Public Improvements Advisory Committee (PIAC) -- District Six Hearing
In cooperation with the Mayor and City Council, will be holding public hearings across the city. These hearings are being held so that the Committee and Council can hear from citizens about the city’s public improvements needs. The PIAC will use information gathered through the hearings to recommend projects for funding to the Council for Year Thirty- Eight (Fiscal Year 2021-22) of the one-cent sales tax for public improvements.
Due to the COVID-19 outbreak, PIAC is modifying the public hearing process to include a remote
meeting in each district. Two hearings will be held for each district and will include one virtual meeting and one in-person meeting. The PIAC is making a full effort to ensure that all those who wish to participate in the PIAC district hearings are able to do so in a safe manner. If you have further questions or concerns, please contact PIAC@kcmo.org. Each district’s PIAC representatives are also available for contact and further information. Additional information about City impacts, help, resources, and more on the City’s response to COVID-19 can be found at kcmo.gov/coronavirus.
In addition to coming to the hearings, citizens can also tell PIAC about needed public improvements by completing a PIAC application request form. These forms will be available at the hearings or are

the
primary
function
of
the
PI
act
is
to
solicit
resident
input
and
make
recommendations
regarding
both
the
city
wide
and
neighborhood
portions
of
capital,
the
capital
budget.
Today's
meeting
is
one
of
the
several
several
of

public
hearings
that
the
PI
a
quotes
to
receive
input
from
residents
and
community
members
regarding
opinions,
concerns
and
project
requests
for
the
upcoming
capital
budget.
These
meetings
allow
residents
and
can
members
to
present
and
discuss
potential
applications
for
pi
our
neighborhood
projects
within
each
district.

deadlines
for
neighborhood
project
applications
is
August.

the
KCMO
sidewalk
program
thanks
everyone
for
your
time.
This
evening
we
are
gonna.
Do
a
quick,
five
minute
overview
of
the
program.
Next
slide,
please
yeah
we'll
be
covering
two
topics:
one
is
the
sidewalk
program
overview
and
the
second
one
is
the
ad
a
barrier
curve
program
next
slide,
please.

So
when
we
pass
the
juban
program
in
2017
for
the
next
20
years,
we
were
looking
at
seven
and
a
half
million
dollars
per
year
on
an
average
to
work
on
two
major
things.
One
is
a
2.5
million
per
year
for
the
area
program
and
the
other
one
is
a
five
million
per
year
for
the
sidewalk
program.
These
are
the
average
cost
per
year.
Area
program
is
mainly
focused
on
repairing
and
fixing
the
corners
and
it's
part
of
DOJ
settlement.

So
wherever
we
have
accessibility
issues
throughout
the
city,
we
made
a
huge
list
of
it
and
we
are
working
throughout
that
list
to
make
sure
they
are
all
accessible.
So
that's
the
area
program.
When
you
look
at
the
sidewalk
program,
it
is
broadly
classified
into
four
categories.
The
first
one
is
the
sidewalk
full
block
spot
repair.
So
when
we
started
this
program
in
2017
based
on
City
Council's
directive,
we
looked
at
all
the
3-1-1
cases
related
to
sidewalks
from
2008
to
2016.

That's
that's
the
first
part
of
it
and
the
second,
the
major
major
part
of
the
size
of
program
would
be
starting.
Next
year
we
are
going
to
move
to
a
sidewalk
priority
maintenance.
So
again
in
2017,
when
we
went
when
the
city
council
advised
us,
this
whole
city
was
prioritized
into
five
priorities.
One
two,
three
four
and
five.
Forty
different
factors
were
considered
when
these
priorities
were
made,
like
proximity
of
schools,
median
income,
eight,
so
on
and
so
forth.

