
this
company
did
this?
They
bid
on
this
vehicle
to
you,
or
did
you
bit
call
them
and
ask
them
for
a
price?
Well,.
C
Source,
well,
I
guess,
is
a
national
bidding
for
everybody
operation
yeah,
which
we
use
for
like
a
lot
of
things
we
buy,
and
I
guess
they're
approved
just
like
state
bid
if
their
prices,
if
they
give
us
a
price
they've
gotten
the
good
deal,
they've
done
the
bidding
for
us
kind
of
did.
I
answer
the
question
or
yeah.
F
C
Yes,
they
I
heard
six
months,
we've
ordered,
I
think
three
previous
vehicles
through
source
well
and
gotten
them
on
time.
This
is
the
first
time
we've
had
an
issue
with
them:
okay
and
they're,
like
they're,
blaming
the
materials.
F
D
C
We
can't
buy
vehicles
with
county
mft,
so
this
would
come
out
of
our
county
highway
fund.
Okay,
all
right.
A
As
long
as
it's
in
there
next
year,
so
basically
would
be
just
a
motion
to
approve
the
the
difference
in
price
between
the
last
proposed
until
the
new
one.
Now
here,
which
will
be
the
32
792..
A
A
B
G
All
right,
first
item
on
the
agenda
is
the
facility
dude
report.
For
the
month
of
july,
we
had
170
work
orders
moving
on
there's
no
questions
on
that.
That's
pretty
straightforward!
G
The
financial
report
that
you
have
in
front
of
you
there
you
can
see
the
line
items
at
the
end
33
for
this
year
versus
6
30
for
last
year.
If
you
look
at
87
510,
that's
a
lot
of
the
building
improvements
that
we've
been
coding
to
87
510
that'll,
eventually
get
moved.
Opa
moved
over
for
they're
all
arpa
building
improvement
expenditures.
G
So
at
such
time
that
excuse
me,
we
decide
to
move
that
over
that'll
drop,
that
line
item
to
661,
so
we're
still
30
000
ahead
and
then,
if
you
see
on
the
report,
starting
with
imrf
general
fica,
general
state
unemployment,
insurance
and
moving
down
from
there,
those
items
are
typically
not
on
my
report.
G
So
I
got
to
get
get
with
steve
and
I
talked
to
anita
a
little
bit
as
well
about
those,
so
those
total
about
thirty
thousand
dollars
there
as
well.
So
all
in
all
we're
pretty
much
right
at
where
we
were
at
this
point
last
year.
So
any
questions
on
any
of
that
for
now
yeah.
G
Okay,
moving
on
to
the
buildings
working
to
finalize
the
insurance
claim,
I've
had
to
email
our
insurance
company
a
couple
times:
they
they
they
must
be
busy.
They
did
get
back
to
me
the
other
day.
I've
got
to
send
them
the
invoices
for
all
the
additional
items
related
to
the
elevator
work.
G
So
I'm
working
to
finalize
that
when
we
had
our
storm
syst
or
the
storms
that
came
through
last
week,
the
control
systems
at
this
building
went
down
must
have
been
a
lightning
strike
of
some
sort
that
knocked
out
my
hvac
controls.
So
I
had
to
have
our
vendor
come
out
and
get
us
set
up
again
and
we
got
to
talking
a
little
bit
and
the
system
he
said
he
installed
it.
I
believe
in
2010.
G
So
it's
about
12
years
old
and
the
controllers
that
control
the
the
hvac
system
are
nearly
obsolete
and
if
one
of
those
goes
out
we're
gonna
have
to
upgrade
the
system
because
he
said
you
just
can't
get
these
anymore
he's
like
they're,
just
it's
12
year
old
technology.
Everything
has
moved
over.
G
When
and
if
we
do,
that
we'll
want
to
add,
because
we
added
the
penthouse
is
air
air-conditioned.
It's
cooled
now
for
the
elevator
components
when
such
time
that
we
do
that
we'll
want
to
integrate
the
penthouse
with
the
rest
of
the
system.
So
I
can
monitor
the
temperature
up
in
the
penthouse
and
we're
doing
that
right
now
we
just
bought
a
little
remote
thermostat
that
we
put
one
up
there
and
I've
got
one
in
my
office.
G
So
I
can
monitor
the
temp
in
the
penthouse
because,
obviously,
if
it
gets
too
hot
up
there,
if
one
of
those
units
goes
down,
then
we're
not
gonna
have
elevator
in
the
building.
