the
weekly
report-
a
look
at
news
from
the
city
of
Kansas,
City
Missouri.
So
apparently,
that
groundhog
saw
his
shadow
this
year,
so
winter
is
bound
to
stick
around
for
another
month
or
two
make
sure
you
stay
prepared
for
wintry
weather
by
keeping
a
window
scraper
a
blanket,
a
flashlight
with
extra
batteries,
some
snacks
and
other
emergency
supplies
in
your
car,
and
here
are
some
other
tips
for
when
you
drive
in
snowy
conditions
from
a
driver
who
knows
our
Kansas
City
streets.

the

we
deserve
to

we

to
signal
to
the
world
that
we've
had
enough
of
moving
forward
and
we're
content
to
settle

politics

this
has
become
to
the
large
extent
politics
as
usual,

Annual
Planet
Comicon
convention
is
back
at
Bartle
Hall,
so
you'll
see
a
lot
of
stuff
happening
downtown.
This
is
the
area's
largest
comic
book
and
pop-culture
Expo.
It
takes
place
February
16th
through
the
18th,
along
with
snagging
autographs
from
your
favorite
stars.
You
can
rub
shoulders
with
lots
of
cosplay,
clad
attendees,
just
your
average
normal
everyday
convention
visitors
from
places
like
10,
tween,
Krypton
and
various
other
star
systems
for
ticket
information
and
more
check
out
planet,
Comicon,
dot-com
and
now
here's
some
more
transmissions
from
your
city
departments.

Ever
wonder
how
the
city
of
Kansas
City
Missouri,
puts
together
its
budget
each
year
or
how
you
can
get
involved
in
the
process
before
the
budgeting
process
even
begins.
City
Council
members
collaborate
at
an
annual
meeting
to
re-examine
and
amend
the
city's
goals
and
priorities
which
are
outlined
in
case
he
mows
citywide
business
plan.
The
city
relies
upon
this
five-year
business
plan
to
provide
the
big
picture
needed
to
help
guide
decisions
made
each
year
during
the
budget
process,
a
process
that
has
four
steps.

First,
a
number
of
public
meetings
called
resident
work
sessions
are
held
throughout
the
city
and
mid
September
to
early
October.
The
city's
budget
office
uses
these
meetings
to
not
only
educate
those
interested
in
the
budgeting
process,
but
also
to
give
residents
an
opportunity
to
tell
their
elected
officials
what
city
services
are
most
important
to
them.

Next
city
departments
create
and
submit
their
own
desired
budgets
to
city
management
and
the
finance
staff
over
the
next
several
weeks.
These
administrative
offices
discuss
department
proposals
and
make
decisions
on
what
to
include
keeping
in
mind
the
need
to
maintain
a
balanced
budget,
which
is
a
legal
requirement
set
forth
in
the
city's
Charter.
After
a
balanced
budget
proposal
is
created,
it
is
presented
to
the
City
Council
for
review
and,
at
the
same
time
made
public
on
the
city's
website.

Final
step
in
the
budgeting
process
occurs
when
the
budget
gets
approved
at
a
city
council
meeting
and
goes
into
effect
on
May
1st.
This
approved
budget
remains
in
effect
until
April
31st
of
the
coming
year.
The
city
of
KCMO
values
the
input
of
residents
all
throughout
the
annual
budget
process,
as
it
continues
to
provide
outstanding
services
to
all
Kansas
Citians.

Really
it
was
my
love
for
Kansas
City
I
always
knew
that
I
was
going
to
open
a
theater
company
of
some
kind.
I
did
not
know
which
direction
that
would
take,
but
I
knew
that
it
would
be
right
here
in
my
hometown,
so
after
spending
nearly
20
years
in
New,
York,
City
and
running
the
rat
race
and,
as
you
said,
traveling
around
the
world
with
my
art,
it
was
time
for
me
to
return
to
Kansas
City
to
hashtag.
Tell

The
black
Repertory
Theatre
is
here
for
everyone
for
African
Americans
to
enrich
our
understanding
of
where
we
came
from
and
to
give
direction
as
to
where
we
need
to
go
and
for
non
African.
Americans
I
think
contribution
equals
worth.
So,

my
story,
you
can't
really
assign
worth
to
my
life
as
it
intersects
with
yours,
the
colored
Museum,
which
was
a
show
that
was
written
by
artistic
director
at
the
time
George
Seawolf
of
the
Public
Theater
in

It's
really
this
satirist
comedy
and
by
today's
measures
you
would
have
to
equate
it
with
Dave
Chappelle
or
key
and
Peele
how
they
take
some
really
serious
issues
but
put
a
comedy
spin.
It
satire
often
is
a
style
of
comedy
that
makes
you
giggle
until
it
punches
you
in
the
gut,
because
you
go.
Oh
that's
funny
because
of
the
way
you
presented
it,
but
the
subject
matter
is
serious,
but
it
gets
us
to
the
table
to
have
a
conversation.

Is
the
thing
that
took
off
before
we
did?
Our
first
show
the
first
show
that
we
produced
was
Dreamgirls
at
Paseo,
Performing,
Arts
Academy,
and
that
engagement
merely
was
secondary
to
our
educational
component
rise
repertory
in
school
empowerment
program
that
we
started
at
Ruskin,
high
school
and
Hickman
ninth
grade
Center
that
we
continued
to
the
stay,
engage
in
students
through
playwriting.
So
it's
it's
all
very
exciting
the
educational
component
and
how
we
then
parlay
that
into
performance
art.

of
Presidents
Day
on
February
19th
city
offices
and
the
3-1-1
Center
will
be
closed.
That
Monday
in
observance
of
the
holiday
trash
pickup
shifts
to
the
holiday
schedule,
which
means
one
day
later
than

shifts
to
Tuesday
and
so
on
through
the
