collected

committee

whether
they

issues

they'd

breach

at

agreement

This
is
a
request
for
a
setback,
variance
on
the
property
with
a
little
arrow
on
it
on
the
screen
up
there,
that's
the
former
clubhouse
to
the
South
Shore
Golf
Course,
engineer,
Township,
the
Golf
Course
closes
doors
a
few
years
back
and
the
property's
been
sold
off,
and
now
they
are
going
to
turn
the
change.
The
use
of
the
clubhouse
into
a
single-family
residential
home
because
of
the
change
of
use,
the
property
needs
to
meet
all
the
requirements
of
our
zoning
ordinance
and
it
currently
does
not.

club
house
was
built,
probably
well
over
50
or
60
years
ago,
before
we
had
zoning
and
with
no
regards
really
to
setbacks,
and
it
sets
about
2.3
seven
feet
off
of
the
right-of-way
line.
Normally,
in
that
zoning
district,
we
require
a
30-foot
setback,
artist
using
the
50-foot
setback.
So
it's
a
it's
built
very
close
to
the
to
the
right
away,
not
to
the
road,
though,
that
it
does
have
a
wide
right
away
there.
The
Zoning
Board
heard
this
case
on.

a
special
use
permit

megawatt
solar
farms
on
the
area
outlined

blue

the

The
property
is
outlined

they'll,

using

acres
of
the

acre
parcel.

I
was
not
able
to
put
it
up
on
the
screen
today
for
this
one.
But
basically,
if
you
see
where
the
farmstead
is,
the
area
in
blue
from
the
farm
said
west
would
be,
would
be
a
solar
farm.

two
solar
farms,
there's
two
two
megawatt
solar
farms,
total
of
four
megawatts
this
would.
This
was
also
heard
on
October
29th,
and
it
was
recommended
for
approval
by
the
Zoning
Board
of
Appeals
four
to
zero.
They
did
not
place
any
conditions
on
it
at
that
time.
I
think
they
forgot
is
my
opinion,
because
the
staff
always
recommends
conditions.

I
would
ask
that
if
it
is
approved,
I
recommended
for
approval
today
by
this
committee
that
they
also
add
in
the
two
standard
conditions
that
we
have
been
placing
on
all
of
them.
One,
the
ground
cover
shall
be
planted
with
native
pollinator
friendly
species
and
two
all
required
landscaping
shall
be
subject
to
the
maintenance
requirements
and
penalties
prescribed
in
the
weed
and
grass
control
plan.

were
no
objectors
present
at
the
hearing.

Keep
in
mind
we're
talking
about
owners
rights
as
well,
so
we
have
to
be
very
careful
about
agreeing
or
disagreeing
with
the
decisions
that
are
made,
and
principally
this
is
one
of
the
first
steps
that's
taken
by
us
to
move
the
situation
down
the
line
we
don't
know
what's
going
to
happen
on
in
the
latter
part
of
this
process,
so
I
wouldn't
panic
because
of
the
amount
of
property
that's
coming
out.
It
is
a
serious
condition,
but
we
have
to
keep
those
things
in.

this
one

located

Van
der
Carr
Road,
just
outside
of
the
village
of
aroma
Park,
it's
outlined

It

2
megawatt
facility.
You
recently
approved

megawatt
facility
on
the
parcel
to
the
east
of
it
as
well
same
company.
Cypress
Creek,
renewables
is
was
the
applicant
on
both
I
said
it's
a
2
megawatt
facility.
This
case
was
heard
on
November
5th
by
Zoning
Board
as
well,
and
it
was
recommended
for
approval
six
to
zero
with
the
standard
conditions.

permit
request
for
a
two
megawatt
solar
farm.
The
property
is
outlined
on
red
there
up
on
the
map.
It's
in
Rockville
Township
recently
approved
another
solar
farm
to
the
property
to
the
south.
From
with
the
I
believe
it's
the
same
company,
this
one
is
the
applicant,
is
pivot
energy
and
the
other
one
was
micro
grid,
energy,
I
believe
they've
merged,
or
they
are
the
same
company
now,
but
anyway,
the
Zoning
Board
of
Appeals
heard
this
one
on
November
5th
as
well,
and
recommend
approval
six
to
zero
with
the
same
standard
conditions.

