the
we
put
on
an
RFP
to
select
vendors
for
this
is
I
guess
for
the
group.
This
is
the
work
that's
done
under
grant
that
we
received
to
manage
from
senator
Joyce
it's
a
million
dollars.
We're
helping
homeowners,
convert
their
propane
system
within
the
house
on
the
back
side
of
the
meter,
so
nikor
can
legally
run
Main
and
lateral
in
a
meter
and
then
on
the
back
side.

There's
a
responsibility
of
the
homeowner
for
that
so
Senator
Joyce
secured
funds
we're
looking
to
select
a
contractor,
so
we've
been
working
with
Department
of
Commerce
I,
don't
know
a
couple
year
and
a
half
couple
years
now
feels
like
to
put
together
a
packet
and
we
believe
the
easiest
way
to
address
this
is
to
select
a
single
vendor.
So
that
way
we
can
have
one
vendor
meet
all
of
the
grant
requirements.
Just
like
we
did
with
the
the
contract
for
the
the
basement.

Renovations
Courthouse
the
same
pool
of
money
same
same
way:
the
money
flows
same
sort
of
requirements,
so
we're
going
to
have,
you
know,
buy
American
provisions
and
prevailing
wage
requirements
and
WB
and
MBE
and
managing
eight
or
nine
individual
contractors.
We've
been
talking
with
the
state.
We
said
that
would
be
hard
to
meet
these
goals.

So
we
put
the
RFP
out,
we
did
not
receive
any
responses,
and
so
we're
going
to
have
to
at
the
stop
level
kind
of
go
back
and
see
how
we
do
that.
But
this
is.
This
is
an
opportunity
for
us.
We
will
be
re-releasing
this
RFP,
so
if
you've
got
any
contractors
that
are
in
the
Plumbing
or
piping
business
and
we're
talking
about
replacement
or
installation
of
natural
gas,
water
heaters
orifice
replacement
on
existing
furnaces
water
heaters.

If
they
have
a
propane
water,
heater
things
along
those
lines
and
then
black
Iron
piping,
that
meets
code.
So
under
propane
you
can
Plumb
with
a
different
Plumbing
type.
You
can
use
a
fluted
copper
for
for
propane.
That's
not
a
legal
means
for
carrying
natural
gas,
so
most
of
these
homes
we
will
see,
will
need
to
be
re-plumbed
so
we're
making
the
individual
grants
available.
But
the
easiest
way
for
us
to
make
sure
that
all
the
eyes
are
dotted
and
teaser
crossed
and
make
sure
the
county
is.

We
have
funds,
we
have
a
million
dollars,
so
it's
going
to
go
hopefully
a
very
long
way,
but
we
need
to
find
that
that
right,
contractor
and
we'll
again
we
will
re-release
this
we're
going
to
take
it
back
to
our
office
and
and
probably
sit
down
with
the
the
Nicor
team
and
just
make
sure
that
we've
said
all
the
things
we
need
to
say
in
the
in
the
RFP
and
we
might
reach
out
through
our
our
appointment.
We
have
a
licensed
plumbing
inspector
to
ask
him
to
maybe
give
feedback
on
it.

Maybe

I
put
something
in
there.
It's
just
hard
for
them
to
meet,
but
we
wanted
to
make
sure
that
we're
we're
meeting
all
the
requirements
of
the
grant,
but
we
have
to
have
a
vendor
to
do
it.

far

next
steps
are
concerned.
We
certainly
will
be
reevaluating
this,
but
in
order
for
the
county
to
ensure
that
we
meet
all
of
our
requirements,
I
do
believe
it
would
be
very
difficult
for
us
to
just
release.

This
is
where
the
homeowners
would
bring
to
us
their
contractors
and
say:
oh
we're
going
to
do
work
with
ABC
and
one
two
three
and
all
these
other
groups.
We
think
it
would
be
easier
if
we
have
a
single
vendor
to
do
that,
and
so
that
you
know
likely
will
be
our
our
goal
to
move
forward
in
that
same
fashion.

