We
have
a
quorum,
so
we're
constituted
to
do
business
first
off
I
know
we
got
several
guests
in
the
room.
I'm
going
to
take
the
privilege
of
chairmanship,
make
my
introductions
first.
First,
we
want
to
welcome
I
think
this
is
League
of
City
day.
So
we've
got
several
local
government
officials
in
in-house
I
personally
have.
D
D
A
You
mayor
and
I
I'm
I've
got
one
that
I
feel
like
is.
My
second
mayor
is
the
mayor,
Mayfield,
kathione
and
mayor
on
it.
We're
glad
to
have
you
here
too
so
I
want
to
welcome
you
and
I.
Believe
representative
Thomas
has
guessed
I.
H
Do
and
you're
right,
Mr
chairman
that
anyone
drives
to
our
neck
of
the
woods
up
here.
We
deserve
to
at
least
recognize
them
there.
So
I
have
Jim
Seibert
here
with
Fredonia
and
Arthur
Green
from
Elkton
I'm,
not
sure
if
you're
going
to
be
introduced
or
not,
but
we
look
forward
to
seeing
you
all
tonight
at
kale,
see
too.
F
A
To
have
you,
representative,
Dixon
yeah,.
C
Deanna
stole
my
introductions,
but
I
do
see
a
good
friend
of
mine,
Marlon
Sam's
in
the
crowd.
So
thank
you.
A
With
that
I
I
want
to
go
back.
I
I
failed
to
mention
a
couple.
I've
we've
got
the
fire
chief
of
Paducah,
we're
glad
to
have
you
here
and
I.
Think
I
saw
the
city
manager,
but
Steve
we're
glad
to
have
you
and
appreciate
it,
and
let
him
know
that
I
didn't
miss
him.
I
think
he
went
outside,
but
with
that
we're
going
to
get
started.
A
I'm
going
to
ask
representative
Brazier
to
come
up
represented
a
banter
to
come
forward,
and
it's
good
to
have
you
back
with
us
this
week,
she's
been
out
for
a
little
while
and
we've
been
waiting
for
her
to
get
back
with
us,
but
you're
going
to
be
presenting
House
Bill
52.
Is
that
correct?
That
is
correct!
Okay,
if
you
will
introduce
yourself
and
your
guest
yep.
A
A
L
L
You
this
is
really
just
kind
of
a
follow-up,
a
cleanup
to
a
fireman
bill
that
we
had
last
year
that
passed
100
percent.
We
met
with
some
therapists
and
we
added
some
stress
injuries
and
some
other
things.
This
is
no
cost
to
the
state
of
Kentucky.
Everything
is
paid
for
and
it
has
been
I'm
going
to.
Let
Brian
speak
to
the
help
that
it's
been
to
firefighters,.
M
M
You
know
nobody
calls
the
fire
department
when
they're
having
a
good
day,
it's
always
on
one
of
the
worst
days
of
their
lives
and
that
accumulation
of
stress
on
the
individual,
responding
to
those
emergencies
sometimes
has
bad
outlets,
and
they
need
some
help
and
rehab
for
a
mental
health
injury
we
think
should
be
no
different
than
if
I
injure
my
knee
in
a
fire.
I
go
get
it
rehabbed
I
get
back
to
work,
but
it
is,
can
be
cost
prohibitive,
and
this
allows
for
reimbursement
through
the
Kentucky
Fire
Commission.
M
C
A
A
N
Representative
stalker
District
34..
My
question
is
regarding
the
committee
sub
that
was
passed
out,
so
it
looks
like
in
this
sub.
N
L
As
a
non-therapist
in
one
that
knows
no
therapy
I'm
going
to
explain
this
okay
complex
is
taking
care
of
later
down
in
the
bill,
but
it's
not
acknowledged
by
the
DSM
I
think
we're
up
to
five.
So
the
therapist
that
worked
on
this
said
don't
include
something:
that's
not
there,
because
that
kind
of
that
that
doesn't
work
that
way.
But
if
you
keep
going
down,
they
can
go
on
and
eventually
be
treated
for
everything.
But
the
complex
is
not
recognized
as
a
diagnosable
disability.
N
Okay,
so
then
my
follow-up
question
to
that
would
be.