So,
based
on
that
five
priority
or
based
on
these
scoring,
the
city
was
divided
into
five
priorities
and
currently
we're
inspecting
priority
one
two
and
three
with
the
city.
So
early
next
year
or
early
spring
next
next
year
now
we
are
going
to
present
the
results
of
the
inspections
performed
for
priority,
one
two
and
three
to
the
City
Council
and
based
on
their
recommendations.
We
are
gonna
repair,
those
sidewalks
toward
the
city.
For
thirty
one,
two
and
three
we
will
continue
to
inspect
thirty
four
and
five.

move
starting
twenty
twenty
one,
which
is
again
next
year,
we'll
be
dedicating
a
portion
of
our
funds
from
sidewalk
program
to
pilot
for
each
council
district.
So
let's
say
your
council
district
has
a
shovel-ready
project,
so
a
portion
of
it
will
be
dedicated.
Can
it
will
be
dedicated
to
your
council
district
and
the
council?
Men
and
women
can
make
those
decisions
for
you
in
addition
to
all
these.
With
with,
we
think
it's
it's
the
right
time
to
do
proactive
approach
for
the
sidewalk
program,
so
we
have
partnered.
We
are.

are
in
the
process
of
partnering,
with
UMKC
to
research,
about
alternative
materials
for
sidewalks,
rather
than
concrete,
which
is
our
standard,
which
we
use
and
also
get
get
some
more
best
practices
which
we
can
implement
throughout
the
city,
the
other.
The
other
thing
we
are
going
to
look
at
is:
there
are
lot
of
pedestrian
crashes,
which
we
observed
at
a
lot
of
intersections
throughout
the
city.
So
we
are
going
to
review
these
intersections
using
some
artificial
intelligence
tools
and
try
to
identify
what
are
the
better
ways
we
can
prevent
these
accidents.

So
when
we
go
back
to
the
sidewalk,
full
blocks,
part
repair-
that
is
the
three
one
ones
which
were
received
from
2008
to
2016.
This
gives
you
an
overview
for
the
complete
city,
so
we
have
over
350
blocks
of
sidewalk
the
block
repairs
which
we
need
to
fix
and
if
you're,
focusing
just
on
council
district
six,
which
is
your
council
district,
you
are
looking
at
70
blocks.

of
today,
we
have
completed
almost
50%,
which
is
like
49
percent,
and
there
are
ten
more
blocks
which
will
be
in
construction
this
year
and
the
remaining
blocks
will
be
completed
or
fixed
repaired
between
2021
and
2025,
but
as
an
overview.
This
is
where
we
are
next
slide.

going
back
to
the

corners
where
we
had
settlement
with
Department
of
Justice.

do
around
250
corners
in
2019
2020.
The
program
was
not
funded.
That's
why
you
don't
see
any
completion,
but
we
still
have
another
four
thousand
corners
which
needs
to
be
repaired.

we
are
going
through
the
city.

are
identifying
more
and
more
corners.
We
are
making
a
list
of
it
and
that's
why
you
see
an
aspect
over
those
two
lists.
Initially,
we
started
with
2,500
right
now.
We
are
at
4,000
of
them
next,
like.

way

it

underscores
how
important
it
is

us

we're
really
willing

sure
we
get
the
input
we
need
to

decisions
because
we're
always
struggling
with
limited
resources,
but
a
lot
of
requests
each
year.

think
last
year
we
had
a
record
and
in
requests
or
in
excess
of
fifty
seven
million
dollars
in
request
for
four
million
dollars.

council
people
participate
in
these
hearings
because
it
gives
them
an
opportunity
to
hear
directly

citizens

councilman
McManus
mentioned,
we
always
have
way
more
requests,
unfortunately,
than
we
have
money
to
construct
the
needed
work
and
we
hardly
ever
see
requests,
at
least
in
my
opinion
that
aren't
really
needed.
It's
almost
all
of
them
are
things
that
really
would
have
proved
the
city.