Without
even
going
through
every
house
the
way,
the
way
we
we
chose
to
to
select
a
vendor
was
based
on
the
costs
for
installation
of
a
of
a
water
heater,
the
per
hour
cost
of
labor
for
black
iron,
pipe
replacement
or
installation,
and
then
the
cost
for
orifice
installation.
So
we
can
take
a
kind
of
vague
concept
again
without
saying
this
is
the
house,
you
know
one
two,
three
main
street:
here's
how
many
feet
of
pipe.
It
is
what's
the
cost
on
this
conversion
we're
trying
to
make
it.

So
we
can
compare
apples
and
apples
and
say
if
your
labor
cost
is
35
an
hour
and
there's
a
38
an
hour.
The
lowest
responsible
bidder
in
that
instance
would
have
a
lower
labor
cost
and
I
will
say
this.
The
the
way
we're
looking
at
this
is
based
on
estimates
we're
utilizing
from
nikor
as
to
how
much
of
the
cost
the
percentage
of
costs
we
see
for
these
conversions
will
be
applied.
So
I
don't
want
to
use
the
percentages
exactly
because
I
don't
want
anybody
to
have
an
advantage
here.

But
let's
say
that
half
of
the
cost
we
see
is
black
iron,
pipe
half
of
your
score
will
be
black
iron
pipe,
and
so
that
will
be,
and
so
it's
going
to
be
a
blended
equation
within
our
rubric
as
to
how
we
select
that
and
they
have
to
be
insured
and
bonded
and
licensed
through
our
our
contractors
like
registration
program,
they
have
to
have
you
know
the
capacity
to
do
the
work
and
and
show
that
you
know
they've
done
this
work
over
the
last
10
years.

They
have
to
have
the
capacity
to
to
not
only
hold
a
bid
bond
for
the
entire
project
value,
the
million
dollar
project
value,
but
also
to
be
able
to
to
maintain
the
projects.
We
don't
expect
somebody
that
has
to
have
done
a
million
dollar
project
right
it
doesn't
it
doesn't.

That
doesn't
have
to
be
the
case,
because
these
are
a
bunch
of
small
projects,
but
they
have
to
have
have
shown
capacity
to
do
a
a
a
larger
scale
project
like
this,
and
that
might
be
someone
where
the
Hang
Up
is
and
contractors
are
very
busy
right
now
and
all
of
those
things
we're
hopeful.

me
back
up
a
little
bit
too,
as
a
staffer
of
the
county,
I'm,
not
comfortable,
calling
two
or
three
contractors
to
say:
hey.
We
really
need
you
to
bid
on
this.
If
we're
going
to
release
the
information
out
there,
we
have
to
release
it
to
everybody
and
be
as
Fair
as
physically
possible
if
I'm
announcing
this
to
the
public,
and
so
many
reads
in
the
newspaper
and
they
know
their
neighbor's
a
plumber
and
they
tell
them
hey,
you
should
been.
That's
that's
great,
that's
a
way!

So
if
you
know
contractors
that
do
this
work,
I
just
at
the
staff
level,
we're
not
picking
and
choosing
favorites
as
it
relates
that
we
have
a
list
of
contractors
that
we
can
share
this
with.
We
shared
this
with
our
plumbing
inspector,
but
we
we
don't
necessarily
want
to
be
perceived
as
offering
some
sort
of
favoritism
to
a
particular
entity.

how
it
should

Advance
on
the
funds.

we
will
have

request

we
see
a
grant
agreement,

yet

grant

expedite

because
we
understand
it's
getting
cold

we're
once

grand

we're
gonna
do
a
capital
advance
of
a
quarter
of
the
grant.
So
we'll
have
the
funds
in
our

coffers
to
make
that
we'll

then
coordinate
with
nikor.
Who
will
be
releasing
these
in
in
kind
of
buckets
right
now
we
have
about
two
dozen
that
could
go
live
so
we'll

coordinate
with
that
contractor
and
there's
two.