Would
we
have
any
concern
that
if
an
individual
was
seeking
care
and
the
licensed
professional
were
to
say
to
this
individual,
what
you're
really
dealing
with
is
not
just
a
typical
PTSD,
which
is
a
one-time
type
of
an
incident
car
accident
things
of
that
nature.
This
is
really
complex,
which
means
that
this
is
an
ongoing
or
a
reoccurring
situation,
which
is
obviously
what
our
firefighters
are
up
against
every
day.
They
don't
do
a
job
one
and
done
it's
every
day
for
multiple
years,
potentially
so.
L
C
D
A
J
J
A
Yes,
representative,
stalker.
N
Thank
you
chairman,
a
couple
of
questions
who
determines
where
these
edcs
are
and
what
the
eligibility
area
that
has
to
be
met
to
qualify
do
folks.
Are
they
just
expressing
that
they
would
like
to
be
a
part
of
this,
or
is
there
another
committee
or
governing
body
that's
deciding
where
these
should
go.
N
Okay
and
then
you'd
mention
something
about
businesses
that
did
not
currently
have
a
license
an
alcohol
license.
Why
would
someone
need
to
go
into
a
non-licensed
establishment
and
I'm
concerned
about?
Would
there
be
any
sort
of
liability
issues
that
those
business
owners
would
then
need
to
be
aware
of.
J
So
think
about
this
in
the
confines
of,
like
I,
said
the
the
borders
and
the
boundaries
of
a
downtown
area,
the
streets,
the
sidewalks
you're,
able
to
walk
around
if,
if
one
of
these
areas
has
been
created,
you're
able
to
walk
around
if
you
want
to
walk
into
a
boutique
shop,
for
example,
or
a
storefront
of
another
kind,
that's
not
not
somebody
that
sells
alcohol
in
any
way,
shape
or
form
currently
you'd
be
in
violation
of
the
law,
and
they
would
be
in
violation
of
the
law
if
you
walked
into
that
business
or
if
you
were
walking
around
in
that
business.
J
With
with
your
alcoholic
beverage.
In
your
hand,
this
just
allows
them
to
be
able
to
permit
you
to
come
in
without
being
in
violation
of
the
law.
You
see
this
in
many
large
cities
across
the
country.
If
you
look
around
and
see
what's
going
on
there,
could
there
potentially
be
liability?
I'm,
not
saying
there
couldn't
be,
but
again
it's
permissive
language.
It
only
allows
those
businesses
to
allow
you
to
come
in.
They
don't
have
to
permit
that
behavior
or
that
that
specific
action
in
their
in
their
store
so.
N
That
leads
me
to
my
next
question,
which
is:
how
is
it
that
these
establishments
then
are
marked?
Is
this
a
signage
issue
so
that,
if
somebody
is
coming
to
a
particular
city
state,
how
do
they
know
where,
within
those
parameters
that
they
are
and
where
they
can,
where
they
can
go?
Is
that
a
signage
on
the
actual
business
and
are
we
talking
about
special
glassware
because
I'm,
imagining
small
businesses
are
going
to
move
to
a
disposable
right
nature,
so
that
people
aren't
walking
off
with
their
barware.
J
So
I
would
say
not
necessarily
glassware,
for
example,
in
Bowling
Green,
which
is
a
community
that
I
represent.
They
have
cups,
it's
the
fountain
row,
entertainment
destination
District,
the
Cups
have
a
fountain
Row
logo
on
them
and
you're
able
to
use
those
within
the
boundaries
of
that
District.
They're
plastic
cups.

N
A
Motion
passes
favorably
for
House
Bill
237,
as
admitted
by
amended
by
committee
sub,
with
that
we
we
do
have
we'll
dismiss
you
representative.
A
With
that
I'm
sorry
yeah,
you
know
first
off
I'm
going
to
representative
Bray.
Has
someone
he'd
like
to
introduction?
He
missed.
C
Yeah,
it
looks
like
one
of
my
Mayors
from
Pulaski
County
come
in
Alan
Keck,
mayor
of
Somerset,
okay,.
E
Representative
Freeland,
no
guess
to
mention
that
I
know
of
Mr
chairman
just
wanted
to
register
a
yes
vote
on
House
Bill,
52.
I'm
heading
to
step.
A
Out
and
with
that
we're
going
to
stand
at
ease,
we
have
committee
members
that
are
in
other
committees
that
want
to
place
their
vote,
so
we
have
to
leave
the
committee
open
for
a
few
moments,
but.
