Description
Highways & Buildings Committee Meeting 1/16/2020 9:00 AM
A
B
A
Thank
you,
I
have
no
public
comment
before
me.
Are
there
any
any
audience
public
comments
why
it's
been
requested
due
to
one
member
has
to
leave
that
we
amend
the
agenda
to
move
the
executive
session
which
regards
to
five
aisle
cs1
20/2
parentheses,
C,
five
and
six
real
estate
and
pricing
amend
agenda
to
move
that
forward
to
the
next
item
of
business.
Do
I
have
a
motion
Colton
and
mr.
snipe
seconds,
all
those
in
favor
aye.
Those
opposed.
A
A
A
I
would
like
to
call
back
into
session
the
highway
and
building
committee
meeting
for
January,
16
2020
I
think
we
need
a
roll
call
boat.
Is
that
true?
It
appears
that
everybody
is
still
here.
There
were
three
that
joined
us
later,
which
we
acknowledged
an
executive
session.
I
would
entertain
a
motion
to
amend
the
agenda
to
handle
new
business
first,
because
we
have
an
individual
that
must
leave
early
mr.
Donnell
and
seconded
by
mr.
feathering
all
those
in
favor
post
same-same.
C
Thank
You
mr.
chairman,
the
the
county
has
been
approached
by,
and
it's
really
no
secret,
there's
developers
that
are
walking
around
downtown
Kankakee
inquiring
about
all
the
properties
that
are
in
downtown
Kankakee.
We
have
been
approached
by
a
developer
that
has
preliminary
been
discussing
some
pricing.
You
know
early
forays
into
that
discussion.
C
They've
walked
through
our
buildings
as
they
have
with
other
buildings
in
downtown,
Kankakee
and
and
I
think
other
areas
in
the
community
as
well
I
believe
they
went
out
to
moments,
as
some
of
the
developers
did
to
go
out
to
that
area
too
and
other
places,
so
it
previously
about
I.
Think.
Maybe
three
months
ago,
four
months
ago,
we
had
talked
about
a
group
of
this
committee
getting
together
with
the
people
at
the
courthouse
talking
about
space
needs
and
prioritizing
what
what
needs
to
come.
C
First,
because
we
said
okay
now
that
we're
definitely
out
of
the
financial
hole,
if
you
will,
what
do
we
need
for
the
next
20
years
as
far
as
our
space
needs
for
all
of
our
properties,
so
that
project
kind
of
came
to
an
end
right
when
this
new
opportunity
has
kind
of
come
up.
So
the
the
question
that
I
put
to
the
to
the
reporting
to
the
committee
is
now
knowing
that
we're
not
going
to
have
half
a
billion
dollars
like
will
County
is
doing
to
build
a
bunch
of
new
buildings.
C
What
do
we
need
to
do
over
the
next
20
years
on
infrastructure,
capital
infrastructure
to
be
able
to
handle?
What's
coming
down
the
road,
and
you
know
things
like
having
ten
judges
in
nine
courtrooms
and
a
jury
assembly
room
down
in
the
basement
of
the
courthouse?
It's
not
functional
and
just
all
those
different
things
circuit
clerk's
office,
and
then,
if
somebody
is
interested
in
the
building,
we're
in
how
much
space
would
it
we
would
need?
C
Would
we
need
for
the
the
level
of
staffing
that
we
think
we're
going
to
have
over
the
next
20
years,
which
is
similar
to
what
we
have
now?
We
would
expect
so.
The
the
the
the
ask
was
is,
without
spending
monies,
to
put
out
a
request
for
qualifications
for
companies
that
are
designed,
build
companies
and
that
actually
do
this
for
a
living
to
help
us
on
that
process
to
figure
out
okay.
Well,
we've
got
the
highway
departments.
Building
that
there's,
you
know
been
activity
or
inquiries
about.
C
We
have
the
property
that
was
going
to
be
for
the
animal
control
facility
down
south
of
the
308
exit.
We've
got
this
building.
We've
got
the
courthouse.
What
are
these
worth?
And
so
you
know
there's
two
separate
questions.
It's
the
RFQ
about
space
needs,
but
then
it's
also
what
are
these
buildings
about
or
worth
in
a
commercial
sense?
Because
if
we're
going
to
discuss
all
these
other
things,
we
have
to
know
what
our
options
are.
