I'm
joined
by
one
of
my
colleagues
and
one
of
yours
here
at
the
table
representative,
hevron
who's,
assisted
me
with
this
legislation
and
had
a
companion
bill
here
in
the
house
that
that
also
was
considered
and
discussed
at
length.

read
my
testimony
prepared,
thank
you,
chairman
miller,
for
allowing
us
to
hear
this
today.
We
greatly
appreciate
it.
I
want
to
start
off
by
thanking
senator
gibbons
for
his
work
on
this
legislation.
Senate
bill
10
could
be
considered
a
companion
bill.
The
house
bill
364.
the
bill
that
I
testified
about
in
this
committee
in
february.

I'm
introducing
a
committee
sub
that
makes
one
change
to
the
makeup
of
the
commission,
rather
than
the
executive
director
of
the
kentucky
commission
on
human
rights
or
his
or
her
designee.
I've
submitted
language
that
would
have
the
kentucky
attorney
general
or
his
or
her
designee.
In
that
position,
after
much
thought
and
consideration,
I
feel
that
the
elected
position
of
attorney
general,
the
chief
law
enforcement
officer
in
the
commonwealth,
would
be
an
integral
part
of
the
conversation
in
regards
to
civil
rights,
the
law
and
policy
solutions.

I

the
opportunity
to
watch
senator
gibbons
on

anybody

what
they
they're
trying
to
do,
it
was
a
great
interview,
and
I
appreciate
the
comments
and
that
you
had
with
it
you've
done
a
very
good
job.
It
gave
a
good
illustration
of
what
the
purpose
is,
so
you
can
go
to
youtube
and
be
on
or
ket
and
about
two
or
three
weeks
back.

I
want
to
say
thank
you
for
bringing
this
bill.
I
love
the
fact
that
we
are
interested
in
making
this
world
work
for
everyone,
and
I
just
have
one
question,
and
that
is:
we've
done
a
lot
of
studies
before
about
whether
or
not
you
know
racism
exists
or
how
what
forms
it
takes.
So
my
question
is:
how
would
this
be
different
in
terms
of
implementing
some
action
to
make
things
better
for
all
people.

Two
quick
examples
and
thank
you
for
the
question
I
want
to
be.
I
want
to
be
mindful
of
the
committee's
schedule,
but
certainly
thank
you
for
the
opportunity
to
offer
a
couple
of
examples.
I'm
going
to
start
with
one
of
the
examples
that
propelled
me
into
into
the
genesis
of
the
legislation
and
then
I
want
to
end
with
a
conversation
I
had
today
with
someone
that
answers
your
question
as
well.

So,
just
yesterday,
representative
tipton
and
I
were
in
in
the
house,
education
committee,
presenting
on
performance-based
funding
and
the
impact
that
performance-based
funding
the
way
we
allocate
public
monies
to
public
institutions,
post-secondary
institutions
in
kentucky
the
way
that's
been
impactful
in
moving
toward
a
goal
that
cpe
has
of
60
by
30..
It's
a
very,
very
appropriate
goal
that
we
try
to
credential
graduates
with
post-secondary
degrees
and
credentials
in
measuring
the
success
of
performance-based
funding.

It's
apparent
to
me
that
there
are
obstacles
in
the
in
the
systems
that
we
just
really
don't
understand,
and
so,
when
we
see
a
doubling
of
underrepresented
minority
degree
attainment
solely
because
we
made
some
policy
decisions
to
put
in
some
extra
incentives.
That
was
a
moment
where
I
said
policy
can
drive
outcomes
in
ways.
We
can't
even
start
to
think
about
very
briefly
I'll
share
one
other
quick
conversation.
I
had
today
with
some
some
folks
that
were
asking
questions
about
this
legislation
about
what
my
dream
would
be.
What
could
this
achieve?

I
shared
in
an
answer
that
my
dream
is
a
small
dream
for
this
commission,
but
it's
a
dream
that
has
significant
impact
if
four
years
from
now
one
of
us
in
in
either
of
these
chambers
files,
a
piece
of
legislation
and
as
a
result
of
the
work
of
this
commission,
the
data
they
collect,
the
information
they
provide
the
policy
recommendations.
They
ask
us
to
consider
if
that
legislator,
that
files
that
bill
four
years
from
now
remembers
something
the
commission
has
provided
as
an
information
point
and
the
legislator
says
I
remember
now.

passionate

county

true
western
kentucky,
along
with
graves
callaway,
trig
and
lion
and
monkey's.

bitty
dot
of
kentucky

shows
up
on
a
map
that
you
can't
get
to
by
driving
through
kentucky

passed
this
bill
at
my
request.
Last
year,
the
house
passed
this
bill
to
the
senate
in
2018
and
in
2020.
So
hopefully
it
won't
be
any
more
controversial
this
time.
Here's
all
it
does.

There
are
a
number
of
responsibilities
that
the
general
assembly
has
tasked
our
office
with
over
time,
but
the
general
assembly
has
not
updated
krs
chapter
14,
which
governs
the
organization
of
the
department
of
state
my
my
office,
all
this
bill
does
is
simply
codify
the
executive
orders
that
have
been
issued
by
my
predecessors
and
by
me
to
provide
for
which
divisions
within
our
department
handle
which
responsibilities.

Thank

so
senate
bill
214
is
a
very
wonky
policy
bill
for
northern
kentucky
university.
As
you
will
recall,
in
sb
1
from
the
special
session
the
other
year,
we
gave
quasi
governmental
agencies
some
options
for
exit
from
the
pension
system,
the
only
one
to
actually
move
forward
with
that
was
northern
kentucky
university.
O
However,
as
part
of
their
exit
they're
going
to
have
to
sell
bonds,
there
are
a
few
cleanup
type
issues
related
to
that
bond
sale.
This
is
what
214
addresses.
In
essence,
what
it
says
is
the
the
bill
requires
a
single
lump
sum
payment
before
july
1st
2022.
This
basically
says
you
can
make
a
series
of
installment
payments
so
long
as
it
is
paid
by
that
date.

It
also
says
that
if
you
so
in
essence,
your
liability
is
assessed
as
of
june
30th
this
year,
and
it
says
if
you
pay
before,
that
you
can
get
the
same
interest
that
you're
charged
as
if
you
had
paid
on
that
date.
So
and
it's
a
two-way
street
right.
If
you
pay
late
they're
going
to
be
able
to
assess
you
interest,
but
if
you
pay
early,
you
don't
have
to
pay
the
interest
on
the
early
payment
and
that's
the
essence
of
senate
bill
214.
Mr
chairman,
I
barely
take
any

bringing
this
bill
and
I
am
familiar
with
pretty
much
all
the
wonkiness
and
I
appreciate
your
explanation

the
bill.

I'm
proud
of
what
nku
has
done
with
their
tier
1
and
tier
2
employees,
and
that
was
through
many
conversations
with
their
leadership
and
and
this
bill
is
simply
given
this
opportunity
to
pay
back
the
bond
early
and
and
getting
the
interest
relief
that
is
deserved,
and
if
anybody
else
does
this
in
the
future,
I
believe
they'll
be
able
to
do
something
like
this,
but
there'll
be
those
time
frames
that
we'll
have
to
deal
with.

envisioned

we

session

looked

little
cleanup
issues
that
we
need

do