occasionally
you
have
one
that
you
kind
of
wonder
about,
but
not
very
often,
so
we
really
do
have
a
lot
of
work
we
need
to
do,
and
so,
whenever
we
can
get
leveraged
projects,
in
other
words
the
Neighborhood,
Association
or
most
Association
and
you
can
put
in
some
funding
or
a
business
can
or
a
school
district.
That
sure
helps
us
stretch
a
limited
amount
of
money
a
little
further,
so
I
just
thought.
I'd
mentioned
that
to
the
people

and
again,

council
people

actually
being
part
of
the

think

know,
there's
a
really
full
schedule
tonight,
so
I'm
gonna
try
to
be
really
brief.
My
name
is
Brian
Jackson
I
am
the
6th
district
long-range
planner
I
work
in
the
long
range
playing
department
for
City
Planning
development.
If
any
of
you
were
not
aware,
the
city
is
right
now
in
the
process
of
updating
our
comprehensive
plan
and
what
that
is
is
basically
our
plan
for
the
whole
city.
I
It's
a
long
term
vision
for
what
we
think
our
priorities
and
goals.
In
the
last
plan.
The
focus
plan
was
actually
completed
23
years
ago.
So
a
lot
has
changed
in
cities.
Since
then,
that
plan
was
a
multi-year
process.
They
spent
years
talking
to
the
community,
formulating
recommendations
over
900
them
actually
to
be
specific
and
those
recommendations
help
us
do
quite
a
bit.
They
helped
us
accomplish
some
things
like
the
violation
of
downtown.
They
also
were.
It
was
the
driving
force
for
a
lot
of
Ardmore
specific
citywide
plans.
I
So
you
think
about
the
trails,
Kansas
City
plan
and
all
18
of
our
area
plans
have
been
updated.
It's
also
helped
guy
decision-making
processes
outside
of
that.
So
it's
a
really
important
process
and
document
to
have.
We
want
to
make
sure
it's
up
to
date,
so
this
current
one,
the
new
update
to
it,
is
a
really
good
opportunity
to
look
at
all
those
elements
that
have
been
achieved.
Look
at
still
what
needs
to
be
implemented.
You
know
maybe
what's
missing
as
well
as
look
at
the
priorities
for
our
next
25
years.
I
A
kind
of
example
that
is
in
the
first
plan
focused
downtown
was
a
really
big
focus
of
the
plan.
There's
a
lot
of
activity
and
attention
paid
to
it.
So
we
want
to
know.
Is
that
still
the
way
it
should
be
should
downtown
be
a
prime
focus
going
forward
for
the
next
25
years,
or
there
are
other
places.
We
should
look
at
the
same
kind
of
attention,
so
another
place
is
like.
There
are
other
types
of
questions
and
guidance.

One
is
to
help
provide
feedback
to
make
sure
you
know
what
is
important
to
you
and
to
make
sure
your
voice
is
represented
going
forward
as
we
have
more
discussions,
but
we
also
need
your

Getting
the

out

this
complaint,
normally
we'd

out

lot

these

Conversation

little
bit

bunch

we
have
one

you'll

we're

also

really

been

kind

we're

all
of
our
engagement
online
and
all
kind
of
remedy,

difference,
but
the
difference

face-to-face
and
online.
We
try
to
develop
as
many
activities
to
help
people
provide
feedback.
So
if
you're
somebody
who
really
wants
to
write
and
give
us
a
lot
of
detail,
we
had
a
lot
of
open-ended
questions
that
you
can
submit
answers
to.
If
you
really
want
to
kind
of
go
through
and
do
some
quick
activities,
we

some
multiple-choice

if
you're
more
of
a
spatial
person,
we
have
a
big
map
you
can
go

and
put
points

very
specific

things
that
you

or
things
that
you
think
another
city
might
work

kind

try
to
develop
ways
for
feedback
for
all
types
of
people,
no
matter
your
interest

style
of
participation,
and
the
other
thing
is
that
once
you

go
through
and
participate

we
want

asking

to
tell
your
friends,
maybe
your
neighbors
and
people
in
your
neighborhood
association
about
the
website

encourage

register

participate
as
well.
We
want

have
as
many
voices
to
truly
make
this
a
comprehensive
plan.

not
comprehensive,
but
for
only
getting
feedback
from
one
corner
of
the
city
or
people
that
are
only
interested
in
strictly
land
use.

we
want

make
sure
the
more
voice
is
the
better
and
the
better
plan
will

result

that.

construction
funds

homes

falling

once
was
a
simple
freak
and
ravine,
and
now
is
a
disastrous
mess
of
mud
and
downed
trees
and
ongoing
erosion.
Every
time
it
rains
the
disaster
is
not
and
was
not
caused
by
runoff
from
our
property.
It
was
caused
initially
last
year
and
before
that,
for
some
of
us
by
rushing
water,
that
flows
down
the
gully
from
a
much
wider
area
that
then
undercuts
the
earth
in
our
backyards.
So
in
a
sense
it
looks
like
a
landslide,
a
swirling
landslide.

