bill
155,
I'm
a
state
representative,
nancy,
tate
from
district
27,
which
is
made
in
northern
hardin
county.
So
for
the
purpose
of
time
I
have
some.
I
guess
that
I
would
like
to
have
them
introduce
themselves
by
a

ms

be
happy
to

thank

guys
so
much
for
hearing
this
bill.
This
is
something
that
is
very
close
to
my
heart.
As
I
was
an
abandoned
infant
back
in
1973.,
I
started
safe
haven
baby
boxes
to
give
mothers
every
single
option
available
to
them,
so
that
they'll
make
a
good
choice
we
launched
in
the
state
of
indiana
back
in
2015.

We
currently
have
60
boxes
in
five
different
states.
We've
had
10
babies
in
our
boxes
and
we've
helped
97
women
walk
into
fire
stations
and
hospitals
and
surrender
their
children.
No
questions
asked
the
success
really
lies
in
the
number
of
abandonments
that
we've
had
in
indiana
deadly
abandonments
in
indiana,
since
we
launched
our
boxes
and
back
in
2014
was
the
last
abandonment
deadly
abandonment
in
the
state
of
indiana
and
prior
to
that,
we
were
averaging
about
two
babies
per
year.

Now
we're
averaging
two
to
three
babies
per
year
in
our
boxes
and
zero
dead
babies
in
our
state.
This
bill
does
not
make
it
to
where
a
woman
has
to
use
the
box.
She
can
still
utilize
the
safe
haven
law
as
it's
written
in
your
state.
This
is
just
allowing
those
parents
who
don't
want
to
do
the
face-to-face
interaction
that
your
your
law
currently
states,
and
some
of
you
guys
may
remember
the
baby
that
was
placed
at
the
doorstep
of
the
bowling
green
fire
station's
door.

That
baby
luckily
was
found
alive,
but
that
baby
would
have
been
found
extremely
or
a
lot
quicker
if,
if
there
was
a
baby
box
at
that
fire
station,
our
boxes
are
patented,
they're,
climate,
controlled,
they're,
alarm
activated
and
we're
currently
working
with
a
engineer
to
put
cameras
on
the
insides
of
the
boxes
so
that
the
infant
can
be
seen
as
soon
as
the
infant
is
placed
inside
the
box.
So
there's
a
lot
of
safety
measures
to
our
boxes
and
I,
I
sure
hope
that
you
guys
support
this
bill.

my
name
is
isabella,
I
am
15
years
old
and
I
live
in
louisville
kentucky.
When
I
was
two
days
old,
I
was
left
in
the
gates
of
an
orphanage
where
I
lived
there
until
I
was
almost
seven
then
I
was
adopted.
I
have
three
brothers,
an
amazing
mom
and
dad
and
we
live
on
a
farm.
I
participate
in
pageant,
scouting
and
youth
group.
Now
I
have
friends
and
family
who
love
me
more
than
anything,
I
have
an
incredible
life
and
I
wouldn't
have
none
of
it.

If
my
birth
parents
hadn't
done
what
they
did
and
a
lot
of
people
asked
me
if
I'm
mad
at
them,
but
I'm
not
because
I
think
that
they
saw
my
physical
differences
and
knew
that
they
couldn't
take
care
of
me,
and
that
doesn't
only
happen
in
china.
It
happens
here
in
the
united
states
as
well
and
some
and
for
whatever
reason,
some
these
parents
are
not
equipped
to
watch
over
their
child
and
sometimes
the
worst
case
scenario
happens
and
they
stay
where
their
parents
were
injured
and
abused
neglect
them.

That's
why
I
strongly
support
safe
haven,
baby
boxes,
because
I
want
babies
to
have
their
best
chance
at
life
to
be
loved
and
cared
for.
The
baby
boxes
are
attached
to
police
stations
or
hospital.
They
are
insulated
and
safe
from
the
environment
like
monica
said,
and
they
have
an
alarm
when
a
baby
is
placed
inside,
alerting
the
staff.
These
boxes
are
given
their
best.
These
babies
have
been
their
best
chance
at
life
at
and
just
like,
I
was,
the
boxes
are
anonymous,
which
removes
any
fear
or
blame
that
these
parents
might
have
now.

I've
heard
what
people
who
oppose
this
law
says,
but
my
mom
also
has
a
saying
as
well.
She
says:
don't
let
perfect
get
in
the
way
of
good
in
a
perfect
world.
People
who
find
them
who
are
not
ready
to
have
kids
would
not
get
pregnant
in
a
perfect
world.
People
who
find
themselves
with
a
kid
would
dedicate
everything
and
making
sure
this
baby
was
loved
and
cared
for,
but
sadly
we
do
not
live
in
a
perfect
world.

The
fact
is
safe
haven
laws,
while
as
a
step
in
the
right
direction
are
not
as
effective
as
safe
haven,
baby
boxes
due
to
the
fear
or
shame
of
the
parent
and
the
stats
even
show
that
safe
haven
boxes
can
even
improve
all
these
things.
We
have
a
unique
situation
in
which
we
can
make
a
small
change
and
make
a
ginormous
difference
if
only
we
are
willing
to
stop
perfect
from
getting
in
the
way
of
good.

glad

we
got
people
working
and
fighting
hard
to
protect
the
lives
of
our
infants
that
are
in

mothers

set
the
standards
but
keep
in
mind
representative
we're
not
asking
for
any
money
from
the
state.
Everything
that
we
do
is
by
donations
and
by
fundraising,
so
that
your
state
would
not
have
any
expenses
with
this
bill.

what
is

cost
of
doing
that
of
each
box.

