Bill
153
is
a
very
interesting
piece
of
legislation
inasmuch
as
it's
basically
a
unanimous
product
from
both
the
Bevin
and
beshear
administration.
Regarding
changes
to
the
state
Personnel
system,
there
is
one
minor
tweak
that
we
made
that
is
unique
to
these
bodies,
but
other
than
that
both
administrations
have
recommended
the
changes
contained
herein.

The
bill
makes
changes
to
chapter
18a,
the
most
important
of
which
are
dealing
with
the
appeal
rights
and
procedures
for
state
employees.
Current
statutory
scheme
has
led
to
the
Personnel
Board
being
overrun
with
a
voluminous
amount
of
pending
appeals
due
to
the
overly
broad
definition
of
penalization.

We've
had
a
lot
of
discussion
last
couple
years
about
our
state
employees,
the
process,
their
classification
and
salary
schedule
and

notice.

a
section
that
would
have
a
Personnel
Board
Academy
perform
a
classification
compensation
study
at
least
once
every
five
years.
Could
you
elaborate
a
little
bit
while
that's
in
there.

is
the
single

That
was
not
a

not
come
from
the
administration,
and
we
just
think
it's
important
that
we
keep
Pace
with
amongst
branches
with
their
pay
schedule,
as
well
as
with
the
private
sector,
and
that
a
five-year
increment
seems
to
be
a
reasonable
amount
of
time.
