Description
Planning, Zoning & Agriculture Committee Meeting 10/20/2021 9:00 AM
A
Call
the
pga
meeting
for
october
20th
2021..
Let
me
get
a
roll
call,
please
kelly.
B
A
Thank
you.
First
up,
we'll
be
public
comment.
We
have
brian
scott
attorney
for
one
of
the
cases
you're
on.
Thank
you.
You
can
raise
it
up.
If
you
like,
I'm
sorry,
you
can
raise
up
the
mic
if
you
like.
C
I'll
leave
it
there.
I
am
technologically
challenged,
so
I
thank
you
good
morning,
members.
I
am
here
on
behalf
of
my
clients,
len
and
linda
splett
for
case
number
zba
21-09.
C
C
In
all
respects.
This
is
essentially
as
straightforward
as
it
sounds.
I
am
just
here
to
provide
that
comment
to
make
sure
that
everybody
understands
what
you
will
be
learning
about
when
the
case
is
presented
to
you.
The
property
will
conform
with
all
zoning
requirements.
Lot
width
requirements,
driveway
spacing
the
property
that
they
have.
They
have
a
house,
that's
on
the
western
side.
They
are
looking
to
separate
the
parcel
into
two
parcels.
C
With
that
split,
the
parcel
with
the
house
on
it
will
remain,
in
conformance
with
all
of
the
zoning
ordinances
the
parcel
on
the
right.
They
are
not
seeking
to
redevelop
in
any
sort.
They
have
a
contract
to
sell
their
house,
and
the
price
is
right
for
half
of
that
parcel
not
for
the
whole
parcel
the
other
parcel,
even
though
it
is
zoned
r1,
there
are
no
permits.
They
are
not
seeking
permits
to
build
on
that
property.
C
They
just
want
to
be
able
to
sell
the
property
and
move
on.
They
are
seeking
this
ahead
of
time
to
avoid
any
issues
and
again
they
are
not
planning
subdividing
that
lot
any
further.
I
know
that
there
are
valid
concerns
on
behalf
of
everybody
with
this
committee
and
they
are
not
looking
to
expand
or
deviate
from
those.
C
So
with
that
being
said,
I
respectfully
just
ask
that
you
listen
to
what
is
presented
to
you
and
understand
that
it
is
as
straightforward
as
it
seems
today,
which
hopefully
will
be
a
nice
change
of
pace
for
everybody.
Thank
you
very
much.
Thank
you.
A
Okay,
next
up
will
be
approval
of
minutes
from
the
last
meeting
september.
22Nd
I'll
get
a
motion
in
a
second
miss
peters,
miss
bryant.
Second,
all
in
favor
say
aye!
Thank
you.
Okay,
we
don't
have
a
building
report
today.
So
first
up
we
have
a
zoning
case.
21-07
is
a
request
for
variance
to
section
121-99
in
lot
with
on
a
parcel
generally
situated
in
section
14
of
limestone
township
on
a
parcel
generally
situated
in
section
4,
you
got
that
honor
twice
township.
A
The
petitioners
are
vernon
j,
junior
and
jacqueline
osinga
property
owners
and
larry
asinga
applicant.
You
get
a
motion
to
approve
mr
ekkoff.
Second,
mr
kirkster.
Okay,
any
discussion,
everybody
read
the
information.
D
D
Vernon
and
jacqueline
osanga
own
the
property
mr
osinga,
is
deceased
now
and
miss
osinga
would
like
to
sell
the
property
when
larry
osanga
came
to
us
about
the
situation
there.
D
We
let
him
know
that
the
ordinance
requires
that
you
have
frontage
on
a
public
street
and
that
the
easement,
since
you
don't
own,
it
is
not
considered
frontage.
He's
asking
for
a
variance
to
the
lot
width
section
of
our
ordinance,
which
is
121-99
to
allow
this
parcel
to
continue
its
use
as
it
has
since
1991,
but
that
he
would
be
able
to
sell
it
without
any
violations
or
issues.
E
Thank
you,
mr
chairman.
How
does
the
easement
work?
