free
conference
committee
for
the
biennial
budget.
What
I'm
going
to
do
at
this
time
is:
we've
had
some
time
to
go
through
the
document
to
see
some
differences
to
find
some
areas
of
agreement
and
then
to
have
other
conversations.

So
at
this
point
in
time,
rather
than
belaboring
us
with
going
through
the
entirety
of
the
document.
Again,
I'm
going
to
go
through
some
of
the
resolved
differences
and
at
the
end
of
each
section,
I've
given
most
of
the
members
of
the
committee
kind
of
an
outline
here
at
the
end
of
each
section.
I
will
open
it
briefly
for
question
or
comment
on
that
particular
section.
So,
first
of
all,
generally
in
government,
probably
the
most
important
thing-
and
we
have
discussed
this
previously-
is
we
don't
want
to
leave
an
operational
deficit?
A
The
way
that
we
had
a
financial
deficit
a
decade
ago
and
so
that
end
in
the
first
year,
all
state
employees
will
see
at
least
an
eight
percent
race.
A
There
are
some
other
necessary
adjustments
to
that
that
we
felt
based
off
of
positions,
and
there
is
also
set
aside
the
money
for
a
12
raise
across
the
board
in
the
second
year.
You
will
see
that
allocated
into
the
permanent
pension
fund
because
we
had
to
have
a
fund
where
to
appropriate
that
money,
but
that
is
based
off
of
a
positional
and
location
study
that
we've
directed
the
the
transfer.

I'm
sorry,
the
personnel
cabinet
to
conduct
we've
agreed
with
the
house
to
put
two
hundred
thousand
dollars
to
kentucky
homeless
veterans
programs,
there's
250
million
dollars
to
drinking
water
through
arpa.
We
did
keep
the
office
of
the
broadband
per
the
senate,
there's
25
million
dollars
in
grants
to
the
county
clerks
for
elections
and
deeds
recording
online.
We
kept
the
4-h
and
ffa
projects.

We
added
2
million
dollars
each
year
to
the
joint
funding
agreement
for
the
area.
Development
districts,
kcna
otherwise
known
as
kentucky
wired,
gets
a
hundred
percent
of
their
requested
availability
payments,
lab
techs,
telecommunicators,
arson
investigators,
investigators,
hazardous
device,
people
and
corrections.
Workers
all
will
receive
the
raise
that's
appropriated
elsewhere
in
state
government.

state
trooper
raises
that
are
codified
in
the
house.
Bill
are
equalized
for
cver
and
trooper
rs
as
well.
There
is
500
000
to
audit
workforce
development
initiatives.
You'll
recall
we
had
previously
discussed
the
commonwealth,
spends
about
900
million
dollars
a
year
on
that,
and
we
did
leave
that
in
there,
but
we
did
specify
that
it
is
state-sponsored
workforce
development
initiatives
so
that
we
don't
get
into
those
otherwise
handled
by
locals
or
other
organizations.

There's
14
million
dollars
in
the
second
year
for
the
child
care
bill
sponsored
by
representative
hefrin
and
then
there's
also
money
included
for
the
6535
federal
match
for
watershed
dam
infrastructure.

Next
up
we
will
delve
into
the
pension
systems
and
some
appropriations
there
unless
there's
other
questions
right
off
the
bat.
All

The
implementation
of
last
year's
house
bill
8
on
quasi
pension
reform
will
be
delayed
by
one
year.
In
this
budget
we
appropriated
an
additional
215
million
dollars
to
the
state
police
retirement
system.
This
is
something
the
house
of
representatives
did
the
senate
had
concurred
with,
and
the
free
conference
committee
chose
to
keep
we
appropriated
roughly
another
250
million
dollars
to
the
kers
non-hazardous
fund.

did
pay
off
the
ktrs
greenbox
dollars.
The
number
on
your
sheet
says:
422
million
is
actually
479
million
dollars
put
there.
We
put
a
an
appropriation
above
the
statutory
requirement
over
the
biennium
to
the
teachers,
retirement
system
of
1.275
billion
dollars,
and
we
appropriated
to
the
kentucky
teachers
retirement
system
out
of
seek
887
million
dollars.

fully
funded
the
child
crisis
center
at
norton
healthcare,
social
workers.
This
is
one
area
where
the
raises
get
a
little
bit.
Different
social
workers
will
see
raises
of
twenty
four
hundred
dollars
across
the
board.
In
addition

eight

twelve
that
we
had
previously
talked
about,
we
funded
the
public
health
transformation
in
both
years.

included

dollars
for
treatment,
evaluations
much
like
workforce.

commonwealth
spends
hundreds
of
millions
of
dollars
on
treatment
and
recovery
without
a
good
third
party.
Audit
of
who
is
being

successful

our
intent
is
to
know
who
is
being
the
most
successful.

had
evolved

funding

the
senate's
budget,
we
had
equalized
the
funding
we
kept

funding
equalization
operationally.
However,
we
utilize
the
house's
list
for
the
construction
of
new
lavax
schools
and
that's
what's
included
here
as
well
as
atc
renovations
down
in
pike
county.

fully
fund
vocational
transportation.
In
both
years
we
fund
70
percent
of
seek
transportation.
In
both
years
you'll
recall
there
was
some
issues
regarding
the
way
nickels
were
being
equalized
for
bonded
projects,
where
we
had

stop

hard
stop
date
of
2038.
We
changed
that
to
reflect
20
years.