C
So
that's
to
the
committee
to
make
a
decision
if
we
want
to
send
out
this
RFQ
to
find
a
qualified
company
to
help
us
and
then
the
second
part
is,
is
a
question
about
appraising
the
current
properties
to
be
able
to
know
if
the
current
preliminary
numbers
being
talked
about
are
justifiable.
As
far
as
offers
for
the
the
properties
that
we
have
now.
Thank.
D
C
A
A
So
you're
making
a
motion
that
we
suggest
qualifications
for
space
needs
to
achieve
and
strategic
planning
for
Kankakee
County
correct.
Is
there
a
second
to
that
motion?
A
second
by
mr.
Donnell,
all
those
in
favor,
I
guess,
there's
questions.
Are
there
any
questions
regarding
that
motion?
They
do
that
right,
you're,
giving
me
a
funny
look
just.
E
A
C
C
B
A
A
G
A
D
A
H
C
Department,
yes,
exam,
sorry,
maybe
we
we
put
in
the
Grinnell
Road
location
as
well,
so
we
know
what
the
commercial
value
of
that
is
of
current
animal
control
wouldn't
hurt,
while
we're
doing
it
take
advantage
of
that
that
buying
power
a
courthouse.
Obviously,
no
because
there
is
we
couldn't
in,
we
wouldn't
I
would
say
that
that
would
be
probably
be
constrained
to
just
those
properties.
Can
you
think
of
anything
else?
Anyone
could.
C
I
could
mr.
chairman
it'll
have
to
come
back
here
anyway
for
the
price
of
the
appraisal?
Okay,
so
we
can
discuss
that
assess
so
I
think
of
trying
to
think
of
everything
under
that
basket
and
then
because
highway
has
a
couple
of
buildings
over
there,
they
have
a
few.
They
have
a
fuel
station.
They
you
know
I
mean
so
we
may
want
to
look
at
all
of
this.
At
the
same
time,
while
we're.
A
Doing
it
so
they
appraised
at
the
amount.
The
motion
that
we
need
before
us
is
that
the
county
properties
that
are
suitable
for
commercial
use
and
development
be
appraised,
and
that,
then,
would
be
mr.,
so
you
agree
with
Emma
Snipes
and
mr.
feather
lien
seconds
that
motion,
so
we
have
a
moat
Oh
mr.
Washington's,
second
I'm,
sorry,
so
we
have
a
motion
and
a
second
are
there
any
discussions
regarding
that
motion
just
second.
What
number
is
he
mr.
H
G
A
A
A
G
G
G
A
B
G
G
This
is
resolution
appropriating
County
bridge
funds
to
match
the
near
township
road
district,
local
funds
to
construct
the
bridge
we
had
already
agreed
for
the
engineering
agreement
at
a
previous
meeting.
This
is
to
construct
a
bridge.
The
cost
is
probably
will
not
exceed
exceed
five
hundred
forty
thousand,
so
the
township
will
pay
ten
percent
TVP
funds
which
are
MFT
funds
from
the
state
will
pay
80%
and
will
pay
ten
percent.
G
A
B
A
G
You
very
good
all
right,
I
just
wanted
to
give
the
committee
an
update
on
our
fuel
station.
This
has
been
quite
a
process,
a
procedure
that
we
thought
was
going
to
last.
Probably
two
weeks
has
lasted
two
months:
a
lot
of
eggs
from
all
the
departments,
credit
card
snafus,
you
name
it.
It
happened.
We
are
open.
We
are
all
the
IT
I
want
to
thank
Jason
for
all
his
time
over
there
because
part
of
the
problem
was
the
fuel
station.
Wasn't
communicating
with
the
server
we
finally
got
that
all
resolved,
so
we
opened
it
up.
G
The
only
thing
we're
waiting
for
now
is
because
it's
something
that
I
want
to
have
separation
of
duties.
The
software
that
was
originally
sent
to
us
wouldn't
do
that,
so
that
we
have
to
log
in
and
I
want
one
person
doing,
one
aspect
of
it
and
another
person
doing
this.
For
instance,
one
person
doing
the
personal
codes
and
one
person
doing
the
vehicle,
so
one
person
isn't
in
control
of
the
whole
station
so
and
then
I'm
going
to
I'll
have
oversight
over
the
whole
thing,
but
I
just
wanted
those
separation,
some
separation
of
duties.
G
So
that
we
would
pass
an
audit
with
the
fuel
station
that
that
there
wouldn't
be
somebody
accusing
us
of
stealing
fuel.
