B
A
Are
present,
thank
you.
We've
got
some
senate
bills
today
we
there's
just
a
lot
going
on
because
we
moved
this
meeting
from
12
noon
to
11,
so
we've
got
some
senators
that'll
be
kind
of
in
and
out.
If
not,
we've
got
some
backup
to
help
cover
their
bills,
so
just
kind
of
be
patient
as
we
try
to
move
through
this
first
on
the
agenda
today
will
be
house
bill.
566
representative
fister.
B
C
C
G
A
H
Thank
you
chairman.
I
appreciate
it.
I
just
want
to
commend
you
on
the
top-notch
staff
you
have
on
your
transportation
committee.
I
miss
being
a
part
of
the
transportation
committee
over
in
the
senate.
They
were
always
top-notch
at
the
time.
I
don't
know
if
they're
still
top
notch.
I'm
just
saying
that
I
notice
they're
not
looking
at
me
now.
H
And
you're
right
in
all
seriousness,
so
I've
I've
talked
about
this
on
the
senate
floor.
You
know
there
are
bills
that
each
of
us
work
on
that.
We
spend
a
lot
of
time
in
months
and
maybe
years
on,
we
file
them
and
we
try
to
push
them
through.
This
isn't
one
of
those
bills.
I
didn't
come
to
the
session
thinking
about
catalytic
converters,
but
two
months
ago
I
got
a
call
from
a
constituent
in
todd
county
and
he
said
whitney.
H
I
had
my
catalytic
converter
cut
from
my
company
truck
sitting
in
the
parking
lot
and
then
he
mentioned
that
it
happened
to
a
church
in
elkton.
I
said
well
I'll
file
a
bill
or
I'll
open
up
bill
requests.
Maybe
there's
already
something
on
books
found
this
statute
already
and
with
the
help
of
the
drafter
put
together
a
version
of
this.
The
committee
sub
that
the
senate
adopted
made
some
changes
to
address
some
questions.
F
A
A
C
H
I'm
certainly
fine
with
that
long
and
short
of
it
is.
It
requires
some
additional
paperwork
to
demonstrate
ownership
of
these
catalytic
converters.
I've
since
learned
once
I
filed
it,
that
this
is
apparently
happening
all
over
the
state
and
people
are
getting
something
like
two
grand
a
pop
for
catalytic
converters,
that
they're
stealing
and
just
cutting
from
vehicles
in
I
guess
broad,
daylight
and
taking
them
in
this-
requires
the
the
owners
of
the
shops
where
these
are
taken
to
have
some
sort
of
proof
of
ownership
collected,
whether
by
affidavit
or
by
title.
H
It
also
increases
the
penalty
the
penalty's
been
around
since
that
statute
was
created.
I
guess
it
was
only
a
hundred
dollar
fine.
This
increases
it
to
a
b
misdemeanor
if
they
fail
to
track
and
collect
that
documentation.
That's
the
bill.
A
Okay,
we
have
a
motion
on
the
committee
sub
in
a
second
all.
Those
in
favor
of
the
sub,
please
signify
by
saying
aye.
All
opposed
like
sign
motion
carries.
We've
got
the
committee
sub
before
us.
Now
we
need
a
motion
on
the
bill,
got
a
motion
and
a
second
question.
Oh,
we
have
a
question
no
question,
representative
hale.
A
C
What
would
that
fine
go
to.
H
Be
misdemeanor
is
think
it's
90
days,
90
days
or
500
fine
or
both
either
I
or
either
or
both.
H
I
can
count
on
on
maybe
two
fingers
of
the
people
who
have
actually
served
any
time
on
a
b
misdemeanor,
but
the
fine
is
probably
something
that
would
be
assessed.
C
H
Since
I've
filed
it,
I've
gotten,
I
don't
know
a
dozen
other
messages
from
people
in
different
parts
of
the
state
saying
it
just
happened
this
this
week.
People
have
heard
the
bills
out
there,
and
so
it's
got
bipartisan
co-sponsorship
and
bipartisan
support.
Just
because
who
cares?
It's
got
nothing
to
do
with
party
but
everybody's
experiencing
it
everywhere.
A
D
Thank
you,
mr
chairman.
I
know
our
van
at
our
church.
The
converters
were
cut
off
of
it.
My
brother
had
a
problem
with
his
truck
on
the
interstate
went
back
the
next
morning,
no
converter
on
it.
So
I
know
it's
a
real
problem.
It
always
concerns
me.
I
keep
about
100
cars
on
my
lot
and
I
usually
about
25
or
30
that
are
waiting
for
rebuilt
approval,
they're
very
overworked
over
there,
but-
and
it
always
concerns
me
that
somebody's
gonna
come
into
my
lot
and
steal
a
bunch
of
converters.
D
H
No
in
every
example,
you
have
title
of
those
vehicles
or
the
people
who
buy
them
are
going
to
have
tired
of
those
vehicles
and
we
allowed
by
affidavit.
H
G
H
D
Follow-Up,
I
don't,
I
don't
actually
buy
a
catalog
of
converters,
but
does
that
mean
that
if
I
were
to
sell
something,
I
need
to
provide
the
title
for
each?
If
I
have
25
converters,
you
have
to
provide
25
vin
numbers.
