short

worker
shortage,
which
has
really
been
highlighted
by
covid,
and
this
will
immediately
address
the
access
to
care
issue
and
health
care
worker
shortage,
especially

addition

a
long-term
policy
solution.
So
this
is
something
that
happens
now
through
the
kentucky
office
of
rural
health.
The
framework
is
in
place.
All
this
would
do
is
expand
that
program
to
a
longer
list
of
health
care
workers.

taxations

issue,
and
I
think
I
will

him
speak

that.

kentucky
requires
out-of-state
buyers,
purchasing
a
towable
recreational
vehicle
from
a
kentucky
rv
dealer
to
pay
six
percent
sales
tax
kentucky
sales
tax
at
the
time
of
purchase
in
order
to
leave
the
dealership
with
their
trailer.
Unlike
a
motor
vehicle,
the
customer
will
also
be
responsible
to
pay
their
own
home
state
sales
tax
as
well.
Getting
no
credit
for
the
kentucky
tax.

a
certificate
of
exemption
that
you
all
have
that
you
can
look
at
the
highlighted
area
there
we
physically
are
required
to
to
to
deliver
these
towable
vehicles
out
of
the
state.

our

did

2021

changes

improve

deployment
fund

help

money
we
appropriate
on
the
ground
and
going
towards
providing
access
to
unserved
citizens.

two
reappropriates
300
million
dollars
from
last
year
to
flow
through
broadband
deployment
fund
to
grants
to
incentivize
broadband
deployment
to
our
unserved
areas
and
number
three
further
relieves:
statutory
restrictions
from
public
service
commission
that
have
prevented
our
rural
electric
cooperatives
from
being
able
to
establish
broadband
affiliates
to
deploy
broadband
to
the
members
and,
lastly,
incorporates
the
provisions
of
house
bill
492
by
state
representative
mead
to
establish
a
utility
pole
replacement
fund
with
20
million
dollars
of
offer
dollars
to
reimburse
the
cost
of
poll
replacements
to
unserved
areas
to
provide
access
to
broadband.

Yet
I
just
want
to
briefly
and
tell
you
all
what
that
does
one
it
requests
more
data,
including
demographics,
geography,
business
participation,
etc.
It
has
cleanup
language
on
hyphens
and
it
has
benefit
cliff
language
which
aligns
this
program
with
participants
exiting
the
ccap
program
just
to
ensure
that
this
program
does
not
have
a
cliff
effect,
and
then
it
removes
the
appropriation
request
to
only
have
the
framework.

bill
499
is
an
innovative
way
to
invest
in
kentucky's,
current
and
future
workforce
participation,
while
also
building
a
bridge
between
the
private
sector
and
the
child
care
sector.
This
legislation
creates
the
employee
child
care
assistance
partnership,
which
would
be
a
new
public-private
partnership
aimed
at
incentivizing
kentucky
employees
to
employers
to
offer
child
care
assistance
to
employees
as
a
benefit
of
employment.

To
get
down
to
specifics,
here's
what
this
legislation
specifically
does
establishes
the
employee
child
care
assistance,
partnership
framework
under
the
cabinet
for
health
and
family
services
to
administer
the
partnership,
contracts
and
issue
matching
funds
between
employers,
employees
and
child
care
providers.
It
gives
authority
for
chfs
to
find
a
third
party
vendor
to
administer
the
program.

It
includes
extensive
reporting
that
must
be
submitted
to
the
lrc
twice
a
year.
It
creates
a
fund
that
shall
be
appropriated
by
the
general
assembly
or
through
contributions,
gifts
or
grants.
It
declares
that
the
state
matches
will
be
weighted
based
on
the
employee's
household
income
by
looking
at
the
state
median
income
in
kentucky,
which
is
around
fifty
six
thousand
dollars
annually,
the
matches
go
from
one
hundred
percent
to
fifty
percent.