Could
they
possibly
lose
it
if
it
if
the
property
were
sold?
I
do
know
that
happens.
A
Thank
you.
Anyone
else.
No,
okay,
okay,
borrowing,
none
entertain
a
motion
to
approve
zva
case
21-07.
A
Oh,
that
way,
the
most
sorry
all
in
favor
ci
opposed
same
sign.
None!
Okay!
Thank
you!
That's
it
that
one
okay!
Next
up
is
zba
case.
21-08
is
a
request
for
variance.
This
is
section
121-286
access
to
roads,
121-100
c
lot
size
and
121
121-100
d,
lot:
width
on
a
parcel
generally
situated
in
section
33
of
rockville
township.
The
petitioners
are
greg
osenga
and
michelle
osenga
property
owners
and
applicants.
A
D
The
osanga's
own,
the
farmland
and
the
aryan
red
the
subject
site
is
the
parcel
outlined
in
red,
including
the
one
outlined
in
blue.
I
don't
know
if
you
can
see
the
red
going
around
it
or
not.
That
is
the
parcel
in
question.
I
believe
it's
around
six
to
eight
acres
of
land.
D
They
would
like
to
divide
off
the
area
outlined
in
blue
so
that
it
can
be
sold
separately
and
that
would
be
0.81
acres
along
an
easement
there's
already
two
other
houses
along
that
same
easement
and
the
easement
is
used
to
access
that
larger
lot.
The
lock
contains
a
either
a
mobile
or
a
modular
home.
The
application
says
modular.
Our
records
show
mobile.
That
has
yet
to
be
determined
really,
but
has
little
relevance
to
this
case.
D
There's
also
two
pole:
barns
on
that
0.81
acre
property,
the
remainder
of
the
red,
the
property
in
red,
would
be
merged
into
their
other
agricultural
properties,
so
in
essence,
you're
creating
you're
turning
one
large
lot
into
one
smaller
lot.
That
already
contains
a
dwelling
unit
and
it's
along
an
easement.
D
The
zoning
board
also
met
on
this
monday
night
and
recommends
approval
four
to
zero.
E
Mr
chairman,
so
this
doesn't
look
like
it's
actually
on
a
road,
so
they
do
need
the
easement
to
access
the
property
and
I'm
assuming
that's
also
recorded.
D
Yes,
they
already
have
the
easement,
it's
it's.
I
guess
I
failed
to
mention
that
what
they're
actually
requesting
is
a
lot
with
variance,
because
the
property
is
zoned,
a2
agriculture,
the
minimum
lot
width,
is
250
feet
and
just
like
the
previous
one,
it
has
no
lot
width
along
a
public
road
they're,
also
asking
for
a
lot
size
variants,
because
the
a2
district
requires
a
minimum
of
two
acres.
This
lot,
when
done,
would
be
0.81
acres
and
they're,
also
asking
a
variance
for
access
to
roads
because
of
the
easement.
A
A
Okay,
next
up
is
zba
case.
21-09
is
a
request
for
a
special
use,
permit
13c
in
an
r1
single-family
residential
district
single-family
home
on
a
parcel
generally
situated
in
section
27
of
limestone
township.
The
position
petitioners
are
leonard
and
linda
splet,
property
owners
and
applicants.
We
get
a
motion
to
approve
okay,
mr
ekkoff.
Second,
miss
peters,
okay
got
first
in
a
second
okay,
john.
D
All
right,
the
splits
own,
a
40,
acre
parcel
on
1500
north
road
in
limestone
township.
You
can
see
the
location
on
the
township
map
there.
It
is
40
acres
in
size.
It
contains
one
single-family
home.
The
majority
of
the
rest
of
the
parcel
is
farmed
with,
as
you
can
see
there
to,
the
northeast
corner
is
woodland.
D
D
As
of
2006,
our
ordinance
requires,
in
the
r1
district,
that
a
home
on
a
parcel
greater
than
two
acres
in
size
requires
a
special
use
permit.