D
I
C
D
B
C
F
B
F
Thank
you,
mr
chairman,
and
members
of
the
committee
senate
bill.
119
is
a
bill
that
most
of
you
are
aware.
That's
it
kind
of
codifies
some
of
the
things
that
we're
currently
doing
you.
F
Now
that
says,
the
kentucky
transportation
cabinet
can
name
a
road
after
a
fallen
state
trooper
that
remains
unchanged.
Also
now
this
bill
says
in
in
it
codifies
in
in
the
law
that
the
general
assembly
names
roads
and
bridges.
We
will
have
the
sole
authority
to
do
that.
Currently,
the
transportation
cabinet
can
also
do
it,
but
this
says
that
the
general
assembly
is
the
only
one
that
will
do
name
roads
and
bridges
in
the
state.
F
It
also
says
that
the
kentucky
transportation
cabinet
will
be
responsible
for
those
temporary
signs
that
we
get
calls
for
about
state
championships
or
temporary
signs
that
a
lot
of
communities
ask
for
as
they
have
someone
in
that
community,
a
school
or
organization
or
something
that
has
something
special,
that
they've
earned
it's
to
be
honored
on
a
temporary
basis
and
that's
basically
what
the
bill
does.
Mr
chairman,.
A
Okay,
we
have
a
motion
and
a
second
on
the
bill.
Are
there
any
questions
represented.
E
Thank
you,
mr
chairman,
senator.
Let
me
make
sure,
because
I
get
this
type
of
request
and
then
my
understanding
was
that
the
process
changed
the
last
session.
So
could
you
step
me
real,
quick
through,
so
I
have
a
championship
team.
I
want
to
get
a
signage
for
them.
Could
you
give
me
just
a
real
quick
brief
on
my
on
the
process,
so
maybe
I'd
understand
how
to
put
a
request
in.
F
Thank
you
and,
and
that's
a
very
good
question.
You
have
a
championship
team
that
request
would
go
through
the
transportation
cabinet
and
they
would
grant
that
that
that
request,
that
that
would
be
solely
their
authority
to
do
that
and
they
get
a
lot
of
those
requests,
and
I
think
I
work
with
the
transportation
cabinet
with
this
on
this
and
and
with
chairman
up
church
and
santoro.
We
we've
discussed
this
with
transportation,
cabinet
and
and
they're
they're.
F
E
One
more
so
if
my
school
requested
they
come
through
me
put
the
request
in
and
I
send
it
in
to
the
transportation
cabinet,
then
the
transportation
cabinet
says
who's
going
to
be
responsible
for
the
pay,
and
then
I
either
say
I
will
or
the
school
system
or
whoever
puts
requests.
So
it's
all
identified
before
the
process
starts
and
there's
no
other
place
to
go,
but
except
straight
to
transportation
with
it.
That's.
F
D
Thank
you,
mr
chairman,
you
mentioned
state
troopers
road
could
be
named
after
a
state
trooper.
I
in
my
district
I
had
two
fire
chiefs
that
died
within
a
couple
of
months
of
each
other,
and
I
already
have
a
request
in
for
a
sign
for
those
two
chiefs
is
that
is
that
still
allowed.
F
Yes,
yes,
that
that's
part
of
we,
we
have
another
set
of
rules
that
are
kind
of
just
the
senate
and
house
rules,
and-
and
so
all
the
road
naming
requests
now
are
made
through
the
the
transportation
committee-
and
you
know:
you're
you're,
there's
a
couple
things
that
you're
requested
to
do
when
you,
when
you
submit
those
number
one
we
want
to
make
sure
they're
deceased
and
and
because
we
don't
want
to
name
any
roads
after
anyone
who
is
still
alive.
F
F
But
now,
if
the
reason
state
police
is
on
there,
if
a
trooper
is
killed
in
the
line
of
duty,
occasionally
you
know
we're
only
in
session.
You
know
a
short
period
every
year.
If
it
happens
right
after
we
leave
session,
they
have
the
authority
to
go
ahead
and
name
that
rope
name
a
road
after
that
fallen
trooper
prior
to
us
returning
to
session.
Now,
if
it
happens,
while
we're
in
session,
we
can
do
it
ourselves.
C
D
F
D
A
F
A
C
D
C
E
C
A
A
All
right
moving
on
senate
bill,
174,
representative
howell.
A
I
Thank
you,
mr
chairman.
This
is
a
slow
moving
vehicle
bill.
I
addressed
this
over
on
our
chamber
representative
santoro
to
ask
this
question
and
it
does
have
nothing
to
do
with
ohio
drivers
that
drive
50
miles
an
hour
in
the
left-hand
lane
of
interstates.
Although
I
think
it's
something
we
should
probably
take
up.
I
That's
not
what
this
bill
does.
This
bill
addresses
a
gap
in
our
statute
where
the
transportation
department
vehicles
were
not
included
as
an
exception
to
to
the
speed
limits
like
our
agricultural
community
is
and
different
things,
so
this
just
adds
them
into
this
list
of
exceptions
to
make
them
in
technical
compliance
with
the
statute.
I
have
will,
if
I
go
on
before
the
transportation
cabinet,
to
answer
any
questions.
Otherwise
I'll
take
any
questions.