Essentially,
we
live
in
fear
every
time.
There's
a
major
storm,
yet
I
want
to
make
sure
that
we
acknowledge
our
gratitude
for
the
money
that
district
6
provided
from
contingency
funds
for
an
engineering
study,
and
we
understand
from
the
water
services
department
that
the
geotech
study
is
finally
going
to
be
due
this
week.

know
because

could
never
get
an
engineer
to
look
at
it,
but
we
do
know
that
the
original
Creek
is
owned
by
the
city.
Our
property
lines
do
not
extend
that
far
down,
and
thus
we
are
here
again

their
construction
funds

to
make
our
homes
safe
again

backyard,

here

huge
drop-off

little
too
close
to
it

up

just

happened
and

think
you

the
rushing
water

banks
there

then
they
collapse
because
of
it,

it
was
awfully
close
to
the
foundations
when
I

out
there,

that
was

year
ago.

it's
very
troubling
to
hear
that
it's
actually
reached

of
the
foundations
and
it's
a
very
dangerous
situation.

year
resident
at
the
address.

corner

61st
Street
between
Maine
and
walnut
on
2017
I
had
a
gentleman
out
who
was
marking
my
sidewalks
and
I
am
sure
that
it's
in
was
in
the
initial
phase.

That
mistermonopoli
told
us
about
so
2017
was
the
first
year
that
I
submitted
a
pie
up
request
in
hopes
that
when
the
sidewalks
were
repaired,
they
would
also
take
a
serious
look
at
the
curbs
that,
along
that
same
side
of
the
street,
because
they
were
in
a
very
much
in
disrepair
as
well.
Unfortunately,
the
sidewalks
have
nothing
has
been
done
with
the
sidewalks.
To
date
they
were
marked
in
2017,
but
20,
17,
18
or
19
did
not
provide
any
changes
in
the
sidewalk
or
repairs
to
the
sidewalk.

Interestingly
enough,
on
the
I'm
on
the
north
side
of
61st
Street,
the
south
side
of
61st
Street
right
across
the
street.
From
me,
all
the
sidewalks
and
all
of
the
curbs
were
repaired,
which
I
found
to
be
a
little
bit
odd,
because
I
would
have
thought
that
if
they
were
going
to
do
the
south
side
of
the
street,
that
they
would
do
the
north
side
of
the
street
and
when
that
process
began,
I
started
to
reach
out
to
both
of
my
council
persons
office
I've
spoken
with
mr.
L
Wickham
I
spoken
with
Miss
Foster
I've
had
conversations
with
the
water
department,
Shawn
Allen
I've
spoken
to
a
project
manager.
Mr.
Norman
brown
and
everyone
has
been
very
helpful
and
understanding,
but
unfortunately
weren't
able
to
give
me
any
specifics
on
how
I
could
continue
to
further
this
process,
along
with
the
exception
of
applying
for
the
PI
act.
So
I
did
that
in
2017.
I
did
that
in
2018
and
I
did
that
again
in
2019.

last
time
I
was
on
the
phone
with
mr.
monopoly.
He
was
nice
enough
to
put
together
another
request
for
me
and
now
I
have
the
number
three
eight
zero,
zero.
Four
three
as
I
mentioned
before,
which
the
request
category
comes
under.
Curb
sidewalk
and
driveway
I've
witnessed
numerous
accidents
along
61st
Street,
one
of
them
involved
a
child
whose
bicycle
went
into
the
hole,
that's
about
eight
seven,
eight,
nine
inches
deep
and
he
broke
his
arm,
and
that
was
a
little
tragic
for
the
boy.

day

myself
gave
her

lots
of
pictures
on
it

driveway
approaches
are
fine.

mainly
curb
read.

curb
needs
to
be
completely
redone
because
it's
basically
gone
large
chunks,
but

sidewalks
need
repaired.