So
that's
what
we're
kind
of
waiting
on
I
the
check
is
being
cut
to
pemko,
but
I'm
gonna
hold
the
check
until
we
get
that
software
update,
but
I
just
want
to
let
everybody
know
it's
been
quite
a
process
and
I
want
to
thank
all
the
department
heads
for
their
patience.
Also,
but
yeah
it
was.
It
was
quite
an
adventure
for
us
to
do
this.
G
G
E
All
right
good
morning,
first
item
on
the
agenda
is
the
facility
facility
dude
report
and
for
a
Larry,
our
new,
our
new
member
here
facility.
Dude
is
not
my
name.
That's
the
software
system
that
we
use
for
our
work,
orders
that
are
countywide
work,
orders
for
all
of
our
buildings.
So
for
that
report,
for
the
month
of
December,
we
had
153
work
orders
moving
on
to
the
financial
report
for
December
that
you
have
in
front
of
you.
E
There
you
can
see
current
year
totals
for
December
total
twenty
thousand
nine
Oh
306
previous
year,
twenty
four
thousand
seven
twelve.
Seventy
one
I'll
discuss
a
few
invoices.
Here
we
had
Johnson
Controls,
which
was
six
thousand
to
twenty
seven.
That's
our
plan
service
agreement,
maintenance
agreement
for
Jerome,
combs
and
public
safety;
that's
agreement
out
there
where
they
come
in
periodically
and
perform
preventative
maintenance
on
that
system.
Three
thousand
six.
Eighty
nine
is
annual
agreement
for
Delta
controls.
That's
our
building
automation,
HVAC
systems.
E
At
the
courthouse
we've
talked
at
this
committee
numerous
times
about
control
boards
out
at
JC
DC.
We
had
to
replace
another
one.
That
was
two
thousand
two,
fifty
nine.
Seventy
seven
we
talked
to
this
committee
a
couple
months
ago
about
having
our
some
preventive
maintenance
done
on
our
generators
for
the
various
county
buildings.
That's
been
completed,
that
was
preventative
maintenance
on
the
cooling
systems
for
our
generators
that
was
2023
96,
and
then
we
had
another
invoice
for
3000
to
85
21
from
a
local
electrical
contractor.
E
We
had
some
issues
at
the
courthouse
with
regard
to
some
of
our
exterior
lights
and
this
time
of
year.
Obviously
it's
getting
dark
much
sooner.
That
was
an
issue
when
people
were
leaving
at
5:00
5:30.
It
was
pretty
dark
in
certain
areas
of
the
exterior
of
the
courthouse:
that's
old
wiring
over
there.
It
took
him
a
long
time
to
trace
it
down
and
figure
it
out,
but
we've
got
all
the
all
the
exterior
lights
back
up
and
operational
there.
So
I've
outlined
seventeen
thousand
four.
Eighty
four,
ninety
four
of
the
twenty
thousand
nine
Oh
306.
E
E
I'll
have
that
I
hope
that
I'd
have
it
now,
but
I'm
working
with
the
energy
provider
they've
made
an
introduction
to
another
vendor,
so
there
they're
in
the
process
of
quoting
that
now
so
hope
to
have
more
for
you
at
next
month's
meeting,
88
improvements
at
the
courthouse
been
busy
here's
what
we're
looking
at
arc.
Our
architect
is
looking
to
have
the
documents
complete
by
January
24th.
E
We
plan
to
advertise
for
bids
January
25th
we're
going
to
schedule
a
pre-bid
meeting
at
the
courthouse
for
January
29th,
and
the
plan
is
to
open
bids
at
next
month's
board
meeting
here.
So
that's
the
update
there
on
the
ad
a
work
that's
going
to
be
taking
place
over
the
course
of
the
next
several
months.
Any
questions
on
that.
E
Okay,
going
into
a
building
report.
You
know
here
at
189,
pretty
basic
stuff.
You
know
nothing
really
out
of
the
ordinary
toilets
faucets.
You
know
actually
soap
dispensers.
You
know
you
had
a
good
month
when
you're
talking
about
soap,
dispensers,
maintaining
our
snow
equipment,
snow
removal,
equipment,
I'm,
glad
I'm,
not
in
the
snow
removal
business,
nor
was
I
ever
in
the
snow
removal
business,
because
one
thing
I
found
out
is
it
breaks
every
time
you
use
it.
So
that's
something
that
you
know
we've
been
tending
to
and
we
haven't
even
had
to
use
it.
