Description
Highways & Buildings Committee Meeting 05/12/2022 9:00am
A
I'm
gonna
like
to
call
the
highway
building.
Oh
my
mind
is
beyond
like
to
call
the
highway
and
build
a
committee
meeting
of
thursday
may
12
2022
to
order
roll
call.
Please.
A
B
A
A
C
I'm
lucas
stroud,
I'm
the
assistant
county
engineer,
I'm
filling
in
for
greg
today,
while
he's
out
ready,
yep
all
right,
so
we
don't
have
any
bids
or
lettings
this
morning.
All
we
have
to
go
over
is
our
pay
estimates
so
we'll
go
ahead
and
get
started
with
that.
C
C
C
C
C
C
S,
that's
a
project,
that's
for
pulverization
and
widening
that
they
did
out
in
norton
on.
I
think
it
was
4000
south
road
that
total
was
two
hundred
and
dollars,
and
eighty
four
cents
for
toby's
construction.
C
C
That
total
is
eleven
thousand
seven
hundred
and
twenty
five
dollars
and
fifty
one
cents
and
toby's
is
doing
that.
Work
next
is
essex
township.
This
is
for
stone
that
they
pick
up
at
the
quarry
themselves
for
vulcan
construction,
and
that
total
is
seven
thousand
two
hundred
and
sixty
two
dollars
and
fifty
cents.
C
Next
one
is
our
county
general
maintenance.
This
is
non-mft.
This
is
all
of
our
asphalt
and
shouldering-
and
it's
almost
all
completed
for
the
year
already-
that's
1
million
37
558
dollars
and
94
cents,
and
that's
for
gallagher
asphalt.
C
Next
is
our
county
bridge
inspections,
they
inspected
11
structures,
the
engineering
resource
associates,
and
that
is
a
quarterly
inspection
that
they
do,
that
total
is
and
fifty
dollars.
C
D
Okay,
mr
long,
thank
you,
mr
chairman,
are
we
looking
for
a
motion
to
combine
and
approve
have
to
motion
to
accept
those
bids.
A
Yes,
we're
gonna
need
a
motion
to
combine
and
approve
so
boot.
Okay
motion
by
mr
long
second
bermuda's
battling
all
right,
so
that
would
be
a
roll
call.
Please.
Mr.
E
E
To
that
point
I
will
say
I
think
I've
been
here
for
just
over
four
years
now
and
I
don't
remember
a
point
that
we've
been
this
busy
with
the
projects
and
the
work
orders,
and
I
mean
it's.
I
got
a
lot
to
cover
with
you
today
and
you
know
that's
going
to
be.
The
theme
of
this
meeting
is
exactly
how
busy
we
are
right
now.
A
F
Hunter
is
that,
because
of
the
the
issues
associated
with
drum
combs
and
stuff
is
starting
to
fall
apart,.
E
No,
it's
more
so
just
we're.
Finally
getting
to
a
lot
of
the
projects
that
we've
talked
about
for
years
at
this
committee
improvements
power,
washing
flooring,
you
know.
E
I'm
going
to
cover
all
of
it
in
the
meeting.
I
just
thought
during
the
work
order
portion
of
the
agenda.
I
thought
it'd
be
a
prudent
time
to
to
discuss
that
but
yeah
like
I
said
it's
been
over
four
years
and
I've
we
have
a
lot
going
on,
so
I
won't
be
seven
minutes
I'll
be
a
little
bit
longer
than
that.
E
But
so
that's
the
work
orders
that
we
had
the
financial
report
that
you
have
in
front
of
you
really
only
discrepancies
are
going
to
be
on
light
items,
56,
850
and
87
510,
miscellaneous
supplies
and
building
improvements,
we're
running
ahead
on
miscellaneous
supplies.
I
recently
ordered
a
lot
of
concentrated
hand,
soap,
concentrated
hand
sanitizers
for
all
of
our
buildings
downtown
and
that's
usually
about
a
once
a
year
kind
of
order.