notify
the
homeowners

homeowners
will
have
to
reach
out
to
the
contractor

coordinate
with
nikor.
They
will
then
apply
for
permits

us

buckets.

that
way
we

go
out

because
the

trip
out
there
for
one
inspection,

odd
times-
would
be
very
consuming
for
us.
So
we
really
want
to
make
sure
that's
not
happening
and
just
for
your

board
certification.
That
was
a
request
from
chairman
wheeler
that
we're
not
going
out
there
extra
extra
trips.

know
we
need
to
make
trips
out
there,
but
we
we
don't
want
to
have
all
of
that
mileage
for
a
single
inspection,
so
yeah
as
we're
coordinating
and
I
guess
back
up
again
we're
not
doing
any
work
for
anybody
who's,
not
an
icore
customer.
The

The
Genesis
of
this
list
is
nikor
customers,
so
these
are
people
who
are
signing
up
for
nikor
so
that
that's
kind
of
how
we
get
our
list.

furnishes
me
with
a
list
of
all
of
the
people
who
are
ready
to
be
signed
up,
that'll,
that'll
kind
of
create
our
universe
for
that
bucket,
a

or
whatever

whatever
we
get
to,

figure
a
couple
dozen
at
a
time
and
then
rolling
rolling
buckets
as
the
funds
get
exhausted,
we'll
request
additional
funds
on
Capital
Advance.
We
did
share
with
the
state
a
loose
timeline
on
what
we
thought
the
capital
Advance
would
look
like,
but
but
we
don't
know
until
we're
we're
in
the
ground.

Foster's
hand

an
announcement
about
some
things
going

with
the
pipeline
project
after
the
call
on
Friday

want

rolling
rolling
the
grants
out
and
there's
not
a
requirement,
an
income
requirement
on
the
grants.
This
is
not
cdbg
funds
that
require
Community
Development
block
grant
funds
that
require
some
sort
of
income
requirement.
When
talking
with
Senator
Joyce,
it's
a
first
come
first
serve.

to
wanted
to
ask
some
questions
as
far
as
having
a
licensed
contractor,
because
we
do
have
someone
in
our
community
a
young
man,
Anthony
cried
who
just
is
certified
he's
been
through
the
testing
he's
having
an
issue
with
the
state
of
Illinois
and
getting
his
license
because
I
guess
the
state
is
a
little
backed
up
so
I'm
wondering.
Would
there
be
an
opportunity
for
him
to
work
with
someone
who,
may
you
know,
get
the
contract.

Yeah
I
certainly
think
there's
an
opportunity
if
we
have
residents
who
are
qualified
and
capable
of
doing
the
work
and
the
the
big
thing
for
us
will
be
as
we
look
at
minority
business,
Enterprise
or
Women
Business
Enterprise,
when
we
talk
about
a
best
faith
attempt.
What
we're
really
talking
about
is
if
a
contractor
currently
has
a
vacancy
and
they're
headed
into
our
job,
we
request
that
they
don't
immediately
fill
their
vacancies
with.
You
know,
people
that
don't
meet
the
particular
standard
just
to
avoid
it.

That's
how
you
make
that
attempt
so
as
they're
looking
to
fill
this
requirement,
they'll
be
looking
for
individuals
who
who
can
kind
of
help
meet
our
goals,
but
the
you
know
the
big
thing
for
us
and
that's
the
unfortunate
part
and
we're
trying
to
we're
trying
to
be
cognizant
of
the
fact
that
there
might
be
a
smaller
firm
locally.
Who
can
do
this,
but
might
not
be
able
to
take
on

conversions
or
a
million
dollars
of
the
work?
And

it's
a
million
dollars
worth
of
Grant
and
the
homeowners
could
have
costs.

we

believe
there's
opportunity
there.

we're
continuing
to
work
with
nikor
and
Nicor,
with
their
contractor

think
the
npl
is
doing
a
lot

work

them,
they're

coordinating
with
people
locally.