So
that
is
what
they
are
asking
for
today
is
the
special
use
permit
on
the
par
on
the
future
parcel
that
would
be
outlined
in
blue
the
this
would
actually
meet
the
requirements
of
our
a1
agricultural
district.
Unfortunately,
this
is
zone
r1,
not
agriculture,
and
the
entire
area
around
this
property
that
entire
portion
of
limestone
township
is
zoned
r1,
so
attempting
to
rezone
it
to
a1.
A
A
A
D
D
We've
had
a
few
requests
for
dispensing
facilities
in
unincorporated
kankakee
county,
and
what
we
found
is
that
our
ordinance
is
extremely
restrictive
to
the
point
that
you
virtually
could
not
cite
one
in
unincorporated
kankakee,
county
so
meeting
with
mr
or
chairman
wheeler.
We
decided
to
make
a
few
changes
to
the
ordinance
for
one
one
thing:
currently,
we
only
allow
them
as
special
use
permits
in
the
restrict
or
in
the
commercial
districts
and
the
industrial
districts.
Unincorporated
kanke
county
has
very
little
commercial
districts,
there's
almost
no
place
in
the
commercial
district.
D
Secondly,
if
you
go
down
to
item
a,
it
would
still
be
a
special
use
permit
in
the
ag
district.
By
the
way,
if
you
go
down
to
item
a,
we
had
a
setback
minimum
of
2500
feet,
that
is
a
half
a
mile
and
quite
a
setback.
We
would
like
that
reduced
to
a
1500
foot,
setback
for
schools,
playgrounds
parks,
religious
facilities,
community
residential
homes,
penal
institutions
and
registered
daycare
facilities.
D
D
We
realized
that
that
is
not
always
the
case,
so
we
would
like
language
added
that
says
accept
during
times
when
indoor
sales
and
operations
are
not
possible
due
to
extraordinary
circumstances,
so
temporarily
they
could
offer
drive
through
service
and
under
f
would
be.
The
same
f
addresses
outdoor
sales,
which
are
prohibited
currently,
but
we'd
be
adding
the
same
language
to
the
bottom
of
that
that
says
accept
during
times
when
indoor
sales
and
operations
are
not
possible
due
to
extraordinary
circumstances,
and
that
is
the
changes
that
we
are
proposing.
G
D
Does
that
the
few
sites
that
were
available,
that
industry
was
looking
at
it,
it
seemed
to
be
religious
institutions?
Okay
were
were
the
real
issue,
not
schools
or
playgrounds
that
they
could
not
meet
the
2500
foot
setback
because
of
that,
even
though
the
property
met
all
other
requirements.
D
A
Anyone
else,
okay,
ray
mr
prepared
number
11.,
who
determines
extraordinary
circumstances?
How.
D
Yeah,
how
do
you
figure
that
that
would
be
the
planning
director
in
conjunction
with
the
chairman
of
the
board,.
H
So
there's
a
couple
of
license
or
variants
in
the
state
one
dealing
with
the
growing
of
it
and
then
the
other,
the
dispensary
of
it.
Agriculture
will
be
more
conducive
to
the
growing
of
it
versus
just
having
dispensaries.
H
We
do
have
one
I
know
that's
invaded,
but
we're
saying
that
they're,
not
one
of
the
things
I
have
a
concern
with
is
that
the
the
the
police
protection
that
are
in
the
unincorporated
areas
tend
to
kind
of
raise
my
eyebrow
when
it
comes
to
the
safety
of
that
community
or
that
those
areas
in
the
outlining
areas.
H
H
So
in
these
cases
I
would
have
to
again
decline
because
I
understand
what
they
want
to
do.
However,
I
think
there
will
be
issue
of
public
safety
if
we
don't
have
a
strong
police
presence
in
those
particular
areas
and
since
we
do
not,
unless
they
just
started
one,
I
am
again
kind
of
not
in
favor,
no
matter
how
we
adjust
the
the
language
just
more
near
police
protection.
Maybe
I
would
view
it
differently,
but
that's
my
position.
Okay,
thank
you.
H
D
You
got
anything.
Could
I
make
a
comment
on
mr
snipes?
You
bring
up
some
excellent
points
there.