E
So
so
those
two
line
items
are
probably
going
to
be
running
ahead,
especially
87
510
that
that's
going
to
be
that's
going
to
be
a
good
size
number
by
the
time,
the
year's
over
with
all
the
projects
that
we
have
going
on
right
now.
So
there's
any
questions
on
the
financial
report.
I'm
happy
to
take
those
mr.
A
E
Okay,
now
we
try
to
keep
that
to
a
minimum.
I
mean
I've
got
a
couple,
different
tools
that
I
can
use
and
I
work
with
my
employees
on.
If
they
do
have
overtime
they
you
know
not
all
of
them
want
to
be
paid
for
their
overtime.
Some
of
them
like
to
take
comp
time-
and
you
know
so
I
try
to
do
that
to
you
know-
keep
those
line
items
to
a
minimum
right.
E
Thank
you
all
right.
So
moving
on
to
the
financial
report
here
here
at
189,
the
elevator
went
down
yesterday
about
yeah.
It
was
our
one
working
elevator
went
down.
I
think
it
was.
I
was
just
getting
ready
to
go
to
lunch,
so
it
was
probably
around
noon
time.
E
What
what
had
happened-
and
the
word
I'm
getting
from
our
service
provider-
is
the
new
components,
are
computerized
versus
what
we
had
previously
with
our
old
elevator
system
and
the
new
computerized
components
are
sensitive
to
specifically
the
heat,
and
it
would
have
been
nice
to
know
this
point
before
now.
Obviously,
so
I
had
my
staff
run
out
yesterday
we
picked
up
a
portable
air
conditioner.
E
We've
got
it
up
in
the
penthouse
right
now,
we're
trying
to
figure
out
how
to
at
some
point,
install
something
a
little
more
permanent.
It
might
be
a
ductless
mini,
split
kind
of
thing,
like
we
did
over
at
the
old
jail,
but
the
moral
of
the
story
is.
E
We
were
not
aware
of
the
temperature
sensitivity
of
those
components
until
we
lost
our
elevator,
so
I
believe
we've
got
it
band-aided
to
the
point
right
now
where
the
elevator
will
continue
to
work
and
we've
got
that
penthouse,
somewhat
temperature
controlled
the
best
that
we
can
so
we'll
keep
an
eye
on
that
continue
to
push
forward
on
the
elevator,
we're
still
working
on
the
water
piping.
There's
been
a
myriad
of
issues
with
the
water
piping.
There's
a
couple
steps
that
we
have
to
take
to
get
it
out.
E
The
first
of
those
steps
is
going
to
take
place
next
weekend,
that'll
be
step
one
the
following
weekend.
We
hope
to
come
back,
remove
the
rest
of
the
water
piping,
because
that
elevator,
the
west
elevator
it's
ready
to
go.
Unfortunately,
we
can't
get
it
inspected
and
passed
until
we
get
the
water
piping
removed
from
the
hoist
way.
E
So
that's
something
that
over
the
next
couple,
weekends,
I
hope
to
have
the
water
piping
removed,
we'll
schedule
the
inspection
and
then
the
only
remaining
line
item
would
be
to
figure
out
a
more
temporary
solution
up
in
the
penthouse
for
the
cooling
of
the
components
up
there.
So.
A
Wes,
I
have
a
question
and
a
comment
here.
I
was
here
when
that
happened
yesterday
I
had
some
people
over
and
we
had
some
equipment
to
take
down.
That
was
about
12
15
when
went
out.
The
elevator
is
not
working
and
I
was.
A
I
was
told
that
the
company
was
had
to
come
from
watseka,
yes,
correct,
yes,
company
had
to
drive
here
from
what
sega
to
fix,
whatever
would
take
another
25
30
minutes
to
be
here.
Unfortunately,
we
did
have
in
this
room.
We
had
like
a
veteran
that
was
in
a
wheelchair
and
he
could
not
go
down
so
that
was
about
12
15..
So
what
time
did
they
finally
fix
that?
I.
