A
Here,
I'd
like
to
call
on
senator
robbie
mills
for
our
pledge
of
allegiance.
A
C
We
just
praise
you,
lord
and
again,
we
thank
you
for
these
proceedings
that
we
can
have
a
a
free
government
where
we
can
debate
issues
and
we
can
walk
away
and
still
be
friends,
father,
and
we
just
praise
your
name
and
we
thank
you
for
senator
embry
and
for
his
continued
health
and
his
strength
and
in
jesus
name.
I
pray,
amen,
amen,.
A
Okay,
we
will
get
right
into
the
agenda
representative
roberts.
Would
you
come
forward
and
present
to
your
bill?
Everyone?
That's
with
you,
needs
to
identify
themselves
for
the
record
and
then
proceed
with
your
presentation.
E
D
Chair
embry
vice
chair,
meredith
members
house,
bill
206
would
prevent
those
with
a
history
of
sexual
assault
from
becoming
peace
officers
in
our
commonwealth.
This
bill
prohibits
anyone
who
has
been
convicted
of
various
serious
misdemeanors
and
offenses
under
krs
chapter
510,
including
assault
against
a
minor
from
being
certified
or
retained.
As
a
peace
officer
house
bill
206
is
an
extension
of
last
year's
senate
bills,
80
and
52,
both
of
which
pass
with
broad
support
from
the
members
of
this
committee
and
of
the
senate.
D
Broadly,
it
strengthens
the
language
in
those
bills
from
a
may
to
a
shall
where
these
types
of
offenses
are
concerned.
House
bill
206
helps
us
to
ensure
that
we
recruit
the
very
best
and
that
kentucky's
peace
officers
serve
with
honor
when
charged
with
the
public
safety
and
trust.
This
bill
has
broad
bipartisan
support.
D
A
Okay,
we
have
senator
perry,
wants
to
make
her
remark.
Oh.
G
Thank
you,
mr
chairman.
I
always
like
to
look
at
the
physical
impact
and
you
have
that
attached
and
I
always
hate
the
word
indeterminable.
G
It's
a
terrible
word
when
you're
talking
about
something
that
could
affect
effective,
but
but
it
goes
on
to
say
that
the
effects
should
be
minimal.
So
I
thank
you
for
including
that,
and
I
think
those
are
very,
very
important
when
we
talk
about
legislation
to
make
sure
that
we're
not
doing
something,
that's
unduly
expensive
and
and
cause
a
lot
of
problems
at
the
local
level
when
we
implement
it.
So
thank
you
for
this
legislation
and
your
fiscal
note.
A
Good
any
other
member
like
to
have
a
question
or
make
remarks,
if
not
we'll
call
the
role
or
the
vote.
E
A
Second,
I'm
aware
that
there's
some
members
who
want
to
speak
on
this
on
the
floor
so.
A
A
Okay,
representative
hart,
would
you
come
forward
and
with
whoever
you
have
everyone
identify
themselves
for
the
record
and
then
proceed
with
your
presentation.
H
Thank
you,
mr
chairman
representative,
hart
78th
house
district
and
I'm
going
to
let
my
guests
introduce
themselves.
H
F
F
Last
month
it
basically
shifts
some
funding
from
an
existing
pool
in
the
911
services
board
arena
from
the
grant
fund
to
the
next
generation
9-1-1
technology
fund
to
allow
the
board
to
continue
some
projects
that
were
initiated
with
a
federal
grant.
So
this
creates
a
permanent
funding
mechanism
for
that
there
is
one
additional
provision
this
year
that
restores
partial
funding
to
some
ksp
post
that
lost
funding
last
year.
So
I
would
be
happy
to
entertain
any
questions
any
members
might
have.
A
Okay,
senator
mills.
F
Thank
you
senator
bill,
so
there
is
not
any
known
opposition.
The
bill
is
supported
by
both
staff,
911
associations,
kentucky
state
police,
association
of
counties
and
kentucky
leading
cities.
G
Good
morning
and
thank
you
all
for
being
here
this
morning
and
just
just
quickly
update
the
cliff
or
cliff
notes
version
of
how
how
is
our
9-1-1
fee
our
fund,
how's,
that
how's,
that
doing
you
know,
we've
made
some
changes
to
it
as
far
as
revenue
goes,
and
so
just
a
quick
update
where
we
stand
money-wise
on
our
fund.
F
Certainly,
the
fund
has
showed
some
rapid
growth
over
the
last
10
years.
It
has
somewhat
plateaued
in
the
last
three
we're
bringing
about
35
million
dollars
a
year
in
funding
from
wireless
9-1-1
fees.
As
you
can
imagine,
the
the
growth
of
wireless
connectivity
was
rapid
throughout
the
from
1995
forward.
It's
somewhat
peaked
out
now.
The
precipitous
decline
of
land
lines
has
also
slowed,
but
is
still
very
low.
So
counties
are
typically
counting
more
on
the
wireless
fees
generated
through
the
911
services
board
than
local
fees
out
of
land
lines.
Well,.
G
G
B
A
Okay,
it
passed
7-0
and
we
have
a
motion
for
consent.
That
motion
has
been
passed
all
in
favor,
say:
aye,
hi,
okay,
it
passes
favorable
expression
and
it
goes
to
the
senate.
Now,
with
the
recommendation
that
be
approved.
Thank.
F
A
I
I
I
Kentucky
has
34
wound
care,
centers
that
are
that
are
equipped
with
73
hyperbaric
oxygen
treatment
chambers.
With
this
legislation,
we
encourage
the
kentucky
congressional
district
to
recognize
the
importance
of
this
treatment
for
our
veterans
that
have
served
our
country.
It
also
encourages
them
to
the
the
reimbursement
of
the
facilities
with
the
current
medicaid
medicare
rates.
This
treatment
is
available
in
kentucky
and
we
urge
our
congressional
district
our
delegation
to
make
it
available
for
our
kentucky
veterans.
A
I
A
Will
have
one
more
meeting
next
week
and
I
urge
all
the
committee
to
make
every
effort
to
be
present.
E
Mr
chair,
if
I
could
I'd
like
to
in
this
meeting
by
wishing
senator
mills
a
happy
55th
birthday,
which
he's
told
me
repeatedly
he's
now
55,
so
congratulations
on
making
this
milestone.