might
be
able
to
be
repaired.

need
to
be
replaced
again.

don't
know,
but
those
were
marks
years
ago
for
either
replacement

Basically,
there's
large
stretches
there
were
the
curbs
of
I
have
all
but
dissolved
and
I
think
the
main
concern
that
I
have
and
in
some
of
the
other
residents
there
is
that
there's
really
no
no
drainage,
so
you've
got
water.

sub
stretch
is
just
sitting
there
and
building
up
with
bacteria
and
mosquitoes
and
whatnot
so
I,
just
kind
of
recently
learned
about
this
process
and
talked
with
Maggie
Greene
and
Melling
Miller's.

they've
started

drove

there

they're
beginning
to

work
there.

that
child

hit,

we
have
the
funding.

already

take
the
107th
Street
sidewalk
from
Bristol
over
to
Greenwood,
and
then
thanks
for
your
advocacy,
we've
got
the
funds
to
take
it.

from
a
hundred
and
seventh
and
Greenwood
up
the
west
side
of
Greenwood
to
serve
urban,
which
is
now
an
elementary
school
and
connect
to
the
sidewalks
there
at
Greenwood
and
James,
they
read
didn't
speak.
We
appreciate
all

or
getting
us
this
walkability
and
you
and
I
both
remember
before
we
had
the
sidewalks
installed
on
Ruskin
way.

When
that
young
lady,
who
was
a
student
there,
Ruskin
high
school,
was
walking
out
in
the
street
because
that's
where
you
had
to
walk
and
she
was
hit
by
the
side
mirror
of
a
truck
she
wasn't,
it
could
have
been
a
lot
worse.
She,
you
know
they're
still
pretty
bad
and
it
was
really
a
dangerous
thing.
So
we're
glad
to
start
seeing
some
sidewalks
where,
where
they
really
are
needed
as
a
safety
factor,
because
I
seen
a
lady
107th
in
a
motorized
wheelchair
kind
of
at
dusk
and.

not
submitted
a
pie
request
this
year.
I
wasn't
planning
on
presenting.
Today.
I
was
trying
to
get
the
hang
of
how
you
all
were
running
the
zoom
meetings.
I've
submitted
a
PI
action
request
before
for
our
block,
and
we
run
parallel
to
Gregory
and
with
all
the
construction
on
Gregory.
We
are
getting
a
lot
more
traffic
and
it's
more.
Our
road
is
deteriorating
more
rapidly,
but
we'll
be
submitting
a
request
for
curbs
and
sidewalks
again
just
about
every
home
on
this
street
has
a
deteriorating
curb.

we
just
want
to
submit
them
again
and
see
if
we
can
get
in
life.
We
have
over
20
children
on
our
block
and
it's
unsafe
for
them
to
ride
their
bikes
and
scooters
on
the
sidewalk
because
of
all
the
deterioration,
and
so
if
they
ride
in
the
street,
there's
a
concern
with
the
traffic
coming
off
Gregory
and
people
trying
to
go
around
the
construction.
So
it's
just
it's
getting
a
little
dangerous
for
the
kids.

Well,
while
we're
waiting
I
might
make
a
brief
announcement
about
something
good,
that's
happened
out
in
the
6th
district,
as
many
of
you
know,
at
least
if
you
live
over
in
the
side
of
it.
The
Hillcrest
Road
bridge
over
I-470
has
been
shut
for
some
time
because
it
needed
some
structural
repairs
and
also
the
deck
was
pretty
well
shot
and
they've
been
working
on
that
for
months,
and
originally
it
was
going
to
be
possibly
clear
in
the
late
fall
before
that
was
done,
but
it
was
actually
reopened
for
traffic
this
afternoon.

So
I
was
sure
pleased
to
see
that
mode
I
had
told
my
son
who's
the
same
representing
for
that
area
would
be
they
thought
open
this
afternoon
and
it
is
open
this
afternoon.
So
you
don't
realize
how
much
those
bridge
connections
are
really
helpful.
I'm
getting
around
the
community
and
until
I
I
couldn't
go
that
way
anymore.