E
I
had
the
coney
elevator
to
specifically
avoid
this
issue,
because
the
issue
actually
started
it
would
have
been
tuesday
afternoon.
So
I
had
a
service
call
in.
We
had
coney
elevator
out
at
seven
in
the
morning
yesterday,
because
I
knew
something
was
happening.
I
said:
well,
let's
get
them
out
first
thing.
So
if
there
is
anything
going
on,
we
don't
have
any
issues.
Well,
despite
my
best
efforts,
we
still
have
problems
so
they
when
they
were
here
in
the
morning
everything
checked
out.
So
he
left
went
about
his
day.
A
Okay,
is
there
any
possibility?
I
think
the
computerized
component
is
exposed
to
the
environment
upstairs
right.
E
E
E
So
with
computerized
components,
I'm
sure
that's
going
to
be
probably
an
issue
as
well,
so
we
may
have
to
look
at
maybe
some
insulation,
something
in
that
room,
because
it's
not
insulated.
It's
just
four
brick
walls
and
a
metal
roof
is
all
that's
up
there.
You
end.
A
Well,
I'd
like
to
thank
you
for
accommodating
and
helping
the
veteran
sure
with
the
inability
to
go
down
so
well.
E
What's
nice
is
we've
always
had
a
plan,
so
I
mean
we've
been
talking
about
this,
this
project's
going
on
now
about
almost
two
years
november,
so
we've
talked
about
it
at
length
about
what
we
do
if
and
when
it
happens,
and
so
I
got
with
anita,
I
got
with
the
chairman.
You
know
we
had
plans
in
place
if
anybody
were
to
come
in
with
a
disability
that
needed
somebody
on
an
upper
floor.
You
know
we'd
made
arrangements
that
those
offices
would
send
somebody
down
to
the
lobby
to
accommodate
them.
So
I
mean
we
really.
E
I
think
we
really
did
the
best
that
we
could
have
done.
I
mean
especially
when
I
had
them
out
here
in
the
morning
to
specifically
avoid
that
issue,
and
then,
when
it
did
happen
we
you
know
we
obviously
did
the
best
we
could
given
the
circumstances.
Thank
you.
E
Let's
see,
duck
cleaning
is
scheduled
for
this
weekend.
That's
something
we
talked
about
at
this
committee.
They'll
be
starting
on
saturday,
will
be
a
saturday
sunday
project.
The
vac
has
something
going
on
in
the
building
on
sunday,
so
we're
gonna.
I've
already
talked
to
karen
we're
gonna
coordinate
the
best
we
can
to
stay
out
of
their
way,
but
that's
happening
this
weekend.
So
that's
you
know
one
of
those
projects.
You
know
the
elevator
the
duck
cleaning.
At
some
point.
E
This
building
is
going
to
need
some
tuck,
pointing
especially
the
north
elevation
of
the
building.
I
just
wanted
to
bring
that
to
your
attention.
I'm
not
ready
to
do
anything
with
that
with
that
at
this
point
in
time,
but
I
just
wanted
to
plant
the
seed
granite
work,
we're
going
to
be
doing
some
work
to
the
facade
here.
On
the
first
floor,
there's
a
couple
spots:
one
we
had
a
car
hit
this
side
of
the
building
back
when
brian
gad
boys
was
here
and
then
on
the
front.
E
Moving
on
to
the
courthouse,
the
grounds
look
terrific
over
there.
If
any
of
you
have
been
been
by
the
courthouse,
the
guys
have
done
an
outstanding
job
keeping
up
because
that's
not
easy.
If
I
mean,
if
any
of
you
have
homes
with
yards,
you
know
what
it's
like
right
now,
trying
to
take
care
of
cutting
grass,
so
you're,
not
bailing
hay
and
it's
it's
been
tough,
but
they've
done
a
nice
job.
E
We
should
be
able
to
go
out
to
bid
on
the
basement
courthouse
project,
so
you
know
there's
another
one:
midsummer
I've
been
talking
with
doug
bright.