So
but
I've
got
that
for
now
on
my
desk,
so
I
can
watch
that
moving
on
to
the
courthouse
the
final
there
was
a
final
engineer
walk
through
yesterday
at
the
courthouse
related
to
the
our
basement
project
there.
That
everybody's
aware
of
we
talked
about
the
timeline
at
last
month's
meeting.
Nothing
much
has
changed.
G
We're
we're
almost
ready
to
go
out
to
bid
on
that.
So
I
would
say
by
next
month's
meeting
we
should
have.
We
should
have
a
lot
to
talk
about
in
next
month's
meeting
on
that
the
storms.
Again
that
came
through
it
was.
It
was
an
odd
I
mean,
depending
on
where
you
were
at
last
week.
You
you've
got
downpour
and
lightning
and
wind
or
you
got
nothing
so
I
had
to
go
pick
up
my
kid
and
I
was
driving
down
kennedy
drive
and
the
sunshine
was
out.
G
The
pavement
was
dry
and
it
was,
I
don't
think,
about
70
80
mile,
an
hour
wind
coming
through
town
here,
knocking
down
trees
and
knocking
out
power,
and
it
was
crazy.
So
I
started
getting
calls
I
turned
around
ran
over
there
I
was
on.
G
I
was
at
the
courthouse
within
five
minutes:
coney
elevator
was
on
site
within
six
minutes,
and
the
the
power
outage
had
knocked
out
our
elevator
and
unfortunately,
there
was
someone
stuck
in
the
elevator
for
what
I
believe
to
be
about
45
minutes
before
they
were
able
to
get
them
out
so
so
that
has
caused
some
dialogue.
G
If
you
tuned
in
or
on
the
committee
at
for
criminal
justice,
some
dialogue
about
you
know
what
can
we
do
with
the
elevator
at
that
building
and
specifically
related
to
a
power
outage,
so
I
got
with
our
elevator
vendor.
I've
talked
to
them.
The
elevator
is
too
old
to
accept
a
battery
system
attached
to
it
it
just
it
won't
work.
G
So
that
was
the
first
thing
we
looked
at.
That
would
have
been
the
most
economical,
of
course.
So,
secondarily,
to
that,
I'm
going
to
look
just
get
some
pricing
see
what
we're
looking
at
our
only
other
option.
There
would
be
to
install
a
small
generator
to
power
the
elevator
in
the
event
of
a
power
outage.
So
is
there
any
comments
on
that
any
thoughts.
D
Wheeler,
true,
I
would
say
it's
absolutely
necessary.
I
talked
with
the
circuit
clerk.
They've
got
some
long-term
employees
over
there
that
work
there
40
45
years,
and
they
can
think
of
about
five
times.
This
has
happened,
but
not
in
the
last
15
years,
so
I
wouldn't
want
to
be
trapped
in
a
dark
elevator
for
five
seconds,
let
alone
almost
an
hour.
D
You
know
so
we
gotta
address
that
elevator,
but
we
have
to
balance
powering
the
whole
building
because
we
talked
a
little
bit
about
what
that
would
cost
we're
talking
a
quarter
million
dollars
if
we
want
to
retrofit
a
generator
into
that
building,
and
that
was
an
estimate
back
in
that
we
actually
went
through
the
process
and
I
want
to
say
20,
12
or
13.
yeah.
So.
D
G
This
so
I'll
get
some
numbers,
of
course,
we'll
talk
about
it.
Hopefully
I
can
get
them
by
next
month's
meeting.
We
can
talk
a
little
bit
and
see
what
they
look
like,
but
that's
something
I'll
be
working
on.
D
Thank
you.
I
don't
see
it
as
an
emergency
because
of
the
infrequentness
of
this,
but
we
do
need
to
get
on
it
and
have
to
have
a
solution
pretty
quickly
yeah.
So
I
wouldn't
say
it's
an
emergency
to
go,
buy
one.
If
you
find
it,
it
would
be.
Go,
go,
get
the
right
answer
and
then,
if
we
have
an
answer
by
say
finance
committee,
then
at
least
finance
could
know
the
billion
ground
said
yes,
this
is
what
we
want
to
do.
If
we
can
do
it.
Does
that.
A
E
G
All
right
so
I'll
look
into
that
I'll
get
an
electrician
out
there,
we'll
start
to
get
some
numbers
together,
I'll
see
I'll
kind
of
get
some
budgetary
numbers,
because
it's
honestly
it
might
be
an
item
that
we
have
to
go
out
to
bid
on.
