comp.
Several
years
ago,
I
I
passed
a
bill.
It
was
a
common
sense
bill.

thought
that
would
you
know
we
have
deferred
comp
in
kentucky
and
for
an
employee
each
and
it's
a
benefit
for
state
employees
for
for
and
what
they
would
have
to
do,
though
they
had
to
opt
in
to
defer
comp-
and
I
know
I'm
in
my
19th
year
and
every
year
I
s
that
was
my
new
year's
resolution
to
get
into
deferred
comp.
I
finally
got
into
deferred
comp
two
years
ago,
so
the
best
time
to
to
be
enrolled
in
in
deferred
day.

start
second
best
day
is
today,
so
any
of
you
want
to
get
in
deferred
comp,
give
me
a
text
and
I'll
make
sure
they
contact

anyway
we
passed
that
bill
that
all
new
employees
would
be
automatically
put

deferred
comp.
They

opt
out
rather

opt-in,

I'm

tell
you
that
that
over
6
000
new
state
employees
over
the
last
two
years
are
now
involved
in
deferred
comp
and
saving
money.

That's
94
percent
of
the
new
employees
stay
in
the
plan.
So
it's
it's
a
good
good.
I
think
it's
it's
doing
very
well.
This
bill
deferred
comp
has
asked
for
the
authority
to
do
administrative
regs
to
deal
with
financial
planning.
They
offer
financial
planning,
they
offer
financial
planning
free
to
all
members,
but
they
do
have
an
opportunity.
There
are
paid
services
that
they'd
like
to
make
available,
but
they
need
to
need
authority
to
do
that.
So
that's
in
the
bill
also.

the

puts
all
new
legislators
and
new
judges

plan,
just
like
other
state
employees.
So
the
next
round
of
elections,
new
state
representatives,

judges

enrolled

comp
and
they'll
have
to
opt
out.
They
won't
have
to
do
like
myself
and
wait

to
opt
in.

It
just
simply
moves
the
early
childhood
development
from
the
governor's
office
to
the
education
and
workforce
office.
There
were
some
things
we
had
to
straighten
out
with
the
grants
that
was
specifically
said
to
go
to
the
governor,
and
that
has
been
changed
in
this
bill,
so
it
can
go
to
the
education
workforce
cabinet
motion
on
the
bill.

we

bill

taking
responsibility
away

governor,
but
he's
collaborating
with

legislature

something

right

interest

kentuckians,

bill
6
is
an
act
relating
to
executive
branch
ethics.
The
bill
actually
is
as
a
continuation
of
events
that
we've
seen
that
have
happened
in
2019
with
contracts
that
were
bid
with
managed
care
organizations
also
known
as
mcos.
I
It
involved
a
transition
team
member
from
the
beshear
administration
miss
emily
parento
that
worked
for
the
cabinet,
health
and
family
services
as
a
co-member
of
that
transition
team
that
was
employed
by
molina
healthcare
and
then
in
the
bidding
of
the
contracts
was
an
employee
by
that
the
franklin
county
circuit
court
even
testified
and
ruled
that
there
was
possible
ethics
violation
that
took
place
with
this,
and
so
the
bill
you
had
before
you
relates
to
placing
members
of
transition
teams
for
any
statewide
office.
I
Positions
within
chapter
11a
creates
a
code
of
ethics
that
they
must
abide
by
this
bill,
passed
unanimously
with
the
bipartisan
sport
in
the
senate.
As
I
think
every
member
here
would
testify
with
what
we
have
to
do
with
legislative
ethics.
We
will
put
the
same
for
those
that
are
members
of
transition
teams
that
have
insider
knowledge
and
information
as
well
if
they
are
hired
by
an
employer
that
ends
up
getting
contracts
or,
in
this
case,
like
an
mco
that
came
about.

This
also
requires
that
the
commission
would
promulgate
regs,
which
would
create
standards
of
ethical
conduct
for
transition
team
members.
It
also
prohibits
transition
team
members
from
receiving
non-public
information
without
authorization
from
transition
teams,
heads
from
disclosing
non-public
information
outside
the
course
of
their
duties
on
the
transition
team
and
from
using
non-public
information
for
personal
gain.

bill

misconduct

me,
because
this
is
important-
all
kentucky,
especially
to
jefferson
county,
that
molina
didn't
engage
in
any
misconduct.

while
this
is
very
necessary
absent
that
situation-
and
I
know
that
was
a
catalyst
for
this-
I
just
wanted
to
put
on
the
record
that
there's
no
particular
evidence
of
miss
parento,
who
I
don't
know
never
met
when
she
walked
in.

wouldn't
even
recognize
her
nor
molina.
Engaging
in
misconduct
is
that
correct.