We
feel
mid-summer
should
be
a
pretty
good
date
that
we'll
be
able
to
go
out
to
bid-
and
you
know
maybe
best
case
scenario-
some
point
middle
of
the
fall
early
winter.
You
know
actually
start
swinging
a
hammer
in
there
somewhere.
So
that's
kind
of
the
timeline
that
that
we're
looking
at
for
that
unit
two
on
the
west
side
continues
to
give
me
a
bunch
of
issues.
E
We
we
cleaned
it.
We
readied
it.
We
tested
it
and
then
lo
and
behold
the
first
time
we
get
90
degrees,
it's
it's
giving
me
fits,
so
we
had
a
vendor
out
yesterday,
looking
at
it
lights.
If
any
of
you
have
noticed,
the
courthouse
is
currently
lit
up
in
lime,
green.
We
work
with
the
pledge
for
life
on
those
courthouse
lighting
projects
and,
as
I
understand
that
lime
green
is
for
the
mental
health
awareness
month,
they
have
a
festival,
may
14th.
E
So
again,
that's
lit
up
in
the
lime
green
right
now.
So
if
you've
seen
that
and
wondering
why
that's
why
we
got
a
new
employee
at
the
was
able
to
hire
a
new
employee
happy
to
report
at
the
he
stationed
at
the
old
jail.
E
The
current
employee
that
he
was
hired
to
replace
is
set
to
retire
in
july,
so
the
timing
worked
out
pretty
well
to
to
get
him
in
and
she'll
be
retiring.
In
july
we
did
some
tuck,
pointing
whenever
we'd
get
a
driving
rain
over
at
the
old
jail.
E
We
would
take
on
some
water
on
the
second
floor,
so
we
just
did
a
small
section
of
tuck
pointing
around
some
air
intake
vents
on
be
on
the
south
side
of
the
building,
just
a
small
section,
and
that
seems
to
have
alleviated
the
issue
knock
on
wood
with
that
so
past
that
we're
going
to
be
conducting
a
building
survey.
E
E
So
I
mean
you're
dealing
with
obviously
an
old
building
old
structure,
old
windows-
I
mean
there's
yeah,
it's
there's,
there's
a
lot
that
probably
needs
to
happen
at
that
facility,
but
that's
something
that
over
the
next
month,
we're
going
to
do
a
building
survey,
get
on
a
lift.
Look
at
all
the
windows
figure
out.
What
needs
to
be.
You
know
what
caulking
needs
to
be
removed,
tuck
pointed
etc.
So
that's
another
thing:
that's
on
my
list
right
exactly
and
that
was
discussed.
E
So
may
31
june
1
june
2
is
when
the
power
washing
is
scheduled
at
the
old
jail.
We've
also
had
some
roof
issues
at
the
old
jail.
We
hired
a
contractor
to
take
care
of
it.
We
had
some
bubbling
on
one
of
the
lower
sections
of
roofing
out
at
jcdc.
The
flooring
project
is
moving
along.
It
really
really
looks
good.
If
you
haven't
been
out
there,
I
invite
you
to
go.
Take
a
look
at
that
really
looks
sharp
and
it
was
it
was
needed.
E
I
mean
it
was
that
carpet
was
in
bad
shape,
the
wash
so
the
flooring
is
another
project,
the
wash
bay
we
talked
about
the
wash
bay
at
the
miss
meeting
as
well
that
vendor's
been
hired,
we're
waiting
on
material
to
replace
the
metal
paneling
in
the
wash
bay.
I
also
had
the
grates
replaced
in
the
wash
bay.
I
think
they
were
the
original
greats
to
the
building.
They
were
rotted
falling
out.
E
E
We
just
recently
cleaned
out
the
shell,
so
the
shell
is
what
we
call
phase
three
out
there.
It's
a
gravel
area
used
for
storage,
a
lot
of
our
you
know:
maintenance
materials,
that's
where
they
fill
sandbags.
You
know
when
we
get
flooding
and
that
that
section
of
the
building
takes
a
lot
of
our
recyclables.
