the
agreement

reimburse
certain
costs
related

Heritage
Prairie,
solar

wind
projects
between
the
county
of
Kankakee
and
Heritage
Prairie,
solar,
LLC,
slash
Illinois
generation
LLC.

costs
are
being
paid
by
the
developer,
not
us,
so
this
won't
cost
us
a
cent,
but
this
is
just
I
guess
to
formalize
the
agreement
between
the
the
attorney
the
developer
and
us
and
the
understanding
in
the
agreement
is,
is
that
all
costs
pass
through
to
the
developer.

a

the
payment

engineer's

This
is
something
we
fill
out

year.

pretty

a
letter
that
says
Avery
County.
This
is
what
your
engineer
makes,
and
so
that's
what
this
dollar
amount
is
here.
This
year
was
a
two
percent
raise
over
last
year
and
half
of
this
money
is
paid
for
through
surface
Transportation
funds,
so
by
entering
the
county,
engineer's
salary
program.

the
agenda
is
the
facility
dude
report.
For
last
month
we
had
181
work
orders
in
the
system,
the
financial
report
that
you
have
in
front
of
you
there
much
of
the
same
that
we've
discussed
at
previous
meetings.

it's
got
157
000,
almost
158
thousand
dollars
in
expenses
related
to
arpa
building
improvements.
So
once
we
back
that
out
we're
pretty
close
to
where
we
were
at
this
point
last
year,
pretty
good
I
think,
especially
considering
the
inflationary
environment
that
we're
in
right
now.
So
if
there's
any
questions,
I'm
happy
to
take
them
here.

All
right
next
item
on
the
agenda
is
the
utilization
plan
for
the
for
the
courthouse,
and
that
is
the
U
H
minority
bidders
for
the
project.
At
the
courthouse
we
had
some
standards
and
not
standards
but
thresholds
that
we
had
to
try
to
meet
with
regard
to
the
grant,
monies
and
I
just
wanted
to
give
you
an
update
on
that.

So
the
demolition,
the
amount
of
the
contract
was
forty
three
thousand
one
hundred
and
seventy
one
dollars
that
went
to
a
minority
bidder
the
carpet
and
flooring
a
bit
of
54805
to
a
minority
bidder,
insulation,
6380
and
electrical
twenty
four
thousand.
So
those
are
the
minority
bidders
that
were
granted
the
work
for
the
basement
at
the
courthouse,
so
just
wanted
to
give
everybody
an
update
on
that.

So
here
at
189
we're
getting
ready
for
winter,
obviously
ordered
supplies.
We've
got
a
lot
of
salt
on
hand,
getting
all
the
equipment
ready,
getting
decks
off
mowers
getting
plows
on
the
mowers,
Etc,
getting
all
the
trucks
ready
to
go
as
well.
Obviously,
everyone's
aware
the
VAC
is
moving,
we're
gonna
get
with
them
here
in
the
next
week
or
so
get
all
the
police
all
the
keys
collected.
We
let
them
use
some
of
our
moving
equipment
as
well
to
assist
with
their
move,
so
we're
happy
to
help
with
that.

The
mail
machine
I
have
all
of
the
equipment
now
in
for
the
mail
machine,
as
you
recall,
from
last
month's
meeting,
we
have
a
new
lease
and,
with
the
new
lease
we're
getting
new
equipment
and
the
overall
expenditure
to
the
county
is
less
than
what
we
were
paying
before.
So
that's
always
good
news.
I've
got
a
call
scheduled
next
week.

conference
call
to
get
the
to
begin.

The
process
of
switching
over
to
the
new
equipment
start
out
with
a
conference
call
and
then
at
a
later
date,
we'll
schedule
the
installation
and
then
I'll
have
the
Courier
Bob
on
hand
to
go
over
that
process
with
quadian,
which
is
the
company
supplying
the
mail
machine
at
the
courthouse.
This
is
the
building.
That's
taking
up
a
lot
of
my
brain
power
over
the
last
month
and
we'll
continue
for
the
next.
Several
we
had
our
giveaway
day
at
the
courthouse
a
couple
weeks
ago.