19th

Zoning
Board

Appeals,
and
they
recommended
approval

with
conditions
and
I
believe
there
was
an
extra
condition
added
to
this
one
which
I
will
get
to
you

was
yes.
Besides
the
two
standard
conditions,
they've
also
added
that
white
pine
shall
be
planted
along
the
frontage
of
two
thousand
South
Road,
which
was
discussed
by
the
applicant
that
they
were
willing
to
do
that.

comments,
all
positive
mr.
Steve
McGruder
discussed.
He
spoke
in
favor
of
the
application.
Mr.
Walcott
he's
a
County
resident,
an
environmentalist
stated.
The
project
was
a
great
idea
and
we
need
to
move
towards
renewable
sources
of
energy.
Mr.
mark
McCorkle
did
not
have
a
positive
comment,
but
had
some
questions
because
the
road
had
been
surveyed
in
front
of
his
house,
and
that
has
to
do
with
a
a
road
improvement
by
the
township
on
that
location
and
has
nothing
to
do
with
the
solar
farm
I.

This
is
similar
to
the
previous
case.
The
property
has
been
zoned,
our
one
single-family
residential
since
1967
they're,
requesting
it
to
be
rezone
to
a-1
agriculture,
to
facilitate
the
installation
of
a
2
megawatt
solar
garden
on
the
property
which
would
require
especially
use
permit.
That
they're,
also
asking
for
city
of
Kankakee,
is
adjacent
to
this
property.
That
would
be
the
brown
on
the
map
up
there,
which
is
also
the
Yankee
Valley
Airport
Authority.

Zoning
Board
heard
this
on
the
19th
as
well
and
recommended
approval
six
to
zero.
They
also
added
an
extra
condition
on
this.
One,
which
is
an
agricultural
style
fence,
will
be
used
instead
of
the
required
chain-link
fence
and
landscape
screening
will
be
installed
along
the
roadways,
and
that
came
as
a
request
from
one
of
the
joining
property
owners
we
had.

It
doesn't
change
how
they're
being
used
it

to
change

we
think
they'll
be
used
in
the
future
and
if,
for
some
reason,
that

expand

they
wanted
it

rezone
it
at
that
time
or
the
city
of
Kankakee
could
annex
and
zone
it
to
whatever
they
think
is
appropriate.

Just
had
a
couple
updates:
I
wanted
to
give
everyone
today.
First,
our
inner
city
bus
grant
agreements
have
been
executed
by
I
dot,
so
staff
will
be
proceeding
with
reaching
out
to
Sun
River
terrorists
and
moments
for
the
rotation
of
those
shelters
and
everything
like
that
for
the
shelters,
the
size
and
design
is
going
to
be
dictated
by
the
grant
amount,
which
was
sixteen
thousand
dollars
and
just
as
a
reminder,
the
inner
city
bus
grant
does
not
have
any
local
match
coming
from
the
county.

It's
all
state
and
federal
funds
for
our
ridership,
our
first
quarter
of
fiscal
year
2019
so
July
1st
through
September
30th.
We
had
ten
thousand
four
hundred
and
sixty
nine
trips.
That
was
about
an
eight
percent
increase
over
the
same
time
last
year
and
the
main
contributor
to
that
was
a
new
service
contract
that
show
bus
entered
into
with
a
social
service
provider
in
the
area.
So,
as
a
result,
the
demand
response
deserve
its
increased
about
twenty
one
percent.

However,
the
moments
commuter
route
decreased
about
five
percent
over
the
same
time
last
year,
but
it's
actually
been
about
the
same
as
the
previous
few
quarters.
In
other
news
in
January,
2019
we'll
be
sending
out
our
letters
of
interest
to
transportation
providers
in
the
area
we
send
those
out
every
year.
That's
the
beginning
of
the
application
process
for
next
fiscal
year
and
then
just
a
side
note
I
doubt
is
going
to
be
conducting
program
reviews
we
have
our
consultant
RLS
and
that
scheduled
to
take
place.

of

same
thing.
Usually
I
try
to
avoid
the
term
writers,
because
sometimes
there's
a
an
impression
that
we're
counting
individual
people
and
so,

a
million
rides
in
a
year,
there
may
not
be
a
million
individuals
who
are
actually
using
the
bus,
but
there
have
they've
gotten
on
the
bus
and
the
total
of
a
million
times.

arguing

people
have
to
walk

that
location

the
thing

don't
like
about

they're

off
there,
they
have
to
get

and
then
walk
back
to
their
location,
but

understand

logics
