reminders

I
would
like
to
adjust
a
couple
of
Rules
and
Things
that
we're
going
to
go
over
before
we
go
into
the
business
of
the
committee
meeting
today.

Of
course,
I
know
that
every
committee
asks
you
to
do
this
generally,
but
please
silence
your
cell
phones
during
the
meeting
as
I
was
in
a
committee
meeting.
Yesterday-
and
someone
said
if
the
phone
rings
we're
going
to
call
on
you
and
ask
you
why
it's
so
important
that
they're
calling
you
during
the
committee
meeting,
so
I
probably
will
not
do
that.

But
anyway,
please
remember
that
when
you
speak
to
turn
on
your
microphone
and
when
you're
speaking
to
either
of
the
question
or
recording
a
vote,
so
the
system
will
be
able
to
pick
up
your
your
voice,
real
quick.
This
section
I'd
like
to
set
just
a
few
procedures
for
the
committee
meetings.
Our
committee
meetings
will
last
one
hour,
so
one
of
the
things
that
I
think
is
very
important
is
for
us
to
be
prompt
and
also
to
make
the
best
use
of
our
time.
A
Probably
a
lot
of
our
meetings
will
not
last
an
hour,
but
we,
if
we
do
have
several
bills
to
consider,
we
want
to
move
along
promptly
and
get
all
those
heard
that
we
can.
Bills
may
not
be
added
to
the
agenda
unless
the
sponsor
of
that
bill
can
assure
us
that,
both
through
the
committee
that
they
can
it
can
pass
both
through
the
committee
and
the
Full
House.

We
will
try
to
have
a
speaking
limit
on
amount
of
time
that
members
are
questioning
or
commenting
someone
that
may
be
at
the
table
and
we
will
allow
follow-up
questions
that
will
that
will
take
place.
But
if
you
have
already
spoken,
one
of
the
things
that
we
would
like
to
adhere
to
is,
if
you
want
to
explain
your
vote,
you
may
do
that,
but
that
is
going
to
be
limited
to
one
minute
and
also
for
members
who
have

yet
spoken,

I
appreciate
the
opportunity
to
bring
House
Bill
188
today
for
your
consideration.
House
Bill
188
is
a
cost
savings
Workforce
and
flexibility
bill
that
directly
grants
certain
public
construction
buyers
the
option
to
allow
a
construction
manager
at
risk,
construction
managers
and
general
contractor
entities.
The
ability
to
completely
excuse
me
competitively
bid
and
self-perform
on
trades
packages
when
certain
conditions
are
met
that
are
detailed
in
the
bill.

And
again,

the
committee

the

appear
before
you
like
to
touch
just
a
little
bit
on
the
wise.
What
are
the
benefits
to
to
House
Bill
188
and
the
first
one
is
increased
competition
and,
of
course,
with
increased
competition
that
leads
to
a
reduction
in
in
pricing.
This
is
particularly
true
when
we
look
at
bid
packages
that
have
little
or
sometimes
no
no.

So
certain
portions
of
the
project
that
don't
attract
as
as
much
attention.
It
also
provides
flexibility
based
upon
the
current
market
conditions
and
project
specific
situations.

Yes,
thank

so
I
read
over
this
and
I'm,
not
in
the
contracting
business
and
I
decided
when
we
built
a
gymnastics
business
that
the
one
thing
I
could
never
be
would
be
a
contractor.
So
so
that's
kind
of
where
I'm
coming
from
I
kind
of
understand
what
the
gist
of
the
bill
is.
But
I
do
have
a
couple.
Questions
and
I'll
just
ask
them
at
once,
because
it's
they're
fairly
simple.

I'll
touch
on
the
last
one.
First,
if
that's
all
right
with
you,
those
are
specified
when
we
had
everyone
together,
we
looked
at
some
best
practices
that
other
states
were
emphasizing
and
it
incorporated
into
their
self-performance
bills,
Indiana
Ohio,
Tennessee
and-
and
we
noticed
in
one
of
those
areas,
the
license
trades
were
were
specified.

So
that's
why
that
is
incorporated
that
way.
We
also
wanted
to
make
sure
that
the
most
skilled
practitioners
were
executing
work
and
that
in
the
delivery
of
any
trades
packages
that
that
also
fell
into
their
normal
course
of
business.
So
that's
that's
almost
a
redundancy
to
protect
the
the
buyer
and
to
ensure
they
have
the
most
qualified
individuals
doing
that
type
of
work.