It
went
very
well
so
we
got
a
lot
of
the
items
out
of
the
basement.
A
lot
of
those
were
taken
away
by
residents,
which
is
always
nice
to
see
so
that
worked
out
well,
the
lactation
room
has
been
moved
from
the
basement
to
the
third
floor.
The
lactation
would
had
to
be
moved
because
the
room
had
to
be
moved
because
of
the
basement
Renovations.
So
that
was
the
first
order
of
business
was
to
get
that
room
moved.
So
it's
moved.
It's
done.
We
installed
the
sink,
flooring
paint,
it's
all
done.

It's
finished
it's
complete
and
it's
currently
being
used.
So
that's
been
moved
to
the
third
floor
and
then
off
of
that
the
the
demo
has
begun
in
the
basement.
They've
actually
started
to
frame
a
little
bit
as
well,
so
we're
making
progress
there.

The
basement
ramp,
is
going
to
be
now
I'll
call
it
like
a
soft
close,
the
ramp
door
and,
as
most
of
you
aware,
that's
the
Ada
entrance
at
the
courthouse.
So
what
I've
done
is
thanks
to
the
highway
department
and
Greg.
They
made
some
signs
for
us
and
every
handicap
sign
that
we
have
at.
The
courthouse
will
also
have
a
sign
instructing
them
what
to
do
when
they
arrive
and
what
we
determined
was
when
they
arrive
anybody
needing
to
utilize.

The
handicap
entrance
we'll
make
a
phone
call
that'll
go
to
the
Sheriff's
Department
Personnel
at
the
courthouse.
They'll
give
them
a
time
frame
whether
it's
two
minutes
five
minutes
to
meet
them
at
the
basement.
Ramp
and
they're,
going
to
go
down
open
the
door.
Let
them
in
have
them
go
through
the
security
process
with
the
local
sheriff's
deputies
and
then
they
can
obviously
go
over
the
elevator
and
get
to
the
areas
of
the
building
that
they
need
to
get
to.

So
that's
what
we're
going
to
do
with
that's
what
we're
doing
with
regard
to
the
Ada
entrance,
it's
going
to
be
very
cumbersome,
I
mean
we're
we're
renovating
the
basement,
it's
a
large
project
and
we
still
have
to
have
that
entrance
accessible.
So
we're
going
to
do
the
best
that
we
can
Dana
and
the
guys
at
the
courthouse
have
done
a
terrific
job.
I
mean
that's
I,
can't
thank
them
enough
for
their
efforts.

Over
the
last
few
months,
the
courthouse
is
lit
up
currently
in
green
for
Veterans
Day,
so
that'll
be
up,
was
up
on
the
7th
it'll
be
up
through
the
14th,
Annex
and
old
jail,
not
a
whole
lot
going
on
there,
the
annex,
the
the
cooling
system,
the
old
cooling
system,
is
gone.
The
demo
is
complete,
so
we're
just
waiting
on
our
new
system,
which
they
said
would
be
in
in
January.

We've
been
having
issues
with
the
cooling
system
in
the
it
room
in
the
sheriff's
section
of
the
public
safety
building
a
couple
days
ago.
It
was
a
four
in
the
morning
issue
that
we
were
dealing
with
there
and
it's
an
older
unit.
It's
actually
a
unit
that
was
installed
by
a
previous
maintenance
mechanic.
That's
no
longer
here,
and
it's
long
been
speculated
that
he
didn't
really
know
what
he
was
doing
when
he
put
it
in
and
we've
had
nothing
but
issues
with
it
ever
since.

So
it's
something
that
I've
got
slated
for
replacement,
probably
sooner
rather
than
later,
because
that
that
room
houses
all
the
communications
for
the
county
and
not
only
the
county,
but
other
agencies
as
well
as
I,
understand
it
so
important,
build
or
important
room.
So
that's
something
that
I'm
going
to
be
working
on.
It's
going
to
be
expense
that
we're
going
to
have
probably
within
the
next
month
or
so
when
I
have
some
numbers
on
that
I'll
share
them
with
you.
We
talked
about
batteries
and
a
lot
of
our
ups
systems
out
there
as
well.