Instead
of
2038.,
we
did
do
the
salary
supplement
for
audiologists,
we
increased
governor's
school
for
entrepreneurs
to
eight
hundred
thousand
dollars
annually,
and
although
this
is
more
in
post-secondary
education,
the
e-town
kctcs
facility
per
the
agreement
with
ford
and
the
new
battery
plant
there,
we
did
fully
fund
that
facility
questions
right
now,
all
right,
we'll
jump
into
post
secondary.

you

not
see
it
in
this
budget,
you
will
hear
it
at
12
o'clock.
An
agreement
of
the
conference
committee
was
for
the
kentucky
state
university.
They
will
receive
a
23
million
dollar
appropriation
per
their
request
with
another
15
million
dollars
available
through
cpe
for
their
benefit,
as
well
as
1.5
million
dollars
to
cpe.
In
order
to
be
able
to
administer
those
changes
to
kentucky
state
asset
preservation
is
in
here
per
the
university's
request.

However,
there
will
be
required
from
the
regional
universities
a
15
percent
match
and
from
the
comprehensive
is
a
30
percent
match.
We
equalize
the
slots
between
the
gra,
gatton
and
craft
academies,
and
we
also
do
an
increase
to
the
breath
at
veterinary
center
per
the
request
at
murray.
And,
lastly,
we
did
leave
in
here
the
money
for
the
center
for
applied
energy
research
at
the
university
of
kentucky
to
increase
the
amount
of
department
of
defense
department
of
energy
work
being
done
in
that
lab.

just
want
to
go
back
one
of
the
most
successful.
I
thought
I
turned
it
on.

I'm
sorry,
can
you
hear

and
I
I
wanted
to
to
to
bring
up
the
my
concerns-
we
have
one
of

most
successful
nursing
home
programs
in
in
the
commonwealth
and
they're
needing
the
new
building
and
it
was
requested-
and
it's
it's
not
on
the
list
for
this
year,
but
I
would
hope
that
we
would
go
back
and
look
at
that
either
in
the
next
budget,
because
that
is
a
building
that
they've
been
in
for
over
60
years
and
it
is
out
of
date
and
these
men
and
women
who
are
going
through
the
program
they're
still
getting
a
an
excellent
job
by
the
the
faculty.

the
building
is
not
in
the
in
the
the
best
of
shape,
and
I
would
also
just
say
that
we're
the
only
university
of
all
the
universities
that
have
not
gotten
new
projects
provided
for
the
campus.
So
I'm
concerned
about
that,
but
that's
something
that
we
can
address
and
I
hope
that
we
can
address
it.

representative,

you've,
been
a
passionate
advocate
for
kentucky
state,
and
we
appreciate
that-
and
I
know
that
senator
gibbons
and
senator
thomas
and
senator
neil
have
been
working
diligently
on

funding
and
reform
bills
related
to
that
that
we'll
be
presenting
at
12
o'clock,
but
yeah
facilities
will
be
part
of
the
overall
cpe
review
of
the
institution,
and
I'm
I
have
no
doubt
that
nursing
will
well.

prejudice
how
nursing

I
think
it
will
do
well.

an
economic
development,
the
product
development
initiative.
There
are
two
separate
pots
of
money:
one
is
a
mega
project
pot
for
up
to
10
million
dollars
for
allocation,
and
you
can
either
draw
from
one
pot
or
the
other.
The
second
pot
is
for
grants
through
the
area,
development
cooperatives,
as
well
as
the
cabinet
for
economic
development,
and
the
rules
are
basically
that
a
county
can
receive
up
to
two
times
its
percentage
of
the
state's
population
with
a
50
percent
discount
for
jefferson
county
of
the
money.
A
So
if
you're
a
county
with
45
000
residents,
which
is
one
percent
of
the
state's
population,
you
can
conceivably
receive
up
to
two
percent
of
the
hundred
million
dollars
in
the
application
process.
We
do
allow
multi-county
applications
for
joint
projects
so
that
they
can
pull
together
to
draw
down
a
larger
sum
of
money.
If
the
if
there
should
be
the
desire
to
do
a
multi-county
project
they're
in
there's,
15
million
dollars
of
funding
for
the
covington
wet
lab
in
here.
A
Moving
on
down
to
justice,
mainly
at
the
doc
jt,
the
two
big
things
are,
we
did
decide
to
keep
the
the
doc
jt
basic
police
academy.
Expansion
in
madisonville,
as
well
as
the
funding
for
the
firing
range,
remained
in
this
budget.
A
Lastly,
some
other
miscellaneous
items
in
here
we
did
mandate
nine
million
dollars
of
safe
funds
to
the
grain
center
of
excellence
in
princeton,
provided
for
the
75
million
in
non-profit
assistance
that
you
saw
in
the
senate's
budget.
The
owensboro
hospital
project
that
so
many
have
spoken
passionately
about
is
fully
funded.
Inside
of
here
we
did
allow
that
building
project
reviews
can
still
go
to
the
state.