Mr
snipes
one
one
point
I'd
like
to
make
on
that
is
that
the
majority
of
the
county
is
zoned
agriculture,
so
you
may
be
imagining
out
in
the
middle
of
nowhere,
but
it
could
very
well
be
just
along
route,
45
or
route
17,
just
outside
of
town,
so
police
presence
would
be
relatively
close
by.
D
Each
one
of
these
would
still
have
to
come
before
the
board
for
their
special
use
permit,
and
if
police
protection
is
an
issue,
that
would
be
a
time
to
address
that
on
a
case-by-case
and
site-by-site
basis.
So
if
you
don't
feel
that
particular
site
has
proper
police
protection,
it
would
warrant
possibly
denying
the
special
use
permit
at
that
time.
This
is
just
setting
the
rules
that
everyone
must
follow.
D
A
I
don't
believe
we
could
make
changes
that
del
has
already
provided.
It's
all
public,
been
posted
public
and
everything
so
far,
so
dell.
D
It
would
have
to
what
you
would
have
to
do
is
send
it
back
to
zoning
board
with
those
changes,
so
they
can
properly
be
vetted
in
a
public
hearing
format.
We.
A
Would
also
every
one
of
these
every
one
of
these
special
use
cases
that
can
will
come
back
before
pga
and
the
zoning
board
of
appeals,
so
that
could
be
addressed
a
specific
hours
of
operation.
You
know
offenses,
all
that
kind
of
stuff
we
take
care
of
at
the
special
use
permit
level
it.
D
Certainly
could
be,
they
are
special
use
permits,
which
is
one
of
the
zoning
actions
that
allow
you
to
put
conditions
on
each
one.
So
if
a
site
you
felt
was
too
close
to
a
church,
you
could
limit
hours
of
operations
at
that
time
using
conditions.
Yes,.
A
You
have,
we
would
see
it
again
at
county
board
again,
so
I
mean
it's
got
to
go
in
front
of
the
full
board
and
us
again
and
we
can.
F
I
Thank
you,
mr
chairman,
if
and
if
I
think
it
would
be
in
order,
mrs
brian
wants
to
make
the
motion
to
send
it
back.
That
could
be
made
and
seconded.
I
That
that
is,
I
think,
that's
legitimate.
The
one
question
I
have
is
the
conditions
for
dispensaries
are
set
by
state
law.
I
don't
know
if
we
can
go
over
state
law
with
conditions
on
a
special
use.
Permit,
that's
something
that
I
don't
think
has
come
up
yet
and
dell.
You
may
have
experience
in
that
and
I'm
not
asking
for
a
legal
opinion.
I
just
didn't
know
if
you
ever
run
into
this,
where
we
try
to
put
conditions
that
are
over
and
above
state
law,
especially
on
something
as
highly
regulated.
D
As
the
dispensary,
my
understanding-
and
I
am
no
lawyer
I'll-
leave
that
to
those
that
practice
law,
but
it's
my
understanding.
As
long
as
we
are
not
violating
the
state
law,
we
certainly
can
put
conditions
upon
it.
You
couldn't
lessen
the
rules
we
can
go
above
and
beyond.
We
cannot
lessen
yes.
H
And
I
do
agree,
I
the
we
can,
we
can
be
more
restricted.
We
just
cannot
be
less
restricted
than
the
state
statues
of
the
laws
that
governs,
and
I
do
appreciate
there
when
he
stated
that
it
can.
I
mean
some
of
them
might
be
where
they're
close
to
what
they
call
a
a
jurisdiction.
But
I
don't
know
if
that
jurisdiction
would
have
jurisdiction
to
go
over
into
a
community.
H
That's
in
line
with
it,
but
yet
separate
like
a
township
versus
the
outlining
areas
of
the
or
city
without
lining
here
like
moments
in
the
city
of
moments
is
one
thing,
but
when
you're
going
into
the
township
or
the
outlining
areas
that
are
in
moments,
that
would
that's
not
under
the
jurisdiction
of
moments
so,
as
a
result,
their
police,
their
police,
unless,
given
some
other
authorization,
loses
jurisdiction.
