effective
date

transmission
delivery
charge,

our
presenter
is
our
general
counsel,

has
jurisdiction
over
evergy
kansas
central's
rates
in
terms
of
service,
ksa,

1237
provides
that
any
electric
utility
may
seek
to
recover
costs
through
a
separate
tdc
charge
and
ksa
66
1237c
presumes
that
all
transmission
related
costs
incurred
by
an
electric
public
utility
are
prudent
under
the
express
language
of
ksa
66
1237,
all
transmission
related
costs
incurred
by
an
electric
public
utility
are
conclusively
presumed
prudent.
As
a
result,
the
commission
has
no
jurors
or
no
discretion
and
must
accept
energy.
Kansas
central's
proposed
tdc
tariff
as
filed.

pursuant
to
ksa
66
1237,
the
commission
finds
everg
kansas
central's
proposed
tdc
rates
shall
become
effective
april,
1
2022
on
a
subject-to-refund
basis,
while
the
commission
conducts
its
review
of

tdc

the
review
and
I
think
it
is
important
to
note
that
the
kcc
does
audit
every
single
one
of
these
filings
and
if
the
charge
is
in
any
way
miscalculated
or
if
the
costs
do
not
match
the
costs
that
are
described
in
the
statute,
we
do
have
the
opportunity
to
change
the
charge.
For
those
reasons.
So
I
wanted
to
make
sure
that
gets
emphasized,
but
otherwise
have
no
further
comment.

just
point
out
that
this
is
one
writer
among
several
that
are
mandated
by
state
law.
So
while
we
do
an
audit
and
we
ensure
that
factually
it
is
correct,
it
is
still
something
that
is
a
requirement
by

statute
with

approval

the
order.

transmission
delivery
charges
do
not
entail
any
traditional
commission
review
or
approval
process
whatsoever
under
the
statute,
the
utility
files,
these
tdc
charges
with
the
commission
and
they
become
effective
30
days
after
the
date
of
filing.

As
commissioner
french
indicated,
all
the
commission
staff
really
does
is
that
they
perform
a
traditional
verification
audit
process,
but
that
is
a
far
cry
from
a
thorough
commission
review
process.
It
doesn't
exist
in
this
instance,
under
the
law
and
pursuant
to
ksa
66
1237.
These
filings
are
conclusively
desert,
conclusively
presumed
prudent,
essentially
as
files
subject
to
that
review
process.

I
think
it's
interesting
to
note.
I've
just
concluded
my
fourth
year
on
the
commission
if
we
and
that
that's
beginning
from
april
of
2018
through
today,
during
that
time
period,
the
net
total
transmission
delivery
charge.
Adjustments,
including
the
the
the
20
million
roughly,
that
is
an
increase
recognized
by
us
today,
totals
almost
86
million
dollars.

That
is
an
incredible
impact.
I
say
that
with
reference
to,
if
we
were
to
to
draw
a
comparison
to
traditional
rate
cases,
this
may
be
double
or
triple
what
a
traditional
rate
case
would
be
every
other
year,
but
the
combined
effect
of
this
is
really
substantial.
It
has.

That

important

shame

look
at
this
on
a

line
item
piece
without
being
able
to
look
at
it
holistically,
not
as
a
as
a
defense
of
the
86
million
dollar
increase
at
all.
But
with
my
participation
at
southwest
power
pool,
I
do
know
that
some
transmission
investment
does
create.

Savings,
creates
fuel
savings,
it
creates
avoided,
need
for
new
generation,
creates
o
m
savings,
and
I
I
it
would
be
nice
if
there
was
an
opportunity
to
learn
more
about.

know
what
the
the
overall
net
effect
of
these
investments
are
to
be
able
to
compare
the
costs
and
the
benefits,
because
there
certainly
are
costs,
and
it's
very
obvious
in
these
filings,
but
I
think
the
commission
could
benefit
and
the
legislature
could
benefit
from
learning
more
about
the
costs
and
the
benefits,
and
I
hope
that's
something
we
can
hear
more
from
our
utilities
in
the
future.
So
I
I

think,
that's
a
a
great
thing
to
point
out
that
you
know
there
are
downsides
to
having
these.

the

ratepayers

striking
that
we

conclusively
presume

substantial
talk
costs

pretty
modest
audit
verification
process
that
they
are
prudent.

other

the

at

council
about

workshop
session

help
us
better
understand
the
ramifications
of
all
these
writers

they
came

long

they
been
on
the

norm

that

we

better

the
fact
that
these
are
authorized
by
statute?

ability
to
go

adjust
and
control,
but
we
can
share
with
legislators
some

thoughts,
perhaps
next
year,

again
it's

a
piecemeal
fashion.

fractured
that
way,

lose
sight
of
the
balance
of
what
we
are
approving
throughout
a
year
and
not
just
with
this
company
but
with
all
companies.

I
think
there'll
be
more
to
share

all
jurisdictional
natural
gas
and
electric
utilities

coordinate
efforts

make

and
appropriate
actions
to
ensure
adequate
service
and
defer
extraordinary
costs
into
an
asset
account.

course

action
is
in
the
public
interest,
is,

result
in
just
unreasonable
weights

supported

substantial
competent
evidence

accepts.

ferc
indexing
procedure
that
changed

oil
pricing
index

oil
pricing

factor

now

producer
price
index
for
finished
goods
minus

rates

expected

reduce
new
stars
march
1st

june
30th
2022
revenue

an
estimated

the

changes
properly
utilize
ferc's
indexing
methodologies.