It
takes
a
lot
of
trash
from
time
to
time
it
gets
staged
there.
So
it
was
just
time
we
actually
filled.
E
I
think
four
30-yard
dumpsters
we
we
took
out
of
there,
so
that
was
a
a
lot
of
clean
out
that
happened
a
couple
weeks

at
the
sheriff's
direction.
The
sheriff
has
also
asked
me
to
look
into
painting
several
areas
in
the
jail
booking
the
property
room.
Many
of
the
floors
out
there
have
the
the
the
the
great
paint
on
the
floors
that
over
the
years
has
peeled
up
and
you
know,
is
in
need
of
some
new
paint
there.
E
So
a
lot
of
a
lot
of
a
lot
of
stuff
going
on
out
there.
We
had
another
board,
go
down
on
an
air
handler
if
you've
been
on
this
committee
for
any
length
of
time.
The
air
handlers
at
jerome
combs
when
the
boards
go
out
they're
obsolete
and
we
have
to
update
to
a
new
board.
So
we
had
another
one
go
out
that
serves
the
nurses
station,
so
we're
working
on
getting
that
board.
E
I
got
to
order
a
new
machine
to
take
care
of
the
floors,
so
we
went
from
carpeting
to
hard
surface
flooring
out
there.
We
have
a
large
machine
that
gets
used
in
the
jail,
but
I
wanted
to
get
a
smaller
machine,
something
that
will
handle
the
floors
in
public
safety.
We're
probably
talking
about
five
thousand
dollars,
but
that's
something
that,
in
order
to
keep
that
floor
and
maintain
the
floor
and
clean
the
floor,
especially
in
the
winter
months,
when
we're
tracking
in
salt
and
everything
else,
you
know
we
really
need
a
floor.
E
E
We
continue
to
work
on
floors,
stripping
and
waxing
floors.
Where
we're
doing
the
nurses
station.
This
weekend
we
had
14
thousand
dollars
worth
of
work
that
we
had
to
do
on
the
boiler
piping.
When
our
boilers
were
inspected,
the
piping
was
corroded
and
noted
on
the
inspection,
so
we
went
through
and
we
replaced
a
lot
of
the
boiler
piping
in
one
section
of
the
building
that
ran
about
fourteen
thousand
dollars.
So
all
in
all,
I
think
you
kind
of
get
the
gist
of
my
opening
statement
with
just
exactly
how
busy
we
are.
E
A
Getting
through
I
go
to
you
guys
with
some
thank
you
for
your
report
seems
like
you
guys
are
really
really
busy.
Previously.
You
have
reported
the
hiring
of
a
new
person.
Now.
Are
you
looking
to
hire
more
or
do
you
have
the
need
to
hire
more
individuals
from
this
point
on
yeah.
G
E
At
the
corners
it's
fine,
we
haven't
had
any
issues.
No,
I
mean
have
you
had
the
new
one
installed?
Not
yet.
No
not
yet.
No
any
word
on
I'll
have
to
bob
has
been
communicating
with
that
specific
project.
So
I'm
not
as
up
to
speed
on
that
project
as
I
am
the
rest
of
them.
So
I'd
have
to
talk
to
bob
to
kind
of
find
out
where
he's
at
and
then
did.
G
You
have
the
infrared
stuff
going
in
the
ductwork.
E
B
A
G
I
don't
know
if
luke
has
left
already.
This
is
a
combo
question.
I
guess
for
both
of
you.
What
are
you
going
to
do
with
the
fuel
prices?
I
see
on
your
financial
report
we're
fine
now,
but.
E
Oh
well,
I've
been
consistently
running
ahead
on
fuel.
Of
course
you
know.
So
what
am
I
going
to
do?
I
mean
we
have
to
maintain
and
service
the
buildings,
so
I
mean
it's
business
as
usual.
As
far
as
I'm
concerned,
I
mean
you
find
folks
will
hopefully
approve
my
budget.
That's
over
at
some
point.
You
know
in
the
future,
but
yeah
I
mean
it's.