E
E
Courthouse
met
with
a
contractor
yesterday,
if
any
of
you
been
over
there
lately,
if
you've
looked
at
the
front
steps
of
the
courthouse
they're
in
bad
shape.
This
is
something
that
is
included
with
our
the
the
grant
monies
that
we
receive
for
some
work
to
be
done
there.
It's
a
safety
issue,
something
that
we're
going
to
be
working
on.
Some
of
the
steps
have
settled
a
little
bit.
The
clock
is
coming
out
of
a
lot
of
them.
E
The
concrete
structures
on
the
east
and
west
sides
of
the
front
porch
are
crumbling,
so
I
met
with
a
contractor.
Yesterday,
it's
a
certain
vendor
that
has
significant
amount
of
work
with
historical
buildings.
They've
done
a
lot
of
work
in
the
city
of
Chicago,
so
I've
got
the
utmost
confidence
that
you
know
they'll
be
able
to
handle
this
particular
job,
but
they
were
out
yesterday,
they're
gonna.
They
provide
provided
a
bid
a
couple
years
ago.
Obviously,
labor
rates
have
changed.
E
The
scope
of
the
project
is
going
to
change
because
the
steps
are
in
worse
condition
than
they
were
a
couple
years
ago.
So
they're
gonna
be
getting
me
a
number
on
that
and
that's
going
to
be
included
as
well.
So
I'll
have
that
to
report
on,
hopefully
by
next
meeting,
also
met
with
a
contractor
last
week
regarding
the
sidewalks
and
curbs
so
I've
got
that
progressing,
and
as
long
as
we're
on
that
topic,
I
at
least
wanted
to
discuss
this
with
the
committee.
E
As
long
as
we're
going
to
be
doing
these
replacement
of
the
sidewalks
and
curbs
on
the
south
end
of
that
building,
if
you've
ever
been
over
there
and
looked
at
that
drive
it's
in
bad
shape,
does
it
need
to
be
done
right
now?
No
I
mean
we
might
be
able
to
squeeze
another
year
out
of
it.
Maybe
another
two,
it's
crumbling
it's
in
bad
shape.
It's
been
patched
I,
don't
know
how
many
times
and
I
just
wanted
to
get
the
committee's
thoughts
on
that.
D
E
E
J
CDC,
we
had
pretty
cold
up
at
Public
Safety.
Last
month
we
had
a
heating
unit,
go
out
heat
exchanger
issue,
put
a
new
heat
exchanger
in
that
brought
up
another
issue
happy
to
report.
It's
been
fixed
phase
three
out
there
we've
the
air
handlers
on
the
top
of
phase
three
phase.
Three
is
so
most
of
you
know
it's
just
a
shell
gravel.
We
didn't
we
needed
to
get
some
air
movement
in
there.
You
know,
we've
got
some
equipment,
that's
stored
in
there
and
whatnot
and
we're
having
some
issues.
E
E
F
E
There's
two
four
there's
two
doors:
those
two
entrances
there
we
utilize
one
of
them
so
there'd
have
to
be
some
sort
of
coordination
where
maybe
we
look
at
doing
one
side
or
the
other
and
utilizing
maybe
the
other
door
which
would
head
and
turn
have
to
reroute
the
traffic
as
it
comes
in
so
yeah.
That's
all
I've
considered
that
and
as
we
get
closer,
we'll
certainly
coordinate
with
not
only
the
chief
judge
but
the
Sheriff's
Department
as
well.
Thank.
D
Mr.
Snipes,
just
one
question
I,
do
know
that
you,
mrs.
sidewalks
and
just
gonna,
go
out
on
a
limb
because
I'm
sure
you
probably
already
done
it
already
got
an
answer,
but
I'm
gonna
ask
it
anyway,
because
the
sidewalks
are
jelly
on
the
purview
of
the
city.
Are
they
contributing
any
dollars
or
made
any
suggestions
of
contribution
and
man
no.
E
That's
a
good
point.
You
know
these
sidewalks
would
be
a
little
I
mean,
are
unique
in
the
fact
that
they're
actually
on
our
property,
I
think
most
sidewalks
are
located
in
an
easement
Ron.
You
might
know
more
about
that.
Is
that
correct
your
home?
So
you
know
these
are
actually
on
our
property.
You
know,
on
the
you
know
the
sidewalk
I'm
talking
about
that
goes
on
the
South
Drive
of
the
courthouse
Oh.
So
you
know
that's
I
would
say
it's
that's
ours.
Okay,.