H
As
far
as
that's
concerned,
and
again,
we
are
in
the
you
know,
with
the
churches,
even
if
it
is
a
half
a
mile.
I
would
probably
agree
that
we-
and
you
always
say
it's
the
case
by
kate's
basis,
but
the
purpose
of
setting
a
ordinance
or
some
type
of
policy
that's
in
place
is
to
make
sure
that
we
give
guidance
to
any
other
committees.
That
makes
those
particular
decisions
so
before
to
come
back
here
when
we
can
address
it
now
and
send
it
back
and
say.
H
Look
at
this,
like
the
church
thing
that
mrs
bryant
brought
up
would
probably
be
more
so
in
order
because,
as
we're
setting
the
policies,
we
might
as
well
get
that
out
the
way.
If
that
is
the
strong
concern
and
let
the
boy
decide.
A
Okay,
anyone
else
so
don't
we
can't
make
changes
to
the
agenda
so.
A
A
H
A
Public
hearing-
and
they
have
to
do
it
all
over
again
any
change
you
make
if
you
say
2500
feet
on
sunday
before
noon
or
whatever,
then
you
gotta,
do
it
we'll
have
to
send
it
back
to
the
zoning
board
of
appeals
which
can
be
done.
It's
just
that.
I
don't
know
what
the
the
line
is
on
anybody
yeah
anything.
D
F
A
What
they
call
blue
law?
Yes,
okay,
I'm
not
familiar
with
that.
Okay,
we
had
a
first
and
a
second
on
the
floor
for
to
pass
what's
there,
so
I
guess
we
have
to
ask
for
a
vote
on
your
second.
I
didn't
write
down
the
name.
There
was
one
here,
no.
A
Yeah
kirkster
yeah,
that's
what
it
was
yeah
for
the
first
one.
So
do
we
have
to
hold
on
that
first
andy,
and
then
we
need
a
second
on
her
motion.
Okay,
so
we
yeah.
We
have
a
motion
in
a
second
on
the
floor
right
now,
so
that
gets
tabled
for
a
second
we're
going
to
go
to
miss
brian's
idea
with
the
blue
law.
She
called
it
were
you
certain
distances
away
from
a
church.
She
wants
to
send
it
back
to
the
zoning
board
of
appeals
for
it
to
be
heard
there.
Okay,
mr
swanson.
J
A
I
Thank
you,
mr
chairman.
I'm
I'm
trying
to
I'm
trying
to
line
up
the
parliamentary
procedure
on
this.
We
had
a
motion
and
a
second
on
the
floor
to
approve
yeah.
So
this
is
really
a
motion
to
amend
to
send
it
back
to
zba,
but
we
already
have
a
motion
to
approve
and
I
don't
think
we
can
amend
at
this
point.
We
would
have
to
vote
this
down
and
then
vote
to
send
it
back
and
then
change
it.
That's
how
it
would
have
to
work,
because
we
already
have
a
motion
to
approve
on
the
floor.
I
You
got
to
go
with
a
message
you
can
amend
that.
Well,
this
is
a
full-on
rejection
to
send
it
back.
Okay,
you
see
how
the
difference
that,
in
my
mind,
I
don't
know
if
the
committee
agrees,
because
I'm
halfway
winging
it
right
now
trying
to
do
things
correctly,
but
I
don't
think
you
can
amend
no,
not
something.
A
B
H
But
emotionally
to
men,
you
are
not
in
totally
rejecting
it,
you're
saying
that
we
we
looked
at
it
well,
because
me,
and
now
that
you
are
the
first
approval-
was
to
basically
approve
it,
but
the
amendment
says
that
there
was
a
addition.
There
was
an
additional
discussion
that
now
says
we
need
to
look
at
this
and
send
it
back
to
the
respective
committee
with
this
variance,
because
we
are
looking
out
when
we're
setting
some
type
of
policy
for
the
individuals
in
charge.
I'm
not.
