A
Good
morning,
welcome
to
the
our
second
AG
committee
meeting
and
always
enjoy
watching
people
visit
and
fellowship
and
enjoy
each
other's
company
we'll
get
started
by
calling
the
roll.

and
chairman
Heath.
Here
we
have
a
quorum.
A
We
have
a
quorum
and
we
have
a
one
item
on
our
business.
So
we'll
ask
a
representative
neighbors
such
a
representative
Emily,
but
representative
neighbors
and
her
guests
to
come
to
the
table.
F
D
You
Mr
chairman,
not
only
for
your
co-sponsorship,
but
for
allowing
me
to
testify
on
this
integral
piece
of
legislation.
As
many
of
you
know,
shared
use,
equipment
leasing
is
a
vital
program
offered
through
the
Kentucky
Agricultural
Development
Fund
and
has
become
a
Mainstay
in
several
local
farming
operations
throughout
the
State
House
Bill
130
aims
to
enhance
that
program
by
expanding
the
scope
of
equipment
offered,
equipment
used
for
conserving
soil
resources
and
the
prevention
or
control
of
solar,
soil
erosion
and
the
conservation
and
protection
of
Water
Resources.
D
I
would
also
like
to
point
out
that
this
bill
did
pass
through
the
Senate
live
session
and
was
incorporated
into
another
bill
in
the
house,
so
the
language
did
pass
through
both
Chambers
but
then
was
vetoed
by
the
governor.
Also,
this
is
already
current
practice
just
codifying
in
law.
In
short,
this
is
about
offering
more
resources
to
our
local
farmers.
A
E
E
That
is
correct.
It's
my
understanding.
From
reading
the
comments
last
year,
there
was
a
a
contradiction
for
for
one
part
of
the
veto
that
I
can
recall
now.
Thank
you,
Mr
chair.
C
A
You
for
the
question
and
just
for
the
committee's
information.
The
revenue
cabinet
was
it.
We
met
with
them
over
the
interim
and
they
had
a
part
in
the
language
on
the
bill
so
that
they
were
involved
in
in
this
process.
