96,
which
is
before
you

your
folders,
is
a
really
simple
bill.
To
quote
a
friend
of
mine,
and
it
truly
is.
It
has
to
do
with
the
kentucky
law
enforcement
council
bowling
green
is,
of
course,
and
has
been
for
a
few
years,
the
third
largest
city
in
kentucky,
and
it's
been
growing
like
crazy.

We,
our
county,
grew
by
20
000
over
the
last
10
years,
which
precipitated
my
district
being
split
in
the
redistricting,
but
also
with
growth
comes
the
need
for
more
law
enforcement
as
well
as
now.
Our
police
department
has
their
own
academy
and
they
are
the
only
police
department
that
has
their
academy.
That
is
not
on
the
kentucky
law
enforcement
council.

What
would
make
bowling
green
stand
up
and
I
thought
well,
maybe
because
it's
western
kentucky
but
you're
not
a
lot
of
times
when
we
call
I'm
reminded
often
there's
a
lot
of
land
west
of
bowling
green.
So
I'm
glad
you
brought
up
the
part
about
the
police
academy
that
is
not
mentioned
in
here,
so
that
that
kind
of
answers.
My
question
because

see
us
pass
a
bill
that,
across
the
state
of
kentucky
now

my
police
chiefs
are
going
to
call
them
and
start
saying.

thought
the
same
thing
when
I
saw
that

having
been
a
formal
city
guy
myself
spending
so
many
years

council,
I
could
see
where
a
lot
of
cities
would
probably
want
to
do
this,
and
my
concern
was
that
we
would
be
opening
a
door
that
would
allow
you
know
anybody
in
the
state
if
they
decided
to
want
to
come
down
here
to
maybe
use
this
as
a
precedent.
My
question
is:
have
we
done
this
before?

to
equal

balance

lot

helped
out
with

because
I
don't
have
a
lot

experience
in
law
enforcement
statutes
and
he
does
looking
at
that.
So
I
don't
know
if
it's
the
first
time,
but
I
do
know
the
reason
for
them
to
request.
It
is
because
now
they
have
their
own
academy
and
they're,
the
only
other
police
department
that
has
their
own
academy.
That's
not
on
the
law
enforcement
council
that
makes
the
policies.

I

I

up,
I
saw
where
senator
carol
and
that
carried
a
lot
of
weight
with
me
because
I
certainly
know
he's
an
incredible
and
cares
a
tremendous
amount
about
his
district
and
so
with
his
experience
with
it
I'll
sort
of
yield,
because
I
don't
have
the
law
enforcement
either.
But
I
was
that
was
my
only
concern
is
that
we
might
create
something
and
then
years
from
now
we're
not
here
to
see
it
use
over
and
over
and
over
again.

the

and
the
senate
president's
district
barbara
was
the
one

stand
up

a
comment.
This
is
just
a
simple
little
bill.
It
doesn't
do
anything,
so
that's
sort
of
how
the
phrase
got
coined,
but
you
can
see
it's
well
used
down.