H
I
don't
buy
the
argument
that
a
person
is
on
medical,
we're
not
talking
medical,
we're
talking,
dispensary,
there's
two
different,
that's
two
different
issues:
no.
H
A
Okay,
well,
we
have
a
motion
on
the
floor
and
we
have
some
all
in
favor,
say:
aye.
A
Restate
the
motion:
okay,
to
approve
the
text,
amendment
to
county
code,
121-99
121-209
and
proposed
changes
to
the
cannabis,
dispensing
facility
requirements,
the
petitioner's
kanke
county
applicant
and
that's
us
in
delbert.
We
have
a
motion
and
a
second
all
in
favor
say
aye,
we
arrived
that's
what
I
asked
for.
Okay,
I
didn't
hear
you
asked
for
a
roll
call.
A
H
A
F
F
A
A
G
I
wanna
I
won't
this
is
this
is
a
special
use
permit?
Is
it
am?
Am
I
not
correct
yes,
so
whenever
this,
whenever
there
is
an
application
for
the
special
use,
any
guidelines
in
that
special
for
that
special
use
will
be
determined
before
any
licenses
is
passed.
So
if
there
is
an
issue
with
a
a
religious
organization
being
too
close,
a
school
being
too
close
or
or
anything
like
that,
if
there's
a
time
period,
that
issue
can
be
brought
up
at
the
time
of
that
application.
Yes,.
D
D
G
D
Okay,
I'm
not
exactly
sure
when
it
passed,
probably
within
the
last
month
or
so,
the
state
legislature
past
the
public
act
102-0492,
which
is
titled
the
agricultural
experience
act.
It
is
on
the
screen
in
its
entirety.
It's
only
two
paragraphs,
but
it
limits
the
county's
authority
to
utilize
zoning
to
regulate
agritourism
or
agricultural
experience,
facilities
and
activities
highlighted
at
the
bottom.
There
is
the
actual
language.
A
county
shall
not
require
a
conditional
use,
permit
special
use,
permit
special
exception
or
variance
for
agricultural
experiences.
D
This
in
essence
makes
our
agritourism
ordinance
unenforceable,
as
our
ordinance
requires
a
special
use
permit
for
these
type
of
activities.
So
at
this
point
in
time
we
are
asking
that
we
repeal
our
current
ordinance.
While
we
look
into
seeing
what
we
can
do
as
far
as
regulations
we
are,
we
do
have
a
we're
trying
to
set
up
a
meeting
with
the
senators
that
actually
sponsored
this
bill
so
that
we
can
discuss
our
concerns
with
them.
A
Okay,
and
who
were
the
senators
that
dale
do
you
know
who
they
were
by
chance,
local
guys
or
where
they
were
from
somewhere
else?
A
I
Senator
joyce's
bill,
he
carried
it.
Okay,
there's
a
trailer
bill
coming
that
they're
asking
for
help
coming
up
with
all
of
the
definitions
like
what
is
primarily
agricultural
use.
It
is
a
is
it
a
a
box
in
the
window,
that's
an
herb
garden,
or
is
it
x
amount
of
acres
per
the
total
acreage
of
the
land
yeah?
You
know
it's
that
type
of
stuff
that
it's
that's
the
act
right
there.
It's
there's
nothing
to
it.
So
when
does
this
become
law.
I
It's
more
of
a
heads
up
that
this
is
coming.
The
trailer
bill,
hopefully,
will
have
those
definitions
like
we're
talking
about.
We
want
this
kind
of
use
right,
but
this
is
way
broad.
It
doesn't
address
cars
on
the
roads
and
getting
you
know
having
bonfires
inside
of
buildings
and
other
I'm
serious.
It's
you
know
there
was
a
place
that
had
kerosene
heaters
and
hay
bales
all
in
the
same
building.
So
it's
like
you
just
can't
do
that
kind
of
scenario
doesn't
address
that.
I.
D
Can
I
can
tell
you
it
gives
no
regard
to
building
codes,
ada
requirements
parking
traffic-
we
really
it
gives
us
no
guidance
on
how
to
deal
with
that
and
since
parking
is
part
of
our
zoning
code
and
we
can't
use
our
zoning
code,
can
we
limit
any
parking
or
require
any
parking?