I
got
a
quote
on
the
batteries,
we're
looking
at
about
nine
thousand
dollars
in
batteries
and
again
that's
a
necessity.
It's
our
ups
systems
is
what
picks
up
the
power
when
the
power
goes
down
and
before
the
generators
pick
up
so
looking
at
about
a
nine
thousand
dollar
expense
they're
coming
before
the
end
of
the
year
and
there's
other
issues
there
as
well.

There's
a
you
know:
we've
got
aging
UPS
equipment,
we
have
a
UPS
it's
to
the
original,
the
building,
so
it's
about
18
years
old
and
the
company
that
I'm
working
with
has
identified
that
as
needing
replacement,
because
there
are
no
parts
for
it.
So
but
I
told
them.
I
said
with
looking
at
my
numbers.
I
said
it's
not
going
to
happen
this
year.
The
unit
still
operates,
but
it's
something
that
we're
going
to
have
to
look
at
in
replacement
of
next
year.

Snow
fence
is
up,
we
went
ahead
and
did
that
when
one
of
these
nice
days
so
kudos
to
my
staff
out
there
for
getting
that
up,
we
talked
about
bids
for
painting
and
flooring.
We
got
the
bids
for
the
painting
of
booking
those
are
currently
with
the
sheriff
I'm
waiting
on
Direction
on
that,
and
then
we
also
got
bids
on
our
flooring
out
there.
A
lot
of
the
epoxy
floors
are
peeling
they're
in
bad
shape.
So
we
got
some
bids
on
that.

Those
are
with
the
sheriff
as
well
so
I'm
waiting
on
Direction
when
it
comes
to
those
couple
items
and
then
the
last
thing
I
have
is
the
kitchen
a
lot
of
the
again
the
same
theme.
As
always
a
lot
of
the
kit.
The
kitchen
equipment
is
original
to
the
building.
We
have
a
double
door,
large
refrigerator
that
has
been
broken
several
times.
It's
been
caulked,
it's
been
screwed
together
and
we
just
can't
when
the
moisture
gets
into
this
refrigerator
it.
It
just
creates
a
block
Ice
in
the
refrigerator.

If
any
of
you
have
ever
left
the
door
open
and
the
summertime
to
your
fridge
and
it
freezes
up.
I
mean
this
is
what
we
deal
with
all
the
time
out
there.
So
that's
something
we
have
a
temporary
fridge
in
another
part
of
the
building
that
we've
moved,
we're
hopeful
that
that
will
tide
us
over
until
next
year,
but
I
guess.
The
theme
of
this
meeting
is
trying
to
do
what
we
have
to
do
to
get
by
for
the
rest
of
the
year
and
push
as
many
expenses
as
I
can
to
next
year.

summer
we
had
to
put
air
conditioning
in
the
new
Elevator
Shaft
we're
going
to
have
to
put
heat
in
there
for
this
winter.
It's.

Heated
so
we
didn't,
we
didn't
cool
the
the
shaft
so
to
speak,
but
we
cooled
the
room
that
sits
up
on
the
roof
which
houses
all
of
the
electronic
equipment.
Now
we
do
have
radiator
piping
up
there
already
so
I
have
a
thermostat
that
sits
in
my
office
that
I
look
at
on
a
daily
basis
and
monitor
the
the
temperature.
But
that
is
a
concern
of
mine
as
well,
because
getting
heat
to
the
upper
floors
here,
as
you've
probably
heard
over
the
years,
has
always
been
difficult.

that
room,

I,
that's
something
that
I've
talked
to
the
chairman
briefly,
maybe
last
week
kind
of
what
kind
of
plans
we
had
for
that,
and
at
this
time
it
doesn't
sound
like
there's
any
plan
for
that
room
and
at

That
is
all
the
building
improvements,
arpa
related
expenses
that
were
going
to
be
moved
out
of
my
budget
and
to
arpa,
but
with
some
of
the
run
or
the
run
over
and
expenditures
at
the
courthouse.