There's
a
75
million
tourism
recovery
fund.
The
state
parks
received
20
million
dollars
for
basic
maintenance
in
the
first
year
and
then
150
million
dollars
for
on
a
statewide
overhaul
of
the
state
park
system.
In
year,
two,
the
state
fair
board
will
receive
200
million
dollars
for
a
overhaul
in
year,
two
of
the
state
fairgrounds
and
there's
also
a
250
million
dollar
mega
fund
transfer
to
the
road
fund
for
the
brent
spence
bridge
I-69
and
mountain
parkway
federal
funds.

at
this
time.

part
of
the

arpa
conversation
that
I
had
with
leader
jenkins

relating
to
harbor
house
and
very
compelling
project,

I'd
like
to
turn
it
over
to
her
too,

talk
a
little
bit
about
that
project.

Harbor
house
is
a
facility
in
southwest
jefferson
county
that
provides
day
facilities
for
adults
with
disabilities.
These
are
profoundly
disabled
folks.
They
do
workshop
activities,
they
run
a
mail
service
out
of
there.
It's
they
run
a
resp
service,
they're,
expanding
and
building
a
new
facility
to
have
an
intergenerational
facility.
It's
nothing
like
we
have
anywhere
in
kentucky.
It
will
serve
all
of
kentucky,
but
it's
located
in
what
used
to
be
my
district,
but
now
will
be
in
charlie,
miller's
district.

This
facility
will
have
expanded
child
care
for
both
disabled
and
non-disabled
children.
It
will
have
after-school
activities
for
area
youth.
It
will
have
career
development,
we'll
have
respite
both
for
families
dealing
with
disabled
family
members
as
well
as
elders,
we'll
have
health
clinics
there.

It
is
a
great
change
maker
for
southwest
jefferson
county.
I
think
it
hits
a
lot
of
the
things
that
we're
seeing
in
workforce.
It
will
allow
families
to
go
back
to
work,
but
also
have
a
resource
for
folks
who
are
looking
to
go
to
work
in
job
training
and
those
type
of
things
so
a
great
facility.
We
hope,
when
it's
a
success
in
jefferson
county
that
it
can
be
replicated
throughout
the
state.

suggestions

potential
use

arpa
dollars
or
other

think
senator
mcgarvey

suggestions

working
on

general
counsel
for
the
senate
and
counsel
for
some
other
people
to
make
sure
that
this
qualifies
as
arpa
proceeds.
So
the
government's
chair
recognized
senator
mcgarvey,

worked

us
on
this

Last
year,
the
house
and
senate
passed
what
I
think
is
landmark:
legislation
for
simmons
college,
the
oldest
historically
black
college
and
university.
In
kentucky
and
in
that
legislation
we
created
a
portal
between
k-state
and
simmons
college.
We
also
granted
kentucky
tuition
grant
money
to
the
students
at
simmons
college,
which
they
had
not
had
access
to
previously
and
most
importantly,
gave
them
the
opportunity
to
have
a
teaching
degree
offered
at
simmons
college.

know
the
difference
that
one
teacher
can
make
in
a
student's
life,
but
there
is
a
growing
body
of
research
that
shows
that
if
a
student
of
color
has
at
least
one
teacher
of
color
between
kindergarten
and
12th
grade,
they
are
more
likely
to
finish
high
school.
They
are
more
likely
to
go
to
college
and
they
are
more
likely
to
finish
college
as
a
result
of
that
experience.

is
also
private
money
that
is
coming
in
to
help
with
that,
and
there
is
also
and
then
there's
a
program
for
data
and
logistics,
which
is,
I
believe,
a
1.75
million
dollar
program,
and
that
would
go
into
this

we're
looking
to
help
out
simmons.

think
it's
a
worthwhile

particularly

bolster

state's

college
and

increase

everyone
else,
with
the
exception
of

non-elected
members

judicial
branch,

else,
but
there
will
be
a
two
thousand
dollar
increase
in
year.

base,
salary
of
all
employees
of
the
judicial
branch,
so
they'll
receive
two
thousand
dollars,
plus
eight
percent,
plus

twelve
percent
applied
based
off
of
the
salary
survey
inside
that
branch.

that
agency
the
money

succeed

sufficient
number
of
public
defenders?

was

large

million
dollars
appropriated

healthcare
initiatives

to
that

happy
to
make
sure
everybody
has
a
copy
of,

it
relates
to
in-school,
nurses,
there's
no
specific
line
item
for
that,
but
certainly
the
amount
of
money
that
went
into
transportation-

never
been
there

free
up

lot
of
school
district
dollars.

proud

budget

best
budget

I

voted

since

the

record
funding
of
education,
unprecedented
improvements
in
post-secondary,

commitments,
nearly
two
billion
dollars,
of
additional
commitments
we
made
to
paying
down
pension,
the
responsible
use
of
arpa.

rubber
meets

road

policy
inside

state
government

keep
the
technical
mechanisms
right

product

works

people

kentucky.