I
don't
know
at
this
point:
where's
township
fire.
I
D
A
H
D
A
Okay,
we
can
do
it
now
and
if
anybody-
and
you
know
anybody
has
any
questions
for
dell
about
that,
I
forgot
to
get
it
first
in
a
second,
because
I
thought
we're
going
to
have
a
lot
of
discussion.
So
let's
go
to
get
it
first
and
the
second
okay,
mr
snipes.
H
I
just
wanted
to
say
that
I
would
rather
wait
until
we
see
what
that
what
the
law
is.
So,
therefore,
because,
if
they
had
anything
else,
then
we
have
to
come
back
so
there
there's
nothing.
There
should
be
no
structure
that
would
behoove
us
not
to
wait
until
december.
This
no
big
rush,
so
I
would
rather
wait
until
the
actual,
I
don't
say
man.
They
come
from
the
state,
but
at
least
the
statue
comes
from
the.
A
I
I
A
A
No,
I
didn't.
Okay,
I
get
a
first
and
second
there.
Okay,
mr
donald,
miss
peters,
okay,
all
in
favor,
say
aye
aye.
What
are
we
improving.
A
A
Okay,
one
day,
all
right:
kelly:
okay,
okay
transportation.
Next
we
have
mr
wilson
getting
appointed
to
the
peacom
and
he's
gonna
tell
us
what
that
means
and
pcom
yeah
remember
what
it
is:
okay,.
K
It's
another
acronym
right.
Thank
you,
mr
chairman.
So
this
is
a
little
bit
of
cleanup
for
us.
At
the
staff
level,
we've
been
transitioning
with
having
jeffrey,
take
on
more
responsibility
in
gis,
with
the
the
leaving
of
staff
and
some
of
the
things
that
we're
kind
of
at
the
staff
level
trying
to
take
care
of
is
things
that
we
can
really
wrap
a
bow
around
and
rural
transit's,
one
of
them.
K
So
this
is
the
this
is
a
program
compliance
officer
from
vermonter
monitor.
So
it's
a
it's
a
monitor
position.
Obviously
we
have
quite
a
few
checks
and
balances
in
our
program.
We
receive
a
bunch
of
state
and
federal
funds,
they're
managed
by
the
finance
department,
but
our
staff
also
reviews
them.
I
I
not
just
request
that
we
have
that
that
program
compliance
monitor
in
you
know,
staff
person
listed
so
we're
in
a
transition,
if
approved
by
this
committee
and
the
board
from
jeffrey
to
me,.
G
A
A
J
D
Yes,
we
only
have
six
members
right
now,
we're
still
down
a
member.
We
must
have.
Not
only
must
we
have
four
for
a
quorum,
but
for
a
for
them
to
make
a
recommendation.
Four
must
agree.
I
The
I'm
gonna
write
it
down
because
we're
not
getting
applicants
so
we're
gonna
have
to
start
outreach.
What
are
the
townships
that
we
need
to
look
in?
That
we
don't
have
representation.
D
A
I
Been
on,
we've
put
it
on
social,
a
couple
times
it's
sitting
out
there
as
an
opening
we're
just
gonna
keep
trying.
We
have
to
start
looking
and
I
kind
of
if
you
live
in
those
other
townships,
maybe
reach
out
to
the
people.
Think
of
somebody
he'd
be
good
at
this
yeah.
That's
what
I
did
for
kankakee.
You
know
we
should
have
representation
on
a
kankakee.
A
If
you
have
a
facebook
page
for
your
for
your
political
account,
you
can
post
something
on
there
and
let
if
you
live
in
those
other
areas,
say
hey
we're.
Looking
for
somebody,
that's
interested
in
the
community,
it's
a
really
interesting
committee
to
be
on
it's
very
interesting
to
be
there.
So,
okay,
under
new
business,
we're
going
to
have
that
zoning
board
of
appeals.
We
just
talked
about
that.
We
have
eight
openings
on
the
kenky
county,
regional
planning,
commission
dollar.