It
provides
that
twenty
five
percent
of
the
fund
must
go
to
small
businesses
each
fiscal
year
and
it
grants
permission
for
the
economic
development
cabinet
to
include
the
program
agreements
in
relation
to
economic
development
incentive
programs.
This
partnership
is
100
voluntary
for
employers,
employees
and
child
care
providers.
There
is
no
mandate
involved
in
this
house
bill.

about
just
what's
an
overarching
concern
in
what
I
see
in
sort
of
trends
in
trying
to
expand
access
to
child
care
here
in
kentucky
and
across
the
country,
which
is
tying
child
care
to
employment.
There's
a
lot
of
good
reasons
to
do
that,
but
it
also
scares
me
because
of
the
way
we've
seen:
employment
and
health
care
insurance
work
together,
for
example.

the
child
care
perspective,
you
know
what's
unique
about
this
representative

that
it

brings
the
private
sector
in

kind

the

it

business
related,
because
currently
the
private
sector
is
not
involved
in
this,
and
so
I
understand
what

saying,

this
bill
does
not
cover
that,
but

dollar
appropriation.

you

clarify
what
the
state
responsibility
will

financially
at
on
the

committee
sub
and
where
will
these
funds
come
from.

mean
currently
without

appropriation
it's
not
funded,
but
I'll,

it

get

there
is
no
funding
attached
to
this
appropriation
was
removed
from
it.
There
would
be
administrative
costs,
as
well
as
hard
costs
going
into
the
direct
supplemental
payment
or

partner
payment
with
any
business
that
took
up
the
program.

important.
We
get
the
structure
before
us
before
we
can
go
into
the
funding.

sponsor
about
my
concern.
I've
talked
about
it
several
different
times
this
session
when
various
bills
come
up,
that
there
is
no
child
care
available
in
my
county.
There
is
not
a
single
day
care.
We
are
a
child
care
desert,
and
lots
of
folks
would
love
to
go
to
work
if
child
care
were
available
and
I'm
hoping
that
this
bill
would
apply
to.
I
believe
it
applies
to
any
sort
of
a
licensed
daycare
provider.

Yes,
so
I
do
you're
correct
that
this
does
include
certified
family
child
care
homes,
which
are
in-home
providers.
There
are
a
network
of
those
across
the
state.
We're
really
grateful
that
this
bill
has
the
support
of
the
family
child
care
home
network
of
kentucky.
They
do
see
this
as
a
way
that
they
can
continue
to
build
out
their
services,
make
them
more
robust.
I
think
also
just
by
the
structure
of
the
program.

Businesses
are
going
to
be
incentivized
to
partner
directly
with
child
care
providers,
to
streamline
their
payment
processes
that
can
allow
those
providers
to
expand.
It
can
allow
providers
who
are
currently
providing
services
elsewhere
to
come
into
a
community
specifically
because
of
those
partnerships.
So
there
is
abundant
opportunity
here
for
this
program
itself
to
contribute
to
building
capacity
in
the
child
care
sector.

I'll
take
that
question.
One
thing
to
point
out
with
the
the
way
the
fund
is
structured,
25
percent
of
the
fund
would
be
reserved
for
small
businesses
with
50
employees
or
less,
I
would
say,
in
terms
of
the
overall
structure
of
this
bill.

It's
something
that
I
think
a
lot
of
larger
employers
might
not
be
immediately
eager
to
jump
jump
into
just
given
that
a
lot
of
larger
employers
tend
to
be
somewhat
more
risk-averse.
They
also
might
have
their
own
program
already
in
place.
For
example,
they
might
be
making
contributions
to
dependent
care
accounts,
they
might
offer
on-site
child
care.

This
program
was
designed
more
with
small
and
mid-sized
businesses
in
mind,
who
would
be
willing
to
go
through
the
administrative
process
that
is
involved
here
to
to
make
this
type
of
program
available
for
their
employees?

a

because
this
is
something
and
it
looks
like.
Hopefully
it's
going
to
be
a
15
million
something,
but
we've
been
in
covid
crisis
in
child
care.
For
three
years,
we've
really
been
in
child
care
crisis
in
kentucky
for
at
least
a
decade.
Right,
10
years
ago
there
were
3
000
licensed
child
care
centers
in
kentucky
now
there's
maybe
two
thousand,
and
so
for
for
this
to
be
the
legislation
that
the
legislature
produces
after
three
years
of
crisis.
This
is
a
small
bite.

I
have
a
hunch
that
this
is
going
to
help
people
who
already
are
employed
and
perhaps
already
have
care.
So
I
think
this
is
more
of
an
affordability
measure
than
an
accessibility
measure,
but
hopefully
it
starts
a
snowball
effect
representative.