And
as
far
as
the,
how
often
has
it
been
when
a
subcontractors
failed
to
perform
so
about
the
last
last
20
years
of
my
experience
has
been
in
this
type
of
delivery
method
and
there's
only
been
one
occasion.
I
will
say
that,
as
the
workforce
availability
continues
to
be
strained,
we're
seeing
more
unqualified
contractors
attempt
this
type
of
work
and
I
expect
that
will
maybe
increase
that
frequency.

Well
and
and
the
failure
aspect
that
that's
the
back
end,
that's
the
worst
case
scenario
right.
What
we're
seeing
on
the
front
end
is
a
lack
of
participation.
Some
of
it
is
especially
pronounced
right
now
with
the
workforce
issues
and
with
the
the
volume
of
work
that's
coming
out.
So
if
we
can
get
ahead
of
those
issues
and
give
the
CMS
the
opportunity
again,
where
there's
where
there's
not
coverage
where
they
know
the
market
will
not
support
some
of
these
packages
that
have
to
be
used
to
execute
the
project.

been
some
questions
raised

any
bill

we
run

we'll
run

work

any
of
those
questions,
but
no
there

has
not
been
any
direct
opposition
that
that
we
have
had
to
this
bill

to

point

matter,
there's
been
several
agents

Several
entities
that
are
that
are
actually
very
welcoming
of
this
opportunity
in
this
bill.

real
quick
analysis

what

you
really
are
expecting
to.

there
certainly
and
a
lot
of
times
this
could
go
back
to
it.
All
goes
back
to
the
market
or
oftentimes
goes
goes
back
to
the
market,
we're
seeing
in
some
of
these
more
complex
projects,
either
to
the
small
packages
or
some
of
the
relatively
mid-sized
packages
just
not
have
offers,
or,
if
or
a
single
source
and
that's
problematic
to
everyone.

That's
engaged
in
the
project
so
having
the
ability,
through
notice
and
through
all
the
other
conditions
that
are
contained
within
the
bill,
having
the
opportunity
for
the
construction
manager
to
potentially
be
an
offerer.
If,
again,
if
approved
and
reviewed
by
the
by
the
owner,
that
inserts
a
layer
of
competition
that
can
be
exercised
to
help
control
pricing.

just
one
more
follow-up
on
that
and
I
think
you
said
this
as
well,
but
if
we're,

looking
at
at
Workforce
issues
and

we
certainly
know
we
are

looking
at
Workforce
issues
so

seeing
this
happening

lot
currently
that
this
bill,
you
think,
could

take
care
of
that
situation?

workforce

crisis

missing
piece

project

wreck
the
schedule.

erect
the
the
pricing,
and
this
is
again
an
opportunity

kind
of
plug
that
that
whole,
where
appropriate,.

little

concerned

the

conditions
and

the
requirements

the
the
information
you
provided
to
us
in
terms
of
how
we
would
ask
questions
and
and
the
time
frame
I've
been
up
here
for
a
very
very
long
time,
and
the
one
thing
about
the
committee
system
is
that
you
are
able
to
find
out
more
about
the
the
bill
by
asking
questions
and
having
follow-up
questions,
but
also
most
of
the
members
like
to
give
a
reason
why
they
are
supporting
that
bill
and
to
limit.

is
not
fair,
not
only
to
the
members
but
in
more
importantly,
to
the
people
who
watch
and
our
constituents
who
may
have
an
interest.
So
I
don't
know
if
if
that
could
be
readdressed
I,
don't
know
if
that's
something
that
all
committees
are
doing
or
if
it's
just
done
in
the
state
government
committee.
But
I
would
hope
that
we
would
allow
debate
to
take
place
as
well
as
asking
questions.

as
members
of
the
committee,
can
understand
what
the
bill
is
all
about
and
whether
or
not
we
are
able
to
support
it
or
not
support
it,
I
think
that's
what
our
people
have
sent
us
here
to
do
is
to
be
Watchdogs
in
terms
of
what
these
bills
are
and
whether
or
not
we
can
support
them
and
why
we
support
them
or
why
we
are
against
them.
So
I
I
am
just
just
making
that
that
conversation
to
open
it
up
to
see
what
can
be
done
if
we
are
able
to.
