amends

licensed
registration,
passed

2019
senate
bill,
29
to
clarify
implementation
dates
and
add
a
fee
to
be
collected
by
county
if
it
contains
a
city,
unauthorized
imposes
fee.
Basically
what
confession
scott
county
became.

bill

about

city
can
charge
a
regulatory
fee.
My
county
can't
charge

like

see

talk

the
changes
that
we
made
the
quick
modification
section
one
we
modified
what
included
the
businesses
what
are
actually
licensed
on
there.
This
is
because
we
have
massage
therapists
that
actually
operate
out
of
cosmetology
offices,
so
we
realized
that
if
we
gave
the
massage
board
that
power
that
would
actually
give
them
control
over
cosmetology,
obviously
the
cosmetology
board
rightfully
had
problems
with
that.
So
we
fixed
that
to
find
that
better
in
the
license.

Yes,
so
verifying
identity
is
crucial
in
law
enforcement
investigations
by
adding
a
photo
requirement
language
to
the
bill.
Public
safety
is
advanced
by
giving
the
law
enforcement
officer
the
tools
necessary
to
verify
the
identity
when
they
are
on
site.
The
attorney
general's
office
is
an
active
member
of
the
human
trafficking
task
force
and,
at
a
previous
meeting
officers
lamented
the
difficulty
of
verifying
information
presented
on
site.
The
current
lozenger
as
described,
has
a
picture
paper
clipped
or
stapled
to
the
licensure
issued
by
the
board.

presents
scenarios
that
allows
for
bad
actors
to
utilize
the
licensure
of
someone
else
by
submitting
their
paper
their
photo
to
the
paper
clip
or
staple
so
to
prevent
this
required
from
from
happening.
We
met
with
representative

The
bill,
as
presented
would
require
the
board
to
receive
a
recent
color
photograph.

discretion
to
incorporate
the
photo
within
the
lozenger
itself,
similar
to
the
ccw
license
or
by
creating
a
database
or
website
that
law
enforcement
has
access
to
verify.

may
be
other
means
for
the
board
to

complete

discretion.
We
are

for
the
furtherance
of
public
safety,
and
so
there's
also
a
requirement
for
a
background
check
in
the
language
that
prevents
bad
actors

getting
a
license
from
massage
board
therapy.

kentucky
driver's
license
binds
the
right
for
us
to
drive
but
still
gives
us
authority
to
revoke
it
or
put
restrictions
on
it
or
anything
like
that.
Well,
the
compact
is
no
different.
It
is
going
to
give
psychologists
who
are
still
licensed
in
the
state
of
the
kentucky,
the
right
to
be
able
to
practice
in
other
states.
You
can
imagine
if
we
had
to
get
a
driver's
license
for
every
state.
Well,
that's
what
a
lot
of
these
compacts
are
trying
to
alleviate.