similar
request
from

mayor
Hodge
on
the
the
permitting
side
and
we'll
get
to
that

the
next

but
that
we're
trying
to
include
some

local
individuals

the
project

that'll

request

Essentially
one

the
things
that
we
don't
have
the
ability

do

Dell
brought
this
up
several
meetings
ago
is
we
don't

permitting
on
the
project.

this
intergovernmental
agreement,
I
worked
with
with
John
in
the
state
attorney's
office,
we
added
number
five,
which
just
allows
us
to
manage
the
permitting
process
for
any
work
for
this
project,
so
part
of
that
becomes
and
and
to
Ms
Foster's
point
that
the
The
Village
does
not
have
a
licensed
plumber
on
staff.
You
know
just
waiting
to
do
these
inspections.
We
we
have
a
contract
with
a
licensed
plumber
to
do
our
plumbing
inspections.
I
talked
to
Mayor
Hodge
about
adding
this
language.

His
request
to
us
was
that,
and
we've
already
offered
this
as
they
had
a
new,
they
have
a
new
building
inspector
in
town
as
we
go
through
this
process,
we're
happy
to
bring
their
inspector
with
us,
we'll
you

as
we're
coordinating
we'll
be
out
there
on
a
Tuesday
meet
us
at
you
know
here.

the

need

announcements,
I
I
know
that

were
at
a
big
party.
We
had

couple
weeks
ago,
so
I'm
going
to
talk
a
little
bit
about
three
things.
So
mpo
things
are
happening
in
the
mpo.
Obviously,
that's
a
very
big
part
of
my
day.

So
as
far
as
the
mpo
is
concerned
for-
and
maybe
this
this
room
is
aware,
the
next
project
up
for
our
mpo
is
reconstruction
of
9000
North,
which
is
the
Manteno
interchange,
County,
Highway,
nine,
from
45
to
the
Bridge
Approach.
The
state
has
a
project
for
Bridge,
Approach,
bridge
and
other
side,
Bridge
Approach,
and
so
when
9000
was
first
conceived,
there
was
no
six
thousand,
and
so
the
goal
was
to
build
a
five-lane
road,
and
then
we
opened
six
thousand.

The
state
came
back
and
said:
it's
got
to
be
three
lanes:
traffic
doesn't
support
it,
you've
lost,
you,
know,
40
of
your
traffic
and
we
kind
of
said
yeah
I.
Don't
there's
a
lot
of
stuff
in
the
pipe
to
say
we're
not
going
to
do
this.
So
Greg
has
been
working
very
hard
with
our
consultant
Hutchinson
to
get
the
project
built
to
to
a
standard
we
see
and
because
of
the
way
it's
being
phased.
We're
we're
essentially
proposing
a
five-lane
build
with
three
lane
striping.

Well,
then,
this
big
announcement
happens
and
there's
2
600
jobs
and
all
sorts
of
truck
traffic,
and
things
like
that
and
now
it's
other
businesses
I
know
that
Tim
across
the
street
Andy's
been
taking
phone
calls
people
who
want
to
coordinate
even
at
that
event,
we
had
companies
from
all
over
the
world
that
are
partnering
that
are
looking
for
space.
So
there's
gonna
be
a
lot
of
things
going
on
at
nine
thousand,
and
so
that
drives
a
five
Lane
conversation
and
then
the
village
brought
up,
probably
even
a
traffic
signal.

Why
should
we
bear
the
cost
of
a
traffic
light
if
there's
funds
available
in
the
state
of
Illinois
to
do
things
like
that?
If
it's
you
know
economic
development
program
under
dot
or
truck
access
or
one
of
those?
Let's,

those
funds
to
make
this.
This
project
happen.
So
we're
we're
meeting
locally,
actually
ended
a
couple
days,
probably
a
week
week
away
now,
and
then
we're
gonna
likely
have
a
hearing
in
the
end
of
October
to
announce
the
project
in
its
kind
of
full
design
to
the
public.

