A
We
want
to
thank
everyone
for
joining
us
today
on
our
eighth
meeting
of
the
house
education
committee.
I
would
ask
that
everyone,
please
either
silent
through
mutual
fund
to
order
to
avoid
interruptions,
and
I
have
quickly.
I
have
two
special
guests
with
me
today.
My
granddaughter
maya,
morgan
and
eli
petrovsky
who's,
sometimes
her
boyfriend,
but
we
can't
keep
up.

A
Present
we
do
have
a
quorum
and
do
the
constituted
to
do
business,
we'll
try
to
go
through
this
quickly.
I
know
everyone's
ready
to
get
out
of
here
and
attend
the
state
tournament.
They've
already
told
me
a
few
up
here.
So
our
first
bill
for
consideration
is
house
bill,
102
and
act
relating
to
a
moment
of
silence
and
reflect
representative
fister.
If
you
would
please
come
to
the
table,
introduce
yourself
for
the
record
as
well
as
your
guest,
make
sure
you
have
the
mic
on
and
you
may
proceed.
D
G
My
name
is
rabbi
litvin,
I'm
the
episode
of
tourette
in
central
kentucky,
as
well
as
the
director
of
chabad
of
the
bluegrass,
the
local
chapter
of
kabbalah,
babich
largest
jewish
organization
in
the
world.
I
also
serve
as
rabbi
at
the
jewish
student
center
serving
university
of
kentucky,
as
well
as
on
the
boards
of
kentucky
educators
for
holocaust
studies,
as
well
as
chairman
of
the
kentucky
jewish
council.
G
G
There
are
multiple
reasons
I
feel
called
to
support
this
amendment
number
one
this
bill
number
one
is
that,
as
we
talk
about
how
kids
fall
in
and
out
of
relationships,
and
as
we
talk
about
all
of
the
additional
struggles
our
kids
face
today,
we
are
constantly
looking
for
ways
to
support
them
and
to
give
them
a
basis
for
healthy
minds.
A
healthy
background
to
be
able
to
study
motion.
A
H
Madam
chairman
has
become
my
vote.
Yes,
I
love
the
idea,
but
as
an
ex
principal
of
15
years,
I
didn't
need
one
more
thing
to
have
to
control
or
do
for
students
during
the
day.
I
On
my
vote,
yes,
I'm
going
to
vote
no
for
the
very
same
reasons
that
rep
banta
did,
except
I'm
not
the
principal
I'm
the
teacher,
but
yeah
we've
got
a
lot
on
our
plate.
Thank
you.
E
Me
explain
my
vote.
Yes,
thank
you.
We
did
this
when
I
was
in
grade
school
back
when
they
had
dirt
floors
and
and
then.
E
School
and
the
schools
that
I
represent
right
now
do
it
now.
I
I
really
don't
feel
there's
a
need
for
this.
My
personal
opinion.
We
don't
need
to
put
one
more
thing
on
the
plate,
because
the
teachers
that
I
have
now
and
administrators
at
our
schools
do
this
right
now.
You
know
they
have
the
presence
of
mind
to
do
this,
so
I
don't
feel
like
it's
necessary,
but
I
appreciate
y'all
doing
this,
but
my
vote
is
no.
D
D
D
D
B
Explain
my
vote
briefly
briefly,
I'm
voting
yesterday.
I
believe
that
taking
that
critical
time
at
the
beginning
of
every
day,
I
know
several
schools
that
do
it
moment
of
mindfulness
is
a
very
healthy
school
environment
and
I
encourage
it,
and
I
think
that
this
is
a
good
step
for
all
schools
to
adopt.
Thank
you.
D
D
J
D
A
A
K
K
It
is
supported
by
all
the
k
groups
and
it
is
supported
by
kea
and
jcta
as
well
on
this.
Basically,
what
it
does
is
it
actually
updates
the
definitions
of
school
accountability,
accountability
and
dramatically
increases
the
percentage
of
kentucky
high
school
graduates
with
college
credit,
high
demand,
workforce
credentials
and
industry
approved
internship
hours.