Well,
that's
probably
the
biggest
question
that
we
get
asked
all
the
time
and
we
don't
sell
our
boxes
because
we
want
to
have
the
oversight
on
the
locations
to
make
sure
that
they're
following
their
protocols,
we
set
strict
protocols
for
these
boxes,
and
so
a
location
can
fundraise
for
up
to
ten
thousand
dollars
to
do
the
program,
and
then
it
only
cost
them
200
per
year
to
have
the
box
in
their
facility.

We
fundraise
well,
if
we
actually-
and
this
is
this-
is
something
that
I
was
talking
to
representative
about
representative
tate.
We
have
people
that
are
just
coming
and
saying.
I
want
a
box
in
this
location,
here's
the
money
and
so
we're
coming
into
these
fire
stations,
so
you're
not
paying
anything.

These
donors
believe
in
this
mission
they're,
seeing
the
babies
that
are
being
saved
and
so
the
fire
station.
The
only
thing
that
would
have
to
that
they
would
have
to
pay
per
year
would
be
200
per
year,
and
that
is
if
they
want
to
do
the
program
they're
not
mandated
to
do
it
but
another
thing
on
the
boxes
and
why
we
don't
sell.
It
is
because
I'm
a
firefighter
and
a
medic
and
our
fire
station
doesn't
have
money
to
so.

If
this
box
was
to
break
in
their
firehouse
with
the
technology
that
we
have
now
or
we
needed
to
upgrade
the
technology,
they
wouldn't
be
able
to
afford
to
change
it
or
fix
it.
So
with
them
doing
a
lease
program,
we
take
care
of
all
the
repairs
and
we
recertify
the
box
every
year
so
that
the
liability
doesn't
lie
on
the
firehouse.
It
lies
on
safe
haven.

To
build
the
box
itself
is
about
fifty
two
hundred
dollars:
they're,
not
they're,
not
made
on
an
assembly
line.
It
is
one
company
that
one
person
builds
the
shell
and
then
an
engineer
actually
does
all
the
electronics
so
with
the
bassinet
and
the
signage
and
stuff.
It's
right
about
fifty
two
hundred
dollars
per
box.

on
this
last

up
and
it

online

the

lease

we

safety
device
that
meets
the
requirements

subsection.
One

this
section
are
there
any
other
devices
that
meet
those
requirements,
or
is
this
written
specifically
for
the
devices
that
you
guys
make.

controlled
with
the
alarms
that
they
have,
and
so
when
a
baby
is
placed
inside
the
bassinet
emt,
so
they're
placed
in
a
fire
station
or
a
hospital
or
police
station,
so
they
have
to
be
monitored
or
somebody
has
to
be
on
site
24
hours
a
day
as
soon
as
the
baby
is
placed
in
that
bassinet,
then
the
alarm
goes
off
and
so
emt
actually
arrive
on
site
less
than
five
minutes
later.

we
you
know,
we
want
to
make
sure
that
the
people
that
are
there
are
trained
and
that
they
know
how
to
respond
in
case
the
baby
is
actually
in
any
kind
of
distress
which
I
know
that
doesn't
answer
your
question,
but
I
just
wanted
to
add
that
information
as
well,
but
this
was
not
written
specifically
for
this
patent.
But
to
my
knowledge
this
is
the
only
patent
that
meets
these
regulations.

does
not

it
does
not
prohibit
them
from
leaving
a
baby
there.

boxes

concerns

frankly
I
should

raised
one
of
these

few
years
ago,
when
the
first
version
of
this
bill
came

committee

past

guess
I'm
curious
about
what
can
be
done
about
the
the
the
right
of
the
parent
that
isn't
taking
a
baby
to
one
of
these
boxes.

It's
not
been
something
I've
pushed
really
hard,
but
as
a
as
a
dad
to
two
beautiful
adopted
children.
I
also
have
concerns
about
adopted
children's
rights
to
information
about
their
biological,
mother
and
father.
I
have
concerns
about
and,
of
course
I
don't
know
how
to
solve
these
problems
and
representative
tate.
I'm
not
I'm
not
suggesting
that
I'm
going
to
do
something
to
your
bill.
I
I
don't
want
to
slow
down
or
stop
it
or
make
changes
to
it
on
these
points.

But
this
is
a
conversation
we
ought
to
have
because
in
my
two
kids
case,
we've
got
an
open
relationship
with
their
biological
parents
and
they
we.
You
know,
we
share
pictures
and
even
visit,
but
that's
not
always
the
case
and
adoptees
when
they
become
adults.
Often
look
for
this
information
and
for
these
kids
that
are
dropped
in
these
boxes.

There's
nothing
there's
no
way
to
connect
them
back
to
that
mom
or
dad,
and
that
not
just
has
concerns
that
they
might
have
about
themselves
about
their
lineage
and
so
forth,
but
also
health
issues
that
they
can't
then
investigate
or
look
into
or
even
be
warned
about
because
they
don't
think
about
their
biological
parents.
So
those
are
two
things
that
really
gnaw
at
me
again,
not
reasons
to
vote
against
the
bill.
But
there
are
things
I
hope
we
can
take
up
in
future.

That

quick

think
that
that
imagine
somebody
that
is
just
not
themselves
or
having

terrible
day
or
even
terrible
month
or
year

we
have

chance

them

safe
situation

this

then
sort
out
the
paperwork
later,
I'm

for
that,

taking
some
horrible
drastic
action

there's
no
way

back

good
night's
sleep,

completely
reconsider.

strength

this
is
it

place

a
situation

know

perfect

commissioner

more

ask
commissioner
jackson
if
he
would
like

make
any
remarks.