So
it's
something
that
I'll
do
a
little
work
on
here
and
see
I'll
have
an
update
for
you
at
next
month's
meeting.
G
We
lost
another
tree
actually
half
of
a
tree
at
the
courthouse
with
the
storm.
I
think
I'm
gonna
end
up
having
to
take
it
down
it's
in
bad
shape.
We
did
the
cleanup.
I
had
a
company
out
there.
They
were
there
by,
I
think
seven
or
eight
a.m
the
next
day,
so
we
had
the
tree
cleaned
up,
but
the
half
of
it's
still
standing
and
I
believe
the
recommendation
is
going
to
be
to
remove
that.
So
I
mean
what
this
is
about.
G
G
The
we've
got
some.
We
talked
about
bathroom
partitions
at
at
last
month's
meeting.
I'm
still
working
on
that.
That's
something
that
I
got
some
numbers
on.
I
hope
to
have
them
get
started
here
by
the
end
of
the
month.
G
G
The
other
side
of
the
compressor
has
moisture
in
it
as
well
from
the
other
side,
and
that
compressor
continues
to
freeze
up
on
us,
so
we're
limping
along
on
one
compressor
right
now,
on
a
day
like
today,
when
it's
comfortable
outside
it
manages
just
fine,
I'm
getting
about
62
60
degrees
on
the
output
side,
but
when
the
temp
gets
up
into
the
90s
is
62.
63
degrees
is
not
going
to
cool
that
building
down,
so
I've
been
working
with
chairman
wheeler
and
I
the
county
board.
G
G
So
I'm
waiting
to
get
those
numbers
and
then
we'll
obviously
have
to
make
a
decision,
but
just
conceptually
60
percent
is
a
lot
of
money
to
pay
for
a
repair.
I
think
we
all
agree
on
that,
so
so
we're
working
on
that
the
old
jail,
something
else
we'll
be
talking
about
I'm
sure
soon.
The
exterior
of
that
building
needs
some
work
and,
frankly,
a
lot
of
work.
It
looks
beautiful
now,
but
it
is
the
the
there's
a
lot
of
cracks
in
the
building.
There's
a
lot
of
tuck
pointing
that
needs
to
happen.
G
Some
of
the
limestone
is
chipped
away
at
the
edges,
leaving
you
know
some
pretty
good
voids.
We
do
get
some
water
in
there
from
time
to
time.
So
it's
something
that
you
know
I'm
going
to
be
working
with
the
chairman
and
the
sheriff
on
to
kind
of
figure
out
what
we
want
to
do
with
that
and
then
obviously
we'll
bring
it
to
the
committee.
But
I
just
wanted
to
make
you
aware
of
that
a
lot
of
the
windows,
a
lot
of
the
caulking
around
those
windows
is
falling
out.
G
Some
of
it
is
just
non-existent.
So
any
comments
on
that.
No
it's
going
to
be
expensive.
So
just
warning
you
jcdc
actually
not
a
lot
to
report
for
a
change
out
there,
a
lot
of
the
the
same
stuff
we
talk
about,
I
mean
we've
got
we've
had
those
boards.
We've
talked
about
the
boards
that
go
in
air
handlers
that
when
the
old
board
goes
out,
we
got
to
switch
it
over
to
the
new
software.
So
every
time
we
have
one
go
out,
we
got
to
put
a
new
board
in
we
had
one
of
those.
G
Last
week,
just
plumbing
leaks,
a
lot
of
normal
stuff,
one
of
our
new
employees.
I
did
move
him
out
there
to
cross
train,
so
we
started
him
at
the
old
jail.
He
worked
for
a
couple
months.
There
did
an
outstanding
job.
We
moved
him
out
to
jcdc,
so
now
he's
training
out
there,
so
that
that'll
be
a
good
thing
to
cross
train
him
on
both
buildings.
That
way,
you
know
wherever
the
work
is
at,
he
can
go
out
and
assist
at
either.
G
E
G
A
G
Oh,
under
the
sink
yeah,
they
had
a
leak
in
the
in
their
kitchenette
area.
It
was
in
the
wall
and
I
just
got
a
call
from
another
employee
of
mine.
We
got
a
leak
at
the
jail
and,
of
course,
that's
in
a
wall
too,
so
it
seems
like
all
of
our
leaks.
Lately
we
have
to
tear
into
walls,
so
they
did
find
it.
They
had
to
open
up
the
wall,
they
repaired.
The
leak
my
employees
went
to
the
store,
picked
them
up.
