and
we
have
one
noticed
item
and
we
have
an
employee
recognition
event
as
well.

approve
the
consent

commissioners,

morning
on
december,
30,
2020
average
kansas
metro
filed
his
2021
advent
tax
surcharge
request.
Every
metro
requested
a
surcharge
of
4.9
million
dollars,
which
is
an
increase
of
2.7
from
last
year's
writer.
The
proposed
surcharge
would
be
in
effect
during
the
period
of
february
2021
through
january
2022.

The
proposed
adverb
tax
surcharge
writer
factor
would
increase
kansas
residential
customer
bills
by
83
cents
per
month,
and
that
is
9.96
annually,
based
on
the
average
residential
customer
staff,
have
reviewed,
evergy,
metro's,
2020
ad
alarm
tax
statements
in
support
of
the
ad
valorem
tax
expense
claimed
in
the
application,
and
the
tax
statements
match.
Those
in
the
application
staff
recommends
approval
of
the
surcharge,
and
I
will
stand
for
questions.

a
couple
employees
for

their
service
accomplishments,

mr
bill
baldry
because
you're
first

know
each
other,
because
we
we've
worked
together
for
a
while,
but
the
information
I
have
says
you
first
came
to
the
kcc
in
2001
as
a
telecommunications
auditor
and
then
in
2003
you
became
a
general
auditor
and
then
in
2007
you
were
promoted
to
your
current
position
of
senior
auditor
and
you
have
been
here.

is
a
recognition
for
you
of
20
years,
I
believe,
which
is
which
is
mighty
impressive
and
a
long
time
to
be
serving
the
public,

just
say
in
my
experience
very
diligently
serving
the
public
so

much
appreciated.

I
have
worked
together
for
going
on
19
years
now
and

I

I've
been
honored

had
the
privilege
to
be
his
supervisor
for
for
12
of
those
years.

when
I
was
asked
this
morning
to
think
of
some
words
to
say
about
bill
first,
I
appreciate
the
opportunity
and
I'm
glad
to
do
it
and
it
wasn't
very
difficult
to
come
up
with
some
nice
things
to
say
so.
You
know
bill
just
a
few
things
here,
but
you
know
bill
is
extremely
hard
working
and
I
mean
he
he
never.
He
absolutely
never
turns
down
a
request
or
an
assignment
or
a
challenge.

Not
I
mean
you
all
know
this,
but
bill
is
an
actively
licensed
cpa,
which
is
a
designation
that
he
goes
to
great
personal
expense
and
time
to
to
continue
to
maintain
that
designation
and
and
we're
the
sort
of
lucky
side
beneficiaries.
Of
that
you
know,
bill
is
obviously
dedicated.
He
cares
deeply
about
his
work.

You
know
I
I
I
won't
echo
this
the
comments
of
commissioner
duffy,
but
it's
accurate.
You
know
he
he's
always
willing
to
help
others
learn.
I
can
assure
you
that
there
is
not
a
purchase
gas
adjustment,
audit
or
an
energy
cost
adjustment
audit
that
has
occurred
in
the
last.
You
know,
18
years
that
didn't
have
bill's
fingerprints
on
it
in
some
form
or
fashion.

We
all
today,
we
all
use
the
indexing
and
organizational
methods
that
bill
has
taught
us
through
those
audits
and
and
that's
because
it's
best
in
class
and
nobody's
come
up
with
a
better
one.
So
and
then
the
last
thing
I'll
say
is
going
to
come
at
great
personal
cost
to
bill,
and
so
I'm
I'm
sorry
bill
bill
is
also
our
resident
small
water
utility
expert.

know
is
a
distinction
that
has
come
at
at
the
cost
of
many
days
spent
in
the
trenches
working
on
these
on
these
small
cases,
and
anybody
that's
had
any
experience
with
those
knows
how
difficult
they
can
be
and
that's
why
we
assign
bill
to
those
cases
because
they
take
dedication
and
time
and
and
and
care
and
and
bill
has
all
of
those
things
so
anyway,
I
can't
think
of
anything
else.

learned

came
to
us
here

kcc
in
2016,
in
your
current
position
with
ca
pacp
as
a
program
consultant

me
just
say,
it
is
really
important
to
have
good
resources
like
you

those
positions,
because
that
that
is
our
connection
to
the
public.

think
of
a
more
vitally
important
thing,
because
at
the
end
of
the
day,
we
all
serve
the
people
of
kansas,
and
so
it's
really
important
to
have
a
connection
to
them
and
also
to
communicate
to
them.
You
know
what
we're
doing
here
and
and
what
our
utilities
and
regulated
industries
are
doing.
So

your
five

echo
all
the
sentiments
expressed
by
chair
french,
maybe
say
the
same
thing
slightly
differently,

better
just
differently
that
to
me
of
the
division
that
you're
a
part
of
here,
consumer
public
affairs
and
consumer
protection,
that
is
the
public
face
of
the
commission
to
so
many
people.
It's
the
it's
the
primary
contact
point
with
the
commission.

many
reasons-
and
I
I
I
know
we're
all
all
of
us
throughout
the
commission-
and
certainly
the
commissioners-
are
grateful
for
all
the
contributions
that
this
division
generally
and
you
specifically
make
to
that
outreach
effort.

important,
as
chair
french
indicated
here,
to
serve
the
public
and
I
think,
through
your
activities,
you
demonstrate
that
that's
what
your
commitment
is
too.

team

I

impressed

how
quickly
she
got
up

speed
learning
everything
she
needed
to
learn
the
billing
standards,
the
tariffs,
the
answers
to
all
the
questions
that
are
posed
to
our
staff
on
a
daily
basis,
but
her
technical
knowledge
aside.

What
I
admired
my
admire
most
about
sheri
is
how
she
deals
with
people,
whether
it's
on
the
phone
at
a
public
hearing
or
another
event,
she's
very
kind,
she's
patient,
and
she
really
has
a
sincere
desire
to
help
people
and-
and
it
really
shows
it
comes
through
in
her
interactions
with
with
our
consumers
and
she's,
also
very
helpful
to
other
team
members
anytime.
Someone
has
a
question
or
needs
help,
or
something
needs
to
be
done.
She's,
she's,
right
there
ready
to
help
and
in
any
way
she
can
so
on
behalf
of
our
entire
staff.