But
it's
moving
fast,
I,
know,
John
and
I
talk
about
this
a
lot
probably
not
moving
fast
enough
for
John,
but
it
is
moving
in
the
right
direction
and
it
it's
nice
to
be
able
to
when
we
sat
down
with
District
three-
and
they
said
that's
great,
you
know
we're
seeing
this
as
traffic
when
you
get
a
project,
let
us
know,
and
so
as
soon
as
the
project
looked
like,
it
was
happening.

I
know
the
chairman
had
Greg
kind
of
reaching
out
and
notifying
our
team,
but
the
second
it
happened
and
very
fortunate
to
us.
The
governor
and
secretary
Osmond
were
at
the
the
the
gigafactory
announcement.
So
they
know
it's
not
in
any
news
to
them.
So
when
we
come
asking
for
that,
you
know
additional
whatever
it
is
and
and
we'll
make
sure
we
build
it
right
and
that
way
we're
not
back
there
in
a
year
or
five
or
whatever.
It
is
getting
yelled
at
by
the
public
about
having
it
torn
up.

So
it
will
maintain
we'll
maintain
open
through
the
entire
project,
so
we're
going
to
do
what's
called
a
state,
a
phase
project,
so
the
road
will
be
open.
The
entire
length
there'll
be
a
little
congestion
there,
but
we
will
not
be
closing
any
segments
to
where
45
can
access
57.

On
the
land
bank,
I
believe
in
your
packet,
we
got
one
of
those
cool
congratulation
letters
or
they
want
to
give
us
a
nearly
half
a
million
dollars,
and
so
this
is
round
two
strong
communities
program.
We
are
the
recipient
of
487
thousand
dollars
to
do
acquisition,
reconstruction,
demolition,
legal
stuff
surrounding
housing.

Obviously,
we've
been
partnered
very
regularly
with
the
land
bank.
Dr
Crawford
is
in
our
office,
and
so
we
talk
quite
a
bit
with
him,
but
this
is
about
coordinating
more
holistic
effort
to
address
housing
and
Workforce
housing
within
within
the
county.
I
know
that
we,
you
know,
had
a
discussion
on
Enterprise
Zone
and
how
do
you
make
housing
more
easily
attainable
and
there's
a
lot
of
conversations
about
new
housing
and
that's
great
but
350.

000
is
a
tough
price
point
for
a
lot
of
people,
so
this
program
allows
a
partner,
like
the
land
bank,
to
get
in
access
to
housing,
get
the
encumbrances
to
a
developer
out
of
the
way,
so
a
local
develop.
What
we'd
like
to
see
a
local
developer
could
turn
these
over
and
make
something
happen
through
agreement
with
the
the
land
bank
or
potential
part
ownership.

But
this
500

will
go
a
long
way
in
getting
those
properties
available
without
all
of
the
kind
of
legal
issues
that
we
have
on
some
of
these.
You
know
for
sale
and
error
and
back
taxes,
and
things
like
that.
This
is
what
the
land
bank
is
designed
for,
and
these
funds
will
help
them
further
their
efforts.

We
currently
have
eight
projects
going:
seven
in
Kankakee,
one
in
Saint,
Anne
that
we're
working
on
on
strong
communities
round
one
and
we'll
be
continuing
those
efforts
with
the
goal
being
addressing
housing
across
the
county.

So
we're
we're
very
pleased
with
that.

Yeah,
the
last
one
is
so
in
based
on
our
contract,
with
with
Belson
Steel
Center,
the
chairman
and
I
sit
down
with
them
on
an
annual
basis
to
talk
about
renewal,
the
way
the
contract's
written.
Actually
it's
if
nobody
objects
by
I,
think
October
or
maybe
it's
September.
We
continue
for
another
year,
but
we
like
to
sit
down
with
them
in
in
August
or
September
to
say
how
are
things
going?
What
do
you
want
to
see
so
we
had
a
conversation
with
them.

positive
conversation
talked
a
little
bit
about
science.
You
talked
about
about
things
that
are
happening
at
their
site.
We
have
some
funds
that
we
collect,
so
we
collect
a
little
more
dollars
and
then
goes
to
their
