bill

a
bill
that
I'm
also
the
sponsor
of
and
I'll
present
from
the
the
chair
here.
This
is
house
bill,
413,
it's
relating
to
the
unemployment
issue,
one
of
the
things
that
I've
been
working
on
for
a
number
of
months
now
is
some
ways
that
we
can
address
the
structure
with
our
unemployment
insurance,
and
this
bill
is
part
of
that.
It's
not
a
comprehensive
bill,
but
it
deals
with
a
section
of
it.
So
let
me
run
down
what
this
bill
does.

The
one
permanent
piece
on
this
legislation
deals
with
the
future
states
of
emerg
emergency
that
has
been
adopted
by
other
states.
If
an
employer
has
to
lay
off
an
employee,
do
it
to
a
state
or
federal
emergency
or
disaster
declaration
which
will
not
be
paid
from
the
employer's
personal
reserve
account,
but
will
instead
be
paid
from
the
pooled
account.
This
was
adopted
in
senate
bill
150,
which
we
passed
at
the
end
of
the
2020
session
and
was
adopted
by
governor
beshear
by
executive
ordination.

have
two
questions.

My
first
question
is
I'm
wondering
about
suspending
some
of
the
rates
for
employers
right
now
and
I'm
wondering
if
the
reason
for
that
is,
there's
some
speculation
at
the
federal
level
that
there's
going
to
be
another
large
stimulus
package
come
that
is
going
to
give
us
some
relief
in
terms
of
the
federal
loan.
Are
we
does
this
bill
sort
of
anticipate
that.

cantrell,
I
had
heard
that
discussion,
but
I
based
this
bill.
I
did
not
base
this
bill
on
on
that
calculation.
This
is
designed
primarily
to
help
those
that
are
employing
our
the
people
in
our
state.
It's
a
domino
effect
when
our
businesses
can't
operate
our
constituents,
our
friends
and
neighbors,
and
family
members
can't
work.
So
that's
that's
kind
of
to
give
them
a
little
bit
of
relief
so
that
they
can
hire
additional
folks.
So
no,
I
did
not
take
that
into
full
account
on
this
bill
or
into
account.

we
we
looked
at

that
effect.
It
obviously
without
federal
aid
would
take
a
little
bit
longer,
but
right
now
these
businesses
need
that
breathing
room.
So
as
as
the
unemployment
insurance
situation
has
unfolded,
we've
had
to
react.
As
that
situation
has
come
down
and
we
are
in
in
with
this
legislation.

need
the
help
they
need
the
help,
because,
if
they
close
there
won't
be
anybody
paying
into
the
unemployment
trust
fund,
which
I
would
add,
at
the
beginning,
in
january
of
2020
had
a
619
million
dollar
surplus,
we're
now
estimated,
probably
over
700
million
dollars
in
the
hall
right
now,
with
a
federal
loan.
So.

so
you
mentioned

is
that
per
employee,
I'm
assuming
yes,
okay
and
then.
My
second
question
is
on
the
pooled
account:
is
there
already
a
pooled
account
or
would
that
have
to
be
created.

if
I

ask
just
one
more
sure,
absolutely
what
percentage
of
businesses
I
mean,
I
know
that
there
have
been
businesses
that
have
thrived
during
this
time
and
there
have
been
businesses
that
are
really
suffering.
What
percentage
of
businesses
do?
You
think
are
in
a
very
strong
position
who
could
make
an
additional
payment
versus
those
who
can't.

don't
have
that
exact
figure
in
front
of
me.
You
know
they
they
can
make
their
payments
if
they
choose
to
do
that.
I
guess
I,
the

businesses
I've
heard
from
are
the
ones
that
are
not
making.

they're

struggling.
So
if,

a
business
one
has
that
option
and
wants
to
pay,
they
can
pay
their
tax
bill,
but
this
gives
the
breathing
room
for
those
businesses
that
are
struggling
right
now
and
to
a
point
that
representative
cantrell
cantrell
made
a
moment
ago.
You
know
we
can
revisit
this
issue
in
the
next
session,
but
this
just
gives
us
some
immediate
relief
right
now.

good
stuff
in
this
bill
right,

I
don't
want
to
take
away
from
that.
The
problem
with
this
is
the
system
in
which
we're
working
the
way
that
we
fund
our
ui
trust
fund
is
kind
of
backwards.
The
the
contributions
are
low
when
times
are
good
and
then
times
get
bad.
We
have
to
take
out
a
loan
and
then
contributions
go
up.

That's
that's
backwards,
because
businesses
are
always
going
to
be
hurting
when
there's
a
reset
recession
and
for
some
reason
their
rates
are
going
to
go
up.
We
have
to
look
at
the
whole
system.
We
can't
just
put
a
band-aid
over
this
and
I
hope
you
all
will
take
a
look
at.

know,
especially

long
time
and
sat
through
these
interim
meetings
over
the

last

People
are
hurting
too.
People
are
really
hurting,
with

delays
in
receiving
their
unemployment,
insurance
benefits
and
any
bill
that
addresses
unemployment
needs
to
address
the
beneficiaries
of
unemployment
insurance
as
well.