A
I
Yes,
thank
you.
I
do
have
a
question,
so
it's
my
understanding
from
the
research
that
your
grade
point
average
coming
out
of
high
school
is
the
best
predictor
of
success
in
college.
Can
you
speak
on
why
grade
point
averages
aren't
added
as
an
indicator
of
post-secondary
readiness.
K
You
know
I
I
know
that
is
something
that
is
changing
and
part
of
this
bill
is
to
take
out
one
of
the
a.c.t
or
college
entrance
exam
test
and
currently
in
the
law.
There
are
two
and
the
department
has
not
been
exercising
that
they've
only
been
doing
the
one
at
the
junior
year
and
we're
going
ahead
and
taking
that
one
out
of
the
law
to
make
sure
it's
only
the
one,
because,
as
you
stated,
we're
finding
that
colleges
are
actually
looking
more
at
gpas
and
things
of
that
nature,
rather
than
just
their
scores
on
acts.
I
And
if
I
may
just
speak
briefly,
very
briefly:
okay,
because,
as
you
look
through
the
list,
every
measure
is
a
measure
external
to
the
classroom.
G
I
So,
as
a
teacher,
you
know,
as
I
look
through
this
list,
it's
like
do
we
value
your
opinion
as
a
professional
that
a
student's
ready
for
college
or
not,
and
I
think
it
would
do
a
lot
for
our
professionals
and
also
it's
the
biggest
strongest
indicator
research
based.
So
I
hope
you
consider
it
in
the
future,
or
I
might
just
write
an
amendment
one
day.
Okay,.
D
D
E
E
D
D
D
D
D
A
B
Thank
you,
madam
chair
members
of
the
committee
centerville
102.
It's
a
basic
cleanup
bill
from
the
work
we
did
on
2020
senate
bill,
1,
school
safety
and
resiliency
act.
At
that
time.
In
the
reporting
mechanism
for
mental
health
service
providers,
we
only
had
school
counselors
as
the
reporting
requirement
we
have
added
into
this.
That
would
be
a
list
of
all
mental
health
service
providers.
That
would
include
the
number
position,
duties
and
certification
of
all
of
those,
and
that
report
reporting
mechanism
would
then
go
the
kentucky
department
of
education
in
their
annual
report.
B
I
know
that
representative
wilder,
I
think,
represented
bojanowski,
also
had
worked
on
this
and
had
as
an
input.
So
I
just
appreciate
any
members
of
vote
on
the
bill.
Much.
B
J
Thank
you
very
much,
madam
chair,
and
I
really
just
wanted
to
comment
briefly.
I
I
senator
wise
you've
been
a
real
champion
of
mental
health
provisions
in
schools
and
you've
been
a
real
friend
to
the
provider
groups,
and
I
just
want
to
thank
you
for
that
and
recognizing
that
it's
not
just
the
counselors.
It's
the
full
compliment:
the
school
social
workers,
the
school
psychologists
and
the
licensed
folks.
So
thank
you
for
bringing
us
this
bill.
J
Leadership,
so
I
do.
I
do
want
to
acknowledge
that,
and
thank
you
for
that
as
well,
and
I
think
you
know
that
really
having
these
licensed
mental
health
professionals
and
the
certified
mental
health
professionals
to
head
up
the
trauma-informed
plans,
it's
so
important.
It's
such
critical
work
and
you've
been
a
great
champion
for
that,
and
I
think
it's
really
important
that
we
know
how
we're
progressing
in
the
state
and
where
there
are
services
available
and
what
schools
really
need
need
more
resources.
J
F
Thank
you,
madam
chair,
senator
wise,
thank
you
for
bringing
this
forward.
As
I
talk
to
individuals
in
my
school
districts
that
I
represent,
they
have
just
shared
with
me
the
tremendous
increase
in
the
needs
for
mental
emotional
health
services,
and
I
think
this
is
an
important
key
point.
We
need
the
data.
We
need
to
know
the
right
information
to
make
the
informed
decisions.
So
thank
you
for
bringing
this
forward
today.
Thank.
